With the convergence of national markets of individual countries and the revival of globalization processes, international competition is growing not only among producers of goods and services, but also among regions and countries. There are a significant number of approaches to the analysis and improvement of countries’ competitiveness. Given Ukraine’s European integration pass, we consider the EU countries to be a key benchmark for its development. The EU, as a union of democratic European countries working together for peace and prosperity, must support a high competitiveness for both the Union as a whole and its member states in the face of increasing global competition. European integration has a significant positive impact on the development and competitiveness of the EU. However, in recent decades, it has deteriorated somewhat compared to global leaders due to dynamic changes in the international environment. As shown, EU countries (primarily the Netherlands, Sweden, Denmark, Finland) occupy high positions in international rankings (Global Competitiveness Indexes of the WEF and IMD, Legatum Prosperity Index, ERT Benchmarking Report, Business Europe Reform Barometer), and especially sustainable development (SDSN Sustainable Development Index) etc. However, in a number of key areas, many EU countries and the Union generally lag behind world leaders. Today’s open and export-oriented European economy suffers from weak demand for investment and consumer goods, slow development of innovative and digital businesses etc. Instead, the EU is a global leader in achieving the goals of sustainable development. Experts primarily recommend strengthening the EU’s single market and supporting new technologies, while all European countries should increase productivity, which requires greater investment in critical infrastructure, innovative technologies, skills development and labor market efficiency. Оn the other hand, European companies should constantly take into account the global situation and dynamics and modernize their competition policy accordingly. Ukraine’s adoption of the best European experience of raising the competitiveness, taking into account the obtained conclusions, may be the subject of further research.

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

All countries face several issues while running the process of sustainable development—the absence of a uniform means of sourcing investment for sustainable development and the lack of a unified index for the evaluation of sustainable development. No doubt, ensuring sustainable development requires constant financial investments. Hence, it is essential to examine the investment sources for sustainable development at the country level and to comprehend if the current financial investment has a direct impact on the results of a country’s sustainable development. The article aims at identifying the financing sources for sustainable development for each of the European Union (EU) countries and assessing their impact on each of the EU countries’ sustainable development, which is expressed as the Integrated Sustainable Development Index (ISDI). After the detailed analysis of investment sources for the sustainability of the EU countries, two sources of investment, assignation of budget and the EU structural funds, were selected, and ISDI calculation was applied for twenty-five of the EU member states for the period 2003–2017. Correlation analysis (using SPSS software) helped to identify the strength of the connection and to select countries for the Johansen Cointegration Test (using Eviews software) in order to determine how variables interact. The results show that the combination of the assignation of budget and the EU structural funds has a positive impact on the coherence of five (Czech Republic, Denmark, Spain, Slovenia, and Austria) out of twenty-four countries.

The impact of implementation of cohesion policy on the sustainable development of EU countries is of great interest and presents a number of actual challenges. This research aims to evaluate the impact and the effects of the cohesion policy among the Member States using hierarchical clustering analysis in order to identify how the selected variables affect the sustainable development adopted models. The variables used in the analysis were selected on the basis of official data provided by the European Commission, SDG Index and Dashboards Reports and the EU Cohesion Monitor. The results of the research have led to the grouping of the 28 Member States in a number of six clusters, identifying performers but also those countries that have a high potential for sustainable development or which require increased attention to be sustained in recovering existing gaps. The results of the study can be a starting point for policy makers and other stakeholders involved in their efforts to support sustainable development through effective and effective policies.

The article provides a general overview of the course of forming Ukraine’s legal and policy basis for cross-border cooperation in connection with economic development. Specific attention is given to its cross-border cooperation with the neighbouring Eastern European countries in the frameworks of bilateral treaties, the Madrid Outline Convention and the EUUkraine Association Agreement. Their cooperation within four Euroregions, supported by the EU European Neighbourhood Instrument, is observed. The complex of cross-border cooperation advantages, shortcomings of their realisation and the current prospects for cross-border cooperation advancement in the light of sustainable development are characterised.

The most important part of the economic cooperation between Serbia and the EU, in addition to the inflow of foreign direct investments, loans, remittances (and donations), which predominantly come from the EU countries, is the exchange of goods and services. From 2000 there has been significant growth of trade between Serbia and the EU; merchandise exports and imports increased at double-digit rates over the past 16 and half years. In the same period, the share of EU in Serbian trade has not significantly changed, except for the effects of the three EU enlargement (2004, 2007, 2013), and is almost two-thirds. Having in mind that the countries of CEFTA, excluding Moldova, is likely to join the EU in the next decade, it is clear that the importance of trade with the EU would increase, at least nominally. In the last European Commission staff working document (2016) for Serbia is emphasized that the new government programme included Serbia's EU accession as a priority goal. Besides that, Serbia is only moderately prepared in the area of public administration reform. According to this report, Serbia will need to align its foreign and security policy progressively with the European Union's common foreign and security policy in the period up to accession. The EU is a key strategic partner of Serbia because of its huge global economic, technological and political significance. The EU is not just a very important partner, it is, in a way, a reference point for Serbia, as the modernization of the country, which is a natural priority for Serbian elites, is virtually inseparable from European integration and full membership in the EU.

