Skripsi ini merupakan hasil penelitian mengenai Penempatan Pegawai di Badan Kepegawaian Daerah Kota Bandar Lampung. Penelitian ini dilatarbelakangi oleh beberapa indikasi masalah dalam penempatan pegawai yang belum sesuai seperti latar belakang pendidikan dan hingga kini pelaksanannya lebih mengutamakan untuk mengisi kekurangan daripada memenuhi kualitas sesuai dengan yang dibutuhkan. Tujuan dari penelitian ini untuk mengetahui bagaimana penempatan pegawai di Badan Kepegawaian Daerah Kota Bandar Lampung. Penelitian ini mengacu pada teori yang dikemukakan oleh Tohardi (2002) mengenai dasar-dasar dalam penempatan yang terdiri dari Job Specification, Job Description, Kemampuan dan Kebutuhan. Penelitian ini dilakukan oleh penulis dengan menggunakan metode kualitatif. Dari hasil penelitian dan pembahasan yang dilakukan penulis menunjukkan bahwa terdapat dasar penempatan yang belum dipertimbangkan dengan baik yaitu Job Specification berupa belum ditetapkannya kualifikasi yang harus dipenuhi oleh pegawai secara merata, belum dipertimbangkannya Job Description, dan analisis kebutuhan pegawai yang belum sepenuhnya dipertimbangkan dalam penempatan pegawai. Adapun dasar penempatan yang telah dipertimbangkan dengan baik adalah kemampuan yang dimiliki seorang pegawai. Kesimpulan dari penelitian ini menunjukkan bahwa penempatan pegawai di Badan Kepegawaian Daerah Kota Bandar Lampung belum terlaksana dengan tepat. Saran dari penulis untuk penempatan pegawai di Badan Kepegawaian Daerah Kota Bandar Lampung adalah kepada pelaksana untuk membuat aturan pokok mengenai kualifikasi yang harus dipenuhi oleh pegawai dan menggunakan hasil analisis jabatan untuk memenuhi kualitas pegawai yang sesuai dengan kebutuhan.  ABSTRACT This thesis is the result of research on the Officer Placement at Bandar Lampung Regional Staff Department. The background of this research is based on some indications of problems appears in officers placement which are not suitable with their educational background and up to now the implementation prefers to fill the lack rather than meets the quality accordance with the required. The purpose of this research is to know how the placement of employees in Bandar Lampung Regional Staff Department. This research refers to theory explained by Tohardi (2002) about the basics in placement which consist of Job Specification, Job Description, Capabilities and Needs. This research uses qualitative research method.  From the results of the research and discussion conducted by the writer, it is indicate that there is a basic placement which have not been adequately considered yet, including Job Specification such as not determined yet the qualifications that must be met by employees as equally, the unconsidered Job Description, and officers’ needs analysis which have not been fully used in the placement of the officers. The placement basis which has been considered well is the ability of an officer. The conclusion of this research show that the employee placement in Bandar Lampung Regional Staff Department not completely worked precisely. The advices from writer about the placement of officers in Bandar Lampung Regional Staff Department are to implementers to make main regulation about the regarding to the qualifications should be met by the officers and using the results of job analysis to meets the quality of employees accordance with the needs.

The purpose of this research is to know how the distribution of inheritance and the position of daughters in the distribution of inheritance in Batak Toba and Minangkabau communities. This research uses descriptive qualitative research method. The data of this research consist of primary data and secondary data. Primary data was taken from the interview result of researcher with informant from both tribes, while secondary data was taken through literature study from journals, books and literature related to the problem under study. The results of this research show that in the Batak Toba community, daughters do not get a share of inheritance. The kinship system of the Batak Toba community embraces the patrilineal system, in which the lineage is withdrawn from the father's clan so that the inheritance belongs only to the sons. All heritages can only be passed on to the sons. But daughters can get the inheritance that is called holong ate. Holong ate is only given to married girls. The wealth gift is considered a gift of a father to his daughter. While in the Minangkabau community that embraces the matrilineal family system, where the familial system is withdrawn from the mother line, the heritage treasures are only given to daughters. Sons do not have high treasures and the low treasure (search treasure) is given to children and wives.

