Kampung Beting, Kecamatan Pontianak Timur, Kelurahan Dalam Bugis, Kota Pontianak merupakan kampung rawan bencana banjir. Berdasarkan waktu musim hujan, saat curah hujan tinggi air sungai tersebut meluap hingga menggenangi sebagian wilayah di Kampung Beting. Kampung Beting berdekatan dengan persimpangan 2 sungai besar yakni Sungai Kapuas dan Sungai Landak yang memiliki topografi yang lebih rendah dari wilayah di sekitarnya. Orientasi kampung tersebut tepat berada di atas tepi kedua sungai dan mempengaruhi bentuk Struktur Ruang dan Pola Ruang didalamnya. Tata ruang Kampung tradisional Beting penting untuk dijadikan studi kasus karena berbagai pengalaman permasalahan yang terjadi di dalamnya dengan ancaman bencana banjir, tata ruang terkait pola ruang dan struktur ruang, serta resiliensi. Metode yang digunakan menggunakan simulasi software ArcGis guna pemetaan dan penilaian deskriptif. Hasil penelitian yang ditemukan yaitu; Pertama, resiliensi dapat dilihat dari sudut pandang yang lebih luas, tidak hanya berdasarkan sudut pandang kebencanaan dan iklim yang selama ini menjadi konteks utama resiliensi tetapi juga konteks tata ruang. Kedua, tata ruang kampung beting belum memiliki ketangguhan dengan parameter Struktur Ruang dan Pola Ruang. Ketiga, tingkat resiliensi kampong beting yang berada di tepian kedua sungai terhadap bencana banjir masih rendah dan diperlukan penataan serta mitigasi lebih lanjut bila bencana musiman terjadi. IDENTIFICATION OF KAMPUNG KOTA`S SPATIAL PLANNING THROUGH FLOOD DISASTER RESILIENCE APPROACH; CASE STUDY: KAMPUNG BETING Kampung Beting, East Pontianak District, Dalam Bugis Village, Pontianak City is a flood-prone village. Based on rainy seasons, when the rainfalls is high, the river water overflows to inundate some areas in Kampung Beting. Kampung Beting is close to the junction of 2 mayor rivers, namely the Kapuas River and the Lancak River, which have a lower topography than the surrounding area. The orientation of the village is right above the banks of the two rivers and affects the shape of the Spatial Structure and Spatial Patterns in it. The layout of the Beting traditional village is important to be used as a case study because of the various experiences of problems that occur in it with the threat of flooding, spatial planning related to spatial patterns and spatial structures, and resilience. The method used is ArcGIS software simulation for mapping and descriptive assessment. The research result found are; First, resilience can be seen from a broader perspective, not only from the point of view of disaster and climate which has been the main context of resilience, but also the context of spatial planning. Second, the spatial structure of the shoal village does not yet have toughness with the parameters of Spatial Structure and Spatial Patterns. Third, the level of resilience of the shoal village located on the banks of the two rivers to flood disasters is still low and further structuring and mitigation is needed if seasonal disasters occur

In an effort to solve the congestion problem, the local government of Malang City has taken various steps. However, unfortunately, the result has not been effective. This shows that the efforts that have been taken so far are sectoral, therefore a more comprehensive approach is needed in order to reach a more effective result. This research aims at re-evaluating the determination of Malang City's urban spatial structure through the delineation of narrower units of area using the centrality index method. The research suggests that urban spatial structures have a very clear pattern of association with congestion locations. It can be concluded that the local government of Malang City needs to put more consideration on evaluating the urban spatial structure to solve the problem of transportation which is ever-growing the in second largest urban area in East Java Province.

The massive spatial expansion of the city into the fringe area has caused many problems mainly related to the spatial exploitation in both city and villages surrounding. The problem is also caused by the city development which its pace can not compete with the population growth. The aim of this study is to formulate the policy planning of spatial arrangement for the region potential empowerment. The spatial planning itself is directed to control and support in formulating spatial policy that should be efficient, effective and proportional. The descriptive method with field observation approach and literature survey is used to obtain the data. The result of the studypointed that the empowerment of the region power have to be supported by the spatial planning policy formulation which means that (1) spatial arrangement must put human and space in holistical point of view and bonding the social values together;(2) the urban-rural lingkages concept must put in a priority for formulating the internal spatial structure of regional planning and to empower villages as growth poles;(3) the spatial planning process has to be able to gain the best possibility of spatial arrangement where the pattern and distribution of space can ensure the existence of the city and village; (4) spatial planning have to accommodate spatial structure;(5) the application of spatial planning have to be based on self- containedpower of the region which put the bottom-up concept in a priority; (6) the spatial planning product have to be directed to the solid effort for future spatial usage.

