The article deals with the actual problem of the spread of information terrorism in the world space. Information terrorism is a new type of criminal activity. Terrorists use modern information resources, the Internet to spread the ideology of terrorism. The general scientific dialectical method and a complex of scientific methods of cognition (system-structural, formal-logical) represent the methodological basis of the research. The results reached by the authors are that in modern conditions the threat of information terrorism has become a reality. Comprehensive prevention of the threat of information terrorism must be carried out within the framework of reforming the country through the widespread automation and digitalization of all life support facilities, as well as the country's integration into international information exchange. In the conclusion, the authors formulated the main conclusions of the study, substantiated the need to develop measures to counter information terrorism.

The purpose of the article is to study the world experience of forming consolidated museum, library, and archival documentary and information resources, analysis of opportunities and prospects of Shevchenko National Reserve to create an informative socio-communicative representative online environment by means of project activities and determination of phasing of outlined steps. The methodology of the research is based on the complexity of the general scientific methods: analysis, synthesis, formal logic, federal consolidation of information resources, methods of analytical Internet monitoring, and visualization of the results of the research. Scientific Novelty. Prospects and expediency of forming a consolidated database of documentary and information resources of the Shevchenko National Reserve as an informative socio-communicative rep­resentative environment of the reserve in the world information space are substantiated, and the main ap­proaches and stages of this project are outlined. Conclusions. As a result of the realized study was found that the project approach to the formation of a single database of documentary and information resources of the Shevchenko National Reserve and their integration into a single information space is optimal for solving the problem, which requires a step-by-step solution and fully meets the requirements of the time. The creation of an informative and communicative representative environment of the Shevchenko National Reserve will help to reach a wide target audience, establish business communication, enter a single information space as an institution with a powerful documentary and information resource potential attractive for both the world and national community. Aim. Scientific substantiation of the ongoing processes of reducing biodiversity to the environment and their impact on the growth of threats to food security of the countries of the world. Material and Methods. General scientific methods of scientific research, methods of generalization and synthesis of scientific knowledge, methods of regulatory analysis of the current situation in the socio-economic sphere were used. All digital materials and data were obtained from open sources and used to substantiate the theoretical material in fact. To illustrate the materials, methods of graphical data presentation, statistical data evaluation and logical analysis were used. Results. The depletion of biodiversity dictates the need to search for new approaches to communication with nature and the use of its resources. The growing threat of destruction of the existing ecosystems that form the habitat of living organisms on the planet is forcing the countries of the world to revise their industrial technologies and applied mechanisms to ensure sustainable economic growth and food security. Population growth does not make it possible to reduce the rate of development for civilization, but requires intensification of efforts on the part of the leadership of world powers to reduce the rate of growth of global biological threats. Conclusion. The disturbance of the biological diversity of the planet indirectly affects the state of biocenoses and resistance to destruction and degradation. The anthropogenic influence of humanity and geometric population growth in numbers do not allow the biosphere to restore equilibrium after the intervention and consumption of its resources. The tasks of assessing the role of man in the formation of the problem of loss of biodiversity, the importance of preserving biodiversity for maintaining the life support of the growing earthly population, providing the entire population with the necessary level and availability of food for balanced and sustainable economic development were investigated and consistently solved. Of course, it is necessary to take a more serious approach to the conservation and protection of the planet's biodiversity.

The subject of this research is the work of the Council of Border Troops' Commanders on combating illegal migration at the external borders of the CIS member-states. The conducted analysis determines the practical components of main efforts and separate results of the activity of the Council of Border Troops' Commanders. However, the dynamic changes in situation and forms of illegal activity at the external borders of CIS member-states obligates the border and law enforcement authorities to act using the advanced technologies. Research methodology includes the combination of general scientific methods, such as systemic analysis and summarization of scientific concepts. The main conclusions consists in recommendations of improvement of the system of information exchange between the bodies of sectoral cooperation on combatting illegal migration at the external borders of CIS member-states, with consideration of the existing experience of the bodies of sectoral cooperation, as well as the experience of other international organizations and foreign countries.

