This study attempts to understand how Islamic microfinance can be used to increase happiness in women and maintain sustainable economic development in Southern Punjab, Pakistan. It will analyze how the principles of Islamic microfinance help women in increasing their happiness. It also put forth light on the linkage between economic development and happiness. The survey will be conducted in Bahawalpur the State of Southern Punjab, Pakistan. It will also be considered that religion is not a hindering factor in the implementation of Islamic microfinance. It will also assume that Islamic microfinance in concert with the right fiscal and monetary policies framework, will contribute positively to increase happiness among women in Pakistan.

Реализации задач, определенных Президентом РФ и направленных на обеспечение устойчивости экономического развития, преодоление технологического отставания и достижение мирового лидерства, обусловливает переход к иной, инновационной модели развития. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

The key factor of sustainable economic development is investment support for human capital development aimed at generating innovative knowledge, professional skills, support and development of abilities and talents, qualitative human characteristics without which economic and social growth is excluded. The study of human capital and the right to use it as objects of an accounting system designed to provide reliable information to users will help society to control the process of human development as a core value and driving force in achieving sustainable economic development from the micro to the global level. In this study, the methods for assessing human capital as an object of accounting «The right to use human capital» are applied according to the methodology of the International Financial Reporting Standard 16 "Lease". The condition for applying the methodology of this standard is the analogy with the employment contract between the business entity and the employee with the terms of the lease agreement. The measurement of such an asset is based on the initial measurement of the lease liability, which is calculated as the present value of future lease payments. Such an asset is subject to straight-line amortization over the life of the contract. Additional investment in human capital at the start of a contract, or in the process of execution, increases the value of the Right to Use Human Capital. To calculate the initial cost of an asset and its depreciation during the term of the employment contract, you can use the existing mathematical methods from the standard list of the EXCEL office program. In this study, using a conditional example of an employment contract for a period of five years, a minimum wage of UAH 6,000 and a discount rate of 7%, the calculation of the initial cost of the «Right to use human capital» is provided.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. At least as far back as the reign of Tsar Nicholas I, Russia's state bureaucracy has been widely considered to be top-heavy, corrupt, inefficient and tyrannical. By the early twentieth century the real driving force of Russian history and society was neither the constitutional façade erected by the autocracy to stifle the revolution nor the subsequent Bolshevik seizure of power, but rather the growth of the state bureaucracy. Similarly, in the course of the twentieth century, analysts on both the left and the right came to view hyper-bureaucratic growth unchecked by democratic constraint as the major problem of Soviet society. Attempts to reduce bureaucratic interference in the economy of post-Soviet Russia have not resulted in positive change.

Islam provides fundamental sources for human development, including ukhuwah Islamiyah, ashabiah and rahmatan lil ‘alamin. These concepts are strategic in developing the economy of the state.  The current article aims to analyze the economic development in Medina carried out by the Prophet Muhammad. The authors employed a qualitative method through narrative reviews of the extant literature. The study shows that before the hijrah of the Prophet, Medina was already a multicultural and heterogeneous society with many prolonged conflicts.. The Prophet devised a strategic approach to build the Medina economy and society. Ukhuwah Islamiyah was used to unify differing, often conflicting cultures, beliefs, and ethnicities to form a strong brotherhood. Ashabiah was applied to tighten the glue among society members, creating high social solidarity. Upon the perfection of Medina, the apostolate of rahmatan lil ‘alamin leads to a universal, inclusive, and sustainable economic development.

The research is focused on specific features of legal regulation of goal-oriented programming as an element of the state long-term planning. It has been indicated that the state long-term planning consists in choosing the priorities of economic development and public administration, determining resources to achieve the goals, elaborating and implementing tasks and measures of socio-economic development. One of the elements of state long-term planning is the development of state goal-oriented programs. Legislative and doctrinal definitions of state goal-oriented programs have been analyzed. The state goal-oriented program should be defined as a set of interrelated scientifically sound tasks and measures of social, economic, scientific, technical, organizational nature aimed at obtaining positive results of the state and society’s development. The state programs determine resources for financing their implementation; they establish the tasks for the executors of specific activities. The legal principles for the development of state and local goal-oriented programs have been determined. It has been clarified that the central and local executive agencies, the National Bank of Ukraine and the National Academy of Sciences of Ukraine have the authorities to develop state goal-oriented programs. Such programs are approved by the Verkhovna Rada of Ukraine or the Cabinet of Ministers of Ukraine. Local goal-oriented programs are created by the village or city mayor and approved at the village or city council’s sessions. The authors have defined certain stages of the development and approval processes of socio-economic development programs, which include preparation of the concept of the goal-oriented program, coordination with various ministries, conducting scientific and technical, as well as other examinations, public discussions of the program. The authors have formulated propositions for amending the current legislation in regard to public participation in the development of state and local goal-oriented programs, namely: 1) members of the public should have the authorities to initiate the development of state and local programs; 2) public organizations should have the right to offer their own programs for the development of territorial communities or programs to address social and economic problems; 3) propositions of citizens expressed by them during the program’s public discussions must be taken into account in the draft of the relevant program.

In this regard, it is of interest to consider the issue of the role of the subjects of federal states in the sphere of economic diplomacy. Based on the experience of the Republic of Tatarstan, the article examines the organizational and legal aspects of the participation of Russian regions in the implementation of economic and diplomatic activities of the state.
