Annotation. The priorities of business development of business enterprises through incentives and motivation are substantiated. It is established that the motivational mechanisms of any enterprise should be built with the participation of state and regional government and take into account the interests of employees. The connection between staff motivation and financial incentives is determined. The imbalance of remuneration of personnel of different professional categories on the example of energy workers is theoretically and practically substantiated. The system of remuneration of workers in the energy sector has been studied. It is substantiated that with a constant subsistence level for able-bodied persons and an increase in the minimum wage, there will be a further leveling of the prestige of professions and a disparity in wages. The legal framework for the system of remuneration and motivation of staff is analyzed and it is established that the business economy of the enterprise should be based on the principles of effective system of interaction between the state and the region, strengthening ties between other business structures and developing a rational incentive mechanism.               The research conducted in this article makes it possible to form a vision of the irrational system of motivation of employees of different categories and the need for state regulation of a holistic set of tasks and goals for the effective functioning of business. The business economy of the enterprise should be based on the principles of effective interaction between the state and the region, strengthening ties between other business structures, as well as developing a rational motivational mechanism, which is supported by constituent documents at the government level and takes into account the interests of employees and owners. Such a system will help to solve the main problems in personnel management at the enterprise and with the correct interaction of motives and incentives will be interdependent elements of the overall development of business, region and state

The article is devoted to the study of the results of state regulation of business in the context of a pandemic and the associated global economic crisis. The impact of the system of anti-crisis measures, implemented by the Government of Russia, to support small and medium-sized businesses has been studied. The problems of development and survival of enterprises in a crisis economy are identified and the ways of their solution are proposed. The measures taken by the state to prevent massive bankruptcies during the pandemic are considered.

Let Us Begin Where Everything Starts, with the economy and the labor market. This is perhaps where contrasts are thought to be sharpest. America—so the proponents of radical differences across the Atlantic argue—worships at the altar of what West German chancellor Helmut Schmidt once called Raubtierkapitalismus, predatory capitalism, where the market sweeps everything before it and the state exerts no restraint. The result is what another German chancellor, Gerhard Schröder, called amerikanische Verhältnisse, “American conditions,” plucked straight out of a play by Bertolt Brecht: America’s labor market is untrammeled and cruel, jobs are insecure and badly paid. Americans live to work, while Europeans work to live. That is the story. But is it true? America’s core ideological belief is oft en thought to be the predominance of the market and the absence of state regulation. “Everything should and must be pro-market, pro-business, and pro-shareholder,” as Will Hutton, a British columnist, puts it, “a policy platform lubricated by colossal infusions of corporate cash into America’s money-dominated political system. . . . ” Hutton stands in a long line of European critics who have seen nothing but the dominance of the market in America. There is some truth to the American penchant for free markets. But the notion that the Atlantic divides capitalism scarlet in tooth and claw from a more domesticated version in Europe has been overstated. When asked for their preferences, Americans tend to assign the state less of a role than many—though not all—Europeans. Proportionately fewer Americans think that the government should redistribute income to ameliorate inequalities, or that the government should seek to provide jobs for all, or reduce working hours. On the other hand, proportionately more Americans (by a whisker) than Germans and almost exactly as many as the Swedes think that government should control wages, and more want the government to control prices than Germans. Proportionately more Americans believe that the government should act to create new jobs than the Swedes, and about as many as the Germans, Finns, and Swiss. The percentage of Americans that thinks the state should intervene to provide decent housing is low.