Modern values applied by the Netherland through its policies have brought changes in the people’s lives of Neglasari Village in its governance back in the days. The changes were especially related to the implementation of modern bureaucracy system by forming a new power system in village government. This research aimed to analyze the implemented policies and their changes in village governance during the Dutch colonial era. Method used was qualitative research with a case study strategy. Data collection technique was focused on documentation and in-depth interview with several informants obtained through snowball technique. The research result indicates that state policies that govern the village were stated by forming a village and new modern value-based government structure. The policies did not change the previous village governance that based on local values. It was due to the leadership of the village elites that able to maintain local values in their village governance. In the end, village governance of Neglasari was based on two values, modern in its government structure but local in its governance.

ResumenEn este artículo se presenta el planeamiento urbanístico del área urbana de León como ejemplo paradigmático del enfoque neodesarrollista que fue característico del pasado boom inmobiliario español, combinando liberalización del suelo y apuesta por el crecimiento residencial como motor económico. Se analizan también sus efectos territoriales, en particular el exceso y la sobredimensión del suelo clasificado, y la situación urbanística una vez producido el estallido de la burbuja. Para ello, el trabajo examina en detalle los planes vigentes en varios municipios (León, San Andrés, Villaquilambre, Garrafe, Villaturiel), tanto desde el punto de vista cualitativo como cuantitativo. Se repasan también los escasos instrumentos existentes en la actualidad para la reconducción y corrección de estos efectos negativos, destacando como conclusión la necesidad de diseñar herramientas específicas, de activar la ordenación del territorio a escala supramunicipal y de repensar el planeamiento a escala municipal.AbstractThis article presents the urban planning of the urban area of León as a paradigmatic example of the expansive approach characteristic of the recent Spanish housing bubble. Its territorial effects are also analysed, in particular the excess and oversize of land classification, and the situation after the bubble outbreak. For this, the paper examines the plans in various municipalities, both from a qualitative and quantitative point of view. The few instruments currently in existence for the correction of these negative effects are also reviewed, highlighting as a conclusion the need to design specific tools, and to activate spatial planning at the supramunicipal scale and to rethink planning at the municipal level.

Rural planning is an important part of territorial spatial planning. The study of rural “Ecological-production-living Space” is the key part in optimizing the land spatial development and improving the spatial planning system, which is significant for the sustainable planning and for high efficiency utilization of rural areas. In this study we take Shuihu village, Hengdong County, China, as a case study. (1) The paper applies the Analytic Hierarchy Process to construct a multi-factor evaluation system of villages “Ecological-production-living Space” for their development and construction, agricultural production conditions and ecological function suitability. Establishing the hierarchy model of rural “Ecological-production-living Space” and affecting weight values to each evaluation factor. (2) Using GIS multi-factor grid, we comprehensively evaluate the village space and identify as well as its dominant function. In the plan, the agricultural production as the leading function and as ecological and living space accounts for 36.25% of the area of the village field. The ecological production accounted for 51.71%, the development and construction accounts for 9.67%. (3) Apply rural complex concept to guide space usage separately from the production space (production and living space) , ecological space (ecological living and ecological production space), living space (living ecology and production space) ecological production and living space, to improve the ecological conservation and energy efficiency of agricultural production, to build ecological agriculture, modern agriculture and liveable idyllic community. Through these above parts, we hope to achieve the sustainable development model of rural area and high efficiency utilization of land resources.

Penelitian ini dilakukan di Kelurahan Pasie Nan Tigo, Kecamatan Koto Tangah, Kota Padang. Penelitian bertujuan untuk mendapatkan informasi tentang peranan keluarga dalam pengelolaan rumah tangga nelayan ditinjau dari persepsi jender. Metode yang digunakan adalah metode survey yang bersifat deskriftip. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data di analisis menggunakan metode Harvard dan dibahas secara deskriptif. Hasil penelitian menunjukkan bahwa pada analisis kesetaraan jender masih adanya ketimpangan jender yang mewarnai pola kerja masyarakat nelayan setempat yakni adanya beban kerja, dimana istri memiliki peran ganda yaitu sebagai penanggung jawab dalam urusan rumah tangga dan juga membantu suami sebagai pencari nafkah. Persepsi jender yang paling banyak dianut oleh suami dan istri dalam keluarga nelayan pada masyarakat tersebut adalah istri dan suami menyadari bahwa perbedaan jenis kelamin tidak harus dipertentangkan dalam menghidupi keluarga, tetapi justru bersifat saling mendukung dan melengkapi. Sedangkan tugas berdasarkan jender yang paling banyak dianut baik oleh suami dan istri dalam keluarga nelayan pada masyarakat tersebut adalah tugas utama istri mengurus rumah tangga; tetapi boleh membantu tugas suami dalam mencari nafkah keluarga sedangkan tanggung jawab mencari nafkah utama tetap tugas suami. Tittle: Gender Perception of Fisheries Household Management (Case Study in Village of the Pasie Nan Tigo, Padang District)This research was conducted at the village of Pasie Nan Tigo, sub district of the Koto Tangah Padang, The research was aimed to analyze the role of family's member in of fisheries household management in gender perception point of view. Survey method was used in this research to collect the Primary and secondary data. Harvard method was used to analyze the data and the results were also briefly discussed descriptively. The results of the study showed that gender equity was unbalanced between wife and husband. That wives play a double roles; as a housewife and help their husband to generate income. In the perception of gender equity, wife has to be a housewife and help husband to get money, but husband hasa main responsibility to earn money for the household.

