The article discusses the topical issue of self-organization of the educational process from the standpoint of a synergetic approach, as a result of transformational processes in the education system at the request of society for a qualitatively new level of education product. The educational process is considered as an integral system, which includes a number of constituent subsystems of a static and self-organizing nature: regulatory, organizational, subjective, material, substantive, methodological and scientific. The organizational and structural structure and the mechanism of action of this system are disclosed precisely from the standpoint of a synergistic approach. The article clarifies the definition of the educational process as a self-organizing system and suggests ways for further research on this topic.Key words: synergetic approach, educational process, self-organization, education system, model of education system, social order.

A characteristic feature of the vast majority of activity spheres in the modern education system is their systematization. The latest higher education standards center the teacher’s activity around the system and activity approach. That causes the need for its application in the use of information and communications technologies as a means of teaching a foreign language. We give the author’s definition of the term “methodical learning system”, which is interpreted as a component-related system of learning conditions, realizing its methodological potential through the interaction of participants in the educational process aimed at achieving the goal. This system includes five consecutive blocks, including: 1) prerequisites (modern requirements of the Federal Educational Standard of Higher Education), social order for training in the field of written academic discourse, contradictions between the linguodidactic potential of the study group blog, the lack of practical methods of teaching written academic discourse; 2) block target definition (goals and objectives of training); 3) theoretical justification block (list of principles of teaching written academic discourse, approaches to teaching written academic discourse); 4) functional block (organizational and pedagogical conditions, contents and methods of training, means and organizational forms of training); 5) evaluation block system operation results (components of evaluation of educational and cognitive activity, the learning process result). We note methodical system training integrity on the basis of property of integrativity promoting optimization of all components which general interaction is directed on achievement of the training purpose. The goal, for its part, is a system-forming element.

The article attempts to outline the essence of transformation processes in Ukrainian culture. Analyzed are both positive and negative phenomena in the cultural sphere of modern Ukrainian society. The analysis of culture from the point of view of a synergistic approach, which is based on the provisions of holism, the recognition of the integrity of culture as its immanent property, is supported thanks to and despite differentiation and integration, changes in instability and stability, qualitative changes associated with the emergence of new formations and the preservation of traditional foundations in culture. It is noted that the likelihood of the emergence of new cultural forms and institutions of culture is still not guaranteed to overcome social instability. The level of chaos and risk increases in a situation of changes in the external context for the socio-cultural organism and corresponding changes in culture in society. It is substantiated that the dialectical connection between «chaos and risk», a one-sided interpretation of sociocultural instability arises from an underestimation of the capabilities of culture, many of its components, such as anthropo-socio-cultural systems that self-organize. It has been proved that socio-cultural processes of self-organization allow a certain degree of influence on them, because at one of the stages of development, the «measure of chaos» and «measure of order» are violated, due to which the spontaneity, unstructuredness of changes contribute to the formation of «false attractors» that enhance negative processes and tendencies. Comprehension of the unity of all components of the sociocultural sphere in the integral system of sociocultural reality creates the preconditions for the regulation of contradictory cultural and transformational processes. One of these mechanisms of state regulation is cultural policy. Based on a comparison of the basic principles of cultural policy of Ukraine and the countries of the European Union, it was stated that the latter approve the concepts of «public-private partnership» and «distribution of efforts» between state and non-state sources of funding for culture. One of the main tasks of cultural policy was the desire for democratization, decentralization and development of the cultural life of the population as a whole. In Ukrainian society, the processes of self-organization in culture are activated, there are manifestations of a new social order — civil society and its socio-cultural institutions, a legal state based on democratic principles.

In this article, the meaning of the concept of national characteristics is scientifically justified and the definition of the meaning of the concept of national characteristics is clarified. The concepts of national peculiarities in the works of foreign and domestic researchers were analyzed, and conclusions were given. The role of national features of training in the section «algorithmization and programming» in the course of computer science is revealed. The characteristic of national characteristics was considered. Taking into account national characteristics in the educational process on the one hand acts as a result, on the other-as a tool to achieve the goal. The national peculiarity is that the school has a connection with life, concretizes the content of the theory through the connection with practice. And also at the organization of activity of pupils by means of realization of substantial aspects of training on differentiation and individualization of all components of pedagogical system. The issue of taking into account the national needs and characteristics of peoples is reflected as an important aspect of improving the education system in schools.