The article proves that modern globalization challenges create unique opportunities for the recovery of rural green tourism, outlining the prospects for its attribution to strategically important sectors of the national economy on the grounds of priority, resilience and responsibility. However, achieving such results is impossible without appropriate organizational and economic provision for the development of infrastructure of enterprises of rural green tourism, where the State-based levers and instruments play a special role, because due to the sudden, unprecedented drop in demand, the travel and tourism sector will require, first of all, financial incentives with regard to support and recovery. The article is aimed at determine the potential for the recovery of green rural tourism in the conditions of COVID-19 as an instrument for the renovation of the agrarian economy. It is specified that the development of normative and legal provision for the activation of economic activity in the sphere of rural green tourism is a basic condition for the formation of a legal framework for the development of this type of tourism and attraction of investments in this industry. The main determinants of infrastructure development of rural green tourism in Ukraine have been identified and priority measures for the development of rural green and gastronomic tourism in rural areas for the future period are proposed. According to the authors, the active development of rural green tourism in Ukraine necessitates the following: carrying out an analysis of the current system of railway communication between cities and adjusting it to the tourist map of the country; increasing the level of responsibility of carriers for their activities and create conditions for safe passage through the territory; to carry out repairs not only of nationally important roads, but to maintain local roads in good condition as well; improving the quality of road infrastructure, with a focus on placing the appropriate identifying signs for both historical tourist sites and objects of rural green tourism; increasing the efficiency of the State regulation in this sphere. Prospects for further research are to determine the feasibility of implementing the world experience of recovering the tourism industry, particularly rural green tourism.

The paper analyzes the process of formulating the main principles of the state regulation of the telephone activities in Russia in the late 19th and early 20th centuries. Even though the emergence of the telephone in Russia matched the process of the whole unified postal and telegraph service’s organizing, crucial necessity of including the telephone into the system of the state management of communications did not become just a step in these reforms’ development. It caused the discussion on another matter, namely on the main principle of the system’s functioning, i.e. perception of the communications as the subject of the state monopoly. Thus, the Russian government’s attempts to adopt the telephone to a broadly settled system of the state regulation happened to be followed by the debates on neither administrative no technical, but on the legal and economic matters. Lately, they moved to the principle of the state monopoly in the communications sphere as a whole and to perception of the latter as a source of the state income. Nevertheless, during the analyzed period, the focus of all the disputes was made on responding to the private capital’s threat to the monopoly status of the government. However, its main concern was not the monopoly itself, but one of its aspects, i.e. the most commercially profitable way to build and use the telephone communications.

Introduction. The article considers the state and prospects of development of transport and logistics systems in the region, which will help to accelerate cargo delivery, increase the competitiveness of transportation, improve the investment climate of the transport industry in the region, as well as expand the activities of companies providing comprehensive logistics services. The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. The formation of high-quality transport and logistics systems in the region provides a full range of transport services, including multimodal transportation, the development of logistics schemes for freight, insurance, transportation security. Development of transport and logistics systems in the region can be ensured by updating the logistics base of transport; increased informatization; quality improvement and development of transport and logistics infrastructure of the region; expansion of the internal market of transport and logistics services; improving the efficiency of transportation; improvement of customs tariff and investment policy; the interaction of all participants in the supply chain; development and implementation of joint programs for the development of transport and logistics systems in the region. Abstrak Dalam menyelenggarakan urusan pemerintahan, pemerintah melimpahkan sebagian urusan kepada perangkat pemerintah atau wakil pemerintah di daerah. Pemerintah daerah terdiri dari kepala daerah dan wakil kepala daerah sebagai pemegang pemerintahan tertinggi di daerah dan sebagai bagian dari penyelenggara Negara. Penelitian ini merupakan penelitian yuridis normatif, oleh karena itu teori ini di arahkan secara khas ilmu hukum. Keberadaan teori ini adalah untuk memberikan landasan yang mantap, pada umumnya setiap penelitian harus selalu disertai dengan pemikiran teoritis yang berkaitan dengan analisis dan konstruksi yang dilakukan secara metodologis, sistematis dan konsisten. Temuan dari penelitian ini adalah pentingnya mengisi kekosongan wakil kepala daerah untuk membantu kepala daerah dalam menjalankan tugas dan fungsinya. Hal ini disebabkan karena Kementerian Dalam Negeri belum secara tegas mengatur dalam suatu produk hukum, pengisian jabatan wakil kepala daerah dilakukan sesuai dengan ketentuan peraturan perundang-undangan mengenai pemilihan kepala daerah yakni Pasal 176 Undang-Undang Nomor 10 Tahun 2016 tentang Pemilihan Gubernur, Bupati dan Walikota. Abstract In government affairs, the government delegates part of the affairs to the government apparatus or regional government representatives. The regional government consists of the regional head and deputy regional head as the highest government holders in the area and as part of the State administration. This research is a normative juridical research, therefore this theory is in the discussion that is typical of legal science. The theory of this research is to provide a solid foundation, in each study must discuss the analysis relating to the analysis and construction carried out methodologically, systematically and consistently. The findings of this study are important which help the deputy regional head vacancies to help regional heads carry out their duties and functions. This is because the Ministry of Home Affairs has not confirmed in a legal product, the filling of regional representative positions is carried out in accordance with the provisions of the legislation concerning the election of regional heads Article 17 of Law Number 10 of 2016 concerning Election of Governors, Regents and Mayors. The article investigates a modern state of youth employment in the labor market. The purpose of the article is to consider of youth segment in the labor market, to study the dynamics of youth employment in recent years and to develop proposals for improving the state of youth employment in Ukraine. Current trends in youth employment and unemployment in the labor market are analyzed. In the process of analysis, such methods of scientific research as analysis and synthesis, comparison and generalization were used, which made it possible to ensure the validity of the study. Based on the results of youth employment issues analysis, the main problems faced by young people in finding a job (specific problems in the youth segment of the labor market) are determined, namely: imperfection of the legal framework that regulates labor relations; young people after graduation cannot put their skills and abilities into practice; imbalance in the professional and qualification structure of the labor supply, which does not correspond to the demand in the labor market; lack of professional experience among young people; gender inequality by sex and age; labor migration due to the non-competitiveness of wages in Ukraine compared to wages in Europe. For a systematic solution to the problems of youth labor market, it is necessary to improve the existing mechanism for increasing the level of youth employment, thereby a new impetus will appear for the development of the Ukrainian economy. The main directions of improving the state regulation of the youth segment of the labor market in Ukraine are proposed, namely: the creation of effective interaction between public employment agencies, business and education. An improvement and systemic implementation of the mechanism for increasing youth employment will reduce the outflow of labor force abroad and ensure the competitiveness of the national economy in the long term.

