The article considers approaches to the state regulation of digital film distribution, evaluates them. The paper generalizes them in the form of proposals for anti-piracy regulation, promotion of original content of online cinemas in international markets, as well as for effective interaction of online cinemas with the Ministry of Culture and the Cinema Foundation. This will resolve the issue of serious competition to traditional cinemas, since the viewer has the opportunity to watch their favorite films without leaving home, and also related to the start of work on their own exclusive content of a large number of digital platforms. The state obliges digital platforms to provide information about the number of views of their content in a single automated information system. This information helps to assess the effectiveness of budget support for cinema, since there are examples of films that did not collect a large box office at the box office but were able to gain more than one million views on the Internet.

Annotation. The priorities of business development of business enterprises through incentives and motivation are substantiated. It is established that the motivational mechanisms of any enterprise should be built with the participation of state and regional government and take into account the interests of employees. The connection between staff motivation and financial incentives is determined. The imbalance of remuneration of personnel of different professional categories on the example of energy workers is theoretically and practically substantiated. The system of remuneration of workers in the energy sector has been studied. It is substantiated that with a constant subsistence level for able-bodied persons and an increase in the minimum wage, there will be a further leveling of the prestige of professions and a disparity in wages. The legal framework for the system of remuneration and motivation of staff is analyzed and it is established that the business economy of the enterprise should be based on the principles of effective system of interaction between the state and the region, strengthening ties between other business structures and developing a rational incentive mechanism.               The research conducted in this article makes it possible to form a vision of the irrational system of motivation of employees of different categories and the need for state regulation of a holistic set of tasks and goals for the effective functioning of business. The business economy of the enterprise should be based on the principles of effective interaction between the state and the region, strengthening ties between other business structures, as well as developing a rational motivational mechanism, which is supported by constituent documents at the government level and takes into account the interests of employees and owners. Such a system will help to solve the main problems in personnel management at the enterprise and with the correct interaction of motives and incentives will be interdependent elements of the overall development of business, region and state

The article deals with the issues of scientific validity of the state Antimonopoly policy from the standpoint of philosophy and economic theory of competition. The necessity of harmonious use in the formation and implementation of such a policy of values and philosophy of "living" life, fundamental economic doctrines, new trends and ideas of state regulation of the economy, including the use of legal mechanisms.The author proceeds from the fact that the division of labor is the essence of society. Awareness of this fact makes it possible to overcome contradictions in the interests of the individual and society. It is noted that in the modern industrial world digital transformation blurs the boundaries between international, wholesale and retail markets, online and offline trade. Building a business on the basis of digital platforms, intellectual property rights pools, targeted marketing technologies on the one hand, and the transformation of consumer psychology on the other, create fundamentally new conditions for balancing supply and demand. The digital economy creates qualitatively new opportunities for economic development, but should not turn into a "digital hand of the market". States and companies are able to move beyond "data processing" to "reality processing", which poses a potential threat to the fundamental rights and freedoms of citizens.In this regard, the role of scientific validity of the state Antimonopoly policy in the formation and implementation of errors, which can be too expensive for society, is significantly increasing.

Introduction. The article considers the state and prospects of development of transport and logistics systems in the region, which will help to accelerate cargo delivery, increase the competitiveness of transportation, improve the investment climate of the transport industry in the region, as well as expand the activities of companies providing comprehensive logistics services. The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. The formation of high-quality transport and logistics systems in the region provides a full range of transport services, including multimodal transportation, the development of logistics schemes for freight, insurance, transportation security. Development of transport and logistics systems in the region can be ensured by updating the logistics base of transport; increased informatization; quality improvement and development of transport and logistics infrastructure of the region; expansion of the internal market of transport and logistics services; improving the efficiency of transportation; improvement of customs tariff and investment policy; the interaction of all participants in the supply chain; development and implementation of joint programs for the development of transport and logistics systems in the region. The article investigates a modern state of youth employment in the labor market. The purpose of the article is to consider of youth segment in the labor market, to study the dynamics of youth employment in recent years and to develop proposals for improving the state of youth employment in Ukraine. Current trends in youth employment and unemployment in the labor market are analyzed. In the process of analysis, such methods of scientific research as analysis and synthesis, comparison and generalization were used, which made it possible to ensure the validity of the study. Based on the results of youth employment issues analysis, the main problems faced by young people in finding a job (specific problems in the youth segment of the labor market) are determined, namely: imperfection of the legal framework that regulates labor relations; young people after graduation cannot put their skills and abilities into practice; imbalance in the professional and qualification structure of the labor supply, which does not correspond to the demand in the labor market; lack of professional experience among young people; gender inequality by sex and age; labor migration due to the non-competitiveness of wages in Ukraine compared to wages in Europe. For a systematic solution to the problems of youth labor market, it is necessary to improve the existing mechanism for increasing the level of youth employment, thereby a new impetus will appear for the development of the Ukrainian economy. The main directions of improving the state regulation of the youth segment of the labor market in Ukraine are proposed, namely: the creation of effective interaction between public employment agencies, business and education. An improvement and systemic implementation of the mechanism for increasing youth employment will reduce the outflow of labor force abroad and ensure the competitiveness of the national economy in the long term.

