The presented paper dwells upon the analysis of the methodological basis of modern approaches to the assessment of legal culture in Russian society, in particular the principles of understanding sociology and frame analysis. According to the author, the theory of social representations, P. Bourdieu’s con-cept of habitus, as well as the specificity of the theo-ry of frames, allow one to analyze each situation as a specific interactive reality that disappears as soon as a specific interaction is exhausted. Exploring the situation of interaction as a legal frame, the author defined the identification of the characteristics of the agents' real understanding of the interaction situation as the main task. The work notes that the presence of collective ideas about the value of law as a fundamental regulator of social ties, fixed at the subconscious level, can be considered as one of the main factors influencing the effectiveness of legal mechanisms among actors. On the basis of the analysis, the author notes that the main component of legal culture is the level of the subject’s aware-ness of legal values as a self-sufficient rational sys-tem of social regulation. Its functioning is carried out on the basis of formalized criteria and norms, a characteristic feature of which is their significance for all individuals, regardless of their social status.

The article is devoted to the analysis of the concept and specifics of the emerging technical and legal culture in the conditions of a new technological way of life characteristic of post-industrial society. The legal culture of modern Russian society is characterized by a change in its essential basis, which is based on the revival of a number of traditions, the formation of innovations in line with the active processes of digitalization of society, this gives reason to believe that there is a need to distinguish and distinguish from related legal phenomena an independent legal category – technical and legal culture. The prospective relevance of the research is based, first of all, on the challenges of legal practice, which determine a set of clear requirements for the professional activity and training of a lawyer. Recognizing the validity of the conclusion about the inseparable connection of legal and non-legal, power and non-power regulators and instruments of influence, it should be assumed that this has a significant impact on the specifics of legal technology, legal culture, technical and legal culture in relation to various types of legal practice. The analysis of the possibility of a specific division of technical and legal culture is particularly relevant, its main features are revealed in accordance with these typological groups. Based on the dominant features and manifestations of technical and legal culture, analyzed in the context of the search for the basis for the effective functioning of the system of power and non-power principles of modern Russian law, the article offers a primary, “working” definition of the concept of technical and legal culture, which as an independent phenomenon is currently in the formation stage. Its active development will contribute not only to the improvement of legal culture in general, but also to the development of various spheres of modern society.

The authors of the paper analyze the main directions of the consolidation of modern Russian society, as well as the problems that hinder the implementation of this process. The main factors explaining the fea-tures of the processes of consolidation of Russian society in the XXI century are considered. The col-lapse of the USSR, the resulting crises, the specifics of socio-political processes in the post-Soviet space, the formation of a national idea to a large extent affect the level of cohesion of the country's citizens. It is concluded that for the effective imple-mentation of the process of consolidation of society in modern Russia, it is necessary to overcome a number of problems. In this regard, it is of supreme importance to eliminate socio-economic inequality, corruption in all spheres of life, and optimize the activities of government bodies. The authors em-phasize that the consolidation of modern Russian society is the most important task of the ongoing national policy and requires targeted efforts on the part of both the state and civil society. The im-portance of further sociological studies of the con-solidation processes of Russian society is noted.

In the article features of the relations between such reality traditions and innovations in the aspect of modernization processes of the Russian society. The interrelation and the interdependence of these notions and spiritual traditions of Russian ethnos, as the main factors of counteraction to the destructive processes of social existence are defined. Spiritual traditions represent the mechanism of self-defense, self-organization and modifications of the society as a whole, so it can be regarded as the mechanism of succession and renovation. The article also indicates the necessity of radical rethinking of accepted values of modern civilization.

Abstract The purpose of this research is to study the influence of the level of public trust in various social institutions and structures on shaping tax culture. The authors identify three components of tax culture, namely, tax morality, tax literacy, and tax behavior. Institutional trust as the main component of a tax paying culture has a strong impact on tax morality. The groups with a high level of institutional trust have only about a third as many tax deviations as the groups with a low level of institutional trust. Over the past decade, Russia has seen a gradual increase in trust, which contributes to strengthening tax morality and raising the level of tax culture in the population. This is manifested in increased tax collection and reduced tax arrears. Nevertheless, tax opportunism still persists in Russian society. Almost a third of citizens do not consider themselves obliged to pay taxes and are tolerant of tax deviations. This fact may serve as a factor in the reproduction of deviant forms of taxpayer behavior, together with a low level of tax literacy in the population.

