AbstractObjective – This study aims to analyze the performance of village governments in managing financial resources of the budget year 2016 in Lut Tawar District, Central Aceh Regency, according to the Indonesian Minister of Home Affairs Regulation (or PERMENDAGRI) No. 113, 2014. Design/methodology – This research is a descriptive research with a qualitative approach is a type of research where the researcher describes or deeply analyzes the result of a research about an object and then adds it with sources which already existed in the research object. The data was gathered through number of interviews and document analysis.  Results – The result of the research shows that the performance of the village government in managing fund allocation in Lut Tawar Sub-district at the planning stage has been running well. The implementation stage has been completed where all the programs and activities are executed in accordance with the plan. The administrative stage has been done well by the treasurers and every month the treasurers have accounted for every acceptance and expenditure to the village headmen. In the reporting stage, the delay in submitting accountability report is caused by some negligence by the party from the village government. At the accountability stage, the accountability reports were reported as well as evaluated with the village government community and transparent to the community for every use of village funds in the form of information posted on the information boards in the office of the village headmen and billboards installed in front of the village headman office.

So far, the government has realized the village fund budget every year. Therefore, every village government is obliged to make development plans that can support the welfare of the community by prioritizing community priorities or needs. The purpose of this study was to analyze the village fund allocation policies in village development planning. This type of research is descriptive qualitative. Data collection techniques are carried out by observation and interviews, then analyzed using qualitative analysis techniques. Data processing is done by reducing, categorizing, and concluding and presenting data. The results of this study found that so far the village fund allocation policies have been implemented well, such as meeting basic needs, building facilities and infrastructure, developing local economic potential, and utilizing natural and environmental resources. Likewise the face of the regional planning of Sei Rotan Village by using the Village Fund budget has been able to leverage the improvement of Village welfare. However, the problem is that the planned program has not been fully fulfilled due to limited human resources and budget. The regional development realized with village funds is the construction of roads, bridges and drainage at flood-prone points. The land use pattern of the Sei Rotan area shows the expansion of the built-in land in the form of developer housing and community villagesKeywords: Village Fund, Development, TerritoryPemerintah sejauh ini telah merealisasikan anggaran dana desa setiap tahunnya. Oleh karena itu, setiap pemerintah desa wajib membuat perencanaan pembangunan yang dapat mendukung kesejahteraan masyarakat dengan mengutamakn perioritas atau kebutuhan masyarakat. Tujuan penelitian ini adalah untuk menganalisis kebijakan alokasi dana desa dalam perencanaa pembangunan wilayah desa. Jenis penelitian ini adalah deskriptif kualitatif.. Tehnik pengumpulan data dilaksanakan dengan observasi dan wawancara, kemudian dianalisis menggunakan tehnik analisis kualitatif. Pengolahn data dilakukan dengan mereduksi, mengkategorisasikan, dan menyimpulkan dan menyajikan data. Hasil penelitian ini menemukan bahwa selama ini kebijakan alokasi dana desa telah dilaksanakan dengan baik seperti pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana, pengembangan potensi ekonomi lokal, dan pemanfaatan sumber daya alam dan lingkungan. Demikian halnya wajah perencanaan wilayah Desa Sei Rotan dengan menggunakan anggaran Dana Desa telah mampu mengungkit peningkatan kesejahteraan Desa. Namun permasalahannya belum sepenuhnya program yang direncanakan terpenuhi dikarenakan keterbatasan sumberdaya manusia dan  anggaran. Adapun pengembangan wilayah yang terealisasi dengan dana desa adalah pembangunan jalan, jembatan, drainase pada titik-titik rawan banjir. Pola pemanfaatan lahan kawasan Sei Rotan memperlihatkan perluasan lahan terbangun dalam wujud perumahan pengembang maupun perkampungan masyarakat.Kata kunci: Dana Desa, Pembangunan, Wilayah