The aim of the article is to study the information support of the institutional field and state regulation of agricultural development of Ukraine through the analysis of current strategies and tools and programs of state support. The relevance of the study is due to the significant increase in the role of state support for key sectors of the economy in a systemic crisis caused by the coronavirus pandemic COVID-19 and restrictive quarantine measures. Limitation of budget funds implies an urgent need for their most rational use, identifying trends and areas of which this study is devoted. The research methodology is based on comparative analysis, economic and mathematical modeling, methods of assessing the effectiveness of budget programs, the use of analytical surveys, statistics on self-assessment of agribusiness and data from independent news agencies on the effectiveness of government regulation. The information base is the regulatory framework for state support of the agricultural sector, analytical studies on budget support for the agricultural sector and budget expenditures for agricultural development were based on official data from the State Statistics Service of Ukraine and the Ministry of Economy, Trade and Agriculture of Ukraine. The study analyses some components of the Strategy for the development of the agricultural sector of Ukraine, the Concept of development of farms and agricultural cooperation for 2018-2020, the project and the place of state support in its regulation. The dynamics of state support for 2016-2019 is shown, the main factors of influence are characterized and the dynamics of state support of the agricultural sector of Ukraine evaluated according to the OECD (Organization of economic cooperation and development) methodology is given. An analysis of the expenditures of the State Budget of Ukraine in 2020 on agricultural and rural development is carried out. The given research can be used at formation of current programs of budgetary support of branch, development of concepts of sustainable development of separate forms of managing – farms and peasant farms, adjustment of strategic plans, formation of their key indicators for monitoring and for increase methodological bases and principles of state regulation and other institutional factors of agricultural finance.

The topicality of the study is determined by the need to find optimal ways of innovative entrepreneurship financing as an important factor of economic growth of the country’s economy. The article is aimed at developing conceptual, organizational and methodical bases of innovative development financing in the context of macroeconomic reforms in Kazakhstan, identifying the role of state development institutions and financial instruments applied in the implementation of the state program of industrial-innovative development. The research substantiates the specific proposals to improve the state policy in innovation financing, shows the role of financial and credit instruments in the economic and innovative development of the country as the fundamental factors affecting the dynamic development of innovation, studies the basic forms and methods of the country’s innovative development stimulation, examines international experience and analyzes the level of innovative activity financing. The research findings are of practical value for improving the process of state regulation of the innovative entrepreneurship financing, the rational allocation of available public and private (commercial) resources; streamlining methods of providing state support for innovative entrepreneurship; raising the level of investment attractiveness of innovative entrepreneurship through the organization of effective interaction of this institute with innovative infrastructure facilities. Актуальность исследования определяется необходимостью поиска оптимальных путей финансирования инновационного предпринимательства как важного фактора экономического роста экономики страны. Целью статьи является разработка концептуальных, организационных и методических основ финансирования инновационного развития в контексте макроэкономических реформ в Казахстане, выявление роли государственных институтов развития и финансовых инструментов, применяемых при реализации государственной программы индустриально-инновационного развития. В исследовании обоснованы конкретные предложения по совершенствованию государственной политики в области финансирования инноваций, показана роль финансово-кредитных инструментов в экономическом и инновационном развитии страны как фундаментальных факторов, влияющих на динамичное развитие инноваций, изучены основные формы и методы стимулирования инновационного развития страны, международный опыт и уровень финансирования инновационной деятельности. Результаты исследования имеют практическое значение для совершенствования процесса государственного регулирования финансирования инновационного предпринимательства, рационального распределения имеющихся государственных и частных (коммерческих) ресурсов; оптимизации методов государственной поддержки инновационного предпринимательства, повышение уровня инвестиционной привлекательности инновационного предпринимательства путем организации эффективного взаимодействия этого института с инновационными инфраструктурными объектами.