IntroductionAlthough in close and old connections with psychiatry, dangerousness exceeds psychiatric field because of its transversal feature. By involving a potential attack of others’ integrity, dangerousness implies a social dimension.ObjectiveThe aim was to study social representations of mental disease, which are dominated by the specter of dangerousness and lead to its stigmatization, in order to outline a prevention prospect.MethodThe method was based on a review of literature of main French studies of social representations of mental disorder and mechanisms which lead to its stigmatization.ResultsThe representations of psychiatry in general population are homogeneous and consensual, organized around the figure of the « mad », the « mentally ill » and the « depressive people ». Madness and mental disease are associated with the most violent behaviors and the use of psychoactive drugs. Two dimensions appear in the representation of the dangerous individual, one linked to a trained aggressiveness, the second to an impulsive aggressiveness, confirming the validity of the usual distinction between criminological and psychiatric dangerousness. Three main data are at the source of stigmatization : the fear of what is discerned like a threat, the anomaly through the difference which is carried, and the social regulation.ConclusionThe struggle against mental disease stigmatization can be part of a prevention process allowing through the rehabilitation of the patient in the society the performance of a care which exceeds the simple treatment of the disorder.

The article considers geoecological risks on tourist and recreational areas. The focus is on the relationship fields of bioactive range (electric, magnetic, thermal, radiation, vibration, sound, and infrasound) with the grid of tectonic fault displacements and their influence on the psyche and health of tourists, servicing staff as well as on the state of buildings and structures of tourist-recreational complexes. The conclusion is made about the constant and qualitative carrying out of geoecological monitoring of the territory on which is carried out or planned to implement the tourist product and recreational activities. Discusses problems of the evaluation of geoecological risks, and to develop new and optimize existing strategies manage this risk and geoecological safety in the tourist and recreational activities. We analyze the main factors of environmental influence on tourist-recreational objects and describe the complex of problems connected with geoecological safety of tourist-recreational territories. In the light of the mentioned problems of geoecological safety authors greatest attention ispaidto natural hazards of geological origin, i.e. exogenous geological processes. Classification of the main exogenous geological processes is given. Specific examples of their appearance on tourist and recreational areas are discussed. When considering exogenous processes from the point of view of their possible danger to the objects of recreation and tourism, emphasize their connection with modern earth´s surface — the main component of the environment. The concept and examples «slow» disasters are given. Questions of quantitative evaluation of geoecological risks are discussed.

The report highlights the results of sociological studies devoted to the value system of the Russian society. Value priorities of Russians are considered in dynamics and in comparison with other European countries. In the light of empirical data various stereotypes and autostereotypes of national identity are critically analyzed, including the widespread myths about Russians’ special inclination towards collectivism and the lack of civil society in Russia. On the basis of data obtained by an original method of psychosemantic sounding the deep structures of the collective psyche together with the specific social representations of Russians and the “world view” that the majority of them share are analyzed. Considerable attention is also paid to the subject-matters of national pride, and to the peculiarities of Russian historical consciousness. On the basis empirical data collected by means of sociological research the question of Russia’s place in the system of relations of East – West is posed and discussed.

The article highlights the directions of library activities in multicultural environment. The author presents definition of multicultural environment and notes that public libraries become cultural and educational centres. The article considers the main tasks and directions of work of libraries in the multicultural environment. Among the tasks facing the libraries are the following: creation of conditions for intercultural and interconfessional dialogue, education of tolerant thinking among the younger generation, socio-cultural mediation between migrants and the local community, the promotion of social cohesion of Russian society. The main goal of the activities of libraries in multicultural environment is their involvement in the implementation of the state cultural and national policy. Therefore, the libraries consider their main task in preservation and development of ethnic cultures and languages of all peoples living in our country. The most common areas of work of libraries are organization of ethno-cultural mass events, development of multilingual collections, creation of multilingual electronic resources, cooperation with local authorities and government agencies, educational institutions, national and cultural associations and various public organizations, assistance in the process of adaptation of migrants and refugees to the conditions of new social environment, creation of language educational centres in libraries for all members of the local community, participation in sociological research, methodological support of library activities in multicultural environment. Annual analytical reports of public libraries over the last three years demonstrate the significant increase of their activities in multicultural environment. The article presents the results of survey of the Gasprinsky Republican Crimean Tatar Library on the topic: “Do you know the traditions of your people?” The author concludes that the activities of library in multicultural environment contributes to its development as a cultural and educational centre. Cooperation with local authorities, educational institutions, national cultural associations, public organizations testifies to the importance of libraries and their recognition as active participants in the process of social cohesion of Russian society.

The author highlights the role of digital technologies in the modernization of the system of social regulation. There is a peculiar tendency of “technologization” of law, its transformation in the conditions of development of modern technologies. It is necessary to revise the recently established approaches to legal education. It is stated that rapid quantitative and qualitative changes that characterize the modern era, require a reorientation of education, which should be aimed at the extraction and assimilation of new knowledge that can be secured on the ground of a firm academic basis.
