The relevance of studying the issues of infrastructure classification is due to the problems of regional asymmetry of Russian regions and the need to assess their infrastructural potential, identify infrastructural facilities that meet the needs of organizations of both the region and territorial entities of different levels. In connection with the processes of changing technological structures, the intellectualization of the economy, the formation of approaches to assessing the educational and scientific and educational infrastructure of the region becomes relevant. The purpose of the article is to describe the regional approach to the classification of infrastructure, as well as to substantiate the influence of educational infrastructure on the development of the economy. The analysis of existing approaches to the definition of the concept of «infrastructure» and its classification is applied. The proposed classification is based on the idea of structuring the infrastructure in accordance with the requests of researchers of the regional economy and the needs arising at different levels of state and corporate governance. As a result of the study, a regional approach to the classification of infrastructure objects was proposed. The advantages of this approach are described. A hierarchical structuring of infrastructural potential based on the identification of different regional levels is proposed. Based on the application of the stakeholder approach with identifying the list of users of the infrastructure object, the following types of regions were identified: «regions — infrastructure donors» and «regions — infrastructure recipients». The argumentation of the thesis «educational infrastructure is an industrial infrastructure» is given, which is based on the analysis of indicators included in the methods of assessing the innovative development of the economy; analysis of the parameters used by the Ministry of Economic Development of Russia for forecasting the rate of economic growth; analysis of the potential of higher education as an important element in the development of the knowledge economy. The approaches of researchers to the concept of «scientific and educational infrastructure» are analyzed and the author’s approach to the analysis of the regional potential of scientific and educational infrastructure as an element of the industrial infrastructure of a constituent entity of the Russian Federation is proposed. The materials of the article can be used by researchers of regional development problems, heads of organizations and government bodies for structuring infrastructure facilities in the region, identifying the infrastructural potential of individual facilities, highlighting objects of scientific and educational infrastructure. Abstract:In 1987, the American Rheumatism Association issued a set of criteria for the classification of rheumatoid arthritis (RA) to provide a uniform definition of RA patients. Fuzzy set theory and fuzzy logic were used to transform this set of criteria into a diagnostic tool that offers diagnoses at different levels of confidence: a definite level, which was consistent with the original criteria definition, as well as several possible and superdefinite levels. Two fuzzy models and a reference model which provided results at a definite level only were applied to 292 clinical cases from a hospital for rheumatic diseases. At the definite level, all models yielded a sensitivity rate of 72.6% and a specificity rate of 87.0%. Sensitivity and specificity rates at the possible levels ranged from 73.3% to 85.6% and from 83.6% to 87.0%. At the superdefinite levels, sensitivity rates ranged from 39.0% to 63.7% and specificity rates from 90.4% to 95.2%. Fuzzy techniques were helpful to add flexibility to preexisting diagnostic criteria in order to obtain diagnoses at the desired level of confidence.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The article studies the system of indicators characterizing the innovative development of regions. A hierarchical classification of the subjects of the Volga Federal District of the Russian Federation by indicators characterizing the results of innovative activities of organizations, including agricultural enterprises, has been performed. A comparative analysis of the regions by the level of innovative development is carried out. Regularities are revealed, prospects for further development are determined. For each cluster, promising areas of innovative economic development are identified. The connection of science and production, leading to innovative development, is shown.

В статье представлены результаты проведенного анализа структуры и динамики доходов региональных бюджетов в Российской Федерации с выявлением доминирующих факторов, повлиявших на их формирование. На основе авторского подхода осуществлена классификация российских регионов с учетом рисков по отношению к устойчивому развитию субъектов РФ. Дано обоснование использования теории вероятностей при бюджетном планировании и прогнозировании. Исследование базируется на большом количестве собранных эмпирических данных Федерального казначейства, Министерства финансов РФ, Федеральной службы государственной статистики.The article presents the results of the analysis of the structure and dynamics of regional budget revenues in the Russian Federation with the identification of the dominant factors that influenced their formation. Based on the authors approach, the classification of Russian regions was carried out taking into account risks in relation to the sustainable development of the constituent entities of the Russian Federation. The rationale for using theory of chances in budget planning and forecasting is given. The study is based on a large amount of empirical data collected by the Federal Treasury, the Ministry of Finance of the Russian Federation, and the Federal State Statistics Service.

