This study aims to determine the quality management of outstanding educational institutions at Madrasah Ibtidaiyah, where this research is conducted at Madrasah Ibtidaiyah Negeri 6 Sukoharjo. This research was conducted on quality planning at Madrasah Ibtidaiyah Negeri (MIN) 6 Sukoharjo in realizing outstanding educational institutions, reviewing and describing in more depth the implementation of quality at Madrasah Ibtidaiyah Negeri (MIN) 6 Sukoharjo in realizing educational institutions with achievement, and assessing and describing in depth more in-depth about evaluating the quality at Madrasah Ibtidaiyah Negeri (MIN) 6 Sukoharjo in realizing outstanding educational institutions. The methodology in this study uses a qualitative approach. Data collection techniques in this study are by observation, interviews and documentation. The method used to check the validity of the data is method triangulation, namely by using various methods as a consideration. The results showed that: 1). Planning: establishing the vision and mission as quality guidelines, commitment to the implementation of national standard schools, a comfortable and good service process, increasing the quality of students' input, using quality references set by the government, quality planning in management reviews, improving the quality of inputs in Madrasah Ibtidaiyah Negeri (MIN) 6 Sukoharjo is the result of a sustainable program, improving services through the distribution of questionnaires, the existence of a quality assurance design or design at Madrasah Ibtidaiyah Negeri (MIN) 6 Sukoharjo as a line and reference in order to maintain and improve educational institutions with achievement. 2). Implementation: implementing a national standard curriculum and a typical school curriculum, educators and education personnel have a minimum qualification of a bachelor, there is satisfaction from students and parents / guardians of students as users, graduates are 100% and equipped with expertise, the presence of representative infrastructure, transparent education management, very good and very close relations between the school and the community, the existence of special services for supporting learning activities. 3). Evaluation: conducting self-evaluation of school performance based on accountability, transparency, efficiency and effectiveness, evaluating the learning process at the end of each semester, compiling reports from the results of self-evaluations that have been carried out, compiling priority scales of various activities and follow-up programs on the results of self-evaluation the results of the analysis as a construction of improvements carried out gradually and continuously in realizing outstanding educational institutions.

Dayah is an Islamic educational institutions located in Aceh. This educational institution is similar to the so-called pesantren – an Islamic boarding school in the island of Java, both from the aspect of function and purpose (although there are also some important differences). In 2003, the Government of Aceh through the Governor of Nanggroe Aceh Darussalam Decree, issued a regulation, numbered 451.2 / 474/2003 on the Criteria Stipulation and Dayah Assistance in the province of Nanggroe Aceh Darussalam (NAD). One of the subject matter is to make a policy that dayah is divided into several classifications: Type A, Type B, Type C and Non Type. This classification aims to distinguish the type of assistance to be given to dayah. This qualitative study is conducted to see how effective is the government assistance to support the quality of education in dayah. By conducting interviews to four (4) different dayah (2 interviews at traditional dayah and 2 at modern dayah), this research is expected to analyze the management of education and the impact of government assistance. The results of this study concluded that the education management of dayah remain dependent on their leadership figure (teungku), so that the impact of government assistance also varies positively to dayah physical development and improvement of facilities and infrastructure, but this assistance has also interestingly changed teungku’s positive paradigm into a much more negative one.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

Recognizing the importance of the process of improving the quality of human resources, the government, managers of educational institutions, educators and learners in Indonesia are striving to achieve the goals, vision and mission through various activities to build a better quality education through the development of human resources development and improvement of curriculum and evaluation system, improvement of educational facilities, the development and procurement of teaching materials, and training for teachers and education personnel to be more advanced and developed than other countries.

Abstract: Islamic education institutions in Indonesia face two challenges, namely; internal and external. Internally, Islamic education is faced with the classic problem of the low quality of human resources in education management. The causes include poor quality and education staff development and selectivity of education personnel. Furthermore externally, Islamic education institutions faced three major issues; globalization, democratization, and liberalization. The issue of globalization that is identical with market orientation and mechanism also affects the world of education. That way in education also includes awareness about how to attract and convince the community of the type and model of education. From here, the education world is ready or not ready to be involved in competition to gain public trust. To face these challenges Islamic Education institutions must maximally manage and empower all elements of management in the management of educational institutions. A good understanding of the elements of management can have an impact on the readiness of educational institutions to manage their institutions well in any condition to be the best and foremost. Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

This research aims to measure the benefit of the Indonesian National Standard (SNI) product not only came from the company perceptions but also came from the government, academician, and consumer perceptions in Surabaya. The empirical study result showed that all of the respondents had a positive perception on the SNI product. They stated agreement that the SNI product had benefit on the attributes: quality guarantee of product, safe to use, a fair prices, quality of raw materials, and efficiency. Those attributes support the enhancement of company’s competitiveness. However, most of the respondents of companies and consumers state did not know about the quality guarantee of the SNI product. The results were contradictory, the respondents who came from the companies knew more about quality guarantee of the SNI product compared to the other respondents. Furthermore, the respondents of academicians, consumers, and particularly companies state that they did not know about the easiness of the SNI certification process and the government provide an incentive for the registration fee of the SNI certification. This ignorance will impact on the perceptions that process of the SNI certification was complicated and costly. Besides, it showed that the government was less to conduct socialization for the certification program compared to socialization for the standard program.