Introduction. The purpose of the customs authorities is to effectively protect society and ensure that appropriate taxes are levied, using, inter alia, the fight against cross-border crime. The way in which the customs carries out its law enforcement mission in combating the above offenses remains in the focus of discussions of the customs administrations – members of the World Customs Organization (hereinafter – WCO), of which Ukraine has been a member since 1992. As a result, there is a growing need for further customs enforcement research and improved, with the support of the WCO Secretariat, exchange of experience and a common approach that will allow customs administrations around the world to unify the methodology they use to identify and mitigate potential institutional risks. The purpose. The article covers the analysis of Ukraine’s own customs service methods and, possibly, taking measures to improve the existing national system, in particular, expanding its legal foundation (assistance to authority) and operational capabilities (options) on which state procedures and practices are based. Methods. In the course of the research, general scientific methods were used, in particular: analysis to determine the content of law enforcement powers of the Customs Service of Ukraine; comparison for the provisions of Ukrainian and international legislation regarding the institutional preconditions for law enforcement activities by national customs services. The synthesis method was used to formulate proposals on the need to improve the customs legislation of Ukraine. Results. The main scientific result of the article is to identify, related to the of customs affairs, shortcomings in the institutional capacity in the field of law enforcement of the Customs Service of Ukraine and determine the prospects for their further elimination. Particular attention is paid to the need to synchronize the provisions of Ukrainian legislation, both among themselves and with the relevant rules in force for Ukraine on customs matters, international agreements. Perspectives. Further research in this direction should be conducted on the basis of the formed theoretical justification of the law enforcement powers of the Customs Service of Ukraine, taking into account the levels of official interaction – departmental, interagency, international.

The aim of the article is to analyse and clarify the areas of development of offshore zones in the functioning of the world economic system. The subject of the study is offshore zones and offshore international centres as the locus of laundering of funds obtained by illegal means and their impact on the economy in total. Methodology. The study is based on the use of general scientific and special scientific methods in studying a coherent picture of development and possible trends in the further functioning of offshore zones in the global economic system. General scientific methods such as deduction, induction, analogy, analysis, synthesis enabled to reveal the implication of the world’s offshore zones as a system for laundering illegally obtained funds. The comparative method enabled to distinguish the specific features of offshore zones and offshore international centres and to identify common and distinctive features. The prognostic method allowed forming an original outlook on the advantages and disadvantages of offshore activities. Logical-semantic and dogmatic methods enabled to define the concepts of “offshore jurisdiction”, “offshore zone”, “offshore financial centre” and their specific features. The results of the study enabled to consider offshore zones, offshore financial centres and international financial centres, in terms of their specific features, as certain territories and areas of certain states, where under the exclusive conditions of doing business outside the territory of registration, non-resident entities are granted benefits and privileges in doing business, taxation, registration, and financial reporting, as well as an exclusive privilege of confidentiality. Practical implications. In the study, first, the concepts of “offshore zone”, “offshore financial centre”, “international offshore centre” are defined; second, the scientific approaches to their classification are analysed and compared in the specialized literature, the Fifth Directive is considered as the main legal regulation of money laundering and the BEPS Project; third, the author’s outlook on the positive and negative features of offshore activities and their impact on the world economy are substantiated. Relevance/originality. The author’s approach to the definition of the main features of offshore zones and offshore financial centres through the analysis of their qualitative characteristics is offered to determine the key areas of their development trends.

The purpose of the article is to summarize the problems and present the prospects for the development of Ukraine’s agricultural sector crediting based on the management of the agricultural receipts circulation as an innovative financial tool taking into account foreign practices. The research was based on the use of the dialectical method of cognition and the systematic approach to the problem of functioning and effectiveness of crediting agriculture through the agricultural receipts in Ukraine and in the world. The following general scientific methods were applied in the research: abstract-logical, monographic, generalization. The article substantiates the feasibility of using agrarian receipts, that make it possible to invest heavily in the agricultural sector, expand the circle of participants, form the chain of relations ‘creditor – agricultural producer – buyer (trader)’. The institutional peculiarities of agrarian receipts functioning determined by their commodity or financial form, legal status of participants are specified. The review and summarization of the positive experience gained by Brazil made it possible to determine the feasibility of the development of agricultural receipts in Ukraine, where the relevant normative acts were adopted at the legislative level. Determination of the peculiarities of implementing the pilot project on the agricultural receipts introduction in Ukraine allowed outlining the main problems and prospects for further functioning and management of their circulation. The article uses up-to-date information on the results of agricultural receipts implementation in Ukraine, including ‘organic’, identifies current problems and prospects for the development of agrarian receipts tools.