The article provides a new classification of evaluative concepts enshrined in the Criminal Code of the Russian Federation, indicates the purpose of its existence in the doctrine of criminal law. The article describes the definition of constitutive evaluative concepts that are determined as legislatively vague evaluative concepts that, by their normative-essential and functionally-substantive characteristics, are absolute, necessarily alternative, or accompanying structural features of a crime. Through the prism of the features of constitutive evaluative concepts, their varieties, essential features and functions are distinguished; interpretation (including cognitive) meaning is revealed. Moreover, the interpretation features of these evaluative concepts are considered in two interdependent aspects: the structurally-essential (associated with the types, attributes and functions of constitutive evaluative concepts) and the procedural-substantive (associated with the informative and informative activities of the interpreter). It is indicated that the interpretation features of an structurally-essential nature are, firstly, in the composition and criminogenic properties of constitutive evaluative concepts, and secondly, in the semantic structural composition, indicating a meaningful dependence of the evaluative concept on the accompanying structural features of a crime, and thirdly, legally significant functional features. At the same time, interpretative features of a procedural-substantive order are also highlighted, which include, firstly, the need for a paramount definition of the criminogenic determinant, designed to establish the structural features of a crime in a perfect act, and secondly, in an increased degree of normative casuistic derivative of these evaluative concepts. The author comes to the conclusion that constitutive evaluative concepts are interpreted according to the same logical-linguistic and legal laws, but with some marked structurally meaningful features.

The aim of this study was to evaluate the specific values of the indices that describe the spread of higher education institutions in all regions of Russia and the number of their students in the total working-age population living in these regions. The initial empirical data were the results of official statistical surveys conducted on information on the development of higher education, as well as the number of working -age population in eighty-two regions of the Russian Federation for 2020. In the course of the research, four mathematical models were developed. The study showed that on average, there are almost 14.8 higher education organizations per million working-age residents in the regions. It is proved that every twenty-fourth person of working age in 2020 studied under higher education programs. The conducted analysis showed the presence of a significant differentiation of the values of the considered indicators by region. The regions with the maximum and minimum values of the considered indicators were identified. It is shown that higher education has received significant development in Russia.

This paper deals with macroeconomic relationships for Russian economic regions. An economic region is the main item of the regional statistics of the Russian Federation. Nowadays there are near 90 of regions and according to classification these can be industrial, agro- or subsidized regions A study is based upon the disaggregated macromodel for the Russian economic region. Then classification of the Russian regions by types of economic activity is made. Finally, we construct macroeconomic relationships for Russian economic regions specific by their type of economic activity This paper can be considered as the first attempt to create the model of the Russian regional level.

Subject. This article tends the approaches to identifying the category of subsidized budget in the Russian Federation and classifying the regions by level of their subsidy dependence. Objectives. The article aims to explore approaches to the interpretation of the category of subsidized budget, propose criteria for categorizing the regional budgets as the subsidy dependent ones, offer an original definition of the local budget subsidy dependence, and on this basis, classify the regions of Russia by level of subsidy dependence. Methods. For the study, I used the methods of comparative, logical, and statistical analyses, and grouping. Results. The article proposes an original definition of budget subsidy dependence and a classification of regions by subsidy dependence level. It also highlights the main problems of Russia's heavily subsidized regions. Conclusions and Relevance. The proposed identification and classification of subsidized regional budgets and analysis of their current state helped reveal the increasing financial dependence of regional budgets on Federal center grants. The results of the study can be used to further explore the area of modification of regulation of inter-budgetary relations based on the type of subsidization of Russia's regions.

В статье рассматриваются основания смягчения уголовного наказания в уголовном законодательстве Российской Федерации. Основания смягчения уголовного наказания направлены на снижение бремени уголовного наказания, что в свою очередь опосредованно влияет на процесс реализации уголовной политики. Проводится различие терминов «смягчение» и «освобождение» от уголовной ответственности и ее «исключение». Исследуются межотраслевое содержание системы оснований смягчения уголовного наказания, а также признаки системы оснований смягчения уголовного наказания и классификация оснований смягчения уголовного наказания. Дается доктринальное определение системы оснований смягчения уголовного наказания. The article discusses the grounds for mitigating criminal punishment in the criminal legislation of the Russian Federation. The grounds for mitigation of criminal punishment are aimed at reducing the burden of criminal punishment, and that, in turn, indirectly affects the process of implementation of criminal policy. A distinction is made between the terms “mitigation” and “exemption” from criminal responsibility and its “exclusion”. The intersectoral content of the system of grounds for mitigation of criminal punishment, as well as signs of the system of bases for mitigation of criminal punishment and the classification of the grounds for mitigation of criminal punishment are investigated. A doctrinal definition of the basis for the mitigation of criminal punishment is given.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.
