Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.

This article discusses the capacity and innovation of Village Govern-ment population services in several villages in Serang District, Indo-nesia.The research approach used qualitative descriptive with inter-view data collection techniques, observation and documentation with the informant determination technique through purposive sampling.The results of the research findings indicate thatcapacity and service innovation are the most energetic parts of the implementation of vil-lage governance.In this case, it is important to encourage the perfor-mance of village government, especially in increasing the capacity and governance of public service innovation in several villages in Se-rang District.

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

Social innovation is an emerging theme within innovation theory, and so is the concept of public service innovation networks for social innovation (PSINSIs). The purpose of this article is to explore how social innovation in Danish public services is conceptualised and enacted through the lenses of public service innovation networks for social innovation. To do this, a thorough integrative review of the literature dealing with the Danish context is conducted. The Danish context is interesting in order to investigate these network arrangements, firstly because they are not well understood in the context of the Nordic welfare states, which Denmark is part of, and then because municipalities and civil society have historically had a mutually dependent relationship in Denmark. The article highlights that social innovation is framed in several ways in the Danish public sector. In particular, the results show that the literature can be grouped according to four themes: (1) samskabelse (co-creation), (2) collaboration with civil society, (3) social entrepreneurs and social innovation and (4) public–private innovation partnerships. Moreover, the article presents and discusses a number of Danish empirical projects that may be understood through the lens of the PSINSI framework. Hence, the paper contributes with new theoretical perspectives, in addition to contributing to practice.

Partial least squares structural equation modelling has proven very valuable to study the unexplored and complex public service innovation networks (PSINs) in the public sector, from a socio-economic stance. Web have modelled PSINs’ three structural variables—Social, Actors, and Functioning mode—using a sample of original data (n = 233). Our PSINs’ model confirms them as instruments that produce public service innovation—involving technological and nontechnological characteristics. Additionally, we set-up a novel and potentially fruitful methodology to study the intricate formation and impact of complex socio-economical structures that connect innovation and public services. Hence, our research supports a better and extended use of PSINs as a tool for policy and service co-design and co-implementation. And we open a promising line of studies involving multi-actor collaboration in the public sector.

ABSTRACTInnovation has advanced fast not only in the private sector, but also in the public sector. One of public sector innovations in the field of licensing services in DKI Jakarta Provincial Government is Building Licensing Innovation 3.0 carried out by the Investment Agency and One Stop Integrated Services - DKI Jakarta Provincial Government. The objective of the 3.0 innovation is to speed up the process of completing a building permit (IMB), from 42 working days to 2-3 hours. This study used qualitative research approach with a descriptive research design to provide a clearer and deeper picture of a symptom or phenomenon occured. The data were obtained using observation, interviews, and literature studies with reference to the concept of public service innovation by Windrum (2008). The results indicated that the innovation of building permit services 3.0 in DKI Jakarta Provincial Government is a series of other forms of public sector innovation, although according to the process it does not run simultaneously and the forms of these innovations influence other forms of public sector innovation. ABSTRAKInovasi telah berkembang begitu luas bukan hanya terjadi di sektor swasta, namun juga digunakan di sektor publik. Salah satu contoh inovasi sektor publik di bidang pelayanan perizinan di Pemerintah Provinsi (Provinsi) DKI Jakarta yakni Inovasi Perizinan Bangunan Gedung 3.0 yang dilakukan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu - Pemerintah Provinsi DKI Jakarta. Tujuan inovasi 3.0 tersebut untuk mempercepat proses penyelesaian Izin Mendirikan Bangunan (IMB) yang selama ini dikeluhkan oleh masyarakat karena awalnya dalam menerbitkan IMB memerlukan waktu 42 hari kerja, namun saat ini hanya diperlukan waktu 2-3 jam saja. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif untuk memberikan suatu gambaran yang lebih jelas dan mendalam mengenai suatu gejala atau fenomena yang terjadi. Sumber data penelitian ini menggunakan data primer dan sekunder yakni observasi, wawancara dan studi literatur dengan merujuk pada konsep inovasi pelayanan publik yang dikemukakan oleh (Windrum, 2008). Hasil studi ini menunjukkan bahwa inovasi izin perizinan pelayanan gedung 3.0 di Pemerintah Provinsi DKI Jakarta merupakan sekumpulan rangkaian dari bentuk-bentuk inovasi sektor publik lainnya walaupun menurut prosesnya tidak berjalan secara simultan dan bentuk dari inovasi ini saling mempengaruhi bentuk inovasi sektor publik lainnya.