Abstract: The industry or restaurant business in Tomohon City has a very rapid growth. The purpose of this study was to analyze the benefits of competency assessment for waiters to ensure the quality of their services while working. The method used is a qualitative research method with a descriptive analysis model. The research was conducted at 10 restaurants in Tomohon City. The results showed that as a reflection or image of the restaurant, it was judged by the visiting guests, which was determined by the competence of the waiter who worked, including the expertise of the waiter in serving customers directly. This is very crucial in giving a good impression or image and giving satisfaction to customers because they feel comfortable. This of course cannot be separated from a competency or knowledge of the profession in providing a table during the service. The results also show the need for competent waiters to have qualifications that are truly recognized in their fields which can be developed through trainings whose credibility is tested and recognized by the Professional Certification Board. Professional certification aims to provide recognition of competencies that have been obtained through learning, training, as well as work experience.

  ABSTRAK Permasalahan penelitian yaitu masih terdapat penempatan pegawai yang cenderung belum sesuai dengan prinsip “the right man on the right place and the right job”, masih terjadi kekosongan jabatan di Dinas Perpustakaan dan Kearsipan Daerah yang seharusnya diisi oleh jabatan fungsional tertentu pada Dinas Perpustakaan dan Kearsipan Daerah Kota Tarakan. Tujuan penelitian: untuk mengetahui keefektifan pelaksanaan analisis jabatan dalam penempatan pegawai di Dinas Perpustakaan dan Kearsipan Daerah Kota Tarakan Provinsi Kalimantan Utara. Metode penelitia kualitatif dan teknik pengumpulan data melalui wawancara kepada 11 orang informan, observasi dan dokumentasi. Temuan penelitian terdapat masih adanya kekosongan jabatan dan masih ditemukannya pegawai yang ditempatkan tidak sesuai dengan latar belakang pendidikannya. Selain itu, kualitas kinerja pegawai setelah analisis jabatan selesai juga masih kurang memuaskan, dikarenakan masih adanya pegawai yang harus memulai pekerjaannya dari nol alias tidak memiliki pengalaman sesuai bidang yang ditempatinya. Serta belum memenuhi Diklat jabatan yang disyaratkan dalam syarat jabatan. Serta pegawai merasa beban kerjanya semakin berat akibat pemangkasan pegawai dan harus mengerjakan pekerjaan diluar kemampuan dan keahliannya. Selain itu, berdasarkan hasil evaluasi kinerja dinas pada tahun 2020 ada beberapa bidang yang tidak mencapai target yaitu pengelolaan perpustakaan (29,41%) dan pengelolaan arsip dan dokumen negara (37,50%). Kesimpulan dari penelitian ini adalah keefektifan analisis jabatan dalam penempatan pegawai di Dinas Perpustakaan dan Kearsipan Daerah Kota Tarakan secara keseluruhan masih belum efektif. Tarakan City area. The purpose of the study: to determine the effectiveness of the implementation of job analysis in the placement of employees at the Regional Library and Archives Service of Tarakan City, North Kalimantan Province. Qualitative research methods and data collection techniques through interviews with 11 informants, observation and documentation. The results of this study indicate that there are still vacancies and there are still employees who are placed not according to their educational background. In addition, the quality of employee performance after the job analysis is completed is also still unsatisfactory, because there are still employees who have to start their work from scratch or do not have experience according to the field they occupy. And have not fulfilled the job training required in the job requirements. And employees feel their workload is getting heavier due to staff cuts and have to do work beyond their abilities and expertise. In addition, based on the results of the department's performance evaluation in 2020, there were several areas that did not reach the target, namely library management (29.41%) and state archives and document management (37.50%). The conclusion of this study is the effectiveness of job analysis in the placement of employees at the Regional Library and Archives Service of Tarakan City as a whole is still not effective. It was known that there were lack of order mandatory submission in Local Library of South Sumatra. Implementation of handover and savings of print and record work policy was one of the steps of South Sumatera Provincial Government to preserve the work of the region. This implementation was very influential in determining the quality of local policies or regulations. The purpose of this study was to find out how many local works produced by South Sumatera Province. This research used qualitative research method with descriptive form. Data collected via interview to key informants, observation and literature study using Ripley and Franklin's theories of compliance, the smoothness of the function routines and the realization of the desired performance and its impact. The first dimension of compliance level had indicated the implementation of the handover and the saving of the work in the Library Board of South Sumatera Province, the second dimension of the smoothness of the function routine was the implementation of socialization and the data collection of published works, and the last dimension is the increasing of knowledge and the amount of work received at Delivery of Print Works and Record Works at the Library Board of South Sumatra Province. Indicators of this study can be concluded that the three dimensions used are quite ideal.

