Aim: This article describes ideas of Enlightenment thinkers about the building of a democratic state with responsible and rationally thinking citizens. The article starts with the ideas of Spinoza, formulated in the seventeenth century, and will end in our time, where democracy is under threat.   Design/Research method: The article relies on professional publications, both within the fields of philosophy and political sociology.   Conclusions/findings: The study concludes that the optimistic expectations about the increase of democracy and the stability of democratic institutions in the world are no longer valid.   Originality/Value of the article: Recent developments in the political field in the western world make this optimism questionable

<p class="1Body">Despite of strong economy including highest GDP gross and self-sufficient feudal economy system, the late Qing Empire fell behind the world trend with its isolationist trade policies. As the Western world caught up technologically, economically, and politically, the former biggest economy had suffered from consecutive losses in wars. In order to preserve the feudal regime, the initiative reform, termed the Self Strengthening Movement was grandly carried out. However, without the true support from the supreme power on one hand, and without the support of the populace on the other, the Movement was an intermediate reform in attempt to preserve the royal system and forestall its continued decline. In policy, the reforms envisioned Western-style modernization without adjusting the political order, yet the entrenched conservatism of the Qing Imperial Court proved to be the decisive hindering factor in the failure of the Movement.</p>

The Liberal's Dilemma and the Anarchism of Youth. The sensitive individual in the Western world has nearly always been impelled to protest the injustices of. the political and social order in which he finds himself. For example, very early in life Stephen Spender observed that "to be born is to be a Robinson Crusoe, cast up by elemental powers upon an island," that "all men are not free to share what nature offers here … are not permitted to explore the world into which they are born." Throughout their lives they are "sealed into leaden slums as into living tombs." To this general awareness of the plight of the poor, the New Left in this country has added a sense of burning moral indignation that the colored minority has also been sealed into ghettos and deprived of civil rights and human dignity.

This chapter addresses conspiracy theories and the publication of The Protocols of the Elders of Zion, the most infamous ‘instructions’ telling adherents of the Jewish faith how they were to build the Sanhedrin's global empire. The Protocols was supposedly based on lectures given at the First Zionist Congress in Basle in 1897. The aim of the book was to show that the perpetrators of all social upheavals were Jews, who expected to conquer the world with the aid of revolution. In inter-war Poland, belief in the omnipotence of the masonic lodges and international Jewry found its adherents among historians and journalists associated with the nationalist right, the Endecja (National Democratic Party). In the opinion of modern supporters of the conspiracy theory of history, Freemasonry, always directed by Jews, constituted a factor in all the more important events in the political, social, and cultural history of Poland, Europe, and the western world.

Party system is the important factor in the working of representative form of Government.  India is a democratic state. In the democratic state, political parties are said to be the life – blood of democracies. Modern democracies are indirect in character. They can function with the help of political parties. In the absence of political parties democracy cannot deliver the goods. Well organized political parties constitute the best form of democracy. India has the largest democracy in the world. It introduced universal adult franchise as the basis of voting right in the country. Now the voting age has been lowered down to 18. Most of the Indian voters are not politically matured and they do not have the political education in the proper sense. Political parties in India are classified by the Election Commission of India. It was classified for the allocation of symbol. The Election Commission of India classified parties into three main heads: National parties, State parties and registered (unrecognized) parties.

