The article discusses the problems of choosing digital development paths for the region, using the Nizhny Novgorod region as an example. Based on the hierarchy analysis method, regional policy priorities for deepening digitalisation processes have been determined. Alternative directions for the region’s digital development have been proposed in terms of priorities for improving information and communication infrastructure, enhancing human resources capacity, creating new digital technologies and investments in digitalisation. The necessity of integration of federal and municipal information systems and development of advanced production technologies related to information and communication technologies necessary to ensure the competitiveness and economic security of enterprises in the Nizhny Novgorod region has been substantiated.

As an example, the indicator of freight transportation by rail is shown, which allows predicting the onset of crisis situations at an early stage of their development. A brief analysis of the development of the market of information and communication technologies in the light of the formation of a new concept for the formation of business is given.

AbstractInformation and communication technologies (ICTs) are both critical for economic development and highly disruptive to existing employment opportunities. Maximizing the potential of ICTs requires both promoting their use and addressing the inequality and dislocation they may cause. This paper examines South African national policy efforts that have an explicit goal of both growth and equity in the promotion of ICT use. Through an examination of two particularly high profile programs, the paper argues that national policy underestimates the potentially negative impact of ICTs on traditional employment sectors and fails to address the volatile nature of employment and skill requirements in ICT industries themselves. As a result, unless these shortcomings are addressed, national ICT policy in South Africa seems likely to further contribute to the disruption of existing employment opportunities while contributing to growing inequality.

The article studies the current trends in the use of information and communication technologies by Ukrainian enterprises in their practical activities during 2017–2019 years based on the generalization of statistical data. The object of the research is the information and communication technologies of the Internet as a key factor to ensure business informatization and to increase the competitiveness and economic security of enterprises. The purpose of the article is to analyze and identify the nature of changes in the dynamics and directions of the use of computer technology, information and communication technologies by Ukrainian enterprises in recent years. The work uses the methods of analytical-monographic – in the study of literary sources on the topic of research; analysis and synthesis – to summarize statistical data on trends in the use of information and communication technologies by enterprises; system analysis, abstraction, logical generalizations – in determining the characteristic features of the process that is being investigated; abstract-logical – to form conclusions. The data relative to the process of implementation and use in enterprises of modern information and communication technologies are summarized and analyzed. The areas of use of the Internet, which enterprises are mainly used to transmit or receive email messages, banking operations, obtaining information about goods and services, obtaining information from public authorities. The dynamics and directions of use by enterprises of websites, which are used mainly to serve customers and create electronic links to business social media profiles. The tendencies of the use of cloud computing services are analyzed, among which enterprises are preferred by the use of financial or accounting applications, Email and office software. The advantages, opportunities and threats from the use of modern information and communication technologies by enterprises are identified. It is proposed the information technologies that should be recommended for enterprises in practice in the context of accelerating business informatization.

Abstract Background: Information and communication technologies (ICTs) gained prevalent organizational and structural value in the modern economy. E-commerce is one of the sectors directly influenced by technological change. However, not all countries have the same opportunities to develop e-commerce growth; there are significant discrepancies in ICT utilization worldwide, known as the digital divide. Objectives: The purpose of this paper is to explore the level of difference among European countries regarding the e-commerce functionalities in their enterprises using a cluster analysis. Methods/Approach: To accomplish the paper goal, the k-means cluster analysis was conducted on the Eurostat data from 2019. Enterprises from 28 European countries were taken into consideration. The Kruskal-Wallis test is used to explore if the differences among clusters regarding the digital development, measured by the Digital Economy and Society Index are significant. Results: The investigation confirmed that there are significant differences among European countries regarding the development of e-commerce. However, a similar level of e-commerce is not related to economic and digital development. Conclusions: Since the relationship between economic development and e-commerce development in European countries is not linear, country-level policies are likely to be significant factors driving e-commerce development, which leads to the need for further investigation of this issue.

Совершенствование технологий производства на предприятиях пищевой промышленности, рациональное использование материальных и финансовых ресурсов, формирование экологической культуры и повышение конкурентоспособности выпускаемой продукции в современных условиях связаны с внедрением наилучших доступных технологий (НДТ). Проведен анализ нормативных актов, устанавливающих требования к поэтапному внедрению НДТ, рассмотрена структура и взаимосвязь информационно-технических справочников, содержащих описание технологий, отнесенных к наилучшим доступным для пищевых отраслей. Рассмотрены инновационно-технологические аспекты развития НДТ, базирующиеся на междисциплинарных исследованиях, многоуровневом подходе, конвергенции биотехнологий, нанотехнологий и информационно-коммуникационных технологий, приведены примеры их практической реализации в пищевой промышленности. Improvement of production technologies in the food industry, rational use of material and financial resources, the formation of environmental culture and increasing the competitiveness of products in modern conditions are associated with the introduction of the best available technology (BAT). The analysis of normative acts that establish requirements for their phased implementation is carried out, the structure and relationship of information and technical reference books containing a description of technologies classified as the best available for food industries is considered. Innovative and technological aspects of BAT development based on interdisciplinary research, multi-level approach, convergence of biotechnologies, nanotechnologies and information and communication technologies are considered, examples of their practical implementation in the food industry are given.

