The goal of organic agricultural production is to provide humanity with high-quality food without genetically modified organisms and to support the sustainability of society. It is noted that the many benefits of organic agriculture make us think about the prospects for the development of global agriculture as one of the key factors influencing the future of the next generations. n this article we outline the main stages of evolution in the organic farming sphere and emphasize the characteristics that are relevant to each stage; define the term “organic farming” specified for Canadian and Ukrainian legislative systems. This paper also highlights the main prerequisites for the need for state support for organic production in the world on the example of two big organic producers – Canada and Ukraine. Based on the main indicators of the current state and level of development in both countries, the need for government regulation, support, and stimulation are considered. The main approaches to the stimulation and development of organic production in Canada are considered in order to determine priorities for Ukraine. It is established that subsidies for organic agriculture in Canada at one time gave an extremely important impetus to the development of this area of agricultural production, which ultimately led to significant progress in environmental protection, climate change mitigation, health, development of rural areas, and consumer protection. Also, it gave a significant boost for the national farmers, so they could grow in the area and improve their farming activity using innovative technologies. The domestic experience of financial and organizational and legal support of the organic sphere at the state and regional levels for the formation of areas for improvement is analyzed. The necessity of not only direct financial state support, but also active educational, research, and organizational support together with representatives of the active community and business has been proved. It was recovered that the main problems of the development of organic farming in Ukraine and obstacles to the formation of green policy in the field of agriculture include the following: lack of state control and statistical reporting of production, circulation, and sale of organic production; - lack of developed infrastructure in the organic sector of the agricultural sector; - imperfection of the system of certification and labeling of organic products, inconsistency of these processes with European standards; - lack of state support programs for organic producers and an insufficient number of local support programs. The necessity of a systematic approach to the stimulation and development of the domestic organic sphere to ensure the sustainability of the agricultural sector of Ukraine is substantiated. It is established that the policy of organic support in our country is not yet characterized by a high level of system and consistency, but important initial steps have been taken in the areas of organizational, legal, and financial support of organic production.

Realization of agricultural production complying with the sustainable development principles has resulted in a separate direction – organic farming. Its big difference from all other economy sectors is in its dependence on the natural and climatic conditions. Therefore, agricultural production has a dual nature, namely it depends on the environment health on the one hand, and, on the other hand, directly affects this health through the use of technologies that can both improve and substantially worsen the environmental situation. The institutional support for the organic farming is of great importance. This issue is relevant for scientists from countries, where organic farming is actively developing. In Ukraine, this is also a topical issue. The paper presents a conceptual framework of institutional support for the organic farming development, which includes elements such as state regulation, self-regulation, objects and subjects of organic farming, as well as an organic product market. Legal, informational, infrastructure and financial directions of ensuring the development of organic farming are also defined. The essence of each element is revealed. The main indicators of the organic farming development in Ukraine are analyzed, i.e. the organic farming areas, their proportion in agricultural lands, the number of producers, the volume of the organic market, the volume of organic consumption per capita, as well as the share of domestic organic land in the world's territory. A correlation analysis based on data from the largest world market of the USA made it possible to determine the factors that have the greatest impact on the development of the organic agricultural sector. The number of organic producers is statistically significant, and the share of land in the organic farming does not have a significant impact on the organic product consumption. At the same time, this can be seen from the point of view that the more producers will offer their products, the more saturated the market will be, and therefore the level of the organic products coverage can be greater.

Ukraine’s adaptation to the modern market system of economic activity is determined by the need to implement a number of urgent reforms aimed at increasing the role of the state in the integrated development of the economic and priority agro-industrial sector. Radical reforms of state regulation of agricultural production are necessary to overcome the existing crisis phenomena and ensure further intensive development of the agro-industrial complex. In the practice of progressive highly developed countries, the agro-industrial complex of which was formed under the influence of state regulation, demonstrates that in market conditions the efficiency of agricultural production largely depends on the level of state incentives and state support. The article examines the main aspects of state support for agriculture in modern conditions, which are regulated by regulations. The economic significance of state support is determined, its current state and main directions for agricultural enterprises are studied. The results of the analysis of preconditions and measures that led to the change of directions and volumes of state support in the budget for 2020 are presented. Ways to develop state support for the country’s agricultural sector have been identified. Some world models of state support are analyzed and prospects for Ukraine are outlined. The obtained results are similar to domestic studies and defend the belief in the need for state support of the competitive environment, and not only certain forms of management and ensuring food security by means of regulatory policy coordinated to support the industry.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

