This article deals with a system of a humanitarian policy of Russia in accordance with the documents of strategic planning. Different interpretations of the definition “humanitarian policy” are considered, which are taken from official documents, official speeches as well as from expert community. There is also a comparison of the Russian and Western interpretation of the definition of “humanitarian”. The article touches upon concept of “Soft power” because this term is closely relative to the humanitarian sphere in Russian strategic documents. The activities of the Russian organizations in the humanitarian field are examined on the basis of their strategic documents. This article seeks to determine whether the modern system of the Russian humanitarian policy is a suitable tool for the implementation of its objectives.

В статье освещен вопрос, связанный с эволюцией понятия терроризма по законодательству России. Актуальность темы определяется, прежде всего, тем, что проявление терроризма представляет собой серьезную угрозу международной и внутренней безопасности каждого отдельного государства, всего международного сообщества в целом. В результате проведенного теоретического анализа отечественного законодательства об ответственности за совершение преступлений террористического характера автором выделено пять исторических этапов (периодов) его становления, представлена их характеристика. В заключение делается вывод о существовании на современном этапе проблемы выработки определения сложного и многогранного понятия «терроризм». Законодательная дефиниция «терроризм» должна быть принципиально полной, содержать характеризующие специфические признаки, соответствующие современным способам его проявлений. Полагаем, что современная дефиниция, изложенная в п. 1 ст. 3 Федерального закона «О противодействии терроризму», пока не идеальна и продолжает требовать к себе внимания со стороны исследователей и законодателя с целью корректировки терминологии. The issue related to the evolution of the concept of terrorism under Russian legislation is examined in the article The relevance of the topic is determined, first of all, by the fact that the manifestation of terrorism is a serious threat to the international and internal security of each individual state, the entire international community as a whole. As a result of the theoretical analysis of domestic legislation on responsibility for crimes of a terrorist nature, the author has identified five historical stages (periods) of its formation, and presented their characteristics. In conclusion, a conclusion is made about the existence at the present stage of the problem of developing a definition of the complex and multifaceted concept of «terrorism». The definition of terrorism should be fundamentally complete, include characterizing specific features characteristic of modern ways of its manifestations. We believe that the modern definition set forth in paragraph 1 of Art. 3 of the Federal Law «On Countering Terrorism» is not ideal yet and continues to require attention from researchers and legislators in order to correct the terminology.