The article investigates the role of digital transformation processes and their impact on enterprise management. It is emphasized that the introduction of innovative technologies in the enterprise will open new opportunities for further effective development and implementation of positive changes. The need to optimize management processes in the enterprise by adapting them to the conditions of digitalization, which requires the use of qualitatively new approaches to digital transformation of economic entities. The essence and meaning of the term “digitalization” is revealed, the main goals and directions of digital development are defined. The importance of digitalization of the economy as an innovative dynamic process, which is based on the active introduction of innovations and information and communication technologies in the economic activity of enterprises, is substantiated. The main components of the digital economy (support infrastructure, e-business, e-commerce) are identified and their impact on innovative business development is studied. The classification of enterprises according to the level of digitalization is carried out and the necessity of their orientation in the direction of introduction of cyberphysical systems, the Internet of Things, big data, 3D-modeling and 3D-graphics into their own activity is substantiated. The state of digital transformation at domestic enterprises is analyzed, the ratio of the use of digital technologies in business activity is revealed. The main problems faced by enterprises on the way to the introduction of innovative technologies are identified. The presence of the necessary conditions for the implementation of the domestic digital breakthrough and technological transition of enterprises to a higher level has been determined. It is concluded that the digitalization of business is a condition for improving its competitive position in the market and the driving force of the country’s economy and its investment attractiveness.

The creation of a modern digital economy is the most important stage in the economic development of Russia and its territories. Digitalization of socio-economic processes significantly expands the opportunities of businesses, individual citizens and the state as a whole. However, the economic digital transformation is associated with the emergence of various risks and threats in the field of economic security, including those related to the inequality of Russian regions in terms of the possibilities of using information and communication technologies in practice. The article examines the essence of the concepts: digital economy, digital inequality. We identified the causes and problems of digital inequality in the territories of the Russian Federation and ways to solve these problems. The authors analyzed statistical data that characterize the international rating of the Russian Federation according to the four components of the global connectivity index, as well as a rating of individual regions of Russia on the level of access to digital technologies and communications. At the same time, we also studied such indicators as the amount of spending on innovations by the subjects of the Russian Federation, the share of the subscription fee for Internet access from the average (for the region) salary, and others. Based on the analysis, the authors of the article suggested ways to reduce the digital inequality of regions in modern Russia.

The article is aimed at substantiating organizational provisions and developing recommendations for improving the conceptual principles of projecting a computer-based audit system for the activities of performers of entrepreneurial activities. The article proposes the principles of modeling the audit system in the structure of the information service of entrepreneurs, provides proposals for assessing audit risks at different stages of entrepreneurial activity, substantiates methodological approaches to conducting an audit using modern information and communication technologies. It is proved that computer-based audit is an effective instrument for controlling and managing economic security of business entities. When designing the organizational-methodological structure of the audit, it is proposed to use the stages of audit development: confirming, system-oriented, and risk-based audit. When deciding on the creation and operational function of the computer-based audit of the activities of business entities, it is recommended to take into account their size, category, organizational and legal form of management, organizational structure, level of automation of accounting and control procedures. Scientific approaches using the proposed indicator of information security to assessing the state of information security of business entity are defined, their components are: degree of use of information and communication technologies in business processes, status of information threats, and degree of security of information resources. Methodical principles of auditing using modern information and communication technologies are proposed to strengthen control and analytical functions of management with the use of the latest audit systems. It is proved that computer-based audit covers the use of information technologies and software as a method and tools of the auditor in the process of performing the task on the basis of reliability assessment and identification of significant risks of the information system of a business entity.

The concept of marketing support for strengthening the economic security of a region by intensifying tourist business was developed. It was established that the economic security of a region is the result of the influence of a number of processes of different nature and degrees of influence. The safety assessment depends on its purpose and groups of partial indicators that provide a comprehensive assessment. The result of the evaluation procedure should be a grounded conclusion on one of the possible states: economic security, economic danger, economic risk, and economic threat. The tourism sector, influencing the level of security of a region through the generation of additional financial and related flows, requires clarification of the content of scientific and methodological approaches to management. It is proposed to separate administrative methods and market mechanisms as complementing each other. At the level of separate tourist enterprises and their associations, it is advisable to implement marketing strategies for traditional expansion of the market, product, and innovative updating of the portfolio of tourist products. The main tools and technologies for achieving set goals are digital information and communication technologies. Their application is associated with the use of the method for economic and mathematical modeling, as well as SWOT analysis technology and the use of a special BITOUR platform. The use of the proposed theoretical and methodical proposals will make it possible to assess the economic security of a region in terms of its possible condition. It will also be useful in the development of strategic and tactical plans for regulating tourism business in the system of ensuring the economic development of a region.

ABSTRACTOverarching digitalisation is producing significant socio-cultural, economic and policy changes in the European High North. These changes create new opportunities, but also challenges and concerns for people and communities living in the region. Digital development is guided by supranational, national and regional digital policies and is secured through national cybersecurity agendas. These frameworks concentrate on advancing overall economic growth and safeguarding critical information infrastructure and information security, but pay inadequate attention to the interests, needs and fears of people and communities experiencing digitalisation in everyday life. In order to generate a more comprehensive cybersecurity agenda, which focuses on human security and empowering people to influence the digital development, a research framework highlighting the actual ways people use, wish to use, or are unable to use information and communication technologies is needed. The focus of this article is therefore on regionally contextualised digital opportunities and threats as they may be experienced by local people and communities. It utilises insights of securitisation theory to grant people a say in the direction of digital development in their region. The aim is to introduce issues of human security to cybersecurity agendas, for a more comprehensive understanding of the societal changes that digitalisation generates.
