In this article, based on the principles of historicism and objectivity, the authors consider the measures aimed at solving the religious issue by the government of A. Menderes in Turkey in the 1950s and 1960s. Acute social contradictions in Turkish society were caused by the issue of laicism policy. The separation of religion from the state with the confiscation of a huge material base from the clergy, the closure of theological educational institutions significantly undermined the authority and influence of the Turkish clergy on the socio-political life of the country. In the second half of the 50s, a gradual process of curtailing socio-economic reforms took place, and the Islamic factor is beginning to be actively used in politics. Thus, the authors of the article concluded that religious policy focused on the Islamization of the country.

Introduction. The article is devoted to reflecting the ideas of Turkish philosopher, sociologist, culture expert Ziya Gyokalp in the concepts of Kemalism, to the problem of reasonable mutual influence of the East and West, to the attempts of the first President of the Republic of Turkey Mustafa Kemal Atatyurk to introduce turkish society in the Westernized civilization in the 1920–1930s. The first Turkish president interpreted the ideas of Ziya Gyokalp, who fought for the synthesis of national traditions and European civilization achievements. The president defined such milestones in the political life of Turkey as europeanization, nationalism, laicism, etatism, revolutionism, nationality, republicanism. The article shows the struggle of westernists and traditionists; calls of nationalists to preserve national traditions, study the history of Muslim peoples and state institutions to make their adapting to new conditions of life in modernity easier. Only the balance between traditionalism and modernism can correspond to the realities of a particular society and era, while the westerners called for the transfer of European values to the national soil. Methods. The historical-typological and historical-system research methods used in the article allowed to analyze the typology and transformation of Turkish culture in the first two decades of the republic’s existence. Analysis. The article shows the struggle of Westerners and Traditionalists, the appeals of nationalists to preserve national traditions, to study the history of Muslim peoples and state institutions in order to adapt them for modern life more easily, because only the relationship between traditionalism and modernism can correspond to the realities of a particular society and to the modern epoch, while Westerners wanted to bind European values and national soil. Results. The article draws the conclusion that fundamental principles of Kemalism were formulated by M.K. Atatyurk and implemented by him and his supporters not immediately, but step by step, beginning with 1918. The ideology of Kemalism is in tune with the ideas of Ziya Gyokalp to a great extent. The paper emphasizes that during the decades since the first attempts to modernize Turkey the state has taken unprecedented steps to import Western culture. Undoubtedly, transformations in Turkish society in the field of government, culture, and everyday life were of progressive importance. It contributed to national strengthening of Turkey and its transition from feudal to bourgeois forms of social life.

This paper discusses the biography of K.H. Abdul Halim, a cleric, educator, political activist, a national hero, who was born in Jatiwangi, Majalengka, West Java on June 26, 1887 and died on May 7, 1962, in a peaceful and quiet place, Santi Asromo, Majalengka. The title of the National Hero from the Government of Indonesia was granted on the basis of his important roles in education, economics and politics. Among his legacy are the religious educational institutions, namely Santi Asromo Pesantren, the religious organization of the Islamic Ummah Union (PUI), and several books such as the Kitab Petunjuk bagi Sekalian Manusia (Manual for Man), Ekonomi dan Koperasi dalam Islam (Economics and Cooperative in Islam), dan Ketetapan Pengajaran di Sekolah Ibtidaiyah Persyarikatan Ulama (The Teaching Decrees at Ibtidaiyah Persyarikatan Ulama School). His biography is a manifestation of appreciation for his services and works, his struggle and his devotion to science and people, as well as his role and contribution in building the nation of Indonesia with noble character and dignity. Another milestone of his is the value of the struggle and at the same time his Islamic scholarship can be an example for the younger generation in particular and for anyone who aspires to build a nation of Indonesia which is based on the Belief in One God, fair and civilized, united in the context of the Republic of Indonesia (NKRI). Ia mendapat gelar Pahlawan Nasional dari Pemerintah RI tahun 2008. Perjuangannya meliputi pendidikan, ekonomi, dan politik. Adapun metode yang digunakan dalam tulisan ini adalah deskriptif-analitis dengan perspektif historis. Adapun fokusnya, selain biog¬rafi singkat K.H. Abdul Halim, juga tentang konsep pendidikan eko¬no¬mi berbasis pesantren. Dari hasil pembahasan ditemukan bahwa ia telah melakukan pembaharuan di bidang pendidikan agama dan sekaligus memberikan keterampilan kewirausahaan bagi santri dan lulusannya. Awalnya gagasan tersebut berasal dari konsep pembaharuannya yang disebut Iṣlāḥ as-Ṡamāniyyah, yaitu: perbaikan akidah, ibadah, pendidikan, keluarga, kebiasaan (adat), masyarakat, ekonomi, dan hubungan umat dan tolong-menolong. Di bidang pendidikan, ia memadukan sistem pesantren dengan sistem sekolah, ilmu-ilmu agama dengan ilmu-ilmu umum, serta memberkali para santrinya dengan berbagai keterampilan tangan dan keahlian teknik. Di bidang ekonomi, disebutnya dengan Iṣlāḥ al-Iqtiṣād, untuk menanggulangi ketimpangan ekonomi di masyarakat, yaitu dengan menanamkan kesadaran kepada kaum muslimin agar berusaha memperbai¬ki dan meningkatkan kehidupan ekonominya dan berjuang secara bersama-sama melalui wadah koperasi. The Republic of Turkey was founded in 1923. In the first 20 years of its existence, the political leadership of the republic embarked on a process of nation building in Anatolia and at the same time changed the face of Turkish society, stamping on it a particular brand of secular modernity. This article tries to find out what were the common characteristics of the small band of men who made up the leadership of the republic and to what extent their shared background and experience can help explain the course they charted for Turkey after its creation. One of the conclusions is that Turkey, although located geographically for more than 90% in Asia, is in fact a creation of Europeans, who shaped the country after their own image.