This study aims to  examine and find out the implementation of Permendagri No. 113 of 2014 in Ngesrepbalong Village, Limbangan, Kendal Regency and  analyze the obstacles faced by village officials in its implementation.This study uses a qualitative approach with a case study research strategy. Data obtained through interviews and documentation studies.The results of the study show the Implementation of Permendagri No. 113 of 2014 in Ngesrepbalong Village can generally be seen from the following findings: Fund allocation is not appropriate in accordance with the provisions;  There is a discrepancy between the list of program activities that have been agreed upon in the village meeting with the details of the activities contained in the RKP table; There is an RKP that does not include a discussion on the evaluation of the previous year's financial use;  in the aspect of transparency, the Village Government has implemented it by informing the allocation of funds and the development of their use on information boards in the village office. Penelitian ini bertujuan untuk mengkaji dan mengetahui implementasi Permendagri No 113 tahun 2014 di Desa Ngesrepbalong Kecamatan Limbangan Kabupaten Kendal dan menganalisis kendala yang dihadapi aparatur desa dalam pelaksanaannya.Penelitian ini menggunakan pendekatan kualitatif dengan strategi penelitian studi kasus. Data yang diperoleh melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan Implementasi Permendagri No 113 tahun 2014 di Desa Ngesrepbalong dapat dilihat dari temuan berikut ini:  Pengalokasian dana tidak tepat sesuai dengan ketentuan; Adanya ketidaksesuaian antara daftar program kegiatan yang telah disepakai dalam musyawarah desa dengan rincian kegiatan yang ada dalam tabel RKP; Terdapat RKP yang tidak mencantumkan pembahasan mengenai evaluasi penggunaan keuangan tahun sebelumnya; pada aspek trasnparansi, Pemerintah Desa telah melaksanakannya dengan menginformasikan pengalokasian dana dan perkembangan penggunaannya pada papan informasi di kantor desa.

The Lhok Euncien Village Government established BUMDes as the driving force for the economy in the village, but its management has not been efficient. This is because the pond land which is a BUMDes business asset is handed over to a third party due to limited capital, so that BUMDes managers cannot work effectively and efficiently as they should. This research is focused on planning, organizing, mobilizing, and monitoring, as well as the obstacles faced in the BUMDes Lhok Euncien Village program. In addition, it also examines the limitations of capital and Human Resources (HR) and public awareness of the BUMDes program. This research uses descriptive research with qualitative methods. The results showed that at the planning stage, the pond had been purchased as an asset of BUMDes, but the limited capital to manage it was left to a third party. At the organizing stage, it was carried out according to the procedure, but it did not work and went according to plan. The mobilization stage is still constrained by a lack of concern from the village government, BUMDes managers, and the community about the problems faced. While at the supervision stage, BUMDes supervisors only supervise annual reports. Meanwhile, the obstacles faced are related to limited capital and the lack of human resources and public concern for the development of BUMDes businesses AbstrakPemerintah Desa Lhok Euncien membentuk BUMDes sebagai motor penggerak ekonomi di desa, namun dalam pengelolaannya belum efisien. Hal ini disebabkan karena lahan tambak yang menjadi aset usaha BUMDes diserahkan pada pihak ketiga karena keterbatasan modal yang dimiliki, sehingga pengelola BUMDes tidak dapat bekerja secara efektif dan efisien sebagaimana mestinya. Penelitian ini difokuskan pada perencanaan, pengorganisasian, penggerakan, dan pengawasan, serta hambatan yang dihadapi dalam program BUMDes Desa Lhok Euncien. Selain itu juga dikaji keterbatasan modal serta Sumber Daya Manusia (SDM) dan kepedulian masyarakat terhadap program BUMDes. Penelitian ini menggunakan penelitian deskriptif dengan metode kualitatif. Hasil penelitian menunjukkan bahwa pada tahap perencanaan sudah membeli lahan tambak sebagai aset BUMDes, namun keterbatasan modal untuk mengelola sehingga diserahkan pada pihak ketiga. Pada tahap pengorganisasian sudah dilakukan sesuai prosedur, namun tidak berfungsi dan berjalan sesuai rencana. Tahap penggerakan masih terkendala kurangnya kepedulian dari pemerintah desa, pengelola BUMDes, serta masyarakat terhadap permasalahan yang dihadapi. Sementara pada tahap pengawasan, pengawas BUMDes hanya mengawasi laporan tahunan saja. Sedangkan hambatan yang dihadapi terkait dengan keterbatasan modal serta minimnya SDM dan kepedulian masyarakat terhadap perkembangan usaha BUMDes.

