En este artículo se ofrece un análisis detallado de la evolución del sector público español desde la vertiente del gasto. En primer lugar, se presenta una breve reflexión acerca de la medición del tamaño del sector público. A continuación, se realiza una descripción histórica y gráfica de las series de gasto escogidas en el periodo 1960-2000. Las mismas nos revelan el importante cambio estructural experimentado por el sector público español en un periodo de tiempo relativamente corto. Finalizamos el estudio con un análisis de las propiedades estadísticas de estas variables.This article offers an in-depth analysis of the evolution of the Spanish public sector from the point of view of expenditure. First, there is a brief reflection on measuring the size of the public sector.This is followed by a description of the history and graphic display of the spending series chosen during the period 1960-2000. These show us the important structural change experienced by the Spanish public sector within a relatively short period of time. The study is completed with an analysis of the statistical properties of these variables.

This article explores public innovations implemented by local authorities, which consider them as a key means of improving their performance in response to a restrictive context. The authors thus propose to grasp the impacts of these innovations in terms of perceived performance from a global and multidimensional point of view. Based on a quantitative study conducted among French local authorities, this research first presents the results obtained from a theoretical point of view, providing insight into the multiple impacts of implementing innovations within the public sector. Then, at the managerial level, the study identifies specific impacts for each type of public innovation, the aim being to structure the innovation portfolio of public organisations. Points for practitioners An increasing number of innovations are being introduced in the public sector. However, the impact of these innovations on public performance is often not assessed. That is why by focusing our research on French local authorities, we guide managers both in analysing this influence by distinguishing several types of innovation and performance, and in building a portfolio of innovations in line with the internal resources of their local authority, as well as the public service provided in response to the needs of the territory.

Purpose This study aims to report the design and testing of a maturity model for information and knowledge management in the public sector, intended for use in frequent monitoring, trend analysis and in-depth analysis of the contemporary information and knowledge management practices of an organization. Design/methodology/approach A design science approach was used to develop the proposed model. Creation of the model was based on an extensive literature review. Testing of the model was implemented as a survey receiving 37 responses from nine organizations organizing and purchasing public services. Findings The study presents four alternative profiles for an organization’s status, novice, experimenter, facilitator and advanced exploiter, and investigates the differences between these profiles on the basis of the empirical data gathered. The model was found to be both a valid and practical way to determine the state of an organization’s information and knowledge management and identify development needs. Research limitations/implications Testing was conducted in the Finnish public sector and further studies applying the model could be implemented in other countries. The model presented was designed specifically for the public sector and more research is needed to test its applicability in the private sector. Originality/value Maturity models are useful when evaluating information and knowledge management status in an organization, and beneficial for improving organizational performance. The proposed maturity model combines the fields of knowledge management and information management and contributes to the literature with an overarching maturity model that includes a dimension of satisfaction with the organizational maturity level. While many earlier models originate from the consultancy business, the model presented here was also designed for research purposes and tested in practice.

Abstract:Public entrepreneurship is commonly understood as the outcome of the activities of a Schumpeterian political innovator. However, empirical research suggests that changes to a more efficient economic policy, even if it is known and technically easy to implement, are usually delayed. This is difficult to reconcile with Schumpeterian notions of public entrepreneurship. In this paper, it is argued that the attempt to transfer a Schumpeterian approach to the public sector is fundamentally flawed. Institutional checks and balances that characterize most modern liberal democracies make the strategy of bold leadership an unlikely choice for an incumbent. If change occurs, it occurs normally as a response to the fact that the status quo has become untenable. From a normative point of view, it is argued that if public entrepreneurship nevertheless occurs, it will often be associated with unwanted consequences. A dismantling of formal institutional checks and balances is therefore not reasonable.

Preretirement planning programs are joining the expanding list of employee rights in the public sector. Programs are only mandated in slightly more than 25% of government agencies, but at least 52% of them offer programs, with more anticipated shortly. Significant differences exist among federal, state, county and city programs. This longitudinal inter-agency study provides an in-depth analysis of programs for each governmental level then compares and contrasts the findings. References to existing programs within the private sector are made. Program offerings, content, format, eligibility, funding, participation and structure are presented along with anticipated growth rates. Relationships between program availability and early retirement decisions are documented. The use of programs as a strategy to open career paths may backfire and even discourage retirement. Failure of programs to recognize growing diversity in the labor force is explored and recommendations presented for increased innovation and cross agency cooperation.

Structural change often means major changes in organisation and job losses. The normal reaction from employees is to oppose restructuring and to want to keep things as they are. Rather than just trying to oppose the proposition from management, the union may formulate their own alternative. With two propositions on the table, the negotiations may open up to more alternatives and compromises, as well as more partners and alliances. Consumer groups, the general public and governments are more likely to be supporters if the union has its own proposition. If the unions are not in a position to present alternative solutions, they may at least be able to formulate principles for alternative solutions. Examples of this type of strategy can be found at GM Europe where the unions managed to reduce lay-offs through an alternative strategy. Similar union policies can be found in the public sector in Sweden where unions got support from customers and the general public in resisting cutbacks.