The purpose of the article is to analyze the essence of the method of stylization and determine its creative and expressive role in various genres of fine arts. Based on the experience of the world and domestic visual art to explore the practical use of methods and techniques of artistic stylization. The methodology consists of the application of general scientific methods (analysis and synthesis, induction and deduction) and methods of art history (comparative, typological, descriptive). The scientific novelty of the work consists in a comprehensive study and identification of the features of expressive means of artistic stylization of a pictorial composition in different genres of modern fine art. Conclusions. Exploring the expressive means of artistic stylization of composition in various genres of fine arts, it can be noted that leading foreign and domestic artists in their work have widely used a variety of techniques and methods of creative stylization of artistic images. The analysis of the experience of the world and domestic visual art of fine stylization should promote better visual perception and creation of subject-spatial stylized compositions and is, therefore, an extremely fruitful object of research.

Current trends in the development of the economy during the period of an unexpected global critical situation caused by the coronavirus and resulting in the financial and economic crisis indicate that there is an accelerated world-wide deglobalization, and a comprehensive transformation of the world community and the economic environment. Modern society highlights the issue of regionalization of the economy. This confirms the relevance and significance of the research topic and issues under discussion, while opening up new facets of the formation of the concepts describing economic security of Russia as a member of the world community. The purpose of the paper is to analyze the implementation of investment policy in the region. The object of the study is the regional investment policy. The subject of the study is features of the regional investment policy of the Primorsky Territory. The paper uses general scientific methods of empirical research, methods of theoretical knowledge, general logical methods and techniques, as well as methods of system analysis, and statistical methods. The paper provides a systematization of the concepts from the category “regional investment policy”; views on the current positions of investment attractiveness of the Russian Federation and the Primorsky Territory are considered. The criteria, features and constituent elements of a regional investment policy are analysed. Factors of investment potential of Primorsky Territory, and also dynamics and volumes of investments in Primorsky Territory are considered.

Models are central in many scientific contexts. The purpose of the article is to systematise and theoretically substantiate cognitive-discursive models of translation in the theory and practice of translation studies. The research methods were general scientific methods of analysis and synthesis, induction and deduction, observation and abstraction. In the perspective of cognitive modelling of translation, the creation of cognitive-discursive models of translation was preceded by cognitive-heuristic (A. H. Mynchenkov), cognitive-psychological (R. Bell), social-cognitive (D. Kiraly), and cognitive-pragmatic (E.-A. Gutt) models of translation. Thus, the development of the cognitive-discursive paradigm has given impetus to cognitive-discursive models of translation, the main advantage of which is the desire of their authors to take into account not only the text in the analysis of translation but also the mental activity of the translator and the reader while interpreting this text. Cognitive-discursive models of translation (T. P. Andriienko, L. Gopo, H. V. Taschenko) primarily focuse on the translator's cognitive sphere and the author's, translator's and reader's interpretation of reality embedded in the text, which results in paying attention to the bilingual picture of the translator's world. Translation in this focus appears as a reworking of someone else's „mental content”, which traditionally consists of interpretation (analysis of the original text), projecting a conceptual image of the source text on the picture of the world of the language of translation and implementation (creation of the text of translation).

In the context of digitalization of the economy and the growing number of legal proceedings related to intellectual property objects, there is a need to form a forensic examination of intellectual property objects as a new type of expertise produced by state forensic institutions. In order to form this new direction, it is necessary to study foreign experience of using the expertise in such cases. Purpose: to study the experience of using the expertise in cases of intellectual property objects in some foreign countries. Results: general dialectical method, in particular methods of formal logic, a number of general scientific methods such as comparison, description, etc., as well as special scientific methods: formal-legal, comparative-legal. Conclusions: the study shows different approaches to the organization of legal proceedings using expertise in the courts of Germany, Japan, Ukraine and the United States. This foreign experience will help to form Russian approach to the forensic examination of intellectual property objects.