ملخص البحث:   تحاول هذه الدراسة تحديد الملامح العامة لترجمة القرآن الكريم إلى اللغة الملايوية من خلال تاريخ نشأتها وتطورها، وتركز على خصائص تلك الترجمات والأساليب اللغوية التي أثرت في اللغة الهدف نتيجة الترجمة. لقد ترجم القرآن الكريم اللغة الملايوية منذ القرن السابع الميلادي ومرت بمراحل تنوعت وتغيرت فيها أساليب المترجمين، وطرقهم في التعامل مع القرآن الكريم، ورغم هذه التطورات التي طرأت على أساليب اللغة الهدف فقد لوحظ بأن هؤلاء المترجمين اشتركوا في بعض المبادئ التي تخص بكيفية تعاملهم بالنص القرآني، ولمثل هذه الدراسة أهمية لوضع الملاحظات العامة بشأن ترجمة القرآن الكريم إلى إحدى لغات المسلمين. وجدت الدراسة بعض النتائج المهمة في مجال الترجمة إلى الملايوية، وهي كما يأتي: الاستفادة من التاريخ والخصائص والأساليب لترجمات القرآن الكريم إلى اللغة الملايوية، وأن وجود مراحل متعددة في ترجمات كاملة باللغة الملايوية دليل ساطع على استمرارية تواصل مسلمي المنطقة وتعاملهم مع القرآن الكريم الذي نزل بلغة قريش (العربية الفصحى أو الفصيحة)، وأن اعتمادهم على الترجمات لم يهدف إلى تبديل النص القرآني بما لديهم من الترجمات، وأنها لا يمكن أن تكون بدائل للأصل لديمومة تطور اللغة الملايوية التي في حد ذاتها تذهب بعنصري الثبات والإقرار من تلك الترجمات الملاوية، أن المترجمين للقرآن الكريم إلى الملايوية التزموا بالترجمة التي تميل إلى النص الأصل، وتمسكوا بجعل ترجماتهم في خدمة معاني القرآن الكريم.الكلمات المفتاحية: ترجمة القرآن الكريم– اللغة الملايوية– الخصائص الأسلوبية– مبادئ الترجمة– أساليب ملايوية جديدة. Abstract:This study attempts to determine the general characteristics of the translation of the holy Koran into Malay language through its history and development. It focuses on the characteristics of those translations and language styles that influenced the target language as well. The holy Koran had been translated since the seventeenth century and went through the periods of time that witnessed the change in the styles of the translators and their approaches in dealing with its verses. Notwithstanding these developments that were brought upon the target language, the translators did share some common grounds in dealing with the sacredness of the holy Koran. The study is important as it tries to come up with general observations on how the holy Koran was translated in one of the biggest language of the Muslims. It concludes that the various stages of translation indicated the continuity of the efforts to translate the holy Koran and the Muslims interaction with the holy revelation in this part of the world. Their dependence on the translation is not with the purpose of substituting the original as these translations will never be able to replace the original due the constant development of the target language that deny the stability of language style. Finally the translations were carried out under the shade of the original text and with the source text orientation. Keywords: Translation of the Holy Koran– Malay Language– Characteristics of Styles– Principles of Translation– New Malay Language Styles. Abstrak:Kajian ini berusaha untuk menentukan sifat-sifat umum bagi proses penterjemahan al-Quran kepada bahasa Melayu iaitu dengan menumpukan kepada sejarah perkembangannya. Kajian ini turut memfokuskan kepada ciri-ciri penterjemahan tersebut dan penggunaan gaya bahasa yang mempengaruhi bahasa sasaran. Hakikatnya, al-Quran telah diterjemah ke dalam bahasa Melayu sejak kurun ketujuh. Proses penterjemahan ini telah melalui beberapa peringkat yang menyaksikan perubahan pada penggunaan gaya bahasa dan pendekatan para penterjemah dalam menterjemahkan al-Quran. Namun demikian, para penterjemah berkongsi pandangan yang sama dalam menggunakan prinsip-prinsip berkaitan dengan penterjemahan al-Quran. Kajian ini penting kerana menonjolkan pemerhatian umum tentang bagaimana ayat-ayat al-Quran diterjemahkan ke dalam salah satu bahasa yang digunakan secara meluas oleh orang Islam. Dapatan kajian menunjukkan bahawa proses penterjemahan yang telah melalui pelbagai peringkat menunjukkan kesinambungan usaha dalam menterjemahkan al-Quran dan wujud interaksi antara orang Islam dan al-Quran. Kebergantungan mereka dalam proses penterjemahan bukan bertujuan untuk menukar maksud yang terkandung dalam ayat-ayat al-Quran, bahkan hasil terjemahan tidak akan sekali-kali boleh menggantikan keaslian ayat al-Quran yang bersifat kekal dan tetap. Justeru, para penterjemah dilihat lebih memelihara bahasa asal, namun dalam masa yang sama masih menjaga maksud yang terkandung dalam ayat al-Quran supaya kesucian al-Quran terpelihara.Kata Kunci: Penterjemahan Ayat-ayat al-Quran- Bahasa Melayu- Ciri-ciri Gaya Bahasa- Prinsip Penterjemahan- Gaya Bahasa Melayu yang Baru.

The existence of local political parties in Indonesia is a tangible form of the existence of special autonomy in a certain area. The specificity of a certain area is regulated in the 1945 Constitution Article 18B paragraph (1). In addition, the formation of local political parties is one of the human rights in the political field, as stated in Article 28E paragraph (3) of the 1945 Constitution. The research method uses a normative juridical approach with secondary data and analyzed descriptively qualitatively. Based on research, Papua Province has the right to form political parties (see Article 28 paragraph (1) of the Papua Province Special Autonomy Law). However, the phrase "political party" is considered to have multiple interpretations, thus creating legal uncertainty. Through the decision of the Constitutional Court Number 41/PUU-XVII/2019, the legal uncertainty can be guaranteed by the Constitutional Court Decision. In the future, by looking at the background and real needs of the Papua Province, it is possible to form a Local Political Party in the Papua Province, considering the condition of the Papua Province as a special autonomous region.Partai politik lokal di Indonesia merupakan wujud nyata adanya otonomi khusus di suatu daerah. Kekhususan suatu daerah diatur dalam UUD 1945 Pasal 18B ayat (1). Selain itu, pembentukan partai politik lokal merupakan salah satu hak asasi manusia di bidang politik, sebagaimana tercantum dalam Pasal 28E ayat (3) UUD 1945. Metode penelitian menggunakan pendekatan yuridis normatif dengan data sekunder dan dianalisis secara deskriptif kualitatif. Berdasarkan penelitian, Provinsi Papua berhak membentuk partai politik (lihat Pasal 28 ayat (1) UU Otsus Provinsi Papua). Namun, ungkapan “partai politik” dianggap memiliki multitafsir sehingga menimbulkan ketidakpastian hukum. Melalui putusan MK Nomor 41/PUU-XVII/2019, ketidakpastian hukum dapat dijamin oleh Putusan MK tersebut. Ke depan, dengan melihat latar belakang dan kebutuhan riil Provinsi Papua, dimung­kinkan dibentuknya Partai Politik Lokal di Provinsi Papua, mengingat kondisi Provinsi Papua sebagai daerah otonomi khusus.

