The development of consumer culture that increasingly strengthened creates verysignificant cultural implications in society. Shift in the meaning of the commodity-valueproducts in order to be a symbolic value, impact on changes in consumption practices thatoriginally was based on making the benefits of the exchange of goods became a symbol ofspace and social identity. Commodities in turn are consumed to obtain all the identities,symbols, images and signs attached to it. This in turn creates a culture where performanceimmanence (the things that are surface) occupies a higher position than anything substantial.Consequently, people are trapped in the banality of morality and spirituality, whichconsiders moral and spiritual issues as being trivial. Cultural impact is of course very crucialto be addressed so that people are not getting mired in a cycle of low moral and spiritualculture that would degrade the quality of humanity itself. In this case, the role of all levels ofsociety needs to be revitalized, and one of them is family. Family as the basic unit of societyhas many functions that are essential to be developed to address the strengthening of consumerculture. Various functions, such as religious function, social cultural function, charity function,the function of protecting, reproductive function, the function of socialization and education,including the economic and environmental development function, can make an importantcontribution to the construction of individual personality and social action. Internalizing thevalues of religion, social, cultural and other social capital will be affecting the actions andsocial practices. In relation to the negative impacts of consumer culture, education forreligious values which is related to the dimension of the divine becomes the counterculture toovercome the culture of immanence in the consumer culture.Reliance transcendental becomes an important mechanism to sensitize the public onthe need for transcendence to improve the quality of our humanity. In addition, efficientinternalization of culture or modest consumption (moderate) as confirmed in faith should bedone to limit the desire for being consumptive. This value needs to be emphasized because ithas a positive impact for the future protection of family and community in both the short andlong term.

This research aimed to investigate the ground comfort assessment at the public open space in tourist area of Pangkajene River banks. The research methods used were the qualitative and quantitative method by filling in questionnaires, observation, interviews, and documentation. The samples were chosen using the purposive sampling technique from the users of the park. The data were analyzed using the descriptive analysis, codification, data reduction, matriculation, cross tabulation, and the evaluation system using Likert scale. The research results indicated that the park was inconvenience with the parkconvenience being 61.97%. The effect of the street vendors had caused either positive or negative impacts on the park- the positive impact was that the park had become the largest culinary center in Pangkep town so that it could attract the tourists to visit the park, while the negative impact was that the park looked less beautiful and less hygiene. En este artículo analizo la propuesta de cambio de paradigmas de las organizaciones burocráticas que busca mejorar la calidad de los servicios públicos ofrecidos a los ciudadanos. El paradigma posburocrático implica una corriente de cambio que cuestiona la figura del «servidor público» y concede mayor importancia a los empleados; se considera el peso y la importancia de las instituciones y su relación con las convenciones sociales que le imprimen una identidad característica a cada organización burocrática particular, por ello examino las aportaciones de la teoría sociológica para comprender la vinculación entre la acción social y las convenciones e instituciones sociales con el fin de documentar la importancia de las convenciones sociales sobre las que descansa el funcionamiento cotidiano de la burocracia, y proponer proyectos de investigación relacionados.   ABSTRACTThis paper analyses changes occurred within paradigms in bureaucratic organizations, aiming at proving the quality of the services offered to the citizens. The posbureaucratic paradigm implies a course change that questions from the own conception the figure of the «public servant» and grants the major importance to the employees, it considers the influence and the importance of the institutions and its relation with the social conventions that imprints a characteristic identity to each particular bureaucratic organization, for that reason the contributions of the sociological theory are examined to understand the entailment between the social action and the social conventions and institutions, to illustrate the importance of the social conventions on which the daily operation of the bureaucracy rests; in order to propose related research projects.

Technological advances due to the rapid flow of globalization, change the pattern of teaching in the world of education. The philosophy of education shows a vertical relationship, up or down with the branches of education. It is hoped that the public can better understand the importance of globalization so that the negative impacts that have an impact can be minimized and it is also hoped that the realization of positive activities towards education will be even better. Education contributing to the success of development in the agricultural sector is not solely determined by development in the technology sector but is determined by the development of the quality of human resources, aspects of human personality, which include knowledge, values, attitudes and skills. The influence of globalization encourages education in the agricultural sector to be increasingly encouraged by stakeholders to always be improved so that the agricultural sector becomes more productive.