Village Fund Allocation (ADD) is one source of rural income which is generally still the main source of income used in the conduct of geverment village. On efforts to oversee the transparency of village financial management, BPKP and the ministry of home affairs developed a village finansial system application in 2015. The purpose of this study is to describe of the result of the evaluation of the village financial syystem on ADD financial management. And can provide goverment of ADD in accordance with the provisions of the legislation. This research used qualitative descriptive approach whit the case study research sites in Rambigundam village, Rambipuji, Jember. The data is collected through observation, interviews, and documentation to get the validity of the data, carriet out technical examination of the validity of the data which is testing the credibility,  tranferability, depability, and confirmability. The result showed that the planning stage until the accountability village Allocation Fund stage have well done, but there are same problems of the implementation, they are the lack of participation from people, the lack of participation of Badan Permusyawaran Desa (BPD), and the lack of village Implementation Teams in preparing the report Accountability Village Fund Allocation.

Abstract The aims of this study are to determine the Effectiveness of Village Fund Allocation Management in the 2018 Village Income and Expenditure Budget in Dawan Klod Village, Dawan District, Klungkung Regency, and to find out the factors that become obstacles in the Management of Village Fund Allocation in Dawan Klod Village. The sample method of this study uses a purposive sampling technique with a sample size of 30 respondents. The method uses to collect the data in this study are interviews and documentation. The data analysis uses in this study is descriptive qualitative methods with effectiveness ratios. The types of the data in this study are primary data and secondary data with research subjects consisting of the Village Government, the Village Consultative Body, the Village Community Empowerment Institute and the community of Dawan Klod Village. The result shows that the effectiveness of Village Fund Allocation Management in Dawan Klod Village in 2018 includes in the effective category, with an effectiveness level of (100%). With the support of the village program, 90% have been implemented. And at the planning stage, starting with the formation of an implementation team and the results of the development of community participation is very high and active in every activity, due to the transparency of the information conveyed by the Dawan Klod Village apparatus to the community. At the implementation stage it can be said to be effective, which is the use of the Village Fund Allocation budget can be resolved properly. In the accountability stage, the process of managing Village Fund Allocation is included in the effective category, in which the accountability report preparation is prepared by the Dawan Klod village government and there is an evaluation of activities carried out together with the Dawan Klod Village community. And in this study, there are no factors which become obstacles in the management of the Village Fund Allocation in Dawan Klod Village. Keywords: Effectiveness; Management; Village Budget and Revenue (Village Budget); Village Fund Allocation Abstrak Penelitian ini bertujuan untuk mengetahui Efektifitas Pengelolaan Alokasi Dana Desa pada Anggaran Pendapatan dan Belanja Desa Tahun 2018 di Desa Dawan Klod, Kecamatan Dawan, Kabupaten Klungkung dan untuk mengetahui faktor-faktor yang menjadi penghambat dalam Pengelolaan Alokasi Dana Desa di Desa Dawan Klod. Metode sampel dalam penelitian ini menggunakan teknik purposive sampling dengan jumlah sampel 30 responden. Metode pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dan dokumentasi. Analisis data menggunakan metode deskriptif kualitatif dengan rasio efektivitas. Jenis data dalam penelitian ini adalah data primer dan data sekunder dengan subjek penelitian yang terdiri dari Pemerintah Desa, Badan Permusyawaratan Desa, Lembaga Pemberdayaan Masyarakat Desa dan masyarakat Desa Dawan Klod. Hasil penelitian menunjukan bahwa Efektifitas Pengelolaan Alokasi Dana Desa di Desa Dawan Klod Tahun 2018 termasuk dalam kategori efektif, dengan tingkat efektivitas sebesar (100%). Dengan didukung program desa yang terlaksana sebanyak 90%. Dan pada tahap perencanaan, dimulai dengan pembentukan tim pelaksana dan hasil musrembang partisipasi masyarakat sangat tinggi dan aktif disetiap kegiatan, dikarenakan transparansi informasi yang disampaikan oleh perangkat Desa Dawan Klod kepada masyarakat. Pada tahap pelaksanaan dapat dikatakan efektif, yang mana penggunaan anggaran Alokasi Dana Desa dapat terselesaikan dengan baik. Pada tahap pertanggungjawaban, proses pengelolaan Alokasi Dana Desa termasuk dalam kategori efektif, dimana penyusunan laporan pertanggungjawaban disusun oleh pemerintah Desa Dawan Klod serta adanya evaluasi kegiatan yang dilakukan bersama masyakat Desa Dawan Klod. Dan pada penelitian ini, tidak ditemukan faktor-faktor yang menjadi penghambat dalam pengelolaan Alokasi Dana Desa di Desa Dawan Klod. The aim is to see the Village Fund Allocation Management in Lawang AgungVillage Rupit District, North Musi Rawas Regency. This research included qualitativeresearch. The operational variable of this research was the Management of Village FundAllocation with Indicators for planning, implementation, administration, reporting, andaccountability. Secondary data in the form of agency profiles and Village Fund Allocationdocuments. The data analysis technique used is qualitative descriptive analysis. The resultsshowed that the Village Fund Allocation Management planning stage in the Lawang Agungvillage is not yet fully the community’s expected needs at that time. The implementation phaseof the Village Fund Allocation, there was a delay of more than one week even though theworking time was only 5 days in preparing several documents. So that it made delays inadministration, reporting, and accountability. The Village Fund Allocation Administrationstage, due to the delay in reporting form activities in the field, had an impact on delays inclosing the books which result in late submission of accountability reports to the Village Head,and it had an impact on the delay in reporting to the District and District. The Village VillageFund Allocation reporting stage, the reporting stage also occurs due to delays due to delays inthe implementation phase so that the impacts on delay in the administration and reportingdelays on the District and District parties. For the accountability phase of the Village FundAllocation, it was timely that the accountability report was made and reported monthly, 31December. But the accountability report of the village government was not informed to thecommunity. Therefore it had been no direct accountability to the community with themanagement of the Village Fund Allocation in Desa Lawang Agung, Rupit District, NorthMusi Rawas Regency.