O principal escopo desta pesquisa se concentra em investigar algumas das práticas viciosas mais comuns durante a realização de processos licitatórios no setor público brasileiro. A pesquisa foi desenvolvida na metodologia exploratória, sendo aplicada a partir de casos práticos examinados por um dos órgãos de fiscalização e controle da verba pública brasileira. Foram estudados 70 (setenta) relatórios da Controladoria-Geral da União, os quais estão disponíveis na página eletrônica do referido órgão. A seleção dos casos práticos se deu aleatoriamente, sem comparar localização, perfil político e grau de repetitividade. O que se buscou foi apresentar o que é considerado bastante “grosseiro” do ponto de vista de erros administrativos. Preliminarmente, o estudo trata de aspectos gerais da licitação pública, abordando os princípios setoriais deste microssistema jurídico e as diferentes modalidades estabelecidas pelo ordenamento. Na sequência, adentrando na proposta central deste trabalho, foram examinados alguns casos práticos constatados a partir de fiscalizações em atividades de execução de obras públicas em diversos períodos e locais do Brasil. O instrumento utilizado na sondagem foram os registros oficiais dos órgãos públicos de controle, bem como, seus documentos disponíveis em suas páginas eletrônicas. A título de conclusão foi possível verificar inúmeras lacunas no tocante a organização destes procedimentos, causa principal do não cumprimento da legislação especializada. VICIOUS BIDDING PRACTICES: ANALYSIS OF CASES INVESTIGATED BY THE BRAZILIAN OFFICE OF THE COMPTROLLER GENERAL (CGU) ABSTRACT The main scope of this research focuses on investigating some of the most common vicious practices during bidding processes in the Brazilian public sector. The research was developed in the exploratory methodology, being applied from practical cases examined by one of the organs of fiscalization and control of the Brazilian public money. We studied seventy (70) of the Comptroller General's reports, which are available on the website of this public agency. The selection of practical cases occurred randomly, without comparing location, political profile and degree of repetitiveness. What was sought was to present what is considered quite "huge" from the point of view of administrative errors. Preliminarily, the study deals with general aspects of public bidding, addressing the sectoral principles of this legal micro-system and the different modalities established by the ordinance. Following, in the central proposal of this work, we examined some practical cases verified from inspections in activities of execution of public works in diverse periods and places of Brazil. The instrument used in the survey were the official records of the public control bodies, as well as their documents available on their electronic pages. As a conclusion, it was possible to identify a number of shortcomings in the organization of these procedures, the main cause of non-compliance with the specialized legislation.

This study was an exploratory investigation of the prevailing status of Zambia’s public sector monitoring and evaluation (M&E) structural and organisational arrangements. As a good governance and accountability instrument, a country’s whole-of-government monitoring and evaluation system (WoGM&ES) is supposed to be functionally operated if it was to offer desired benefits. But how do you properly fix a government’s M&E system? Conducting a rigorous diagnostic exercise on the existing system gives a chance to know what works, what does not work and reasons why. It was the objective of this research to critically bring out elements that required attention and those that needed scaling up as well as sustaining. Using the diagnostic checklist comprised of ten (10) components and the LEADS scoring system, different statuses about M&E structural and organisational arrangements for Zambia’s government M&E system were assessed and analysed. The elements assessed include coordination and oversight; joint sector reviews; working groups; ownership; incentives; and linkage with statistical office; horizontal integration; vertical upward integration; vertical downward integration; and link with projects. The findings have shown that overall, the structural and organisational arrangements (that is, structure & linkages) are weak with a LEADS score of point 2—meaning only elements existed. Further in-depth analysis of intra-component status showed that while other elements were less developed, others were fairly well implemented. The diagnosis results are critical to the Zambian government and its stakeholders in knowing which aspects to improve in the effort to build, strengthen and sustain a stronger WoGM&ES going forward.

Customer satisfaction and client orientation concepts are needed in all service providing organisations, including those engaged in construction and infrastructure provision within the public sector where the public perception about their services is at its lowest. This study measures the expectations and perceptions of various service elements among clients of Military Engineer Services (MES) in India. Customers’ survey mode was used to measure the expectations, perception, importance and satisfaction. The perceived quality of services provided by this department was measured with SERVQUAL instrument on selected attributes using the Gap approach for identifying priorities. Additionally, this study also examines the influence of demographic characteristics of clients on expectations and perceptions of the clients. The results can be used by similar organisations for cultural and structural change to increase accountability and performance, in which the results indicate that the three most important dimensions in the order of importance among the clients of MES are tangibles, responsiveness and reliability.