This article generalized modern tendencies and actual peculiarities of health care financing. The key aim of the research is to investigate the dynamics of health care financing as a factor of economic growth based on EU countries analysis. Systematization information sources connected with health care financing and its structure indicate that the EU countries analysis of dynamics of health care financing and its impact on economic growth was conducted fragmentary. This issue is still actual both for scholars and policymakers, especially for Ukraine, based on European trends. Investigation in the article is made according to the following stages: 1) introduction and relevance grounding; 2) literary review and identifying the necessity of research in this scientific area; 3) describing methodology, research methods, and current hypothesis; 4) characteristic of research results and confirming the hypothesis of the positive impact of the health care financing on economic growth; 5) making conclusions. Methodological tools of the research methods were structural and comparative analysis, logical generalization, and scientific abstraction. The methods of cross-country statistical and analytical analysis using the Excel 2010 software package for the sample from 14 EU countries for 2009-2018 (limited number of countries and limited data in 2018 relate to the data availability on open website of the EU statistical office) were applied to analyse the structure of health care financing, in particular financing schemes, main providers, and health care functions. The top countries in health care financing were identified. The methods of empirical analysis using the STATA software package for this data sample were used to confirm the hypothesis about the positive impact of the health care financing on economic growth – the GDP per capita. The nature of the analysed indices distribution was estimated based on results of Shapiro-Wilk test. So, Pearson or Spearman correlation coefficient was chosen. The statistical significance and strength of the relationship between the indicators of total expenditure for health care, and in particular government financing and compulsory contributory health care financing, voluntary health care financing, and household out-of-pocket payment for health care and the change of GDP per capita were assessed through a correlation analysis. The time lags of achievement the most statistical significance by this relationship was also identified. The results of the research show that the impact of health care financing on the change of economic growth is very high in 12 from 14 investigated EU countries (with lags of 1–3 years) and high in 2 from 14 countries (with a lag of 1 year). The character of this relationship for the most countries (9 from 14 countries) is direct (positive), and for 5 countries it is inverse (negative). The results of the research will be useful during future fundamental and practical research connected with health care financing and its modelling, for scholars and government officials to reform the health care system and its financial mechanism.

Borodin, O. Bublienko, V. Granovska, N. Karaseva, I. Klymenko, R. Kosodiy, M. Skoryk and others.Active development of economic processes in the agricultural sector requires current research on the existing practical experience of developed countries.Analysis of practical experience in ensuring the effective functioning of the agricultural sector of the EU.An effective direction of the transition to sustainable development of rural areas is organic production (regulatory principles are reflected in the Common Agricultural Policy of the EU). The institutional norms of the CAP EU act as a guarantor of positive transformations and a "substitute" for the interests of producers in conditions of market competition. In practice, the Council and the EU Commission are responsible for implementing the common policy. European policy for the development of the agricultural sector is funded by the European Agrarian Fund for Rural Development. EU countries use various mechanisms (subsidies, grants, state loan guarantees, etc.) for the development of the agricultural sector. The best results in the direction of sustainable development of the agricultural sector were achieved by countries that took radical steps quickly, decisively, comprehensively. The experience of the EU countries shows that it is also justified to limit government intervention in this sector, or to implement it through market-type mechanisms

Issues of sustainability of economic development of individual countries and the world economy in general are becoming more and more relevant, financial and economic relations reveal the global dependence of the economies of all countries. The article lists the measures taken to stabilize the economy after the world economic crisis of 2007-2008, which began in the US, which subsequently initiated a protracted second wave of the euro zone crisis since 2010. The key financial and economic indicators of the EU and RF countries are indicated: GDP, Current account balance, External debt stocks, Total reserves (includes gold), Total reserves in months of imports, Net financial account, Net primary income, Net trade in goods and services, Net trade in goods, Exports of goods and services, Import of goods and services. Relative indicators were used to analyze and compare the different in the territory and number of the 29 EU countries and Russia, the boundaries and the range of their changes (min, max, max-min) were determined. A gradation is proposed for the changes in the financial and economic performance of countries, depending on the level of risk of a crisis in the financial and economic sphere. Particular attention is paid to the dynamics of changes in indicators during the crisis and in 2015-2016. Based on the analysis of financial and economic indicators that characterize the degree of independence of the country from external financial impacts, a rating of the EU and RF countries on the level of risk was composed.

Globalization pressures result in a new ideological conflict among Europeans. We use detailed items from the Eurobarometer survey on issues of immigration and European integration that measure the ideological perspective underpinning positions toward the EU. This provides a fine-grained analysis of the ideologies underlying the poles of the new globalization-centered conflict line, which we define as cosmopolitan and communitarian. Our results show that, next to socio-demographic characteristics, subjective measurements have a considerable additional power in explaining the divide among Europeans along the communitarian–cosmopolitan dimension. Subjective deprivation, evaluation of globalization as a threat, and (sub)national and supranational identities play an important role in dividing Europeans into groups of winners and losers of globalization in both Western and Central and Eastern European countries. At the country level, the national degree of globalization is associated positively with the communitarian pole and negatively with the cosmopolitan pole in all EU countries.
