A produção do espaço urbano em bacias hidrográficas constitui a problemática ambiental dos rios urbanos, já que os rios são negados pela expansão da malha urbana na medida em que suas margens são ocupadas arbitrariamente. Trata-se de um tema de interesse para os pesquisadores que se dedicam ao estudo da urbanização, processo que quase sempre é marcado por sérios problemas ambientais. Diante desse contexto, a ideia desta pesquisa é analisar a problemática ambiental urbana decorrente da ocupação irregular das margens do Riacho da Prata, visando identificar sua origem, as áreas de vulnerabilidade socioambiental e os possíveis riscos ambientais para moradores ribeirinhos da cidade de Lajedo – PE. Esta pesquisa parte de um viés crítico dialético, através da pesquisa documental, bibliográfica, histórica e de campo. Ao final da pesquisa constatou-se que o Riacho da Prata foi negado pelo processo de crescimento urbano alavancado desde a década de 1960, e por isso se encontra sem vegetação ciliar, assoreado e poluído. Enquanto a população residente em suas margens, isto é, em áreas de risco ambiental, onde desenvolve diversas práticas sócio-espaciais que degradam o rio, e que ao mesmo tempo podem comprometê-las nos que se refere à saúde: são elas: criação de animais, crianças brincando nas margens do rio, acúmulo de lixo nas margens e/ou no leito do rio, dentre outras. Além disso, percebeu-se que as comunidades mais pobres são mais vulneráveis aos riscos ambientais, tanto pela escassez de infra-estrutura básica, como pela menor capacidade de se proteger contra algum desastre, como uma inundação.Palavras - chave: Problemática ambiental, Rios urbanos, Riacho da Prata, Vulnerabilidade, Risco Ambiental. Environmental Problems of Urban Rivers: Vulnerabilities and Risks on the Banks of the Silver Creek in the City of Lajedo-PE ABSTRACTThe production of urban space in watersheds is the environmental issue of urban rivers, as the rivers are denied by the expansion of the urban fabric in that its banks are occupied arbitrarily. This is a topic of interest to researchers who are dedicated to the study of urbanization, a process that is often marked by serious environmental problems. In this context, the idea of this research is to analyze the environmental problems caused by urban irregular occupation of the shores of Silver Creek, to identify their origin, areas of environmental vulnerability and potential environmental risks to residents bordering the city of Lajedo - PE. This research starts from a critical dialectical bias through desk research, literature, and historical field. At the end of the study it was found that the Silver Creek was denied by the process of urban growth leveraged since the 1960s, so it is no riparian vegetation, silted and polluted. While the resident population on its banks, that is, in areas of environmental risk, which develops various socio-spatial practices that degrade the river, and at the same time may compromise them in relation to health: they are: creating animals, children playing on the banks of the river, accumulation of garbage in the margins and / or in the riverbed, among others. Moreover, it was noticed that the poorest communities are more vulnerable to environmental risks, both by the lack of basic infrastructure, such as poorer ability to protect against a disaster, like a flood.Keywords: Environmental Issues, Urban Rivers, Silver Creek, Vulnerability, Environmental Risk.

