Gender mainstreaming being the big issues lately included in Indonesia. To improve the gender equality access for education Indonesian government been launching the schools program name “ Sekolah Berwawasan Gender”.  The aim of this study is to explore the schools’ achievement on that government program in The Province of Riau. Giving orientation program, schools were required to design and implement their specific program. Schools also get funded to accelerate their program. The assessment were done based on 10 standard on indicator of the program implementation. Data were collected through questionnaire and direct observation to the schools. This paper discuss finding based on the 10 standard that grouped into schools level and region of the schools. It was found that the highest achievement is reached for standard 3 (85%) that deal with learning outcome, the lowest achievement is given to the standard 5  (56%) about schools’ facilities. This finding will be used as recommendation for the schools and government to improve their program design and implementation of gender equality program.

Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Implementasi Kebijakan Dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Impelementasi Kebijakan dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian dengan teori Merilee S. Grindle yaitu Isi kebijakan terdiri dari Kepentingan kelompok sasaran, Tipe Manfaat, Derajat Perubahan yang diinginkan, Letak pengambilan keputusan, pelaksanaan program, sumberdaya yang dilibatkan. Lingkungan Impelementasi terdiri dari Kekuasaan, kepentinganm dan strategi aktor yang terlibat, karakteristik Lembaga dan penguasaan. Dalam penelitian ini menggunakan pendekatan kualitatif melalui pengamatan dan observasi, wawancara, studi keperpustakaan dan dokumentasi, sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk hasil wawancara dan pengolahan data. Hasil penelitian menunjukan bahwa Impelementasi kebijakan Dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten subang sudah efektif pada Tipe manfaat, Derajat perubahan yang diinginkan, Letak pengambilan keputusan, Pelaksanaan program, Sumberdaya yang dilibatkan, Karakteristik Lembaga dan penguasan, kepatuhan dan daya tangkap, sedangkan pada kepentingan kelompok sasaran, kekuasaan, kepentingan, dan strategi aktor yang terlibat, belum efektif.   The purpose of the authors of this research is to determine the implementation of policies in the development of UMKM at the Cooperatives, UMKM, Trade, and Industry Office of Subang Regency. This research and writing discusses matters related to the implementation of policies in the development of UMKM at the Cooperatives, UMKM, Trade and Industry offices with the Merilee S. decision making, program implementation, the resources involved. The implementation environment consists of the power, interests and strategies of the actors involved, the characteristics of the institution and the power. In this study, using a qualitative approach through observation and observation, interviews, library research and documentation, data sources were obtained from informants through direct observation and interviews and documents were obtained in the form of interviews and data processing. The results showed that the implementation of policies in the development of UMKM at the Office of Cooperatives, UMKM, Trade, and Industry of Subang Regency was effective on the type of benefit, the degree of change desired, the location of decision making, program implementation, the resources involved, the characteristics of the institution and the mastery, compliance and capturing power, while in the interests of the target group, the power, interests and strategies of the actors involved, it is not yet effective.

Western European countries have made impressive gender equality (GE) progress in education during the last few decades. Unfortunately, the implementation of gender mainstreaming (GM) in higher education has not been satisfactory. This paper describes a survey-based research study designed to explore student teachers’ perceptions of training for GE in teacher education (TE) using the Sensitive Assessment for Gender Equality (SAGE) index. The study firstly aims to analyse the factor invariance across degree of the SAGE and secondly tries to describe the status of GM implementation in teacher education programmes from students’ perspectives. Data were collected from 398 student teachers (84% female) aged 21.44, enrolled on two TE programmes from a public higher education institution in the Autonomous Region of Valencia (Spain). Using single and multi-group CFA the study revealed that the proposed three-factor structure of the SAGE fitted well to early childhood and elementary school student teachers’ data, thus suggesting equivalence between its components in both samples. Early childhood students scored significantly higher than elementary school student teachers in their reported perceptions of gender equality training and awareness of gender inequalities. Results will be displayed in terms of identifying institutional and curricular needs for GE education practices as findings reveal a clear demand for change.

