The article describes the use of the competence approach in management practice, its connection with the acceleration of innovation processes, complexity of the applied technologies, flexibility in a dynamic external environment, when not only the availability of resources becomes important, but also the possibility of using them to ensure the sustainability and competitiveness of the organization. The analysis proves the complexity, multiplicity and interdisciplinarity of the concepts associated with the competence approach and classification of competencies, as well as with the absence of industry specificity in the construction of a typology of competencies. The high-tech products production requires going beyond the enterprise, since it is necessary to combine the efforts of several teams and even organizations to create complex innovative products. For the development of high-tech solutions, the search and integration of both internal and external capabilities becomes necessary. The high-tech innovative potential enterprises are based on the most sophisticated equipment and high technologies, highly skilled labor resources. Therefore, the task of forming and developing staff competencies at high-tech enterprises is becoming urgent. There have been listed consistent tendencies of using the concept of “competency”, pointed out the key features of competencies: flexibility and changeability, orientation toward executing functional (professional) tasks, dependency on a person’s motivations and values. There are discussed the traditional approaches to the typology of staff competencies. The architecture of competencies proposes taking into account the requirements for high-tech enterprises staff knowledge, skills and abilities. The rationale for identifying a special group of system competencies is given.

In order to succeed in a competitive environment, enterprises and organizations must quickly respond to external influences, such as digitalization, expansion of information exchange, and challenges caused by Industry 4.0. High-tech knowledge-intensive enterprises that develop and commercialize their original innovative products and technologies as well as provide intellectual services in the field of high technologies are the first to respond to such challenges. A number of works on how the digitalization in economy impacts organizational and managerial activities of enterprises, their R&D, and creation, production and commercialization of innovative products are analyzed. As the results of the study, a number of properties and patterns that determine the successful adaptation of innovative enterprises to the challenges of Industry 4.0 wereidentified. Among them there are material resources, including technology and equipment, scientific and technological achievements, financial, personnel and information support and adaptive organizational and economic capabilities. It is shown that in order to adapt to the challenges of Industry 4.0, enterprises must match capabilities of the digital economy with their material, intellectual and production resources using innovative potential as a measurement tool. It is determined that the procedures for assessing the innovative potential of enterprises can become an effective tool for assessing both quantitative/qualitative indicators of enterprises and degree of their adaptation to the challenges of Industry 4.0. The proposed methodology for a comprehensive assessment of industrial enterprises’ innovative potential as the degree of their adaptation to the challenges of Industry 4.0 was implemented at the high-tech knowledge-intensive enterprises “Shtorm” and “Tekhnotron”. Both of them are well known for their innovative developments in the field of welding production. It was demonstrated that the proposed methodology allows not just assessing the degree of adaptation to the digital economy and the challenges of Industry 4.0, but also assessing the impact of planned activities on innovations and determine methods and means of responding to the changes in external and internal environment of enterprises.

Problem setting. In today’s context, there is a digitalization of society, that is, the transition from offline to the online mode of existence of all spheres of humanity. The development of information technology and the deep penetration of the Internet into all areas of activity are deforming the markets for goods and services in their usual sense, affecting both consumers and business. The increase in the share of services is related to the increase in devices and applications with artificial intelligence that synthesize large amounts of data. Target of research. Research of innovative services in the prism of digitization and digitization of information, review of types of innovations and identification of varieties of innovative services by criteria. Life-cycle analysis of innovation in general and innovative services in particular. Analysis of recent researches and publications. Features of innovative development of the country, objects of innovative sphere were investigated by such legal scientists and economists as Atamanova Y., Zablotskaya R., Zadykhaylo D., Milash V., Shevchuk S. Article’s main body. In today’s economic environment, services related to the use of innovative processes are gaining ground. The impact of the innovation processes that occur when changing the technology from the fifth to the sixth on the services sector is to some extent greater than the impact on the material production. The Fourth Industrial Revolution is stepping up the provision of innovative services through the introduction of new innovation processes and the production of new high-tech goods. Economists distinguish four types of innovation: product, process, marketing and organizational. Innovative services can be provided in the application of product, process, marketing and organizational innovations and can be of two or more types. Conclusion and prospects for the development. The concept of economic and legal category “innovative service” is legally defined only as a kind of innovative products and has no fixed definition in any legal act. Therefore, in the light of the above, we propose to introduce changes in the current legislation and under innovative services as a kind of innovative products to understand the new competitive services that are provided in the application of innovation by the subjects of innovation and correspond to the life cycle of innovation.