O Riacho Doce nasce no Sítio Olhinhos D’água no município de Lajedo - PE, corta a cidade e deságua no Riacho do Quatis. A ideia do trabalho é analisar a problemática ambiental urbana decorrente da ocupação irregular das margens do Riacho Doce em Lajedo, visando identificar as suas implicações na qualidade de vida da população da cidade. Para isso, inicialmente, se caracterizou o uso e ocupação irregular das margens do Riacho Doce, visando identificar os condicionantes da degradação do rio na cidade. Posteriormente, identificou-se as práticas da população ribeirinha, no intuito de relacioná-las as situações de risco ambiental e de degradação do Riacho Doce. E em seguida, se analisou a relação do uso e ocupação/práticas da população ribeirinha do Riacho Doce e suas implicações sobre a qualidade de vida da população da cidade. Para o desenvolvimento da pesquisa adotou-se seguintes procedimentos metodológicos: pesquisa exploratória, quantitativa, qualitativa, empírica e uma observação in loco. Os resultados indicaram que a população ribeirinha da cidade de Lajedo estabelece uma íntima relação com o Riacho Doce, despejo de lixo no leito e nas margens do rio, criação de animais, banhos, dentre outras, que se manifestam mormente nos lugares mais pobres, engendrando uma série de riscos ambientais, responsáveis pela agudização da queda da qualidade de vida. Palavras-Chave: Problemática ambiental, Rios urbanos, Riacho Doce, Qualidade de vida. River of Urban Environmental Problems: An Analysis of Risk Situations and Environmental Quality of Life of Stream Riparian Riacho Doce of the City Lajedo-PE ABSTRACT The stream whose name is Riacho Doce born in Sítio Olhinhos D`água in Lajedo – PE, cross this town and end up in Riacho do Quatis. The idea of this work is analyse the environmental problems caused by irregular urban occupation of the riverside of the Riacho Doce in Lajedo, aiming to identify the implications on the irregular occupation of the town`s people. For this, first characterized the use and the irregular occupation of the riverside of Riacho Doce, identifying the determinants of the degradation of the river in this town. Subsequently, we identified the practices of the riverside population, in order to relate them to situations of risk and environmental degradation of Riacho Doce. And then, we analysed the relation between the use and the occupation/practices of the riverside population of Riacho Doce and the implications on the quality of the town`s population. For the development of the research we adopted the following methodology: exploratory research, quantitative, qualitative, empirical and in loc observation. The results indicated that the riverside population of Lajedo establishes an intimate relationship with the Riacho Doce, dump trash in the riverside, breed of animals, bathing, among others, that manisfested especially in the poorest areas of the stream, causing a series of environmental risks, responsible for the decrease in the quality of life.  Keywords: Environmental problems; Urban Rivers; Riacho Doce; Quality of life.

O texto compreende uma discussão sobre o processo de modernização na cidade de Porto Alegre em vários momentos de sua história, articulando as transformações e modificações havidas no espaço urbano com uma paralela segregação social operada e/ou desejada na cidade. São recolhidos vários exemplos para demonstrar a vontade de se construir uma “cidade una”, na qual não se admite o convívio com os indesejados sociais. A combinação modernização/exclusão social, tantas vezes já abordada em diversos estudos da historiografia brasileira, encontra neste artigo mais um exercício de aproximação, a partir do qual pode-se vislumbrar momentos distintos – sem traçar uma linha de continuidade – desta operação específica da modernidade. Abstract The text discusses the process of modernization in the city of Porto Alegre during various moments of its history, debating both transformations and modifications in the city’s urban space along with a social segregation that was either going on or being wished for at that time. Many exemples are given so as to demonstrate the desire to build a “united city” in which those who were socially unwished were not allowed. The combination of modernization with social exclusion, so often discussed in many other studies of Brazilian history, is shown in this article as another approach to the issue of modernization with its distinct moments. The project investigates how economic paradigm shifts that occur at the beginning of the 1970s (primarily the abandonment of the gold standard and the endlessly increasing pool of capital awaiting investment that succeeded it) led to the emergence of a unique building type: the high-altitude observation deck. Part investment vehicle, part iteration of an ongoing fascination with the view from above, the project presents the observation deck as the point where three distinct paradigms intersect: observation, speculation and spectacle. Tracing the emergence of the observation deck through a series of case studies (Top of the World atop the World Trade Center (NYC), One World Observatory (NYC), The Tulip (London) the project enriches its interdisciplinary approach with archival research and fieldwork. Re-telling the complicated collaboration between architect Warren Platner and graphic designer Milton Glaser at the end of the 1960s, the project lays out how the observation deck is conceived at a time when the perceived “crisis” of New York results in a rapidly accelerating neoliberalization of urban space. An avatar of this emerging ideology the observation deck is heavily invested in making the city visually comprehensible. Incorporating a sort of neoliberalist geometry, the deck transforms the city into a product to be consumed instead of a reality to live in and thus paves the way for other ventures of what has been called the “experience economy.” Thus, it signals the ongoing shift away from an architecture that possesses any use value, towards one that, as Barthes put it with regards to Eiffel Tower, is centered only on viewing and being viewed. A speculative machine, the observation deck renders the city into a product.