Gaduh Ternak Barokah is a program established by the Infaq Management Institute to empower the poor who have the ability to raise livestock to meet their daily needs. This program is a collaboration between breeders and the Infaq Management Institute where capital is provided in the form of livestock, namely goats. Breeders row livestock with their own energy and the ability to raise livestock only and later the results of animal husbandry were divided according to mutual agreement. This Gaduh Ternak Barokahis programmed to the economically disadvantaged society of Banaran, Depok Village, Bendungan suburb, Trenggalek Regency. This research aims at determining the role of Gaduh Ternak Barokah program on alleviating the poor society of Banaran, Depok Village, Bendungan suburb, Trenggalek regency based on prosperity indicators. The research approach is qualitative descriptive and uses a case study strategy. The informants in this study consisted of those who received assistance from the program, namely farmers. The technique of determining informants in this study used purposeive sampling techniques and data collection techniques were carried out through interviews and direct observation. Based on the research result, it is shown that Gaduh Ternak Barokah has a role on improving the farmers’ wealth in the point of view of prosperity.Keywords: Role, Empowerment, Farmers, Animal Husbandry Program

Location of contemporary communal cemeteries in Poland The main purpose of this paper is to characterise contemporary communal cemeteries and to develop a typology of these facilities from the point of view of its location. The main criteria for the selection of cemeteries were the date of creation (1999–2019) and the communal status of objects. Literature studies in the fields of spatial planning, landscape architecture, geography, sociology and an analysis of legal acts including planning acts were the bases for developing evaluation criteria in the aspect of cemeteries location. The location of cemeteries in relation to: natural system, accessibility, functional and spatial structure of settlement units and religious facilities was characterized. The spatial extent of the research covered cemeteries within their boundaries along with the sanitary protection zone (150 m). Field studies were carried out in July and August 2019. The research showed that out of 63 cemeteries, most are established within the administrative boundaries of cities, but in their suburban, non-urbanized areas. Models of communal cemeteries were developed due to their location.

The architectural image of the village of Purekh in the Chkalovsky district of the Nizhny Novgorod region is considered. Its spatial structure is formed by a system of dominants consisting of a different ensemble of religious buildings, stone churches: Preobrazhenskaya (XVII century), Dukhovskaya (1904), Nikolskaya (1864), Nativity of the Virgin (1854) on the historical Lenin street - the compositional axis of the village, and low-rise rural estate development. The degree of preservation of the historical and urban environment of Purekh is high, the metrorhythmic composition of Lenin Street is an example of the morphotypic preservation of fragments of the Russian village architectural environment of the beginning of the 20th century, the compositional center of which is formed by the elements of the religious buildings ensemble. The comprehensive analysis of the architectural appearance of the Purekh religious buildings ensemble included: an assessment of the village town planning layout taking into account thelandscape; thelocation of church buildings in the structure of the settlement, their interaction with each other, the hierarchy in the compositional and artistic decision of the ensemble, the definition of dominance visibility basins, the main panoramas, the silhouette of religious buildings, the morphotypes of background buildings; history, features of location, spatial planning decisions, stylistics, decor of each monument. The study introduces data on the religious buildings of Purekh, monuments of the 17th - early 20th centuries, into scientific usage on the basis of analysis of archival, design, literary and other sources, photo-fixation of objects, and their graphic reconstruction. Results can form the basis of documents for the reconstruction and restoration of objects, which will increase the attractiveness of Purekh for residents, tourists and investors.

Enacted law number 6 year 2014 about the village. so that villages receive funds sourced directly from the state revenue and expenditure budget. the village funds sourced from the state budget of revenues and expenditures, make the village government have a much larger budget than in previous yearsThis research aimed to analyze village funds accountability report that could be used to conduct village funds misuse prevention. Research method used was qualitative method with case study approach. Research result showed that village funds misuse prevention carried out on the following accountability report process sides: synchronizing perception from regulation being used, conducting village government accounting standard, conducting verification toward funds using realization report, conducting authorization delegation between Village Ministry with Directorate General for Guidance of the Village Government of Domestic Affair Ministry, and synchronizing understanding concerning accountability report presentation.
