La formación de valores en los jóvenes y, específicamente, el papel de la universidad en esta labor, es una necesidad imperiosa en los momentos actuales en que la sociedad se enfrenta cada vez más, a situaciones problemáticas que requieren de la toma de decisiones que involucran un comportamiento ético de las personas. El trabajo que se presenta, plantea las reflexiones de la autora acerca de la relación entre el desarrollo científico y el proceso educativo en general a la vez que incorpora argumentos que destaquen el papel que le corresponde a los investigadores en el progreso social, así como sus relaciones de interdependencia. La educación en su sentido amplio y la escuela en particular, tienen la alta responsabilidad de formar en sus egresados, elevados valores morales que les permitan involucrarse conscientemente en la construcción de la sociedad. Para su realización se ha utilizado básicamente la revisión de la literatura especializada y los métodos teóricos de investigación, entre ellos, el método histórico y lógico, el enfoque de sistema y el análisis, la síntesis, la inducción, la deducción y la generalización. Palabras clave: ciencia, educación, formación de valores, papel de las universidades en la formación de valores. Abstract Values-based education for young people and specifically the role of the University, is an absolute necessity nowadays when society faces increasingly problematic situations that require decision-making that involves an ethical behavior of people. The research presents the reflections of the author about the relationship between scientific development and the educational process in general while incorporating arguments that highlight the role of researchers in social progress, as well as their interdependent relationships. In its broadest sense, education and school in particular, have the big responsibility of teaching high moral values to their graduates so that they can consciously engage in the construction of society. Revision of specialized literature and theoretical methods of research have been made, such as the historical and logical method, systems approach, analysis, synthesis, induction, deduction, and generalization. The application of constructive geometric modeling to pedagogical models of teaching graphic disciplines today is a promising direction for using computer technology in the educational process of educational institutions. The essence of the method of constructive geometric modeling is to represent any operation performed on geometric objects in the form of a transformation, as a result of which some constructive connection is established, and the transformation itself can be considered as a result of the action of an abstract cybernetic device. Constructive geometric modeling is a popular information tool for information processing in various applied areas, however, this tool cannot be appreciated without the presence of appropriate software systems and developed design techniques. Traditionally, constructive geometric modeling is used in the design of mechanical engineering, energy, aircraft and shipbuilding facilities, in architectural and design engineering. The need to study descriptive geometry at the university in recent years has something in common with the issues of mastering graphic packages of computer programs in the framework of the new discipline "Engineering and Computer Graphics". The well-known KOMPAS software product is considered the simplest and most attractive for training. It should be noted the important role of graphic packages in the teaching of geometric disciplines that require a figurative perception of the material by students. Against the background of a reduction in classroom hours, computer graphics packages are practically the only productive teaching methodology, successfully replacing traditional tools - chalk and blackboard.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The most important recommendations aimed at enhancing the role of universities in Iraq are: 1 - the operation of labor graduates of technical and technical institutes in the industrial field in order to promote them and eliminate unemployment and increase the hard currency as an important category of Iraqi society, which contributes actively to the renaissance of the country. Linking the Ministry of Industry and Commerce with the Ministry of Higher Education and Scientific Research to be managed by the Minister of Education alone. The Ministry is keen on the funds of the Iraqi people and contributes to the development of the industrial and commercial sectors with the help of professors and university students. 3 - the need to match the needs of the market and education outputs to reduce unemployment, in addition to the vocational education has become an urgent need at this stage to keep pace with the needs of life in society away from the negative view of this education. 4 - Increasing the number of technical workshops and providing them with the means of material in order to provide the university student maximum desired learning. Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

Se presenta la contextualización de la habilidad para interpretar la resolución de los problemas químicos con cálculo matemático. En tal sentido se planteó como objetivo principal proponer un procedimiento didáctico en función de contribuir al desarrollo tal habilidad en la especialidad Biología-Química de la Universidad de Las Tunas. El mismo se caracterizó por establecer relaciones entre los diferentes tipos de cálculos y los procedimientos heurísticos de solución, desde la aplicación de reglas, estrategias y principios. Se integró la realidad contextual de manera que se incrementó el protagonismo de los estudiantes en la asimilación del contenido químico por estudiar. Mediante la implementación del mismo se demostró su factibilidad y eficacia, a partir del incremento de la calidad en los análisis, mostrándose mayores niveles de independencia en los razonamientos al comparar, valorar, y generalizar las relaciones que se establecieron para aplicar la teoría química en la resolución de problemas con cálculo matemático. The main objective was intended to propose a teaching procedure in order to the development of such skill in the students from the career Bachelor of Education majoring in Biology-Chemistry at the University of Las Tunas. The procedure is characterized by establishing relationships between different types of calculations and heuristic solution procedures, from the application of principles, rules and strategies. The contextual reality is integrated so that the role of students in the assimilation of chemical content is increased. By implementing the procedure feasibility and effectiveness is found during the teaching-learning process, starting from the increment of the quality in the analyses, with higher levels of independence in reasoning when comparing, assessing and generalizing the relationships to apply the chemical theory in the resolution of problems with mathematical calculation.  Key words: Procedure, chemical problems, mathematical calculations.