To have a deeper understanding of the Chinese market reaction for different subsidy policies made by the government, we establish a game model of the competition between legal recyclers and illegal recyclers with government involved. Further, we consider the quality differentiation of end-of-life vehicles in every player’s decision-making. With a numerical simulation, the researchers validated this study. Based on the results of this research, we found that compared with the strategy of subsidizing the legal recyclers, subsidizing the end-of-life vehicle owners is more effective, and the legal recyclers would get more business from end-of-life vehicle owners. The quality of end-of-life vehicles plays a vital role when the recyclers make decisions on their recycling behaviour. Moreover, the differential subsidy policy will probably be useless if most of the end-of-life vehicles in the market are in poor quality. So, the Chinese government should adjust its policies on end-of-life vehicle market development based on the quality distribution of end-of-life vehicles, and the quality management should be implemented in the end-of-life vehicle supply chain for the efficiency and effectiveness of subsidy policies.

Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.

Abstract: The term management has many meanings, management is directing / leading something of effort through planning, organizing, coordinating and controlling human resources and materials aimed at achieving predetermined goals. In the science of management there is the concept of problem solving that is placed in the workplace, namely the P-D-C-A approach as a process of solving problems with a continuous and systematic pattern. While management can also be defined as a process of organizing and utilizing the resources of the organization through the cooperation of members to achieve organizational goals effectively and efficiently. The practice of organizing education can be analogous to the production process in a company (industry). It's just that the products produced by educational institutions in the form of services. Therefore educational institutions can be said as service companies. From this perspective, the quality and quality of services (services) produced is a measure of the quality of an educational institution. Namely the extent of customer satisfaction with the services produced. What is meant by customers here are internal customers, namely teachers and other education personnel, and external customers, namely students and related parties outside the educational institution. Thus, schools are said to be of good quality if they are able to provide services according to or even exceed the expectations of teachers, employees, students, and other related parties such as parents, funders, the government or the world of work of users of graduates. The low quality of education in Indonesia is actually a long-standing discussion. But until now permasalahn the quality of education is also finished. Quality education is the expectations and demands of all stakeholders in education. Everyone will certainly prefer menntut science at an institution that has a good quality. On this basis, schools / educational institutions should be able to provide good service and quality in order not to be abandoned and unable to compete with other educational institutions. From a variety of views, criteria and indicators that we can take that quality education could be improved if the school has one) support from the government, 2) Leadership Principals effective, 3) Performance good teacher, 4) relevant curriculum 5) graduates quality, 6) culture and climate of effective organization, 7) the support of the community and parents. Implementation of management in improving the quality of education is a real solution is to be hope in order to manage the indicators of the quality of education to create a synergy in efforts to improve the quality of education. Abstrak Rendahnya mutu pendidikan di Indonesia sebenarnya merupakan diskusi yang telah lama ada. Namun hingga saat ini permasalahn mutu pendidikan tidak juga kunjung selesai. Pendidikan yang berkualitas merupakan harapan dan tuntutan seluruh stakeholder pendidikan. Semua orang tentunya akan lebih suka menntut ilmu pada lembaga yang memiliki mutu yang baik. Atas dasar ini maka sekolah/ lembaga pendidikan harus dapat memberikan pelayanan dan mutu yang baik agar tidak ditinggalkan dan mampu bersaing dengan lembaga pendidikan lainnya. Dari berbagai pandangan, kriteria serta indikator yang dapat kita ambil bahwa pendidikan yang bermutu dapat ditingkatkan apabila sekolah memiliki 1) dukungan dari pemerintah, 2) Kepemimpinan Kepala sekolah yang efektif, 3) Kinerja guru yang baik, 4) kurikulum yang relevan, 5) lulusan yang berkualitas, 6) budaya dan iklim organisasi yang efektif, 7) dukungan masyarkat dan orang tua siswa. Implementasi manajemen dalam peningkatan mutu pendidikan merupakan sebuah solusi nyata yang menjadi harapan agar dapat mengelola indikator mutu pendidikan untuk saling bersinergi dalam upaya peningkatan mutu pendidikan Kata Kunci: Peningkatan Mutu, Manajemen Mutu Pendidikan