This research is intended to compare and demonstrate the difference between the cost and benefit of organic farming and chemistry. Compare differences in the quality of yields and minerals in the soil both before and after cultivation and modeling of agribusiness. Using Business Model Canvas for the decision of agricultural entrepreneurs who want to modify the farming process.The research found that in the experiment comparing between the costs of Organic farming and Chemical farming to produce three types of vegetables that are cucumber ,red oak salad and radish, with the total cost of growing vegetables in Organic farming, higher than the total cost of growing vegetables in Chemical farming. There is a greater frequency of fertilizing and injecting Organic matter than chemical farming. The net profit from the sale of vegetables in the Organic agricultural sector is higher than the net profit from the sale of vegetables in the Chemical agricultural sector, as the production price of Organic agricultural sector is higher than the production price of Chemical agricultural sector because the production process of organic farming has a higher production process and requires higher production attention to produce quality, and another factor is that Organic vegetables have a higher production cost than vegetables from chemical farming, resulting in less volume of organic production in the market than vegetables from Chemical agricultural sector. Consumers are demanding more healthy Organic vegetables. As a result, the price of vegetables that produced by Organic agricultural sector is higher than the price of vegetables that produced by Chemical agricultural sector, and the Return on Investment in Organic vegetables is higher than the vegetables that produced by Chemical agricultural .The Return on Investment in production of Organic farming is 61.48% and The Return on Investment in production of Chemical farming is 33.87%. It is therefore possible to conclude that growing vegetables in Organic way is safe for vegetable farmers who do not have to be exposed to any harmful Chemicals, as well as the resulting produce that is safe from residues, allowing consumers to be safe from toxin residues and receive good quality vegetables. Organic agriculture is a promising and increasingly demanded direction of “greening” agricultural activity, which has a great potential due to natural production technologies. Significant segments of organic products have been formed in the food markets of the developed countries; various institutional systems of the industry have been functioning for decades. Russian agribusiness is globally lagging behind in these matters, but the development of the economic environment has led to the objective necessity of adopting a law and a state standard that would define the requirements for the organic agriculture. Research on the prospects of the Russian food market in the global organic production system is becoming relevant. This work is a two-sided quantitative and qualitative approach to the study of existing production systems of organic food from the standpoint of the results and dynamics, on the one hand, and their organizational and economic structure, on the other. The findings and results are confirmed by the presented and systematized absolute and relative indicators of land areas certified for organic agriculture, the number of market entities, the consumption of organic food per capita and retail sales in the domestic markets. The qualitative characteristic of organic agriculture systems was reflected in constructing a set of schemes that clearly illustrate national features of the conduct methods, state regulation of production and turnover, research support, regulatory and supervisory support of the business under study. As a result, a comparative analysis of the leading world markets for organic food (USA, Germany, Canada and Austria) in comparison with the emerging market of Russia. The study is addressed to the global business community operating in the organic food market and to special research institutions.

Less favoured area (LFA) payments and organic farming (OF) payments represent a third of all public funding available for RDP 2007–2013 in Latvia and are used by about two- thirds of all farms. The aim of the study is to assess the economic impact of LFA and OF payments. The data from Rural Support Service, FADN and statistics of agricultural sector were used to conduct the study. A group of farms receiving support payments was compared with a group without this kind of support, in order to evaluate the impact of support payments. The results show that LFA payments have facilitated a significant income growth, especially for small farms. They have also contributed to more intense use of the land. Since OF support has not contributed enough to the agricultural production, direct payments to production will increase economic impact of support payments.