This paper presents the results of conceptual research on the nature and operation of visual signs in homeopathic clinical practice. Aims: to analyze the role of visual signs in homeopathy together with their specific semiotic structure in correlation with the codes leading to possible significations and then to assess the possibility of establishing coherence between the symptoms and signs of patients. Methodology: Sign-complexes are approached through a four-stage model including: 1) delimitation; 2) decomposition; 3) correlation and; 4) reintegration of signs. Data for analysis were collected along 15 years of homeopathic clinical practice and recorded by visual means; theoretical foundations derive from Jakobson’s theory of communication and Peirce’s semiotics. Results: stages of delimitation and decomposition are illustrated by a homeopathic semiology of the tongue; analysis of correlation allowed to identify 9 different possible patterns; reintegration requires a first phase of extension of the connotation and denotation of signs followed by a phase of contraction of meaning leading to decision-making. Conclusion: application of the model proposed results in highly qualified and individual visual signs that bring new elements to reconsider the role of objective signs in homeopathic practice. Objetivos: analisar a função de sinais visuais na homeopatia juntamente com a sua estrutura semiótica semiótica, correlacionando-os com os códigos, conduzindo a possíveis significações e, em seguida, para avaliar a possibilidade de estabelecer coeréncia entre os sinais e sintomas dos pacientes. Metodologia: o conjunto de sinais são abordados através de um modelo com quatro fases: 1)  delimitação; 2) decomposição; 3) correlação; 4) reintegração de sinais. Os dados para análise foram coletados ao longo de 15 anos de prática clínica homeopática e registrados por recursos visuais; os fundamentos teóricos derivam da teoria da comunicação de Jakobson e semiótica de Peirce. Resultados: as fases de delimitação e decomposição são ilustradas pela semiologia homeopática da língua; a análise de correlação permitiu identificar 9 diferentes padrões; a reintegração exige uma primeira fase de interpretação da conotação e denotação de sinais, seguida por uma fase de contração do significado, levando à tomada de decisão. Conclusão: a aplicação do modelo proposto resulta em sinais visuais altamente qualificados e individualizados, que trazem novos elementos para repensar o papel dos sinais objetivos na prática homeopática. Metodología: Registro complejos se abordan a través de un modelo de cuatro etapas que incluyen: 1) delimitación, 2) descomposición; 3) correlación y, 4) reintegración de los signos. Datos para el análisis fueron recogidos a lo largo de 15 años de práctica clínica y homeopáticos registrados por medios visuales; los fundamentos teóricos se derivan de la teoría de la comunicación de Jakobson y la semiótica de Peirce. Resultados: las etapas de la delimitación y la descomposición se ilustra con una semiología homeopática de la lengua; la análisis de correlación permitió identificar 9 posibles patrones diferentes; la reinserción requiere una primera fase de ampliación de la connotación y la denotación de los signos seguidos por una fase de contracción de sentido que conducen a la toma de decisiones. Conclusión: la aplicación del modelo propuesto resulta en resultados altamente calificados y signos visuales que aportan nuevos elementos a reconsiderar el papel de los signos objetivos de la práctica homeopática. The article provides an overview of foreign and national research on the possibilities of using cognitive management in the educational environment of higher education institution. The authors emphasize the potential of cognitive management principles application in the educational organization, the direct correlation between cognitive management tasks and the general purposes of educational process. The possible approaches to knowledge management in educational organization are described. The authors dwell on the general methodological, economic and functional aspects of cognitive management at the university, argue that the value-communicative essence of university education enables to manage the knowledge base of the university. On the example of Ukhta State Technical University the article considers the possibilities of students’ project activity and project self-government. Firstly, it ensures the increment and intensification of the value-communicative flow of knowledge within the University and in its interaction with the external environment. Secondly, it fosters students to master the role of a cognitive manager. Thirdly, it encourages students to develop their meta-abilities which can be viewed as a form of cognitive management outcomes in higher educational institution.

