A decision-making process in an organization is more effective if it is supported by reliable and valid information systems. Management Information System (MIS) and Decision Support System (DSS) are two systems commonly used by organizational leaders to collect information for making the Quality of Decision (QD). This study aimed to empirically investigate MIS influences on vocational high school principals’ QD. Besides, this study examined the moderation effect of the DSS on the decision-making processes. This quantitative research employed the survey method and purposive sampling technique. As many as 60 vocational high school principals and vice-principals in Yogyakarta, Indonesia were the participants of this study. They filled in questionnaires consisting of 19 items that were developed using the Likert scale. The quantitative data obtained were analyzed using Structural Equation Modeling. The research findings show that MIS has a significant effect on the quality of the decision-making process by vocational high school principals. However, for improving the decision quality, the model must be assisted by DSS as the moderator variable. MIS carries information required for principals while DSS provides data, model, and analysis instruments used for special cases in vocational high schools.

A supervisor fosters improved academic quality related to efforts to create better learning conditions in the form of academic aspects, not merely physical material problems. When supervision is faced with performance and quality control of education, it certainly has a different mission from supervision by the school principal. It aims to provide services to school principals in developing the quality of educational institutions and facilitating school principals to be able to manage institutions effectively and efficiently. So, education supervision is really needed to review the extent of the professionalism of teachers in teaching and how teachers interact with their students in school in achieving interesting and controlled learning goals later. The purpose of educational supervision is to help teachers to better understand / realize the goals of education in schools, and the function of schools in an effort to achieve educational goals. The main purpose of supervision is to improve teaching. The general purpose of supervision is to provide technical assistance and guidance to teachers and staff so that the personnel are able to improve the quality of their performance, in carrying out their duties and carrying out the teaching and learning process. The final benefit of the supervision process is something that is not easy in the personnel management system in Indonesia, such as to do mutations, demotion, let alone dismiss school staff who are incompetent. This is also the case with curriculum changes that are highly centralized, which do not show the differences in each school. However, whatever the obstacles are, supervision activities must still be carried out, even if only to very modest limits

The big role of school principals in supporting the improvement of the quality of education should be reviewed comprehensively and completely based on problems in the school. That since March 16, 2020 the government has called for learning to be carried out online. So, the change so quickly in the way of learning is surprising for both teachers and students, various problems arise. So that the school also began to anticipate participating in finding solutions to anticipate problems that occur in online learning. There are 3 direct policies simultaneously that we must implement in a situation of learning crisis at that time, namely social restrictions due to the COVID-19 pandemic forcing online learning, independent learning without the UN so that students can assess student competencies in the form of written tests or other more comprehensive forms of assessment, such as portfolios and assignments (group assignments, written papers, etc.), curriculum in special conditions or emergency curriculum, schools can use a curriculum that suits the learning needs of students. This situation is discussed in this paper, the efforts of Public Vocational High School 11 Malang to supervise to improve online learning that was previously completely unprepared. Suddenly, all teachers should do online learning using IT media, repairs can be made quickly and effectively during the pandemic.
