Abstract The continuous drain of young university graduates leaving the country poses the threat of considerable loss, both economic and social. On the other hand, temporary labour migration can bring positive effects (experience, foreign know how). The objective of the article was to identify the attitude of German and Czech university undergraduates to labour migration and to explore the motivation factors that play a role in their decision-making. The research sample consisted of students of economics who study at regional universities in North Bohemia and neighbouring German Saxony. It was established that German students declare a greater interest in working abroad, but they tend to prefer temporary labour migration, while Czech students think more about permanently moving abroad, provided they are considering leaving for another country. Logistic forward stepwise regression was selected to establish significant explaining variables. Surprisingly, “higher salary” did not figure in the created models as an explaining variable in a single case. The amount of salary is an important motivation factor (both for Czech and German students), however, it is not the main factor which influences their decision to go abroad. The explaining variables “I want to live in a different country” and “the opportunity to gain international work experience” were shown in both cases. Governments as well as regional authorities should pay attention to the reasons why qualified workers decide on labour migration and they should pay due care to establishing why qualified workers want to live in a different country. Temporary labour migration should be encouraged and, at the same time, such conditions should be created to motivate highly qualified workers to return home. Highlights for public administration, management and planning: • The departure of young people with a university degree abroad represents considerable not only economic but also social losses. • Temporary labour migration, however, can bring positive effects (experience, foreign know-how). German students declare interest in temporary labour migration, while Czech students prefer permanent migration. • The salary is an important motivational factor (for both Czech and German students), but it is not the main factor that influences the decision to move abroad. • Governments, as well as regional authorities, should pay attention to the reasons that lead qualified workers to decide for labour migration and to look closely at answers to why young people want to live in another country. • Temporary labour migration should be supported by both government and regional authorities. In contrast, conditions should be created to eliminate permanent labour migration.

In this meta-analytic review, we investigated the effects of technology supports on the acquisition of shopping skills for students with intellectual and developmental disabilities (IDD) between the ages of 5 and 24. Nineteen single-case experimental research studies, presented in 15 research articles, met the current study’s inclusion criteria and the What Works Clearinghouse (WWC) standards. An analysis of potential moderators was conducted, and we calculated effect sizes using Tau-U to examine the impact of age, diagnosis, and type of technology on the reported outcomes for the 56 participants. The results from the included studies provide evidence that a wide range of technology interventions had a positive impact on shopping performance. These positive effects were seen for individuals across a wide range of ages and disability types, and for a wide variety of shopping skills. The strongest effect sizes were observed for technologies that provided visual supports rather than just auditory support. We provide an interpretation of the findings, implications of the results, and recommended areas for future research.

This study aimed to investigate the personal and contextual determinants affecting the employability perception of university students using a comprehensive model, and to compare the effects of these determinants with each other. The sample consisted of 463 university students from Turkish universities in İstanbul. Following explanatory and confirmatory analyses, the study variables were tested via hierarchical regression analysis. Across all variables, generic skills, academic performance, personal circumstances, and external labor market had significant and positive effects on the perception of employability, while students’ work experience and the contribution of university and consultants did not. The external labor market was identified as the strongest determinant of employability, and contextual factors were identified as having a stronger influence than personal ones. The results present a number of suggestions for stakeholders—including the Ministry of Education, university administrations, teaching staff, employers, students, families, media, and graduates—vis-à-vis perceived employability.

The main goal of both special education and inclusive education for young people with learning or behavioral difficulties is their maximum inclusion in the community as adults. The question of which of these two approaches is more likely to achieve this goal is addressed by considering the findings of three outcome studies of young people with moderate to severe levels of learning or behavioral difficulties who experienced either option, or some combination of the two. The overall findings indicate that students who left school from a special education setting had better outcomes than those who completed their education in mainstream schools. This is considered to be due to the vocational curriculum and work experience they gained in their final years of special education, which those in mainstream schools did not receive. This suggests that a policy of full inclusion, with the closure of special classes and special schools, will result in less inclusion in their communities post-school for young people with moderate to severe levels of learning or behavioral difficulties.

The present study investigated the perception of young Brazilians of professional help and barriers to seeking mental health services. A total of the 1,030 questionnaires were administered to young people aged 8-21 years of both genders attending public and private school or who had received or were receiving treatement at mental health facilities in three Brazilian cities. The data were evaluated using descriptive statistics, exploratory factor analysis, and comparison between means. The results showed fear of stigmatization as a major barrier to seeking mental health treatment, exerting greater impact than that of structural barriers. Regional differences influenced their perception of the treatment. Having undergone previous mental health treatment was found to be related to a greater perception of the positive effects of the treatment and the structural barriers to accessing care services. It was found that the onset of mental disorders usually occurs during early adolescence. School-related issues, anxiety, fear, and depression were the most common reasons for mental health treatment seeking among young people.

