O objetivo deste artigo é o de apresentar uma contribuição preliminar para a discussão dos principais aspectos socioambientais a serem considerados na construção de indicadores de sustentabilidade energética. A importância do estudo reside na possibilidade de levantamento de subsídios à tomada de decisão no ambiente público do segmento de energia. A metodologia possui natureza teórica e realiza uma visitação na literatura especializada, de modo a criar condições de exame dos meandros sociais e ambientais para a composição de indicadores de sustentabilidade energética. Os aspectos sociais e ambientais, a partir de variáveis pertinentes à energia elétrica e ao desenvolvimento, foram mensurados por Borges (2007), por meio do coeficiente de Pearson. O estudo concluiu que a elaboração de indicadores de sustentabilidade energética para o setor industrial no Pará recomenda a observância do perfil de consumo energético das indústrias, que apresentou evoluções proporcionais quando associado à emissão de gases poluentes e atenção quanto ao perfil do saldo de empregos, que não indica estar associado diretamente ao comportamento dos investimentos em eletricidade no setor analisado.   ENERGY INDICATORS FOR THE INDUSTRY SECTOR: A PRELIMINARY CONTRIBUTION TO THE DISCUSSION OF SOCIO-ENVIRONMENTAL ASPECTS IN PARÁ   ABSTRACT The purpose of this article is to present a preliminary contribution to the discussion of the main socio-environmental aspects to be considered in the construction of energy sustainability indicators. The importance of the study lies in the possibility of raising subsidies for decision-making in the public environment of the energy sector. The methodology comprises theoretical nature and carries out a visit to the specialized literature, aiming at creating conditions for examining the social and environmental intricacies for the composition of energy sustainability indicators. The social and environmental aspects, based on relevant electricity and development variables, were measured by Borges (2007), using the Pearson correlation coefficient. The study concluded that the elaboration of energy sustainability indicators for the industrial sector in Pará suggests the observance of the energy consumption profile of the industries, which presented proportional evolution when associated with polluting gases emission, and attention to the impact on employment, which does not suggest being associated with the electricity investment behavior in the analyzed sector.   Keywords: Industry. Thermal insulation of buildings brings the social benefits mainly through energy savings. However, the risk of producing undesirable negative impacts on the environment and the health of the population is not negligible. Proper selection of the appropriate variant and product should include an assessment not only of the thermal, technical, operational, economic but also health and environmental aspects. In assessing the environmental and health impacts, only CO and sulfur emissions are often evaluated. The impact of other very dangerous chemicals released during the production of ETICS components and subsequently during the operation of the building is investigated only marginally. This aspect will be given the utmost attention and individual variants will be carefully examined also in this point of view. The public does not usually have enough quality data on the various available ETICS variants. The chosen method of thermal insulation should also be felt by the user in a positive way, which will contribute to the comfort and high standard of living.

This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence.  Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

Department of Information of Malaysia is one of the public organizations directly involved in the provision of information to the public. To ensure that all services rendered acceptable, organizational communication in the Department of Information should be given serious consideration so that each activity can be transformed properly. Therefore, this study was undertaken to assess organizational communication in a learning organization in order to see the extent to which employees have a description of social capital and support to the organization of learning activities. The main purpose of this study is to examine the relationship that is formed through the social interactions between workers and management by integrating the four aspects of social capital, namely social trust, institutional trust, social norms and networking. For this purpose, a total of 190 respondents from the Information Department headquarters staff in Putrajaya was selected for this study. The study uses questionnaires as research tool and analyses key findings using the Pearson correlation test to examine relationships between various aspects. The study also applied social capital theory as the basis of research framework the when analyzing findings. The results showed that staff describe positive social capital within the organization and consider organizational learning as a strategy to improve the performance of the department in the future.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

Background: The increasing number of positive patients with Covid-19, the social impact in the form of stigma from being shunned by neighbors and even families and the impact of mental health, namely causing major psychosocial stresses that can trigger anxiety. Purpose  this study was to determine the stigma and level of public anxiety about Covid- 19. Methods: This type of research is descriptive quantitative, the study population is all people in the UPTD Haurgeulis Puskesmas, Indramayu Regency, as many as 88,468 people. The number of samples was 100 respondents using purposive sampling technique. Data were analyzed statistically using univariate analysis and data presentation in the form of frequency distributions. Results: This study shows that people have a low stigma as much as 1% and those who experience a high stigma are as much as 99%. As well as people who do not experience anxiety as much as 14% and most of them experience mild anxiety as much as 86%. Conclusion: The public should be wiser in sorting out information related to Covid-19 from various sources and can manage anxiety with good self-coping management, for example by relaxation and positive thinking related to Covid-19.