Es un reto de los educadores del colectivo docente de primer año de la carrera de Ingeniería Informática de la Universidad de Granma perfeccionar el proceso docente-educativo, a partir de que se revelan insuficientes nexos y relaciones entre las disciplinas y asignaturas del currículo de primer año, que hace que no se aprovechen adecuadamente los conocimientos previos para potenciar nuevos conocimientos de forma integrada. Por tanto, esta investigación tiene como fin elaborar un modelo metodológico de visitas a clases hacia la materialización de integración de contenidos en el proceso formativo. Es un modelo, quefacilita el problema de la integración de los contenidos académicos y proporciona una mejor contribución a la contextualización del contenido y a la calidad de los resultados en el proceso de enseñanza aprendizaje. Desde hace décadas en el contexto educativo, el debate nacional ha venido insistiendo sobre la necesidad de cambios y transformación de la universidad, debido esencialmente a la transición hacia sociedades con alto valor educativo. En estos nuevos escenarios, el concepto de “transformación” universitaria alude a procesos complejos y, por tanto, contrarios al pensamiento dicotómico, que a veces acompaña el discurso del cambio. La transformación de la universidad debe ser repensada considerando la hiper-complejidad de su organización, basada en un conocimiento cada vez más diferenciado, con elevadas demandas, en un contexto cada vez más globalizado. En este trabajo se muestran algunas reflexiones sobre la transformación universitaria y el rol el tutor en los estudios de postgrado como uno de los nudos críticos del proceso de transformación, sustentadas en la discusión y dialogo de saberes de docentes investigadores de la  Universidad  Nacional  Experimental  Politécnica  de  la  Fuerza  Armada Nacional, Núcleo Nueva Esparta y, los productos científicos de los participantes del curso Post-doctoral “Las Políticas de Transformación Universitaria Bolivariana: Aportes desde las ciencias pedagógicas”, Convenio Cuba- Venezuela. Las discusiones se fundamentaron en la importancia que caracterizan el rol del tutor y su desempeño. Las reflexiones permitieron diagnosticar el rol del tutor y detectar los elementos más importantes a ser considerados para diseñar, implementar y evaluar programas de tutorías y la supervisión de investigaciones, que puedan contribuir a elevar el rendimiento en los trabajos de grado de postgrado, tesis doctorales y la función tutorial. ABSTRACT  For decades in the educational context, the national debate has been insisting on the need for change and transformation of the University, due essentially to the transition to societies with high educational value. In these new scenarios, the concept of "transformation" University refers to complex processes and, therefore, contrary to the dichotomous thinking, that sometimes accompanies the discourse of change. The transformation of the University must be reparsed considering the hypercomplexity of your organization, based on a more differentiated knowledge with high demands in an increasingly globalized context. This work shows some reflections on University transformation and the role the tutor in the postgraduate studies as one of the critical nodes of the transformation   process,   supported   in   the   discussion   and   dialogue   of knowledge’s of researchers professors of the Universidad Nacional Experimental Polytechnic of the force Navy national, core Nueva Esparta, the scientific products of the participants of the course "the policies of transformation Universitaria Bolivariana Postdoctoral ": Contributions from the pedagogical sciences",   Cuba-Venezuela   agreement.   Discussions   are   based   on   the importance that characterizes the role of the tutor and his performance. The reflections enabled diagnose the role of the tutor and detect the most important elements to be considered for designing, implementing and evaluating tutoring programs and the supervision of investigations, which could contribute to raising achievement in degree of postgraduate, doctoral theses and the tutorial function. <p class="15bIsiAbstractBInggris">The planning preparation of an activity is highly recommended in Islamic perspective. The completion of university’s study program does not make the university complete its planning task. The existence of alumni as a necessity of the educational process has an important position and role in Islamic civilization and requires seriousness in planning its development. Currently, exploring concepts from an Islamic perspective is still limited, especially in terms of alumni development. The purpose of this study is to describe the concept of alumni in an Islamic perspective and to explain the planning of alumni development in the university. This study uses a qualitative approach with library research. The results of this study are (1) the term ‘alumni’ in the Islamic perspective refers to a monumental event and (2) alumni development planning can use the POAC (planning, organizing, actuating, controlling) concept by George Robert Terry where the stages of the flow start from planning, then organizing, then mobilizing and finally monitoring. After knowing the role of alumni is very strategic, it is hoped that alumni development planning in the future will be managed properly and seriously.</p><p class="16aJudulAbstrak"><strong>Abstrak</strong></p><p class="16bIsiAbstrak">Penyusunan suatu perencanaan kegiatan sangatlah dianjurkan dalam perspektif Islam. Selesainya program pendidikan tinggi tidaklah menjadikan perguruan tinggi tersebut selesai dalam tugas perencanaannya. Keberadaan alumni sebagai satu keniscayaan dari adanya proses pendidikan mempunyai posisi dan peran penting terhadap peradaban Islam dan perlu keseriusan dalam perencanaan pengembangannya. Saat ini, penggalian konsep dari perspektif Islam masih terbatas khususnya dalam hal pengembangan alumni. Tujuan penelitian ini adalah untuk mendeskripsikan konsep alumni dalam perspektif Islam dan menjelaskan perencanaan pengembangan alumni di perguruan tinggi. Penelitian ini menggunakan pendekatan kualitatif dengan kepustakaan. Hasil dari penelitian ini adalah (1) istilah ‘alumni’ dalam perspektif Islam merujuk kepada kejadian yang monumental dan (2) perencanaan pengembangan alumni dapat menggunakan konsep POAC (planning, organizing, actuating, controlling) oleh George Robert Terry yang mana tahapan alurnya dimulai dari perencanaan, lalu pengorganisasian, kemudian penggerakan dan terakhir pengawasan. Setelah mengetahui peran alumni sangat strategis, maka diharapkan perencanaan pengembangan alumni kedepannya dikelola dengan baik dan serius.</p>
