This paper presents the strengthening of the digital economy which acts as a stabilizer in the trade sector during the Covid-19 outbreak. In a contactless world, most interactions between customers and employees must occur virtually. While still making exceptions to some things, operating digitally is the only way to survive restrictions on activities by the government, including in the economic sector. The instructions for switching in a digitizing pattern are nothing new, they are simply brought into sharp focus. The most recent event, the Covid-19 outbreak, has accelerated a transformation, as evidenced by the sharp strengthening in the digitizing economic sector. Based on a literature study, the conclusions explain the opportunities for the digital economy to support the trade sector which experienced inconsistencies in growth tabulations during this outbreak. Through the perspective of neoliberalism, it can be used to explain how it is related to strengthening the digital economy with the stability of international trade at macro and micro levels.

This study analyzes the influence of certain economic sectors on poverty levels in districts/cities in Aceh Province. The determination of the economic sector is based on the 4 largest contributions to the economy in Aceh. The economic sector in question is the agriculture, trade, construction, and processing industry sectors. So that the purpose of this study is to analyze the influence of selected economic sectors, namely the agricultural sector, the trade sector, the construction sector, and the manufacturing sector on poverty levels in Aceh. This study uses panel data from 23 districts/cities in Aceh Province for the period 2010-2019 and the data used is the percentage of poverty and data on the distribution of the percentage of Gross Regional Domestic Product (GRDP) by business field. The results obtained from this study are that all independent variables, namely the agricultural sector, the trade sector, the construction sector, and the manufacturing sector have a significant negative effect on the poverty level. This can be seen from the F test probability of 0.00. partially the agricultural sector reduced the poverty rate by 0.71 percent. trade sector 0.48 percent. the construction sector reduces poverty by 0.51 percent and the manufacturing sector reduces poverty by 0.67 percent. Therefore, it is hoped that the government can work together with other policymakers to improve the manufacturing sector both in agriculture and other fields to increase the productivity of society to alleviate poverty.

Rubber is the leading commodity in South Sumatra which provides the largest income in the non-oil and gas sector. South Sumatra itself is an area that has the largest rubber production and plantations in Indonesia and can even compete with other rubber-producing countries in the international market. However, in its development, South Sumatra's rubber commodity faces various obstacles to compete in international trade. The purpose of this study was to examine how the competitiveness of South Sumatra's natural rubber commodities in international trade. The concept of competitiveness and the theory of competitive advantage is used to describe the research results. The method used in this study is descriptive explanatory, data collection was obtained by interviewing the South Sumatra Province Plantation Service and GAPKINDO of South Sumatra, as well as through the results of a literature study. The findings of this study are seen through 4 determinants of competitive advantage, factor conditions, demand condition, related and supporting Industries, then firm strategy, structure, and rivalry. As well as additional factors,  governance. Production of rubber plantations in South Sumatra has decreased. Rubber demand also declined based on data on the volume of rubber exports. South Sumatra's downstream industry has not yet developed. Then the strategy applied is less than optimal and the role of the Government of South Sumatra is lacking. So it can be concluded that the competitiveness of South Sumatran rubber commodities in international trade is low.

International trade is an activity involving the exchange of goods and services across national borders. International trade is strongly influenced by the harmonization of political, legal, social and cultural rights owned by respective countries. A number of principles have been formulated and enforced to prevent and resolve disputes arising from international trade, one of which is the principle of non- discrimination. In practice the existence of the principle of non-discrimination often cannot be implemented, because it runs contrary to the policies of each country which is to protect its own interests. Based on the background of the problem that has been described, three subject matters were identified: 1. How can the principle of non-discrimination be applied in international trade? 2. How can appropriate legal policies in dealing with the negative impact of international trade be determined? 3. How can expected disputes on international trade be resolved? The method used in this study was the normative juridical approach to literature. Studies have properties that descriptive analytical assessment phase which focuses on the assessment of secondary data. Data was collected by means of a literature study to support the object of assessment. The results of the assessment conducted revealed that the principle of non-discrimination in international trade cannot be directly applied. Although there is a variety of policies whether committed by the government or society which indirectly consider the principle of non-discrimination internationally, the principle of non-discrimination can only be applied if it can support and protect the interests of concerned parties.

The purpose of this study is to analyze investment credit by economic sector in Indonesia through a simple linear regression model through the Least Squares (NLS and ARMA) approach. The findings show that the effect of interest rates on investment credit is not significant 0.334 with a R2 value of 1.06%. Meanwhile, the effect of inflation on investment credit is very significant 0.0021 with R2 of 10.31 %%. Then for the effect of investment credit on economic growth is not significant 0.654 or with an R2 value of 0.0023. Meanwhile, the effect of investment credit on formal employment is very significant 0.0033 with a R2 value of 9.5%. The results of the research findings recommend an evaluation of monetary policy carried out by the government, especially the stability of interest rates on investment credit and economic growth in Indonesia.

The Government of Indonesia through the Ministry of Law and Human Rights provides a policy to temporarily ban foreigners from entering Indonesian territory as stipulated in Permenkumham No. 11 of 2020. The existence of this new policy automatically invalidates previous policies related to the Granting of Visas and Stay Permits and temporary suspension of Visit Visa Free and Visit Visa on arrival and Granting of a Limited Stay Permit. The policy is a serious step taken by the government aimed at preventing the entry of the COVID-19 corona virus into Indonesian territory. So that with this policy an impact on the stability of the situation in Indonesia will emerge. Immigration is part of the government that formulated the existence of this policy, the existence of this policy is considered good in terms of its application, but it has a negative impact on the Indonesian economic sector which eventually declined to around 2.5% half of Indonesia's economic increase in 2019, namely 5%. The research uses a conceptual approach (conceptual approach), and a case approach (Case Approach). The implementation of government policies on prevention while foreigners enter Indonesia is in line with other national policies in dealing with the COVID-19 pandemic, without forgetting the effect on national economy in maintaining its stability. This policy must be supported by good supervision so that its application is able to run optimally to maintain the safety of the Indonesian people which impacts on the ability to maintain their welfare after the Pamdemic. Thus the decline of the Indonesian economy and the spread of a pandemic in the midst of society can be suppressed.

The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Abu Bakr appointed Umar ibn khaththab to be caliph to avoid divisions among Muslims. Umar was born in 513 A D into a family of the Quraish tribe. At first he was called by the title Abu Hafs, and after converting to Islam he received the title al-Faruq and was most persistent in defending Islam. This research examines how the Islamic civilization in Umar's era. The research was conducted by taking a literature study from the literature books. The results showed that Umar's leadership included the territory of the Arabian Peninsula.Palestine, Syria, Iraq, Persia, and Egypt. Umar formed departments (diwan) such as the police, baitul mal to manage state finances. Umar succeeded in restoring the stability of the Islamic government and even strengthening the country. Umar died of a sharp knife stabbed by Abu Lu'luah or Fairuz who was going to offer the dawn prayer at the Nabawi mosque.