The article analyses the features of the methodology for organising physical culture and health-improving work with students with impaired health in Russian universities. The work experience in this direction of physical culture teachers of the Institute of Pedagogy and Psychology of Kostroma State University is presented. The methodology of organising physical culture and health-improving work with students with impaired health in terms of distance education via e-mail is considered; the WhatsApp system popular among young people; Zoom platform; YouTube video hosting. Within the framework of this problem, a digital self-observation diary of students with impaired health has been developed and tested. The tables provide information about students with weakened health of the Institute of Pedagogy and Psychology of KSU, those who started and did not start physical excercises in a distance format and the main reasons for their refusal to practice in a distance format. The author's model of the organisation of distance physical culture and health-improving work with students with health problems is described, including: purpose, objectives, principles, means of physical culture and health-improving work with students with impaired health, as well as features of distance interaction between students and teachers; factors ensuring the implementation of this type of activity and elements of a comprehensive assessment. In the conclusion of the article, conclusions are drawn about the results of the study.

The article considers the main trends of youth employment in the labor market in modern realities. As a result of the study, a statistic alanalysis of economic and social indicators for young people in Ukraine and the relationship with world indicators was conducted. The main recommendations for an effective national policy on this issue were also made. The most important factors influencing youth employment are the state, education and labor market conditions. It is the balance of these factors that will solve the problem of youth employment. Among the main causes of youth unemployment are the following: the growth in the total number of unemployed; the bankruptcy of a significant part of public and private enterprises; the focus of industrial enterprises on self-preservation and survival, rather than the development and expansion of production; the lack of young people with sufficient experience, in connection with which they are finally hired in the presence of vacancies, and the first to reduce when production is reduced; insufficient development of career guidance work with young people in the senior classes of the school; the increase in the structure of labor supply of the share of persons who do not have professions (foreign citizens) and decrease in the prestige of working professions; weak interest of employers in advanced training and retraining of working professionals. The ways of effectively solving this issue are: reforming the education system, encouraging young people to find employment at the educational stage, and providing benefits to enterprises that employ young people. Attention should also be paid to student internships. The other possible way to overcome the problem is studying the experience of other countries. The problem of youth employment is becoming a challenge for the economies of many countries. It is common not only in Eastern Europe, but also in many developing countries. Young people are a vulnerable category of the workforce due to a large set of factors, including: incorrectly chosen specialty, lack of work experience, inflated demands of young people for the future workplace. If you do not pay enough attention to this problem, it can cause many negative consequences. It should be noted that the UN Sustainable Development Goals include the promotion of progressive, inclusive and sustainable economic growth, full and productive employment and decent work for all, including young people.

Introduction.The urgency of studying theoretical foundations of budget decentralization for Ukraine is conditioned by the necessity of developing an effective scheme of macroeconomic regulation of social and economic processes in the context of decentralization. The process of social and economic development in Ukraine on a democratic and legal basis is impossible without increasing the role of the local self-government. Decentralization is one of the main motive forces in reforming self-government today. The purposeis deepening theoretical and methodological principles of budget decentralization and theoretical aspects of budget decentralization with the definition of its influence on processes of state regulation in Ukraine. Results.It is substantiated that in modern science theoretical aspects of decentralization are considered in relation to its types. The classification of decentralization types is carried out depending on their characteristics: financial (fiscal) one is the process of distribution of functions, financial resources and responsibility for their use between central and local levels of management; budget one, in the broadest sense, is the division of responsibility between authorities of different levels (including national governments, regional authorities and local self-government bodies) with the management of budgetary resources; in the narrow sense it is the presence of certain functions and powers at the local level, autonomy of local authorities in making independent decisions in the fiscal sphere. Conclusions.It is substantiated that budget and financial decentralization considerably influences the formation of local budgets. It is found that the decentralization course shows both prospects and problems of the Ukrainian development. Grouping the main benefits and positive effects of decentralization is carried out. The research analysis made it possible to establish that decentralization may have the risks and dangers grouped in the article.

Despite numerous attempts over the past few decades to prepare the U.S. workforce for the increasing challenges of a global economy, educators hear the same complaints from industry about how difficult it is to find highly skilled workers. The growing need to have a higher level of education and different knowledge, skills, and attitudes than in the past brought on by globalization makes the task of preparing workers for tomorrow's workplace even more daunting. Whatever the reason for dropping out, many young people have clearly not responded to the attempt to educate them through full-time schooling, no matter how innovative the program. This chapter argues that more adolescents can be educated in a school system that no longer emphasizes full-time schooling but instead combines part-time school with part-time real-world work experience. To carry out such an approach, it may be time to expand our horizons in the search for solutions, and we can find some guidance in a rather unexpected place, the work of Soviet educator Anton Semyonovich Makarenko. Makarenko's success in training young people to become productive workers includes several concepts and methods that may be useful in improving today's workforce education system.