Актуальность статьи обусловлена в рассмотрении проблемы формирования профессиональной компетентности студентов педагогического вуза для работы в условиях инклюзивного образования. Цель статьи заключается в анализе необходимости формирования профессиональной компетентности через комплексное включение студентов педагогического вуза в образовательный процесс и внеучебную деятельность. В статье проведен анализ подходов к определению понятия «профессиональная компетентность». Автором приведено описание опыта практической работы по формированию профессиональной компетентности в работе в условиях инклюзии у студентов Филиала ОмГПУ в г. Таре. Представленные данные проведенной диагностики показывают результативность комплексного подхода в решении проблемы формирования профессиональной компетентности у студентов педагогического вуза для работы в общеобразовательной школе в условиях инклюзии. Статья предназначена для работников системы образования, педагогов, учителей и студентов высших учебных заведений. The relevance of the article is due to the consideration of the problem of forming the professional competence of students of a pedagogical university to work in an inclusive education. The purpose of the article is to analyze the need to form professional competence through the comprehensive inclusion of students of a pedagogical university in the educational process and extracurricular activities. The article analyses approaches to the definition of "professional competence." The author describes the experience of practical work on the formation of professional competence in work in the conditions of inclusion with students of the Branch of the OmSPU in Tara. The presented diagnostic data show the effectiveness of a comprehensive approach in solving the problem of developing professional competence among students of a pedagogical university to work in a general education school in conditions of inclusion. Article is intended for workers of an education system, teachers, teachers and students of higher educational institutions.

This response emphasizes the need to consider the problem of the mismatch of demographic interests of individuals and society as a special case of the problem of social order that has long been known and studied by sociologists. The idea that socialized individuals can behave as they please when participating in the life of society is sociologically naive. The author of the reply proceeds while bearing in mind the notion that society is a self-organizing system, and interprets the demographic transition as a classic example of such self-organization, a spontaneous historically determined response to the imbalance in fertility and mortality. He considers the threat of global depopulation to be a myth, but at the same time recognizes the seriousness of the problem of population decline for many post-transition countries. For them the only solution to this problem may be immigration.

The study considers some aspects of the formation and regulation of household economic behavior. It is shown that innovation-intellectual behavior is the main factor of self-organization of a household's activity. The conceptual approach to the definition of the structure of the logistic behavior of the household and the modeling of their self-organization is proposed.The theoretical basis of the proposed concept of modeling the economic behavior of households on the basis of the self-organization of their logistic structures should be a synergistic approach to the management and construction of mechanisms that can provide efficient functioning, sustainable development and economic security. A formal model can be represented as a system of divertial equations. The detailed structure of management of economic behavior of a household can be described by the tuple of parameters describing the set of elements of the system, the set of vectors of properties of elements of the system, the set of links between elements, the purpose and structure of the goals, the external environment.

The article deals with the definition of the chance as a measure of the strength of resistance to the free development of the people. On the example of the Russian people the author shows how a successive chain of chances can lead to the critical change of the properties of social matter and, as a result, the destruction of the natural basics of the development. One of the forms of the self-organization of the development of the people is the social order. The question of what kind of social order is natural for the people is the most difficult. In the mid-80s of the last century the Russian people began to modernize the socialism they had built. However, at some point in this process of “perestroika” the chance began to dominate. As a result, the process of improving socialism was replaced by the process of building democracy, which, as time shows, for the development of the Russian people is of more random than natural character. In conclusion it is concluded that the chance in the process of the development of the people occurs when the people start to neglect the laws of order.

The article considers the peculiarities of the process of reforming the Ukrainian economy, the use of organizational and economic management methods and the study of theoretical principles of functioning and development of the education system. Also, it provides the definition of organizational-economic mechanisms, contributing to the stabilization of the economic situation in education and its innovative development in the market environment of the state. According to the author, education is a major factor in the development of society and building an economically developed and stable economy. Education of highly educated and qualified people is the main priority of state educational policy based on socio-political, socio-economic and cultural-historical processes. The educational process is continuous throughout a person's life, which is a guarantee of his competitiveness in the labor market. Positive results in the education system directly affect the economic condition of the state. The high level of education allows to develop and implement the latest technologies in all sectors of the state, which ensures the socio-economic development of society.

The article analyzes the development of the education system of Ukraine from the point of view of the theory of generations by American researchers William Strauss and Neil Howe. Theoretical substantiation of the hypothesis concerning the transitional character of the whole Ukrainian society from the Soviet cycle of generational change to the national cycle of generational change is given. The subjects of education providing are the middle and older generations, while the subjects of education are mostly the younger generation – the sociological and historical definition of these generations, specifying their characteristics as stable social groups in a society should be the next step. The tasks of the philosophy of education, which for some time were devoted to reflecting on the development of the national education system in general, must now should be specified now as tasks for a certain generation of Ukrainian (and not Soviet or post-Soviet) society. In this context, it is time for both the Institute of Higher Education and the philosophy of education to summarize, revise the initial vision of institutional tasks, clarify them, expand, supplement with new tasks and in general – create a new vision of the philosophy of education and philosophy of higher education in Ukraine. Overcoming the current crisis of the education system of Ukraine is possible through a clear definition of the goals and basic values of education for specific participants of the educational process – only in this way, systemic goals and values become the values and goals of individual educational communities. Teachers, professors and other subjects of education appear then as specific pedagogical teams, united by explicit educational values and goals, which are clearly correlated, on the one hand, with the tasks of development of the national educational system, and on the other – with the motivation of educational activities of specific teachers. The inevitable competition in education, which is particularly dramatic in overcoming its systemic crisis, has positive consequences if it is carried out as a competition for the best embodiment of virtues, for excellence in the providing and gaining of education.

There has been developed the prototype support system for distance learning in State educational establishment "Cherkasky professional college."
