Subject. This article examines the issues related to the development of the agro-industrial complex and ensuring the food security of the Republic of Mordovia. Objectives. The article aims to study the problems faced by the agro-industrial complex of the Republic of Mordovia, and develop recommendations to address them. Methods. For the study, I used an abstract-logical method, comparison, generalization, and statistical data and content analyses. Results. The article describes specific problems of agricultural development of the Republic of Mordovia and provides certain recommendations to address some of them. Conclusions. To increase the pace of development of the Republic's agro-industrial complex at the expense of farms of all categories, it is necessary to significantly improve the information support of this area and improve the skills of workers.

Subject. The article addresses the issues of synchronizing the strategic planning of agricultural development and harmonizing its documentation system with the national food security objectives. Objectives. The aim is to run diagnostics of strategic planning and its food security documentary system. Methods. The study employs methods of generalization of scientific works and systematization of expert assessments therein, critical analysis of strategic documents on agriculture and food security, abstract-logical method for building a model of strategic process. Results. The paper presents the results of strategic planning process and its documentary system in the field of food security, conclusions on the need to strengthen harmonization between the main strategic planning documents, key objectives and criteria for achieving them, planned results and resources, benchmarks and performance indicators to ensure physical and economic accessibility of products. I offer a fundamentally different conceptual model of the strategic planning process. It is supported by a system of interconnected documents. This model is based on production projects and quotas linking the production and consumption at the level of rational nutritional standards. Conclusions. The proposed model enables to logically incorporate the objectives set in the field of food security into the system of strategic planning documents. The findings may be useful for agro-industrial complex authorities to coordinate decisions on agricultural development and food security as a complex problem.

The aim is to consider the current problems of ensuring food security, including the selfsufficiency of the region with food products with the effective functioning of the regional food market on the example of the Aktobe region. Methods - statistical and economic, comparative analysis, monographic, computational-constructive, abstract-logical. Results - the factors influencing on the formation of the level of food supply in the region and allowing the most reliable display of the structure of the diet of food products of the main population groups are systematized. The parameters that can be used to reflect the effectiveness of the action of specific types of food markets (meat, milk, bread, sugar, etc.) and effectiveness of government programs are highlighted. The features of the agro-industrial complex of the Aktobe region and the issues of ensuring its food security are determined. The effectiveness of agricultural policy measures to solve the problem of economic security of the region by regulating prices on market of consumer products has been proved. The results of the study of the main indicators characterizing the degree of socio-economic development of the region are presented. The analysis of the rate of expansion of food products market is presented. Conclusions - the authors focus on the need to develop measures aimed at achieving an optimal level of food self-sufficiency in the region, taking into account the factors that determine the development of food market and the food industry. The influence of digital and the latest communication technologies on increasing the information security of the subjects of the food market is justified, taking into account the level of consumer prices and effective demand of the population. Practical recommendations to improve food security and develop food market in the Aktobe region have been developed.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

There has been investigated the innovative component of the agro-industrial complex as a key factor to ensure food security of the Russian Federation. Basing on statistical data, there have been analyzed the current situation and results of production in the Russian agro-industrial complex. There has been revealed the influence of the innovative component of the agro-industrial complex ensuring the country’s food security. It is proved that agriculture can fulfill the tasks assigned to it, only if it is surrounded by an economic and legal environment, which takes into account the necessary completeness, the inherent differences. It is substantiated that the integrated system of agricultural assessment should be at the center of attention of the state administration and be implemented not sporadically, but permanently, in accordance with the demand for agricultural products. The grain farming can become a promising export resource under certain conditions such as reorganizing radically the procurement system, improving warehouse and transport infrastructure, saving seed material and reaching price parities for agricultural products and the means of their production. The necessity of applying state co-financing as the main form of state support for innovative development is substantiated. In the long term, the agricultural industry will be profitable and it will be able to function mainly without state subsidies.