Современная трансформация сельскохозяйственного производства, обусловленная переходом к цифровым технологиям и масштабным обновлением материальнотехнической базы, влечет за собой необходимость разработки научно обоснованной методики планирования потребности аграрного производства в рабочей силе и ее адаптации к новым вызовам. Статья посвящена разработке методики планирования кадрового потенциала аграрного сектора экономики в условиях цифровых технологий. Разработан алгоритм планирования кадровой потребности отрасли на среднесрочную перспективу. Ключевыми показателями плановой работы по определению потребности в кадровом обеспечении согласно методике должны выступить контрольные цифры приема в образовательные учреждения и создание условий по обеспечению трудоустройства выпускников. С целью обоснования прогноза ежегодной дополнительной потребности аграрного сектора экономики в кадрах предложен расчетно-аналитический инструментарий с применением технологий стратегического форсайтинга, который позволяет в условиях формирования аграрной экономики инновационного типа сформировать новую парадигму прогнозирования кадровой потребности для сельскохозяйственного производства, демонстрирующую переход от сценарного (вариативного) подхода к подходу «тройная спираль». Подход «тройная спираль» не только позволит прогнозировать качественную динамику кадрового потенциала сельского хозяйства, учитывающую изменение условий труда, тенденции масштабной модернизации производственных фондов, применение современных технологий, достигнув максимального соответствия между ресурсным потенциалом отрасли и ее ежегодными кадровыми потребностями, но и будет способствовать созданию системы объективного государственного регулирования общего профессионального и дополнительного аграрного образования на региональном уровне. Практическая значимость исследования заключается в разработке организационно-экономического механизма государственного регулирования вопроса кадрового обеспечения на основе проектных методов управления в сельском хозяйстве, позволяющего сбалансировать ситуацию на аграрном рынке труда. The modern transformation of agricultural production, due to the transition to digital technologies and large-scale modernization of the material and technical base, entails the need to develop a scientifically based methodology for planning the needs of agricultural production in the labor force and its adaptation to new challenges. The article is devoted to the development of a methodology for planning the personnel potential of the agricultural sector of the economy in the context of digital technologies. An algorithm for planning the personnel needs of the industry for the medium-term perspective has been developed. The key indicators of the planned work to determine the need for personnel support according to the methodology should be the control figures for admission to educational institutions and the creation of conditions for ensuring the employment of graduates. In order to justify the forecast of the annual additional demand for personnel in the agricultural sector of the economy, a calculation and analytical tool is proposed with the use of strategic foresight technologies, which allows, in the conditions of the formation of an innovative agricultural economy, to form a new paradigm for predicting the personnel need for agricultural production, demonstrating the transition from a scenario (variable) approach to the «triple helix» approach. The «Triple Helix» approach will not only predict the qualitative dynamics of the human resource potential of agriculture, taking into account changes in working conditions, trends in large-scale modernization of production assets, the use of modern technologies, achieving maximum compliance between the resource potential of the industry and its annual human resource needs, but will also contribute to the creation of a system of objective state regulation of general professional and additional agricultural education at the regional level. The practical significance of the study lies in the development of an organizational and economic mechanism for state regulation of the issue of labor security on the basis of project management methods in agriculture, which allows to balance the situation in the agricultural labor market.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. PurposeThe purpose of this paper is to investigate factors affecting Vietnamese farmer's intention toward organic agricultural production based on research model integrating theories: theory of planned behavior (TPB) and norm activation model (NAM).Design/methodology/approachAfter in-depth interviews with 5 agricultural researchers and 5 farmers, the authors determined the official research model and built a complete survey. Data were collected from 318 farmers in the Hanoi, Vietnam by directly survey. Statistical methods, such as Cronbach's alpha analysis, exploratory factor analysis (EFA), confirmatory factor analysis (CFA) and structural equation modeling (SEM), were used to analyze the data.FindingsThis paper shows that attitude, subjective norms, perceived behavioral control and personal norm were significantly related to intention of the farmers; awareness of consequences was positively related to ascription of responsibility, personal norm, attitude and subjective norms; ascription of responsibility has a positive relationship with personal norm. The TPB-NAM integration model is proven to be superior to the original TPB model when studying factors affecting Vietnamese farmer's intention toward organic agricultural production.Research limitations/implicationsThe main limitation of this paper is that the sampling method is not representative for the whole country and just stops at researching the intentions of farmers without understanding the practices of organic agricultural production.Practical implicationsThe findings indicate that state management agencies in Vietnam need to pay attention to raise awareness among farmers about the role of organic farming, communicate to farmers through different channels about the benefits of organic farming compared to conventional agriculture and form information spillover groups between farmers who have produced organic agriculture and have not yet produced organic agriculture.Originality/valueThis paper contributes to the existing literature by focusing on integrating TPB and NAM when understanding farmers' intention toward organic agricultural production in Vietnam. This integrated model has proven the suitability of combining two approaches, a rational approach and an ethical approach, when studying farmer intentions.

The paper presents selected results of the research intent No. MSM 6215648904 “Czech national economy in processes of integration and globalization and the development in sectors of agriculture and services under conditions of European integrated market“. Its authors evaluate the effects of subsidies on the development of organic farming in the Czech Republic and in some selected EU countries. In the Czech Republic, the height of subsidies for the organic farming is continuously increasing. In 1998, the total amount of subsidies was 48 million CZK while in 2004 it increased to nearly 277 million CZK. Numbers of organic farms as well as the area under organic farming increased in dependence on the subsidies for this form of agricultural production.