This article intends to provide an overview of the role of local elites in public service innovation. Through a qualitative descriptive approach, this research discusses the dilemmas and success factors of the role of local elites in public service innovation. The objective of this research is the role of Rosyid Ma'ruf and Suhadi as initiators in innovating public services. This problem is interesting to study because there is a role played, where formal actors are able to manipulate community participation due to the formal carrying capacity of the environment while non-formal actors are only limited to practical awareness of the problems that arise at the time and also follow what the actors want. The results showed that public service innovation can be influenced by critical awareness as well as practical awareness of the role of local elites. The tendency of critical awareness arises from the consequences of the actor's understanding of the authority, problems, and existing solutions. That is, actors have the ability to mobilize and direct solutions that are comprehensive. Furthermore, the tendency of practical awareness arises from the consequences of the actor's understanding of the existing problem and solution. That is, the actor has the ability to move and direct the solution that is moving to the solution desired by the actor. The recommendation of this research is the importance of the ability of local elites to understand authority, problems, and solutions so that they can understand how the solution is done to achieve goals that are comprehensive, not only in accordance with what is desired by the elite.

As a form of e-Government development initiative, Nagari Tanjung Haro Sikabu-kabu Padang Panjang has an initiative in the form of using the OpenSID web application. But in its implementation, there are still shortcomings and problems in the OpenSID implementation process. This research was conducted using qualitative descriptive methods. Data were collected through interviews with respondents selected based on purposive sampling technique, documents on the use of OpenSID web and observing the use of OpenSID web on improving public services. The study show that the use of the OpenSID web in improving public services has gone well, can be seen from the dimensions of public sector web analysis. Utilization of the OpenSID web has various information and is managed well with the PPID. The impact of public services that can be felt from the use of the OpenSID web is to easily obtain nagari information, information on public service processes and public services that can be resolved quickly because of population data that already exists on the OpenSID server. However, the utilization of the OpenSID website is still not running optimally. This is because some of the information contained in the content is non-updated information and some information does not yet exist.Sebagai bentuk inisiatif pengembangan e-Government, Nagari Tanjung Haro Sikabu-kabu Padang Panjang memiliki inisiatif dalam bentuk menggunakan aplikasi web OpenSID. Namun dalam implementasinya, masih ada kekurangan dan masalah dalam proses implementasi OpenSID. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui wawancara dengan responden yang dipilih berdasarkan teknik purposive sampling, dokumen tentang penggunaan web OpenSID dan mengamati penggunaan web OpenSID untuk meningkatkan layanan publik. Studi ini menunjukkan bahwa penggunaan web OpenSID dalam meningkatkan layanan publik telah berjalan dengan baik, dapat dilihat dari dimensi analisis web sektor publik. Pemanfaatan web OpenSID memiliki berbagai informasi dan dikelola dengan baik dengan PPID. Dampak dari layanan publik yang dapat dirasakan dari penggunaan web OpenSID adalah dengan mudah mendapatkan informasi nagari, informasi tentang proses layanan publik dan layanan publik yang dapat diselesaikan dengan cepat karena data populasi yang sudah ada di server OpenSID. Namun, pemanfaatan situs web OpenSID masih belum berjalan optimal. Ini karena beberapa informasi yang terkandung dalam konten adalah informasi yang tidak diperbarui dan beberapa informasi belum ada.

Innovation in local government is mandatory to provide certainty of services in the public sector. Success in public sector innovation cannot be separated from innovative leadership which is a determining factor in organizational progress. (Sudaryono, 2014). This is in line with the many innovations that were rolled out in Banyuwangi Regency, East Java. Since 2010, Banyuwangi Regency has developed quite rapidly, marked by many innovations under the leadership of Regent Abdullah Azwar Anas, better known as Regent Anas. One of the most prominent innovations is innovation in popularizing the tourism sector in Banyuwangi Regency and the public service sector. Public service innovations that are able to provide convenience for the community one of them, the use of digital technology in the administration of public administration. The success of making various public sector innovations, in 2018, Banyuwangi District received an award as the Innovative District in the Innovative Government Award (IGA) from the Ministry of Internal Affairs of the Republic of Indonesia (Ministry of Internal Affairs). This paper analyzes the implementation of the Rumah Sehat Lansia (RUSELA), a public service innovation for the high elderly population in Yogyakarta City. The high elderly population and Usia Harapan Hidup (UHH) in Yogyakarta City requires the government intervention due to elder's health record improvement to optimize public service for elderly related to their health. Qualitative descriptive approach was used to explain the research in an objective, detailed, and deep way. Observation, interview, and documentation were applied by the researcher to collect the data. The result shows that the implementation of RUSELA, seen from communication aspect, has been already good. Seen from the resource aspect, especially financial resource, RUSELA should be collaborated with others institutions, private sector, and public community to improve the service and facilities so that the program can be implemented successfully. Looked from disposition and structure bureaucracy aspect have been running well.Keywords: Implementation program, Health Care, RUSELA, and Yogyakarta City