One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

One of the characteristics of the system of government in the Fifth French Republic is the strengthened position of the head of state, but also the existence of the first minister as a constitutional category with a significant role. The constitution provides the political responsibility of the government with the Prime Minister and ministers before parliament. Certain French writers have opinion that the Prime Minister appears as the central figure of the constitutional structure. The Prime Minister shall direct the actions of the Government. This is 21 of Constitution. Also, there are specific powers that put the Prime Minister in the position of its real head of government. Among the prime minister's most important powers is his right to elect members of the government. It is the right to propose to the President of the Republic the appointment but also the dismissal of members of the government. The Prime Minister is authorized to re-sign certain acts of the President of the Republic. In case of temporary impediment of the head of state, the Prime Minister chairs the councils and committees for national defense, as well as the Council of Ministers. The paper analyzes the constitutional provisions that lead to the conclusion that the position of the Prime Minister is institutionally constructed as strong. Political practice, with the exception of periods of cohabitation, has indicated that most prime ministers have been overshadowed by mostly powerful heads of state. For that reason, it is necessary to analyze the political practice of all eight presidential governments. A review of the already long political life that has lasted since 1958. points to the conclusion that in its longest period, presidents of the Republic dominated the public political scene. The Prime Minister has a more pronounced role in the executive branch during cohabitation periods. However, nine years in three cohabitations cannot change the central conclusion of this paper that the dominant political practice of the Fifth Republic has led to the Prime Minister being essentially in the shadow of the head of state.

The article examines the causes of the permanent political instability in the Turkish Republic, which leads to frequent change of governments, degradation of political parties and changing of policies. On the example of the activities of different cabinets it is showen that the basis of their instability is the frequent creation of coalition governments consisting of parties that stand on different ideological positions. Inter-party antagonism, in its turn, is a consequence of the split of the Turkish society along civilizational, ethnic and religious grounds, which determines the different political orientation of the various layers of the Turkish society. At the same time the article shows the examples of the undoubted efficiency of one-party governments, however they never get support from the opposition parties, and eventually also fail to effectively and consistently implement their proposed policies. The author also deals with a policy of the ruling today in Turkey, the Islamist Party of Justice and Development, which after several years of successful political and economic reforms to date entered the period of deep crisis and is increasingly losing its authority and influence both in Turkey and in neighboring countries.

Political Mechanisms of the Selection of Literary Texts for Foreign Readers. Example of the Monthly Polska: czasopismo ilustrowane in the 1950s The monthly Polska: czasopismo ilustrowane [Poland: an illustrated magazine] was created in 1954 as a tool to promote the achievements of the People’s Republic of Poland abroad. It was translated into English, French, Spanish, German and Russian. The article presents an analysis of the mechanisms of the selection of literary texts for the magazine in the context of changes that took place in the country’s socio-political life in the 1950s. The freedom of choice allowed to the publishers remained within the limits defined by the authorities. The selection of texts depended, among others, on their authors’ state awards and on the plain fact that they had been formerly accepted for printing in the domestic market. The „thaw” in Poland led to changes in the way of selecting texts in the monthly. From 1956, the magazine began to present previously banned authors, who criticized the political system and wrote works in opposition to socialist realism. However, the propaganda goals of the authorities were not abandoned. The orientation of the contents was supposed to show the authorities of the People’s Republic of Poland in a positive light, discredit the government in exile and emphasize the friendship between Poland and the USSR.

The second half of the 20th century witnessed many political and social upheavals in the Republic of Turkey as well as in the rest of the world. The political turmoil and chaos that occurred after 1970, which we determined as the limit of our study, and the social values that started to change with the introduction of technology in the institutional field after 1980 and in the individual life after 1990 caused the Turkish society to change at different speeds. Mehmet Güleryüz, who is the artist of the is a sensitive painter who observes, assimilates and has succeeded in reflecting these problems in his works by passing these problems through his intellectual filter with his ability to analyze with universal accuracy. Article 301 of the Turkish Penal Code (TPC), much debated at both national and international levels, has recently been subject to an amendment aimed at clarifying its meaning and averting more distressing cases related to freedom of expression. It should be noted that the former article 301 was an amended version of article 159 of the former TPC of 1926. As Türkan Sancar rightly states in her comprehensive book on both articles 159 and 301, article 159 is an article which has been revised many times. It was amended seven times after coming into effect in 1926 (in 1936, 1938, 1946, 1961, twice in 2002, and 2003). The new TPC was introduced as a package of penal-law reform prior to the opening of negotiations for Turkish membership of the European Union, and came into effect on 1 June 2005. Article 301 stated the following:1.A person who publicly denigrates Turkishness, the Republic or the Grand National Assembly of Turkey, shall be sentenced a penalty of imprisonment for a term of six months to three years.2.A person who publicly denigrates the Government of the Republic of Turkey, the judicial bodies of the State, the military or security organizations, shall be sentenced to a penalty of imprisonment for a term of six months to two years.3.Where denigrating of Turkishness is committed by a Turkish citizen in another country, the penalty to be imposed shall be increased by one third.4.Expressions of thought intended to criticize shall not constitute a crime.
