Modeling the Integral Indicator of the Enterprise Economic Security Management

The article considers the current aspects of the enterprise economic security, analyzes the features of its assessment and substantiates the expediency of using an integral indicator of the economic security management of the enterprise. Based on the use of factor analysis and the method of chain substitutions, an adaptive assessment system was built, which is highly sensitive to rapid changes in the external environment and the characteristics of the enterprise’s functioning. This approach makes it possible to develop adequate management measures to identify risks, determine the causes of their occurrence and measures to prevent risks or eliminate their negative impact. That is, the result of the implementation of such a methodology should be information that will allow management to make adequate management decisions in a timely manner, develop and implement effective measures to ensure the economic security of the enterprise in counteracting internal and external risks.

The need to form a system of economic security for the effective operation of financial institutions is determined. Peculiarities of ensuring economic security of different types of financial institutions are found out, characteristic features of functional systems of economic security of financial intermediaries are revealed. It is offered to understand the management of economic security of financial institutions as a direction of management activities aimed at achieving a high level of protection of the institution's resources from the negative impact of internal and external threats by implementing a wide range of management decisions to use available opportunities and resources while providing financial services. The basics of the mechanism of economic security management of financial institutions are formed. It is assumed that the organization of the economic security system of a financial institution is carried out in several stages, such as the formation of the economic security system, ensuring the economic security system, identification, assessment, ranking of threats, and development of countermeasures; assessing the level of readiness of institutions to implement a mechanism for managing economic security; assessment of the level of economic security, development of management decisions. It is determined that the purpose of economic security management is to achieve the maximum possible level of realization of the institution's interests and meet the interests and needs of clients with optimal resource costs to minimize the impact of threats that accompany the activities of institutions.

Several problems can be identified in assessing the economic security of organizations. Most of the developed techniques in this area involve the assessment of the financial component of economic security using methods for assessing the probability of the bankruptcy of the enterprise. At the same time, there are no unambiguously recommended evaluation methods; often enterprises are limited to any one complex methodology. Any evaluation of the financial component of the security is reduced to the cost-benefit analysis and evaluation of balance sheet liquidity and the financial stability of the organization, without the formation of an integral indicator. This approach does not consider the nature of internal processes and assesses the final impact of these “processes” on the indicators of financial statements (based on which the assessment of the financial component of economic security is formed). Also, one of the problems of assessing economic security using mathematical models is the complexity of mastering these models and the lack of the programs for performing calculations. It should be noted that it is a characteristic of the largest number of studied methods that usually assess the current state of the enterprise, the complex methodology does not consider threats, the maximum that can be considered is a possible prevented damage. Nevertheless, working with threats in the assessment system allows us to predict the possible negative impact on the state of economic security. And timely prevent these situations or “take the risk”, since it is advisable to assess threats through risk indicators. Assessment of economic security is as important as any other economic analytical information needed for the timely decision-makin and the formation of proactive measures.

The subject of research-theoretical concepts of economic security managementof universities. The purpose of the article. The study of the essence of the economicsecurity management system of the university and the definition of its main tasks,the formulation of principles of economic security management of the university.Methodology. The dialectical method, methods of analysis and synthesis, methodsof structural-logical and semantic analysis were used to study and summarizescientific papers on the research topic. The results of the work. The essence of theuniversity’s economic security management system has been reviewed. The maintasks of the control system have been identified. A definition of the university’seconomic security system has been proposed. Principles of management of economicsecurity of the university have been formulated. These are: scientific andorganizational and social principles. Conclusions. The proposed principles allow totake into account the economic role and social mission of universities in managingeconomic security.

Subject. The article deals with the security of the fiscal and budgetary system in resource-based regions during highly volatile prices in the global energy market external economic, political, technological and epidemiological shocks. Objectives. The study is to detect hazards in the fiscal and budgetary system of resource-based regions. Such hazards really put the regional competitiveness and economic security at peril. Methods. The article evaluates the security of the fiscal system in the Kemerovo Oblast through the integral indicator and the threshold (critical) value. Results. We found key threats to the fiscal and budgetary system of the Kemerovo Oblast, which undermine the regional competitiveness and economic security. Conclusions and Relevance. Authorities shall comprehensively attempt to create the environment for developing manufacturing sectors in the region, especially science-intensive and high-tech production enterprises by alleviating infrastructure and administrative constraints for business, raising the finance of science and innovation from the State and mobilize investors' resources, lure them to finance prioritized lines of the regional economic development. The findings and conclusions can be used to outline principles of the region's economic policy, socioeconomic development strategies of the region economy.