The concept of decentralization is the authority of the government that is delegated to the regions, including the authority of personnel in accordance with the decentralized functions. The regional head has the task of being a coach of the State Civil Apparatus in the concept of decentralization. There was a case that the Mayor of Probolinggo issued a decree to remove Tutang Heri Aribowo, who served as an Expert Staff at the Regional Secretariat of the City of Probolinggo. The Regional Government as a civil servant coach tends to abuse its authority. This happens because there is the influence of the political elite in giving disciplinary punishment to employees. The author wants to describe the problem in a study that uses descriptive analytical methods, namely descriptions of the facts and characteristics of a particular population or area in a systematic, factual and thorough manner. The data in this study collected materials by means of a library study. This study also uses a normative juridical method with a statutory approach. So that in this study we know the legal basics of this problem. In order to know the proper process and institution related to the case problem. The article considers approaches to the state regulation of digital film distribution, evaluates them. The paper generalizes them in the form of proposals for anti-piracy regulation, promotion of original content of online cinemas in international markets, as well as for effective interaction of online cinemas with the Ministry of Culture and the Cinema Foundation. This will resolve the issue of serious competition to traditional cinemas, since the viewer has the opportunity to watch their favorite films without leaving home, and also related to the start of work on their own exclusive content of a large number of digital platforms. The state obliges digital platforms to provide information about the number of views of their content in a single automated information system. This information helps to assess the effectiveness of budget support for cinema, since there are examples of films that did not collect a large box office at the box office but were able to gain more than one million views on the Internet.

Health behaviour of the people is said to be shaped by market forces, scientific or religious institutions or the state. It is pertinent to examine the dominant institutions that shape health cultures in any society, at any given point in time. While public health has not been a priority for the Indian state, the COVID-19 pandemic created an unmistakable opportunity for state regulation. It is the argument of this article that the state has been central to the framing of the COVID-19 pandemic and the identification of relevant interventions, such that the borderline between the political and medical is blurred. The influence of these institutional decisions on the health behaviour of the people indicates that compliant health behaviour is a symbolic resource for the state in societies like India, irrespective of whether the government actually delivers on its health care delivery.
