The high rate of population growth and the workforce raises the problem of job opportunities, because it involves various aspects both economic and non-economic. At the same time as massive industrialization, it is not automatically able to create adequate work. This study aims to analyze and determine the effect of the number of business units, the provincial minimum wage, and economic growth on the rate of labor absorption in the medium and large industrial sectors in South Sulawesi in the period 2010-2019. This research is expected to be one of the benchmarks for the government and private sector in paying attention to the absorption rate of labor in the industrial sector in South Sulawesi. The type of research used in this research is quantitative. The type of data used in this study is secondary data. The data used in this study are time series data in the years 2010-2019. The results of this study indicate that (1) the number of business units has a positive and significant effect on the rate of employment in the industrial sector in the province of South Sulawesi, (2) the provincial minimum wage has a negative and significant effect on the rate of employment in the medium and large industrial sector in South Sulawesi, (3) economic growth has a significant effect in a negative direction on employment in the medium and large industrial sectors in South Sulawesi. ABSTRACT Limited rice production capacity and increased rice consumption make food insecurity conditions in terms of insufficient rice stocks inevitable. The complexity of rice problems in Bali is not only related to fulfillment for local residents but also for tourists. This study aims to analyze the dynamics of the causal-loop relationship of variables that affect the state of production, consumption, and rice stock in the Bali Province using a systems approach and the application of dynamic system modeling techniques. In this study the Causal-Loop Diagram (CLD) of the rice stock system is formulated on the basis of the interrelationship of the production sub-system, the consumption sub-system and the government rice reserve sub-system which involves the relationship of 24 variables to produce a model output that is the projected rice stock in Bali for the period of 2021-2030. Validation of the simulation results against the actual data in the model using the RMSPE method shows a value of 4,7062% (<5%), this means that the model is said to be very valid. Model simulation results based on existing conditions (scenario 0), show that rice stocks begin to decline since 2018 with an average decline rate of 19,76% / year. The rice stock deficit begin in 2026 at 36.458 tons and continue in 2030 at 448.162 tons. This condition can be overcome if the provincial government of Bali implements an effective policy with a policy option that is to increase productivity of rice yields with a minimum target of 6,7148 ton/hectare ((scenario 1 optimistic) and or an increase in cropping intensity with a minimum target of 2,0622 (scenario 3 optimistic).

This paper aimed to empirically describe the power imbalances issues in setting the minimum wage in Bandung Regency and West Bandung Regency. Formally, Regional Wage Council has been established based on equality. However, several power imbalances have occurred within it. This paper also aimed to figure out the way to balance the power in collective decision making in the case of minimum wage setting. Furthermore, the research method used in this research was based on qualitative approach. Also, informants in this research were members of Regional Wage Council, employers in the industrial sector, and trade unions/labor unions in Bandung Regency and West Bandung Regency. The results of this study showed that power imbalances empirically existed in the setting of minimum wage. These imbalances were due to the issues of representatives, the number of members, information resources, and uncertainty. Moreover, power imbalances in the setting of minimum wage have led to the government’s more dominant role. Under these conditions, the effort required to overcome the problem of imbalance is by increasing trust in the government and the commitment of each party to the rules and collective agreements.

In the mountainous canton Grisons, much visited by tourists, the forest has always had an important role to play. New challenges are now presenting themselves. The article goes more closely into two themes on the Grisons forestry agenda dominating in the next few years: the increased use of timber and climate change. With the increased demand for logs and the new sawmill in Domat/Ems new opportunities are offered to the canton for more intensive use of the raw material, wood. This depends on a reduction in production costs and a positive attitude of the population towards the greater use of wood. A series of measures from the Grisons Forestry Department should be of help here. The risk of damage to infrastructure is particularly high in a mountainous canton. The cantonal government of the Grisons has commissioned the Forestry Department to define the situation concerning the possible consequences of global warming on natural hazards and to propose measures which may be taken. The setting up of extensive measurement and information systems, the elaboration of intervention maps, the estimation of the danger potential in exposed areas outside the building zone and the maintenance of existing protective constructions through the creation of a protective constructions register, all form part of the government programme for 2009 to 2012. In the Grisons, forest owners and visitors will have to become accustomed to the fact that their forests must again produce more wood and that, on account of global warming, protective forests will become even more important than they already are today.

This study was conducted to promote the construction of China’s ecological civilization; to reduce harm to the environment; to quantify the performance of agricultural green development (GD); and to truly achieve green, sustainable, and healthy agricultural development. From the perspectives of resources and the environment, first, information communication technology and the panel space measurement (PSM) model were adopted to analyze relevant indicator data from 2000 to 2019 in China’s 30 provinces. Second, China’s agriculture was measured to explore the overall characteristics, temporal changes, and regional differences of agricultural development. A panel data measurement model was constructed using the generalized least squares method, and the main factors affecting performance development were analyzed, which were verified by giving examples. Third, the governance countermeasures and improvement directors were proposed for agricultural GD in China. It is found that the driving force of performance of agricultural GD in China mainly depends on technological progress and that technological efficiency determines the speed of agricultural development. The regional differences in performance of agricultural GD are obvious in China. The growth in the performance of agricultural GD in the eastern region is much higher than that of the central, western, and northeast regions. In addition, the results show that the performance of agricultural GD is extremely positively correlated with the agricultural economic level, fiscal support for agriculture policy, and the industrialization process and that it is extremely negatively correlated with the level of opening-up, adjustment of agricultural structure, and the environmental regulatory capability of the government. As a result, this study can provide some ideas for the realization of agriculture GD in China.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

The mining industry plays a significant role in economic growth and development. Coal is a viable renewable energy source with 185.175 billion deposits in Thar, which has not been deeply explored. Although coal is an energy source and contributes to economic development, it puts pressure on environmental sustainability. The current study investigates Sindh Engro coal mining’s impact on environmental sustainability and human needs and interest. The Folchi and Phillips Environmental Sustainability Mathematics models are employed to measure environmental sustainability. The research findings demonstrated that Sindh Engro coal mining is potentially unsustainable for the environment. The toxic gases (methane, carbon dioxide, sulfur, etc.) are released during operational activities. The four significant environment spheres (atmosphere, hydrosphere, biosphere, and lithosphere) are negatively influenced by Thar coal mining. The second part of the analysis results shows that human needs and interests have a positive and significant relationship except for human health and safety with Sindh Engro coal mining. Environmental pollution can be controlled by utilizing environmentally friendly coal mining operations and technologies. Plantation and ecological normalization can protect the species, flora, and fauna of the Thar Desert. The government of Pakistan and the provincial government of Sind should strictly check the adaptation of environmental standards. Furthermore, the researchers should explore the environmental issues and solutions so that coal mining becomes a cost-efficient and environmental-friendly energy source in Pakistan.