An integral part of the implementation of any reform is the emergence of the risks of its negative impact on one or another area of region development. The decentralization reform in Ukraine is not an exception. In its the context the most probable occurrence of negative phenomena is in the border regions, which could be prevented by first detecting them. In the scientific article, the authors focus on the analysis of a number of challenges for the development of border regions in the context of decentralization reform. Given the territorial remoteness of the central regions of the country and the capital, which today serve as areas of concentration of investment and economic activity, the border regions traditionally (this is typical for the border areas of the EU member states) lag behind the rest of the regions by the main socio-economic indicators of development. Among the main challenges facing the border regions of Ukraine today are the following: the provision of competitiveness in the context of European integration processes and reduction of the border barrier function; low level of economic security; the outflow of human capital and the issue of ethnic minorities. Based on an expert survey of representatives of the fifteen united territorial communities (UTCs), the possibility of such risks of decentralization in the border regions were defined as following: groundless use of local budget funds; emergence of significant imbalances between delegated new authority and available financial resources of the community; increasing uneven development of territories within the community; increasing uneven development of communities within the country; deterioration of the availability and quality of providing educational and medical services; deterioration of the quality of local government; reducing of the state influence on the management of local development processes; radicalization of political unions representing the interests of ethnic minorities in places of their compact residence; further economic decline of the territory of communities and so on.

In this scientific study, the task is to consider the issues of methodological support of analytical procedures for managing economic security. The relevance of the issues under study is due to the need to ensure that the choice of methods for assessing the economic security of enterprises is consistent in the context of the real economic situation in society and the assessment of the degree of economic threats that occur in the activities of enterprises of various forms of ownership. Since the economic security of an enterprise is characterised as the state of security conditions for the implementation of its functions (through the introduction of resources, the implementation of the accumulated economic potential, prevention of hazards and risk management), therefore, an integrated economic security management system is based on an integrated system for assessing the general condition, and the latter, in a complex combination of methods assessment for the implementation of assessment objectives and the achievement of its goal. The purpose of this research work is to determine the prospects for high-quality methodological support of economic security management procedures. The leading approach to the implementation of the purpose of this research work is a combination of analytical and logical methods of researching the issues raised in its topic. The main results of this research should be considered: the development of a conceptual model for determining the level of economic security of an enterprise and the direction for setting the tasks of assessing composite systems of economic security. Prospects for further scientific research in a given direction were determined by the significance of the research topic in the context of the subsequent development of the economic situation in the country and the resulting need for a timely and correct assessment of the degree of risks of economic activity, as well as the proper provision of methodological procedures for their assessment. The applied value of this research work is in the possibility of practical application of the results obtained in theory in order to create opportunities for a qualitative assessment of the level of methodological support for the possibilities of analysing the effectiveness of managing the economic security of an enterprise, functioning in a real economic situation.

Trends in the development of the main components of financial and economic security of the country indicate their significant variability and dependence on a combination of internal and external factors. An important place among the drivers of influence on the level of financial and economic security is occupied by tax revenues. Given the prolonged national and transnational market turbulence, which is observed in most sectors of the economy, one of the biggest threats to the financial and economic security of most countries is the presence of a significant volume of shadow operations. The consequences of their implementation are the lack of tax revenues in the budget and the reduction of the country's financial viability in financing economic development programs. The purpose of the article is to study the impact of tax gaps on the level of financial and economic security of the country. In the paper, the essence of the financial and economic security of the country, which is proposed to be understood as a complex concept, integrates the features of economic and financial development of the economic system. Based on the systematization of scientific literatures, the main tasks and functions of financial and economic security of the country including realization of goals and objectives of financial policy and formation of favorable conditions for economically sustainable development and growth, highlights the characteristics of this concept are substantiated. The paper identifies three characteristic features of the financial and economic security of the country: as an indicator of its ability to protect the interests of society in a volatile external and internal environment; economically sustainable development and growth; leveling threats to the internal and external environment. The role of tax gaps in reducing the level of financial and economic security of the country is substantiated, the probability of formation of tax gaps in the economy is predicted, measures to minimize tax evasion as components of increasing its financial and economic security are proposed. The established interdependencies should serve as a basis for the transformation of state economic and financial policy in Ukraine in terms of minimizing the negative impact of the shadow sector of the economy on the indicators of economic development of the state.