ResumenEn Costa Rica, durante el siglo XX, tanto la ordenación territorial como las políticas ambientales y sus respectivos instrumentos de implementación resultaron ineficientes o insuficientes para evitar, o cuando menos reducir, los impactos negativos que generan, sobre el ambiente, las diversas actividades desarrolladas por el ser humano. Sin embargo, durante las últimas dos décadas -principalmente, a partir de la reforma al artículo 50 de la Constitución Política, en 1994, que consagró el derecho a un ambiente sano y ecológicamente equilibrado- encontramos esfuerzos legislativos, administrativos y comunitarios, encausados a lograr una adecuada armonía entre las actividades humanas, la protección del ambiente y el crecimiento ordenado de las ciudades. Sin lugar a dudas, el elemento ambiental ha adquirido una creciente relevancia en el país, a lo largo de los últimos veinte años, que se ha visto reflejadaen la promulgación de leyes y reglamentos, que buscan tanto consagrar la protección ambiental, como suplir la ausencia, ya se directa o indirectamente, de normas jurídicas de naturaleza urbanística.Determinar con mayor precisión, desde la perspectiva jurídica, la incidencia del elemento ambiental en la ordenación territorial y la planificación urbana, a través de las acotadas normas y a su vez, de las políticas públicas y sus instrumentos de implementación, se convierte en el objetivo del presente artículo; buscando, a su vez, ofrecer un análisis sobre las resoluciones, tanto adminstrativas como judiciales, que permita identificar sus alcances y afectación -positiva o no- sobre las Administraciones Públicas y los ciudadanos. Lo anterior, con la finalidad de reconocer sus efectos y definir, de cara al futuro, cuáles aspectos se pueden y deben mejorar, en aras de lograr la consecución de una cohesión socioeconómica y un desarrollo sostenible pleno, que repercuta en una mejor calidad de vida para la población costarricense. AbstractDuring the twentieth century in Costa Rica, spatial planning and environmental policies, as well as their implementation tools, proved they have been inefficient or insufficient to avoid, or at least, to reduce, the negative impacts produced over the environment by the multiple activities developed by humans. However, during the past two decades -mainly, since article 50 of the Constitution was modified in 1994, enabling the right to enjoy an ecologically balanced and wholesome environment- we can find legislative, administrative and communitarian efforts, looking forward to an adequate harmony amid human activities, environmental protection and cities organized development. Without a doubt, the environmental factor has acquired an increasing relevance in the country during the last twenty years. This has been materialized by the enactment of laws and bylaws, trying to achieve not only environmental protection, but also support - direct or indirectly - the absence of urbanistic laws and regulations.To determine with accurate precision, from a legal perspective, the incidence of the environmental factor in spatial and urban planning, through the mentioned laws and bylaws, the public policies and their implementation tools, is the purpose of this paper; and also, to offer an analysis about the administrative and judicial decisions, that may allow the identification of the results - positive or not- over the Public Administrations and the citizens. The later, with the aim to recognize their effects, and define towards the future, which bearings may and must be improved. This in order to conquer a social economic cohesion and a plain sustainable development that will positively affect citizens’ quality of life.

Abstract. Nowadays the community considers social media as one of the most important things in daily life. For the social media community is a form of self-editing exporters, for example, many anonymous accounts that violate ethics in their use in social media such as accounts to spread hoaxes, build hatred, and are provocative, but on the other hand anonymous accounts have a positive impact if used wisely. The purpose of this study is to determine the impact of anonymous accounts for the public from the positive and negative sides of using anonymous accounts. The research method used is descriptive qualitative analysis of anonymous accounts on social media and through interviews from several sources with an analysis of positive and negative impacts. The results showed that an anonymous Twitter account can be a medium to pour out your heart through writing. Twitter can be an entertainment for users through uploading posts, photos and videos.