O planejamento do espaço urbano brasileiro por meio de ferramentas ordenadoras do território - como Planos Diretores e Instrumentos Urbanísticos - constituem um modo de operação que, desde a década de 1960 vem passando por significativas mudanças e melhorias na tentativa de propor não apenas grandes marcos urbanísticos, como também programas progressivamente mais aplicáveis aos espaços urbanos. Nesse sentido, atrelada a discussão teórico/metodológica sobre o Planejamento Territorial Brasileiro por meio de Planos Diretores e a função social da cidade, este artigo pretende analisar como a temática do ordenamento urbano foi implementada em Cuiabá a partir de 1960 até os tempos atuais, entendendo como estes instrumentos atuaram na seguridade do acesso as terras urbanizáveis na capital mato-grossense, com especial foco para as áreas ocupadas ilegalmente que constituem a Cidade Ilegal. Production and Planning of the Urban Area of Metrópole Matogrossense: Analysis of Access to Urban Land in the Illegal City According to the Master Plans The planning of the Brazilian urban space through spatial planning tools - such as Master Plans and Urbanistic Instruments – has been in an operation mode that, since the 1960s, undergone significant changes and improvements in order to approach not only remarkable urbanistic landmarks, but also develop programs progressively more applicable to urban spaces. In this regard, taking into account the theoretical/ methodological discussion on the Brazilian Territorial Planning with basis on Master Plans and the social function of the city, this article aims to analyze how the urban planning theme has been implemented in Cuiabá from 1960 until the present time by understanding how these instruments have influenced on tenure security to urbanizable lands in the capital of the Brazilian State of Mato Grosso, with a special focus on the illegally occupied areas that form the so-called Illegal City. The article considers the city from the point of view of its educational potential and in the categories of educational space, approaching the main cultural and historical forms of the city as educational institutions. With this review, at least three focus points are retained: 1) Consideration of the city space and its infrastructure as an educational space and educational infrastructure that are not reducible to usual school and university (the latter should also be culturally and historically distributed, showing their basic etymons and missions); 2) Consideration of education as an institution of educational and, more broadly, anthropological practices of the development and formation of a person, and not as a disciplinary institution and matrix; 3) Consideration of the repertoire of anthropological practices development as a practice unfolding in urban space. It is shown that these three foci act as mirrors directed at each other, mirroring and showing each other mutual potential and mutual scarcity, the need for each other. The actual wealth (thesaurus) of the urban space depends on the density, frequency and variety of connections between these areas. Next, we look at specific cultural and historical forms, such as the Temple, School, Museum, University, etc., which constitute the basic infrastructure nodes of the city space itself. These cultural institutions are considered not so much from the point of view of their internal tasks, but from the position of their place in the city, in the urban space, with regard to their place and role as special educational nodes-institutions in this space. Further, the urban space is considered in the categories of the campus city, in which this space is linked by different anthropological practices repertoires.

Esse ensaio objetiva contribuir com os estudos acerca das articulações entre o comércio e a cidade, na medida em que o aparecimento de novas formas comerciais tem um rebatimento no processo de produção do espaço urbano. O funcionamento, as relações sociais, as mercadorias, os movimentos interno e externo, e tudo aquilo que dá vida aos mercados, feiras e outros tipos de comércio ditos tradicionais, são cada vez mais atrativos ao ponto de se tornarem, hoje, no diferente, que resiste em meio ao que se tornou homogêneo, tais como as formas que abrigam o denominado comércio moderno, a exemplo dos shopping centers. Essa dinâmica do comércio motivou uma pesquisa em andamento, sobre o papel dos mercados, das feiras, das mercearias, das galerias e diversos outros tipos de comércio no espaço urbano, os quais, historicamente, incorrem em mudanças espaciais. O ponto de partida das análises são os mercados e as feiras sobrevivendo em meio à pressão do crescimento da metrópole, uma vez transformados em centros de lazer (culturais, gastronômicos, turísticos, etc.). O texto privilegia a primeira parte da pesquisa, sistematizando um levantamento de fontes bibliográficas/teóricas, especialmente aquelas relacionadas ao desenvolvimento histórico do comércio, do desdobramento das trocas comerciais que, aos poucos, exigem abrigos para o funcionamento permanente na cidade. Abstract THE COMMERCE AND THE PRODUCTION OF THE URBAN SPACE The objective of this article is to contribute with the studies concerning the joints between commerce and city in the measure where the appearance of new commercial forms has an striking in the process of production of the urban space. Functioning, relations social, merchandises, movements internal and external, and everything what of the life to the traditional markets, fairs and other said types of commerce, they are each time more attractive to the point of if becoming, today, in different, that it resists in way what if became homogeneous, the such as the forms that shelters the called modern commerce, as shopping centers. This dynamics of the commerce motivated a in progress research, which comes studying the paper of the markets, the fairs, the grocery, the diverse galleries and other types of commerce, which, historically, they incur into changes in the city. The starting point of the analyses is the markets and the fairs surviving in way to the pressure it growth of the metropolis, a time transformed into leisure centers (cultural, gastronomical, tourist, etc.). The text privileges the first part of the research; systemize a survey of bibliographical sources/theoreticians, especially to those related to the historical development of the commerce, of the unfolding of the commercial exchanges that, to the few, demand shelters for the permanent functioning in the city.