Abstrak Penelitian tentang “Peningkatan Kompetensi dan Kinerja Tenaga Pendidik PAUD melalui Komunikasi Efektif di Kota Bandung dilatarbelakangi oleh kenyataan menjamurnya lembaga PAUD yang didirikan oleh masyarakat dalam upaya menyukseskan program pemerintah yang disebut PAUDISASI. Oleh karena itu penelitian ini disusun untuk mengetahui gambaran tentang peningkatan kompetensi dan kinerja pendidik melalui komunikasi efektif di lembaga PAUD meliputi perencanaan, pelaksanaan, evaluasi serta faktor pendukung dan penghambatnya. Adapun metode yang digunakan adalah analisis deskriptif kualitatif. Hasil observasi, wawancara dan studi dokumentasi terhadap program pengembangan kompetensi dan kinerja tenaga pendidik di PAUD Al-Jannah dan Psy Center Kota Bandung menunjukkan: 1) Perencanaan program disusun dengan baik; 2) Pelaksanaan program dilakukan oleh semua stakeholder disertai sosialisasi, pengarahan, pencatatan dan pengawasan dari kepala lembaga; 3) Evaluasi program dilakukan oleh yayasan, kepala lembaga secara komunikatif 4) Faktor pendukung berupa tersedianya sarana berbasis IT serta buku-buku panduan kurikulum, adanya alokasi anggaran (walau relatif terbatas), serta mayoritas guru berkualifikasi pendidikan S1. Adapun faktor penghambatnya adalah masih adanya guru yang belum memahami pentingnya pengembangan kompetensi dan kinerja, serta belum terbiasanya guru menghadapi rambu-rambu regulasi yang dilakukan. Kata kunci: kompetensi, kinerja, tenaga pendidik PAUD, komunikasi efektif Abstract The research on "Improving Competency and Performance of PAUD Educators through Effective Communication in Bandung is motivated by the reality of the proliferation of PAUD institutions established by the community in an effort to succeed a government program called PAUDISASI. Therefore this research is structured to find a picture of increasing the competence and performance of educators through effective communication in PAUD institutions including planning, implementation, evaluation and supporting and inhibiting factors. The method used is descriptive qualitative analysis. The results of observations, interviews and documentation studies on the competency development program and the performance of educators in Al-Jannah PAUD and the Bandung City Psy Center show: 1) Program planning is well structured; 2) Program implementation is carried out by all stakeholders accompanied by socialization, direction, recording and supervision from the head of the institution; 3) Program evaluation is carried out by the foundation, the head of the institution communicatively 4) Supporting factors such as the availability of IT-based facilities and curriculum guide books, the existence of budget allocations (although relatively limited), and the majority of teachers qualified with S1 education. This chapter explores the underlying theoretical principles that provided the basis for the design and implementation of a professional development program for informatics teachers in Greece. A blended learning model was adopted combining live workshop meetings, face-to-face in-lab training sessions and online videoconferencing sessions. The framework of constructivism and experiential learning was used as a theoretical rationale for the combination of face-to-face activities with online learning experiences. It is shown that a blended learning design based on the principles of constructivism and experiential learning pedagogy can provide vital tools for the creation of an active environment for informatics teachers' professional development. Also, it appears that a promising direction for further investigation, in terms of improving the learning outcome based on the same theoretical principles, is the more detailed design of the sequence of learning activities and a closer look at the development of communities of practice among teachers.

Gender equality plays a pivotal role in combating terrorism and violent extremist in the global arena. This chapter provides a brief overview of evolution, definition and overall goals of gender mainstreaming and analysis as a tool for understanding the unique needs of men and women to achieve gender equality at the institutional level by developing policies, implementing programs and reviewing security implications. Since the 21st-century battlefield is complex, kinetic and multi-dimensional, it requires a multi-disciplinary approach to find solutions to such issues. Using technological platforms, it is possible to supplement means to understand, foresight and address such complex dynamics. A focus on the duality of information technology and its interplay with social media for recruitment, preventing the spread of misinformation and even intercepting channels of communication, plays a vital role in combating terrorism and violent extremism. From a policy standpoint, offering education and training and providing easy access to information platforms along with other similar initiatives, will assist in gender equality and in development policies, programs and strategies.