The article deals with topical issues of defining the essence of the categories of «state regulation», «public administration», «mechanisms of public administration», «mechanisms of state regulation», including in the sphere of economic security. It is established that the system of public administration has a managerial influence form and exercises through the appropriate mechanism. The concepts of «mechanisms of public administration» and «mechanisms of state regulation» are delimited. It is established that the object of public administration is public relations, systems; the subject of state regulation are human activities and economic relations. It is proved that the key difference between «government» and «state regulation» is the interests of those subject groups that these processes provide. Taking into account the specifics of the current political and economic situation in the country, the state of the security and defense sector, the situation with the temporarily occupied territories of Ukraine has improved the definition of mechanisms of state regulation in this area, in particular organizational, legal, economic, social, information and security: organizational mechanism. The key principles of economic security are identified, among which are: the rule of law while ensuring economic security; maintaining the balance of economic interests of the individual, family, society, state; mutual responsibility of individual, family, society, state for ensuring economic security; timeliness and adequacy of measures to prevent threats and protect national economic interests; the priority of contractual (peaceful) measures in resolving both internal and external economic conflicts; integration of national economic security with international economic security. The author noted that the above list of economic security principles is not exhaustive, so the system is complemented by the following principles: targeted consistency (approval of short, medium and long-term plans at the state, regional and local levels in the process of policy-making by the public administration bodies in the specified sphere taking into account the state of affairs in the field of economic security of the country, the priority and hierarchical subordination of the goals in the specified sphere in order to achieve the desired results and to achieve state policy on the basis of efficiency and quality development of the state), security and defense orientation (combination of defense and realization of national interests and processes of state regulation of the sphere of security and defense, strategic planning of actions with the purpose of effective streamlining in a certain sphere and adjustment of the system of vital security), criterion threats to the field of economic security (pursuing public policy in the defined field based on defined criteria, based on a system of indicators c indicating the predictive, qualitative and quantitative values that would reflect the situation in the state, determining the qualitative characteristics and effectiveness of public policy in the field of economic security, taking into account the strategic direction of socio-economic development of the state); competences of non-state actors for ensuring economic security (establishing effective interaction of civic institutions societies with state authorities, local self-government bodies, legal entities and individuals in the part of active participation in the implementation of policy in a certain field); openness and consistency of the policy of counteracting the threats to the national interests of Ukraine in the field of economic security (ensuring unimpeded access of citizens, public institutions and other subjects of economic security to information on the investigated sphere, efficiency, legitimacy and transparency of state-administrative decisions in a certain sphere). It is determined that in order to protect the national interests in the sphere of economic security and to effectively implement the mechanisms of state regulation of counteraction to threats in the specified sphere, the levers of ensuring the economic security of Ukraine in the conditions of external aggression and globalization transformations should be rationally applied. These levers include: organizational, legal, socio-economic and political-diplomatic.

The article provides a brief overview of the emergence of the legal market of online cinemas in Russia. The paper reveals that the Governments of many countries have a national policy that is aimed at maintaining internal programming on traditional video platforms. Such policies range from licensing, which requires serving the “public interest” and defines rules for the distribution of certain types of content produced domestically, to requiring content distributors to contribute to the financing of the production of domestic content. The authors investigate that during the implementation of these rules, the Russian government decided on the allocation of limited resources. There was also regulation on whether platforms can solely decide what content to offer their users, or whether viewers should also participate directly. The study concludes that the transition from traditional platforms to online distribution can reduce the effectiveness of existing regulatory regimes and deprive traditional platforms of audience and revenue.The world and Russian experiences of using the Internet prove that today modern information and telecommunications technologies can contain real threats to the violation of fundamental rights and freedoms of citizens, as well as to question the security of society and the state. The only exceptions are progressive or innovative areas related to the provision of new services and the expansion of opportunities for socio-economic development.As a result of the study, the paper identified four problems of Russian film distribution on digital platforms. The authors chose piracy as the first problem of online cinemas. Pirate sites not only illegally copy content from online movie theaters, but they also create copies of their own services to transfer their servers to another platform in case of blocking. The second problem was highlighted by the requirement for foreign owners. The third problem was highlighted by the high cost of online movie theater subscriptions. The authors consider the fourth problem the lack of financial support from the state.

The article is devoted to the results of the research of the state financial support of strategic priority directions of innovative activity in Ukraine with the purpose of their possible use in substantiation and formation of strategic priorities for 2022–2031. The authors present the results of the conducted scientific work, which show that in 2018 the budget financing of strategic priorities amounted to UAH 291452,83 thousand, which is 12.5 % more than in 2017. It is stated that in the total budget financing of innovation activity, this volume occupies 94.9 %, This is higher than in 2017 and indicates an increase in the efficiency of budget funds used for innovation, as they are directed directly to strategic priorities. Priority 4 “Technological renewal and development of agro-industrial complex” received the largest share (52.6 %) and smallest (1,8 %). – priority 5 “Implementation of new technologies and equipment for quality health care, treatment, pharmaceuticals”. Compared to 2017, budget support for all strategic priorities increased, of which the highest growth was given to priority 7 (ICT) and substantial – priority 2 (transport), which led to a significant increase in the need for innovative ICTs and transport technologies. and some slowdown in the need for innovation in other strategic areas. It is investigated that the overwhelming share of budgetary funds (92.6 %) in 2018, as in previous years, is directed to the implementation of R&D. Expenditures were made from general (0.5 %) and special (99.5 %) funds by three spending units: the Ministry of Education, the Ministry of Environment and the NAAS, with the Ministry of Education, as in previous years, providing financial support to all strategic priorities. The share of budget support relative to nominal GDP is estimated to be 0.0082 % in 2018 (0.0087 % in 2017, 0.0082 % in 2016). It is concluded that in 2018 the real state financial support for strategic priorities of innovation activity was realized at the level of 2016, despite the absolute growth of its volumes. It is revealed that the main problem of state regulation of innovation activity through budgetary support of strategic innovation priorities is their insignificant financing from the General Fund of the state budget. To overcome this problem, it is proposed to take into account innovative priorities in the formulation of state orders and government programs, as provided by law.