Background: The Official Development Assistance, or ODA has been an invaluable source to assist developing countries in their economic and social development. Of the major ODA donors, the Republic of Korea (Korea) became a significant player in ODA and a role model. Providing its ODA, Korea designates the priority partner countries to which 70% of Korean bilateral ODA is allocated and formulates a country partnership strategy for each priority partner country. Objective: This study focuses on five sub-Saharan countries that were designated as Korea’s priority partner countries during the period of 2011-2020 and takes a detailed look at Korea’s ODA to their Agriculture and Rural Development (ARD) during the same period. With the five countries and ARD, this study intends to examine a hypothesis; the worse its food security and agricultural development was at a national level, the larger Korea’s ARD aid the country received. Methods: To test the hypothesis, data collected from World Bank, Global Hunger Index Reports and Korea ODA Statistics are sorted and analyzed. Then comparisons are made between Korea’s grant disbursements to ARD and the status of food security of the five African countries: Ethiopia, Ghana, Mozambique, Rwanda, and Uganda. Results: Results from the data indicate that there seems little consistency between the status of agriculture and food security of the five African countries and the allocated amounts of Korean ARD grants. Conclusion: Therefore, selection criteria for ARD grant allocation should exist and policy suggestions are made for Korea to formulate more consistent and systemic strategies for ARD support in sub-Saharan countries.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. Food security is one of the main objectives of the agrarian and economic policy of the state. In its general form, it forms the vector of movement of any national food system to an ideal state. Analysis of indicators of the state of the food market and the provision of the population with food, the selection of the most optimal of them for making effective management decisions is an important task in developing a strategy for ensuring the country's food security. Therefore, the purpose of this article is to assess food security in the Republic of Kazakhstan. The most important prerequisite for achieving the main goal of the country’s agro-industrial complex ensuring its food security and efficient agricultural production is the optimal location of its individual industries and production facilities by territorial units. The urgency of increasing the efficiency of agricultural production in general, and grain production in particular, has increased with Russia’s accession to the World Trade Organization. The purpose of the study is to develop scientifically grounded proposals and practical recommendations to improve the efficiency of grain production location in the Republic of Tatarstan. The study’s objectives: to reveal the economic essence of agricultural production location taking into account the main principles and influence of the main factors; to assess the current state of grain crop production location in the region; to develop the directions of grain production development at macroand micro-economic levels. Abstractological, statistical-economic, calculation and balance methods of research were used in the work. In the article the criteria and indexes of level and efficiency of production placement are offered; the condition and tendencies of development of grain crops placement are analyzed; methodical approaches and project decisions on perfection of grain crops placement on the regional level are grounded. The practical significance of the obtained research results lies in the fact that the developed measures contribute to the substantiation of optimal parameters of grain crop production location in the Republic of Tatarstan in the context of its natural and economic zones and municipal administrative districts.

The study of the system of relations between participants in agricultural relations that ensures active quality reproduction processes and profitability of activities, reduces internal and external risks and threats to business and guarantees food security of the municipality, the region and the country as a whole. Goal. To analyze the agro-industrial complex of the Republic of Crimea as a component of the region's industrial safety. The hypo-thesis of the study. Agricultural producers are gradually adapting to the new conditions in the Republic of Crimea during 2014-2017, and there are some problems in the production of agricultural products. Method or methodology of the work. The authors used structural-logical sequence of analysis of indicators of agro-industrial complex, considering the General characteristics of agro-industrial complex of the Republic of Crimea, the structure of the agricultural products of the Crimea, advanced agricultural enterprises. Using a structural-logical sequence of analysis of indicators of agro-industrial complex, it can be noted that, in general, the agricultural potential of Crimea is huge, however, the instability of some components, at the end of 2017, a decline, a decrease in the rate of growth of crop, livestock, thus we see the net profit and increased share of profitable enterprises. This dynamics suggests that agricultural producers are gradually adapting to new conditions, but there are some problems that hinder more fruitful development, primarily in terms of resource provision, logistics aspects and technological upgrades. The strategy for the development of the agro-industrial complex of the Republic of Crimea, as a component of the region's industrial security – is to create safe conditions for development, improve the quality and volume of agricultural production, and its competitiveness in the Republic of Crimea. The scope of the results. The results obtained are of practical significance and can be used by economic entities in the agricultural industry, implementation of investment projects at the level of the Republic of Crimea. Further research should be directed to the development of methods for assessing the economic security of the agro-industrial complex with the choice of indicators proposed in this study as a component of economic security.