In the conditions of the financial system destabilization in Ukraine, caused by such negative phenomenaas military actions in the East, the economic downturn, political and financial crises, population disappointment inthe institution of power and loss of the people’s confidence in power structures and so on, market mechanisms arenot able to ensure the restoration of the national financial market and to encourage its professional participantsto use mechanisms of protection their own assets and the assets of their clients from external and internal threatsactively. State interference in the functioning of financial institutions is necessary, especially for those of their types,whose bankruptcy may have fatal consequences for the welfare of the population and cause the liquidation ofeconomic entities of the domestic economy. Among them are: banks, insurance companies, credit unions, andother institutions of credit co-operation, investment companies, in particular, joint investment institutions (unit andcorporate investment funds), non-state pension funds, leasing, factoring, and other financial companies, pawns,etc. Therefore, it is expedient to consider the possibility of the influence of state regulators in financial servicesmarkets on the state of their participants’ economic security. However, the study of the realities of the financialmarket of Ukraine development has made it possible to assert that for a number of financial institutions, the conceptof economic security is something abstract, and the understanding by their top management the importanceof economic security management, taking into account the negative market trends, is completely absent.So, the purpose of this study is to diagnose the level of financial institutions preparedness for the implementationof economic security management into their common system of management. The high level of financial marketparticipants’ readiness for safe-oriented management will allow regulators to rapidly implement in their practicea list of recommendations that will minimize the threat of bankruptcy and liquidation of domestic financialinstitutions. Methodology. In the process of preparing a scientific article, a great number of literary sources wasconsidered. Some of them were developed using the method of theoretical generalization and the monographicmethod. The theoretical results presented in the research materials were obtained on the basis of the study ofworks of such scientists as Amadae S. M., Baily M. N., Elliott D. J., Ismail Z., Johnson K. N., Mirtchev A., Nelson J. A.,Raczkowski K., Schneider F., Sidek Z. M., Ula M., Whalen C. J., Wierzbicka E., Yong J. To confirm the reliability of thescientific results presented in the article, the authors used the Delphi method and expert evaluation. The list ofindicators for assessing the level of financial institutions readiness for the implementation of a mechanism formanaging economic security in the following five areas is formed. These areas are: the availability and conditionof the economic security system, the state of information and analytical support for the adoption of managementdecisions in the field of economic security, the state of intellectual and personnel management provision ofeconomic security, reserves of financial support of economic security, the level of external influence on the stateof economic security (state regulation and supervision). In May 2018, representatives of the top management ofvarious types of financial institutions, scientists, researchers, and analysts who were interested in the issues ofeconomic security management of the financial sector were interviewed. Their answers were analysed and the levelof readiness for managing the economic security of the most common types of financial institutions in the financialmarket of Ukraine was determined. Using the graphical method, the obtained scientific results are presented ina convenient and understandable form for the perception of all interested persons. Results of the survey. The necessityof carrying out diagnostics of the readiness to manage economic security at the level of state regulatory bodies andat the level of top management of financial institutions in the near future is substantiated. A large-scale analytical work was carried out on determining the parameters of financial institutions readiness for the continuous and professional economic security management, which should be carried out with the use of a systematic approach. Based on expert opinions, a preliminary assessment of the various types of financial intermediaries’ readiness to integrate security-oriented management into the financial institutions’ common management system was made. Practical implications. The proposed methodological approach for assessing the level of financial institutions readiness to manage their own economic security should be used by the state regulators of the financial market, in particular, by the National Bank of Ukraine and the National Commission, which performs state regulation in the field of financial services markets, to monitor the activities of professional financial market participants in order to conduct advisory and consultative work with their owners and managers, as well as for the development of strategic guidelines for the provision of the state financial security. It is desirable to implement into the practical activities of financial intermediaries our proposals for increasing the readiness for implementation of the economic security management mechanism in the existing systems of management. Value/originality. For the first time, a scoring methodology was prepared for assessing the level of financial institutions readiness for the implementation of economic security management as an independent direction of management, and not as one of the tasks of other types of their management activity. At the theoretical level, the substantive interpretation of the notion of the readiness of financial institutions to manage their own economic security is proposed. The reasons for the impossibility of the modern financial institutions to manage their own economic security effectively are identified, and a few suggestions to minimize their number in the near future were made.

The paper analyzes and systematizes the basic catego-ries related with threats to the economic security of the Russian Federation, and establishes the relationship of their components in accordance with Federal regulatory legal documents. It provides an overview of the ap-proaches contained in the works of different authors in relation to the formation of the composition of threats to the economic security of the state and the assess-ment of their relevance. As a result, it is concluded that it is necessary to improve existing methods for as-sessing economic security threats for the national economy. The author’s method of calculating an inte-gral indicator for assessing threats to the economic security of the Russian Federation, based on a system of indicators grouped into clusters, is proposed. The initial approbation of the methodology was carried out on the basis of the author’s estimates of threshold val-ues and significance levels of indicators of economic security threats.