Dans les politiques de la ville en France, les personnes à mobilité réduite font l’objet d’une attention particulière. Comment se rendre en ville, circuler, rejoindre différents bâtiments éloignés les uns des autres? Avancer dans l’espace est une condition essentielle de l’Homme, lui permettant de se déplacer, certes, mais aussi de rêver ou de réfléchir. Pour les personnes à mobilité réduite, aller d’un lieu à un autre étant difficile, la mobilité se réduit souvent à de petits trajets, dans des actions où domine l’obligation et non le plaisir. Avoir accès à l’espace urbain au sens large du terme, permettre aux individus de se déplacer librement en évoluant dans un environnement approprié représente donc un enjeu politique qui intéresse les sociologues, les urbanistes... et les designers. Cheminer implique non seulement d’avoir des lieux sans trop d’obstacles, mais également de pouvoir faire des haltes tout au long du parcours. L’étude présentée ici se penche sur la possibilité d’instaurer des repères fixes grâce à des lieux d’assise répartis dans l’espace de la cité afin que les personnes à mobilité réduite puissent non seulement se reposer, mais aussi procéder par étapes lorsqu’elles se rendent loin de chez elles et/ou dans des lieux différents. In urban political agendas in France, people with reduced mobility are given special attention. How can they get to the city, go around, and reach different buildings that may be far from each other? Moving around is an essential condition of mankind, which makes it possible to go somewhere, of course, but also to dream or reflect about things. For people with reduced mobility, moving from one place to another is difficult, and mobility is often reduced to small trips often dictated by obligation rather than pleasure. Having access to urban space in the broadest sense of the term, allowing individuals to move freely while at the same time evolving in an appropriate environment is therefore a political issue of interest for sociologists, town planners, and designers. Finding one’s way implies not only reaching places without encountering too many obstacles, but also being able to make stops all along the route. The study presented here examines the possibility of establishing fixed landmarks by means of seating spots distributed throughout the city so that people with reduced mobility can not only rest, but also proceed step by step going from one place to the next.

THE DYNAMICS OF THE BRAZILIAN HOUSING POLICY IN TERESINA-PILA DINÁMICA DE LA POLÍTICA HABITACIONAL BRASILEÑA EN TERESINA-PIRESUMOA fim de equacionar o problema habitacional, o Estado criou políticas públicas habitacionais, que se intensificaram a partir da segunda metade do século XX. Dentre as interversões estatais no setor habitacional destaca-se a atuação do Banco Nacional da Habitação (BNH) da década de 1960 a 1980 e do Programa Minha Casa Minha Vida (PMCMV) no contexto recente. Ambos atuaram na expansão periférica das cidades brasileiras, por meio da construção de conjuntos/empreendimentos habitacionais. Teresina se insere nesse contexto uma vez que os conjuntos habitacionais, decorrentes do BNH e os empreendimentos habitacionais do PMCMV, têm forte atuação na expansão da cidade. Diante do exposto, o artigo objetiva compreender a dinâmica da política habitacional brasileira em Teresina-PI. Para tanto, propõem-se como objetivos específicos: discutir a evolução da política habitacional brasileira a partir da implantação do BNH até o PMCMV; apresentar a influência da política habitacional na expansão do espaço urbano teresinense, com foco na atuação do BNH e do PMCMV. Diante dos objetivos propostos, utilizou-se a pesquisa bibliográfica e documental como procedimentos metodológicos. A política habitacional desenvolvida em Teresina proporcionou a expansão da cidade, principalmente em direção à região Sul, onde concentra o maior número de unidades construídas.Palavras-chave: Política Habitacional; Expansão Urbana; Teresina-PI. ABSTRACTIn order to equate housing problem, the State created public housing policies, which intensified from the second half of the twentieth century. Among the state interchanges in the housing sector, the National Housing Bank (BNH) from the 1960s to the 1980s and the Minha Casa Minha Vida Program (PMCMV) in the recent context stand out. Both worked in the peripheral expansion of Brazilian cities, through the construction of housing developments/projects. Teresina is inserted in this context since the housing complexes, deriving from the BNH and the housing developments of the PMCMV, have a strong role in the expansion of the city. In view of the above, the article aims to understand the dynamics of Brazilian housing policy in Teresina-PI. Therefore, the following specific objectives are proposed: to discuss the evolution of the Brazilian