Difundido entre empresas de todo o mundo, o Balanced Scorecard, três décadas após a sua criação, continua sendo um instrumento utilizado pelas empresas para gestão do  Planejamento Estratégico. Este estudo tem o objetivo de analisar a utilização prática do Balanced Scorecard como instrumento de gestão do Planejamento Estratégico na empresa Novo Nordisk Produção Farmacêutica do Brasil Ltda., identificando pontos de divergência em relação à teoria criada por Kaplan e Norton nos anos 90. Para a realização da pesquisa, foi adotada a abordagem metodológica empírico analítica, com a condução de estudo de caso em uma unidade fabril da empresa localizada em Montes Claros – MG. Foram feitas 19 entrevistas semiestruturadas com diretores e gerentes e aplicados 207 questionários aos demais funcionários. Os resultados mostraram que entre os gestores da empresa existe um conhecimento comum em relação às premissas para definição do Planejamento Estratégico e  um alinhamento sobre o Balanced Scorecard.  Contrariamente ao exposto por Kaplan e Norton sobre as etapas de criação do Balanced Scorecard, verificou-se que o processo na Novo Nordisk em Montes Claros é desenvolvido de forma inversa, primeiro são recebidas as metas advindas da matriz, para então ser desenvolvido o Planejamento Estratégico que levará ao atingimento destas metas. A pesquisa mostrou ainda as adaptações feitas pela empresa em estudo ao modelo proposto por Kaplan e Norton, de forma a minimizar as barreiras oriundas do conflito de agência que podem levar ao insucesso na obtenção dos resultados esperados para as metas definidas no Planejamento Estratégico das organizações.Palavras-chave: Balanced scorecard. Planejamento Estratégico.Balanced Scorecard: study on its use as a management instrument in Novo Nordisk company in BrazilAbstractDiffused among companies around the world, the Balanced Scorecard continues to be an instrument used by the companies to manage the Strategic Planning, even three decades after its creation. This study aims to analyze the practical use of the Balanced Scorecard as an instrument for the management of Strategic Planning in Novo Nordisk Produção Farmacêutica do Brasil Ltda (Novo Nordisk Pharmaceutical Production of Brazil Ltda), identifying points of divergence from the theory created by Kaplan and Norton in the 1990s. To develop the research, the analytical empirical methodological approach was adopted, with the conduction of a case study at a company unit located in Montes Claros - MG. There were 19 semi-structured interviews with directors and managers and 207 questionnaires were applied to the other employees. The results showed that among the managers of the company there is a common knowledge regarding the premises for the definition of Strategic Planning and also an alignment on the Balanced Scorecard. Contrary to what Kaplan and Norton presented about the stages of the creation of the Balanced Scorecard, it was verified that the process at Novo Nordisk in Montes Claros is developed in an inverse way: first, the goals coming from the head quarter are received. Then the Strategic Planning, which will lead to the attainment of these goals, is developed. The research also showed the adaptations made by the company under study to the model proposed by Kaplan and Norton, in order to minimize the barriers from the agency conflict that can lead to the failure to obtain the expected results for the goals defined in the Strategic Planning of the organizations.Keywords: Balanced Scorecard. The article contains the critical analysis of the understanding of “soft power” in Russia as a state’s foreign policy instrument. The author notes that the strategic planning guidelines defining the fundamental principles, priorities, goals and tasks in the field of foreign policy and national security contain numerous references to the importance of “soft power” and emphasize the necessity of increasing Russia’s role in the global humanitarian space. However, the instrumental understanding contradicts the initial understanding of “soft power” as a way to legitimize a state’s foreign policy efforts and leads to refocusing from the evaluation of the effect of using humanitarian technologies to the evaluation of the humanitarian activity itself. In the author’s opinion, such approach hampers the appropriate usage of Russia’s resources of “soft power” for the purposes of its foreign policy, and sidetracks from the understanding that the efforts aimed at the cultivation of soft power are directed towards a state’s internal policy, whereas being only projected outwardly.

The article deals with the issues related to the definition of the essence, role and meaning of legal definitions in the regulatory legal regulation of national security. The author emphasizes the uniqueness of the phenomenon of national security, which acts as a guarantor of ensuring the national interests of the state, society, and the individual and as a basis for the unhindered implementation of the strategic national priorities of the state. It is possible to ensure these interests and implement strategic priorities by creating an effective legal regulation that includes various legal means, as well as regulatory requirements. An important role in the regulatory legal regulation is played by legal definitions, which contain definitions of concepts that act as integral elements of the legal basis for ensuring national security. It is indicated that legal definitions of concepts are generally binding and contribute to the formation of a single legal space. It is stated that the current Federal Law «On Security» does not contain a legislative definition of key concepts in the field of national security. The article raises the problem of unification of the conceptual and categorical apparatus in the field of ensuring national security, through the adoption of fundamental documents of strategic planning. The author attempts to evaluate the legal definitions in the field under consideration in terms of their universality and industry affiliation, the problems of the completeness of their textual expression, as well as the state policy implemented in the field of national security. The author proposes the formulation of the concept «national security», which could become the basis for adjusting the legal definitions of certain types of national security, enshrined in legislative acts and strategic planning documents. The functions of legal definitions in the regulatory legal regulation of national security are identified and disclosed.