The research aimed at examining ways by which Madurese women could achieve satisfaction in early marriage. Its used a qualitative research method with an interpretative phenomenological analysis (IPA). To understand the meaning of one’s experience by looking for themes from available data, IPA rested on three pillars, namely phenomenology, hermeneutics, and idiography. The researchers used semi-structured interviews to collect data and purposive homogeneous sampling. The participants involved were three married women under 18 years old who were living in Madura. The results of the research show that the three women are satisfied with their marriage. The satisfaction of their marriage can be seen from taking care of each other when sick, giving her enough money, and always happy with her husband, not far apart. Furthermore, Madurese women dissatisfaction in her marriage can be seen from anger if she is not given money and is not helped in doing household.

Previous studies of e-rulemaking that have not touched the theme of e-rulemaking in Indonesia or e-legislation, findings of the observations of the BPHN's website are technical constraints and low public comment statistics, the urgency of the needs of the Indonesian Government in improving democracy and the quality of policies, as well as the legal vacuum regarding the provision of the implementation of e-legislation since 2014 until now, hence the review of this paper will be focused on the preparation of a research framework to address the quality of implementation of public participation with e-legislation. The qualitative research method used is literature review and observation on the BPHN’s website with a study period of October 2016-January 2019. The results of the literature review show, conceptually, quality of the e-rulemaking cannot only be seen from a large number of participants, but rather to the quality of comments that has a substantial depth to get the quality of policy and compliance in its implementation. The dimension of public administration is used to photograph the stages: (i) system input; (ii) system process, including processing and managing data and information; and (iii) the quality of public comments and the policy of draft output.

This paper examines the implementation of Syariah Acconting with murabah and mudharabah financing model at 81 KJKS-BMT, City of Padang. KJKS-BMT is an microfinance firms that is based on syariah rules. This research employs qualitative research method using interview with managers of KJKS-BMT and studying accounting documents. The main objective of the study is to describe and undertand how syariah acconting has been practiced at those islamic micro finance institutions. The results of this study shows that there is no KJKS-BMT that fully implement Syariah accounting for murabahah and mudharabah financing. However, this study found that 30 percent of KJKS-BMT has implemented it with 75% of level of implementation, 30% has implemented it with 50% of level of implementation. The remain, 40% of KJKS-BMT has just implemented it with less than 50% of level of implementation. In addition, majority of islamic microfinance organizations in Padang provide 80 percent murabahah financing and 20 percent mudharabah financing. This research suggests that capacity building is badly needed for KJKS-BMT to increase the quality of financial reporting and decision making process at KJKS-BMT

This study aims to determine the motives of health workers who are still carrying out their profession during the COVID-19 pandemic and how the quality of health family communication during the COVID-19 pandemic. This research uses descriptive qualitative research method by collecting interview data online through zoom. The results of this study indicate that there is a motive for health workers who are still carrying out their profession during the COVID-19 pandemic, it is part of the profession that must be carried out because from the beginning they chose to work as health workers and during the COVID-19 pandemic if health workers did not carry out their obligations seriously. then this pandemic will never end. Communication barriers that occur due to difficulties in meeting with family members are replaced by the presence of communication technology. This even affects the quality of communication in the form of closeness and support among family members.

The main aim of this paper is to identify and specify factors that influence business analytics. A factor in this context refers to any significant characteristic that defines the environment in which business analytics and business in general are conducted. Factors and their understanding are essential for the quality of final business analytics solutions, given their complexity and interconnectedness. Factors play an extremely important role in analytic thinking and business analysts’ skills and knowledge. These factors determine effective approaches and procedures for business analytics, and, in some cases, they also aid in the decision to delay a business analytics solution given a situation. This paper has used the case study method, a qualitative research method, due to the need to carry out investigation within the actual business (company) environment, in order to be able to fully understand and verify factors affecting analytics from the viewpoint of all stakeholders. This study provides a set of 15 factors from business, company, and market environments, including their importance in business analytics.

Phenomenological research is increasing in popularity in nursing research for good reason. The qualitative research method allows an in-depth exploration of patient lived experience. This knowledge has the potential to enhance quality of holistic patient care. To undertake this method of inquiry, however, it is imperative that holistic nurse researchers understand the philosophical underpinnings of the method and are familiar with the two major types of phenomenology in order to approach the study in a scholarly manner. The purpose of this article is to explicate the method’s historical roots of phenomenology, its evolution, its two major traditions and their differences, and some of the specialized terminology unique to phenomenology’s jargon so that their studies can contribute to sound nursing science and complete patient care.