In Russia, the problem of garbage is very acute, but only in recent years attempts have been made to solve it. One of the directions is the systematization of the industry and the transfer of responsibility for the removal, sorting and disposal of garbage to regional operators. The compensation mechanism for the costs of such companies involves the establishment of a tariff for municipal services for the treatment of MSW. Setting a tariff that would cover all the costs of regional operators and at the same time be accessible to the public is not an easy task, especially since it should also provide for investment costs for the development of the industry. One of the ways to reduce the tariff is digitalization. The experience of using modern digital solutions shows that they can not only improve the quality of services provided, but also reduce costs, which will have a positive impact on the amount of the tariff for municipal services for the treatment of MSW. The article deals with the problems of tariff regulation of the sphere of solid municipal waste management, for which the method of tariff formation is given, the factors that determine the amount of payment for utility services for solid municipal waste management, as well as the problems of the industry that affect the tariff. The problem of garbage is the most urgent, and the issue of competent financing, including through the establishment of a tariff, will help to overcome the main barriers to its solution.

The revitalization of the Old Town of Semarang is to support the Old Town as a heritage tourist destination and to overcome environmental problems such as tidal flood, slums, old buildings that are not maintained, and street vendors. Revitalization efforts have positive and negative impacts on the people in it. The positive impact caused by the existence of tourism activities in the Old Town area is the developing economy of Semarang City. While the negative impacts caused are physical, economic, and social gentrification; and affect the quality of life of local people. So it is necessary to study the relationship between gentrification and the quality of life of the community. The analysis to achieve that goal is the identification of revitalization, gentrification, and quality of life of the communities. Data collection methods were questionnaires, field observations, interviews, and document review, and also analysis techniques in the form of spatial planning. Based on the results of the study, there is relationship between gentrification and revitalization. That is, the facilities in the Old Town area cannot reach all levels of the people who live there. Besides, the presence of gentrification worsens the quality of life of local people. The government is still only focused on the physical development of the Old Town but has not considered the community's economic and social revitalization.

Natural resources in the mining sector are one of the natural resources in Indonesia. The sector produces various types of mining commodities that have different economic values. Ngawi Regency is one of the regions in East Java Province which has potential in the mining sector. One of the potential of the mine is group C excavation material. Since the construction of toll roads in the Ngawi Regency area, demand for mining products in the form of class C excavation materials as materials for toll road construction has increased rapidly. This has encouraged the growth of mining businesses in the region. Mining activities or businesses in addition to having a positive impact, such as the absorption of labor, also cause various negative impacts that affect the welfare of the community. Employment in the mining sector is indeed wide open which then causes people to switch from various sectors of employment to employment in the mining sector. The shift of employment to the mining sector has an impact on rising levels of income. However, this does not significantly affect the level of community welfare.

Scientific research and studies from recent years point to the growing interest of large multinational corporations in publishing reports that inform the public not only about their performance, but also about their behavior in terms of social responsibility and long-term sustainability. These are not only effects in the context of their success, but also the negative impacts of their environmental, social and administrative activities. Although corporate responsibility reporting integrating financial and non-financial information is becoming a standard practice, these approaches have not yet been investigated or published in the Czech region. Therefore, the aim of the research was to determine how the new quality of reporting is perceived by Czech industrial corporations. Data for empirical research were excerpted from reports published in 2018. To verify the generally perceived assumption of a positive correlation between the size of corporations and the quality of their reports, respectively between reporting quality and corporate performance, eight hypotheses have been formulated. The Chi-Square independence test was used to confirm or refute the hypotheses. The tests confirmed a significant dependence of reporting quality on the size of the corporation. A positive correlation was also found between quality of report and performance, but the expected negative correlation between indebtedness could not be demonstrated.

ABSTRACT The violation cases of codes of ethical conduct by professional accountants are rife in Indonesia. This phenomenon is expected to have negative impacts on the quality of government accountant. The purpose of this study areto investigate the influence of accountants’ codes of professional conduct implementation toward the quality of local government’s budget preparation; and todetermine whether or not there is a significant difference between male and female. This study is a quantitative research that employs survey method in which questionnaires are distributed to the financial officers of Finance and Asset Management Boardand Department of Revenue Service of Buleleng Regency in Bali. The data are analyzed usingSimple Linier Regression and Independent-Samples t-Test. Research findings indicate that accountants’ codes of professional conduct implementation have positive impact on the quality of local government’s budgetpreparation; and female government accountants are better than male on the implementation of accountants’ codes of professional conduct.