The article is devoted to the topical issue of the strategic development of the enterprise in the digital economy. The advantages of enterprises that use the results of the digital economy in their activities have been established. The main characteristics of the digital economy are determined, approaches to the definition of terms are investigated. The state of profitability of Ukrainian enterprises by industry is analyzed on the basis of statistical data. Based on the results of the analysis of statistical data, it was determined that in the conditions of the pandemic and quarantine of the last two years, most sectors of the economy suffered losses. Only those industries that were vital and those that use modern information and digital technologies had a positive financial result of their activities. These calculations showed that it is fundamentally important to introduce digital technologies at enterprises in various sectors of the economy. The article lists the main seven stages of introducing digital technologies into the management activities of enterprises. The above stages of introducing digital technologies into the activities of enterprises are used both for general strategic transformations at enterprises, and for individual management functions. It also reflects the main benefits of introducing digital technologies into strategic planning and profit management in enterprises. The main obstacles that may arise during the implementation of digital technologies are highlighted, among which the main one is associated with the human factor. It is also indicated in the article that almost all enterprises in their activities can start with the introduction of technologies for working with big data, which allow to efficiently process large volumes of information, analyze it and make management decisions based on the results. An analysis of modern research in the field of digital technologies implementation showed that digital technologies are necessary not only in the current activities of an enterprise, but also in strategic and management functions, especially in planning and managing the company's profit.

At the present stage, pedagogical tests are one of the most accessible and developed methods for assessing students' knowledge. Evaluation of the results of global research on testing problems showed that the developers of test items pay special attention to the form and their standardization, the processing of test results and the interpretation of the data obtained, methods of automatic test formation. The goal is to study the possibility of using testing to assess the formation of students' competencies. Materials and methods. Theoretical: a review of psychological and pedagogical literature on research issues, analysis, synthesis, generalization, systematization. Results. Testing characterizes a number of properties, the main of which is the objectivity of the assessment of results, the definition of "gaps" in knowledge. The result of testing is obtaining objective information about the quality of knowledge and skills, determining the sections that are the worst learned by the students. All of the above makes it possible to adjust the course of training. Test control can be external, when the subjects are offered a dichotometric range, which contains both completed and unfulfilled tasks on a wide range of issues. During the testing process, students have the opportunity to independently identify gaps in their own knowledge. The study confirms the possibility of using testing in assessing the formation of students' competencies and ultimately provides an increase in the level of knowledge. Conclusion. At the present stage, the introduction of tests into educational practice is an inevitable process, therefore, efforts should be directed to the development of a theoretical platform for the testing system, which will entail an increase in the efficiency of using tests as a form of control.

The purpose of this article is to provide an overview of the best Western practices in strategic planning with the view to improve the effectiveness of the Russian Federation national security policy in the face of new challenges and threats.Having analyzed Western approaches to ensuring national security, the article concludes that the political and governance practice needs to include more of strategic planning elements, such as strategic forecasting, monitoring, and national security assessment. Based on applicability to the Russian environment, the article particularly focuses on the American experience in strategic planning and discusses the origins and nature of the ideologeme of Americentrism that has dominated the American politics since 1990s. The author reveals how important role the use of soft power in specific national interests plays in the government policy for national security purposes and concludes that interrelation and mutual influence between planning and governance are indispensable.Having analyzed the Western practices, the article demonstrates the need to adjust significantly the strategic goal setting, first and foremost in Russia’s essential strategic planning documents.

The development of the concept of strategic planning and management of a changing economy is considered. The research is based on the provisions of the system economic theory, which makes it possible to fully describe the dynamics of changes and their mutual impact on the economy and society. At the same time, the “new system feature” of strategic planning means bringing the strategy-building mechanisms into line with both the requirements of the new economy and the internal logic of the evolution of the national socio-economic system (SES). The theoretical and practical significance of the approach is to improve the model of planning and management in the Russian Federation, since the existing practice is not fully adequate to the new economy, which creates difficulties and risks for the scientific and technological development of the country in the era of global changes. In this regard, the concept of strategizing the economy based on system economic theory is proposed. The definition of “strategizing” concept, as well as its scientific foundations and key stages, is formulated. The scheme of strategizing as an iterative process is presented. It is shown that following the system concept of strategizing the new economy can significantly increase the validity of the strategy and lead to the harmonization of the SES; otherwise, the imbalance of sectors and the non-stationary economy may increase.