housing policy from the implementation of the BNH to the PMCMV; to present the influence of the housing policy on the expansion of the Teresina urban space, focusing on the performance of BNH and PMCMV. In view of the proposed objectives, bibliographical and documentary research was used as methodological procedures. ic health requires processing large amounts of data from long-term research, which necessitates the use of modern geoinformation technologies. Geoinformation technologies are a mechanism for assessing environmental risks to public health in conditions of man-made air pollution in cities. The results obtained in the course of long-term monitoring studies are summarized in the GIS environment “Environmental and socio-economic conditions of cities in Central Russia”. The collection of information to characterize the functional and planning structure and landscape and environmental conditions for the model regions was carried out on the basis of special field research, processing of stock, including cartographic, material of regional integrated and sectoral environmental agencies. Currently, Russia and the world have different approaches to assessing the environmental risk for the population living in industrial cities. In Russia, the methodology of the center for hygiene is most widely used. Erisman, as well as the methodology for assessing environmental risk developed by Professor V. Prevalence. Of studies environmental and social conditions in the city of Voronezh, conducted by researchers of Voronezh state University under the direction of Professor S.A. Kurolap collected in electronic health-environmental GIS-Atlas of the city of Voronezh. The Atlas contains maps showing the state of the environment, public health, and environmental risks in various parts of the city of Voronezh. Currently, various researchers have proposed a number of methodologies for geoinformation assessment of environmental safety of the population of large cities. At the same time, there is no unified approach to assessing environmental comfort that covers its various components, which makes it advisable to develop an integrated methodology based on the data available to us.

In modern conditions, when the negative impact on the components of the environ-ment is constantly increasing, and global environmental problems are becoming more and more urgent, the issues of attracting environmental investments in energy and resource-intensive sectors of the economy are becoming more and more urgent. Among all the sources of destructive influence, one of the least studied are motor transport systems, which are a combination of highway and flow of motorvehicles that move along it. In the current conditions of the modern development of the state road network and the implementation of the "Big Construction" program, the problem of assessing the environmental risks of innovations in the management of motor transport systems becomes especially relevant and requires a solution in the context of ensuring the state's environmental safety. Goal. The goal of the work is to develop approaches to assessing the envi-ronmental risks of innovations in the management of motor transport systems to ensure an appropriate level of the state environmental safety. Methodology. The analytical methods to develop an organizational and economic mechanism for managing environmental risks of innovation in the functioning of the state's motor transport systems were used in the work. Re-sults. The main environmental problems of the functioning of motor transport systems are analyzed and priority ones are highlighted. The general foundations of environmental risk management of innovative activity are analyzed. The efficiency of the state motor transport systems management system is estimated. Measures to determine the environmental risks of innovation have been developed. The organizational and economic mechanism for managing the environmental risks of innovation in the functioning of the transport systems of Ukraine were proposed. Originality. The system of environmental risk man-agement of innovation has been further developed in the context of the eco-innovation process of develop-ment of motor transport systems, which will increase the level of environmental safety of the state. Practical value. The use of the proposed general organizational and economic mechanism for managing the environmental risks of innovation in the functioning of the state's motor transport systems will increase the efficiency of this process. The obtained result is the basis for the development and implementation of effective mechanisms for the ecoinvestment in the development of motor transport systems. In the long term, this will help to improve the state's ecoinvestment climate and indirectly increase the level of environmental safety.