Subject. This article analyzes the performance of the innovative development of Russia's regions. Objectives. The article aims to develop an original classification of principles and mechanisms to stimulate innovation development of the regions. Methods. For the study, we used statistical inquiry techniques, and the methods of classification, rating, and graphic visualization. The efficiency of innovation was assessed as the ratio of the volume of innovative products produced in the region to the amount of costs of technological innovation. Results. The article identifies regions, districts and industries that are leaders in terms of the volume of innovation products shipped, innovation and distribution of funding, as well as areas that require certain measures to support innovation development. Conclusions. To intensify innovation processes in industrial regions, comprehensive incentives at all levels of government are needed, taking into account the balance of interests of the stakeholders.

Introduction. A significant trend of modern business has become the rapid spread of startups - a special organizational structure aimed at developing and implementing high-tech and innovative products. Purpose. The main purpose of the article is to analyze startup activity both in Ukraine and abroad. Results. The innovative potential of Ukrainian startup projects can be determined by analyzing statistics. The rating is given on the Startup Ranking service. Ukraine ranks 43rd in the number of startups in this ranking. The US has not lost its leadership position since 2016. With 243 successful startups, Ukraine has not made it to the Top 20 and has a large gap between leading countries (four thousand successful startup projects). With a slight margin, Ukraine is ahead of countries such as Norway, Kenya and so on. This means that Ukrainian founders need to work better on projects, because too many startups do not approve or fail. A number of mistakes are made at the stage of idea formation. However, part of the fundamental setbacks occur from the moment of investor search for startup. Therefore, the main reasons for the closure of startups in Ukraine and abroad can be identified: incorrect determination of the level of demand for a startup idea, lack of management experience, lack of clear plans of activities (strategic and current), bureaucracy, poor location, limited funding and lack of funds for the implementation of the startup idea, lack of calculations for determining the optimal price and break-even point, badly formed advertising campaign, lack of mechanisms for promoting the startup idea, problems of interaction with invest tors, organizational problems, untimely release or release of a defective product / service. Conclusions. Ukraine has significant innovative potential for startups, including highly-qualified engineering resources, and creates the appropriate infrastructure and ecosystem around startups. As a result, the number of startups receiving international recognition and receiving funding from foreign investors (Ugears, Senstone, SolarGaps, PassivDom, CruiseBe, Effa, Cardiomo, Helko Smart Dumbbels, Picolor, Petcube etc.) is growing.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Subject. This article deals with the issues of determining the market value of the trading business, taking into account a number of characteristics. Objectives. The article aims to develop certain provisions of the methodology and practice of evaluating the business of trading organizations, namely, taking into account the additional risk of inventory feasibility when calculating the discount rate. Methods. For the study, we used a systems approach, and the cognition, and economic and analytical research methods. Results. The article presents a three-tiered classification of stocks and a definition of risk based on the criteria for dividing stocks by purpose, degree of implementation, and shelf life in accordance with the scale. Based on the classification, the article offers certain recommendations for determining the discount rate when evaluating trading organizations, aimed at taking into account additional risk. Conclusions. Various evaluation procedures within the framework of traditional approaches and methods in relation to trading organizations do not take into account risk specific to this type of economic activity. The proposed methodology for calculating the discount rate for trade organizations takes into account the features of their functioning.

Currently, biometric methods of personality are becoming more and more relevant recognition technology. The advantage of biometric identification systems, in comparison with traditional approaches, lies in the fact that not an external object belonging to a person is identified, but the person himself. The most widespread technology of personal identification by fingerprints, which is based on the uniqueness for each person of the pattern of papillary patterns. In recent years, many algorithms and models have appeared to improve the accuracy of the recognition system. The modern algorithms (methods) for the classification of fingerprints are analyzed. Algorithms for the classification of fingerprint images by the types of fingerprints based on the Gabor filter, wavelet - Haar, Daubechies transforms and multilayer neural network are proposed. Numerical and results of the proposed experiments of algorithms are carried out. It is shown that the use of an algorithm based on the combined application of the Gabor filter, a five-level wavelet-Daubechies transform and a multilayer neural network makes it possible to effectively classify fingerprints.

Despite the large application of the machine embroidery in textile and apparel design and high-tech clothing items, there is а lack of systematic arrangement of the digital stitch lines, used by embroidery machines and embroidery designers. Since 2010 information on embroidery stitch lines could be mostly found in the web sites of the embroidery machine manufacturers and software product manuals. However, in the instruction manuals the instruments for creating various embroidery objects are simply described without providing systematic information on the types of the stitch lines. Even more, different names of the stitch lines and different ways to achieve the same design are observed. Single authors offer their own classifications based entirely and logically on the stitches of the hand embroidery. Another group of authors relied on already developed techniques and strategies for digitizing stitches in various software products or took into account the final appearance of the stitch lines or their application. Our study aimed to develop a detailed and systematic classification of the digital stitch lines in the machine embroidery, which has not been presented in the literature.