Research background: The coronavirus pandemic in 2020 had a significant impact on all aspects of life, from the point of view of the individual by forcing social isolation, moving work and study to the home, enormous pressure on the social and health system, but also by forcing closures of services and direct contact with customers. These, as well as other factors, have also had an impact on the performance of economies around the world. Purpose of the article: The paper aims to evaluate the development of the world's major economies in terms of macroeconomic indicators and foreign trade in the pandemic period and previous periods. The social and environmental aspects of the impact of the pandemic on selected economies are also reflected. Methods: Analysis of the main macroeconomic data, comparison and synthesis of findings. Findings & Value added: The interdependence of economies and interconnectedness of markets on transport routes associated with reduced mobility, forced isolation of people and death of economic activity had a significant impact on all the observed indicators, where a significant decline in GDP could be observed in all countries except China. This country was the only one that managed to keep GDP growth in positive numbers. Unemployment development was not equal in the observed economies due to different labour market environment. On the contrary, the environment has benefited in some way.

Purpose While the COVID-19 virus has been spreading worldwide, some studies have related the pandemic with various aspects of accounting and therefore emphasized the importance of accounting research in understanding the impact of COVID-19 on society as a whole. Recent studies have looked into such an impact on various industries such as retail and agriculture. The current study aims at applying a sociological framework, sociology of worth (SOW), to the gaming industry in Macau, the largest operator of state-allowed gambling and entertainment in China, which will allow for its development during the COVID-19 pandemic to be charted. Design/methodology/approach The study uses the theory of SOW as a framework and collects data from various sources, such as the government, gaming operators and the public, to create timelines and SOW frameworks to analyze the impact of the virus on the gaming industry and the society as a whole. Findings Detailed content analysis and the creation of different SOW matrices determined that the notion of a “lonely economy” during a time of a critical event may be ameliorated in the long term through compromises of the different worlds and actors of the SOW. Practical implications Though largely theory-based, this study offers a thorough account of the COVID-19 incident for both the government and the gaming industry to reflect on and to consider new ways to fight against degrowth caused by disasters or crises. Social implications The SOW framework divides society into different worlds of different worths. The current study shows how the worths of the different worlds are congruent during normal periods, and how cracks appear between them when a sudden crisis, such as COVID-19, occurs. The article serves as a social account of how these cracks are formed and how could they be resolved through compromise and reconstruction. Originality/value This study is a first attempt to apply SOW to a controversial industry (gaming) while the effects of the COVID-19 pandemic are ongoing. It offers a significant contribution to the social accounting literature through its consideration of the combination of unprecedented factors in a well-timed study that pays close attention to analyses and theoretical elaboration.

Resumo: A escassez da água em regiões áridas e semiáridas tem sido tema de debates, políticas e pesquisas com o objetivo principal de subsidiar as ações capazes de permitir o seu aproveitamento racional, permitindo a convivência da população com os períodos de seca ou reduzida precipitação. Assim, a escassez de água tem conduzido à implantação de projetos de desenvolvimento, que têm como desafio a busca de alternativas de convivência com a seca que conduzam a melhorias sociais. Com base nesse contexto, este estudo tem como objetivo propor a criação de um modelo de construção de cenários para viabilidade do reúso de água para ser utilizado como elemento mitigador das implicações da seca em regiões semiáridas. O modelo de construção de cenários é um importante instrumento de gerenciamento de recursos naturais, neste caso específico, recursos hídricos, pois permite envolver um grande número de participantes, tem a possibilidade de orientar o debate público para a construção estratégica coletiva de um futuro almejado, contribui para um eficaz processo de aprendizagem organizacional no âmbito do Sistema Nacional de Gerenciamento de Recursos Hídricos visando um melhor entendimento, tanto dos aspectos ambientais quanto dos aspectos sociais e institucionais relacionados aos recursos hídricos no País, em especial, nas regiões semiáridas. Como se trabalham e convivem com a incerteza, os cenários procuram analisar e sistematizar as diversas probabilidades dos eventos e dos processos por meio da exploração dos pontos de mudança e das grandes tendências, de modo que as alternativas mais prováveis sejam antecipadas.Palavras-chaves: Recursos Hídricos. Construção de Cenários.Abstract: Water scarcity in arid and semi-arid regions has been the subject of debates, policies and research with the main objective of subsidizing actions capable of allowing their rational use, allowing the population to coexist with periods of drought or reduced precipitation. Thus, water scarcity has led to the implementation of development projects, which challenge the search for alternatives to coexistence with drought that lead to social improvements. Based on this context, this study aims to propose the creation of a model for the construction of scenarios for the feasibility of water reuse to be used as a mitigating element of the drought implications in semi-arid regions. The scenario building model is an important tool for managing natural resources, in this specific case, water resources, since it allows a large number of participants to be involved, it has the possibility of guiding the public debate towards the collective strategic construction of a desired future, contributes to an effective organizational learning process within the National Water Resources Management System aiming at a better understanding of both the environmental aspects and the social and institutional aspects related to the water resources in the Country, especially in the semi-arid regions. As they work and coexist with uncertainty, the scenarios seek to analyze and systematize the various probabilities of events and processes by exploring the points of change and the major trends, so that the most likely alternatives are anticipated.Keywords: Water Resources.