The subject of the research is a comparative analysis of the frequency of biblical and Quranic expressions related to the LOVE concept in the modern English-language Internet. The aim of the investigation firstly is to find out to what extent the religious foundations of culture influence on such a value dominant as the concept of LOVE, secondly, to find out the influence of secularization of the English-speaking society and spreading of Islam in the Western world on the conceptual dimension of the LOVE concept. As a research method it is used a search of biblical and Quranic expressions associated with the LOVE concept in the modern English-language Internet in the form of quotations from the Holy Scriptures and the Quran. An application area of the results of the investigation is situated at the turn of applied linguistics in the sphere of culture and comparative religious studies. The comparison of the indicated frequency and meanings of the LOVE concept in biblical and Quranic expressions allows to conclude that this concept in the linguistic picture of the world of our English speaking contemporaries remains Christian in its essence. Islam does not influence at all on the understanding of this life-setting value concept in the English-language picture of the world.

Abstract The paper describes and discusses the variant of societal differentiation that evolved under the Soviet regime. The argumentation starts with the conceptualisation of socialism as a program with a universal, function system-exceeding claim for validity. The implementation of the socialist program may be perceived as an effort to create structures which allow complete inclusion in the sense of an all-encompassing political addressability. In this regard, the political leadership tried to set up the society as a hierarchically structured organisation. The example of Soviet agriculture and the structures of Soviet villages, however, show that notwithstanding an all-encompassing degree of organisation, strictly ‘organised’ forms of economic communication coexisted with and were interrelated to ‘non-organisable’ and even ideologically deviant forms of agricultural production by personal smallholdings. Such niches of functional differentiation did not only provide compensation for the inability of the political leadership to cope with societal complexity, but also created connectivity in the world society and could hardly be oppressed without putting the stability of the regime at risk.

When, on December 2, 1823, they opened the doors of the London Mechanics Institution, destined to grow, through many vicissitudes, to become the renowned College in which we meet to-day, they may well have let their imagination guess what might be the changes and developments in which this enterprise of theirs, according to its measure and scope, might play a part. That was a time when modern science was in its brilliant youth; when the movement for popular education was beginning to take hold, opening great prospects for the future; when, after twenty years of war, the British nation was gathering its forces for a sustained effort to remedy the great social evils that afflicted it, while in the political field, the powerful campaign was beginning that was destined to win victory in the Great Reform Bill of 1832. We may be sure that those men, of the sort—as a present-day poet writes:“Who watch the world with pity and prideAnd warm to all mankind,”that those men would have had visions, hopes, expectations, an assurance even, that in later days a wiser and better instructed people, having established full political liberty, would have used their power to cure those social evils; with the help of a developed science, would have got rid of poverty; clasping hands with other free peoples, would have established securely the reign of peace, and so made possible an age of high material prosperity and brilliant intellectual splendour.

‘One of the greatest advantages a traveller brings back from his journeys’, wrote the chevalier d'Arvieux in 1673, ‘is that he rejects the prejudices imbibed in his own country against strangers, something which those who never leave will never accomplish.’ For with direct exposure to foreign cultures, explained Simon de la Loubère two decades later, one learns ‘that there is not in any place anything marvellous or extravagant’. The seventeenth century in European history witnessed a great exodus of articulate globetrotters from every walk of life who sought adventure, wealth, and reputation. This was an age, indeed, when Europeans could be found in nearly every corner of the world. Moreover, many of these individuals wrote extensively of their experiences, reporting details of geography, climate, flora, fauna and the natural wealth of the lands they visited. Their accounts are also enriched by the close attention paid to the fullness and richness of the social, religious, and cultural aspects of the people who occupied these non-Christian, non-European societies. In short, the anthropological, even ethnographic elements of these travelogues constitute an extraordinarily rich source for modern historians that, until recently, has rarely been mined by scholars who have tended to limit themselves instead to the political and commercial contacts between Europe and the wider world during the Age of Discovery and Exploration.