Purpose - This research aims to analyze the understanding of coherence and cohesion made by the 3rd year students of English education program on their academic writing at Islamic Institute of Bukittinggi. Design/methodology/approach - This was descriptive research which explains the phenomena concerns on the data due to field finding. This research applied for the library based work where the data was taken by using document analysis and interview. Findings - The result of the research showed that the numbers of students were still difficult to construct the idea cohesively and coherently. The result of the students’ understanding on coherence and cohesion showed that there were 59% students who were considered in need to improve and also followed by good work and could be better with 27% and 14% respectively. It can be explained that students were lack of ability to write the idea smoothly and grammatically correct. The interview result showed that there were three main reasons for this. Those are lack of motivation, limited lecture duration and prior English knowledge. Originality/value - coherence and cohesion are parts of academic writing that should be mastered by students in order to create a good thesis. Specifically for the students who will graduate from Higher Education. Paper type – Research paper

The purpose of this study is to explore how community empowerment is carried out by village governments through village funds in village Langen Sari, West Java, Indonesia. The community empowerment is realized through Village Fund Allocation (ADD). 30% of the Village Fund Allocation is used for operational costs of the Village Government and the Village Consultative Body (BPD), 70% for community empowerment, and strengthening the capacity of the Village Government. The research method used is descriptive research with a qualitative approach using Milles and Huberman's analysis methods. The results showed that the use of Village Fund Allocation for the community empowerment component was not yet on target. Community participation is a significant factor in launching community empowerment, while a lack of human resources and weak supervision are obstacles.

ADD revenue in Pemalang sub-district of Pemalang district increased from 2015 and 2016 so that the village government must manage accountable village funds in an accountable manner according to Permendagri No. 113 of 2014. The research was conducted by survey method in 13 villages in the Pemalang sub-district of Pemalang district. A total of 72 village officials consisted of village heads, secretaries, treasurers, activity implementation teams, village consultative bodies, and affairs heads. The results showed that the management of village finances at the planning, implementation, administration, reporting and accountability stages did not fully go well according to Permendagri No. 113 of 2014 and Pemup No. 58 of 2015. The planning stage is still oriented toward physical development. The implementation phase is carried out by the activity implementation team that the development activities are orderly and according to standards. At the administration stage,  the village treasurer concurrently holds another position so that he does not fully understand the task. In the reporting stage,  the village head reports the realization of the use of the budget to the regent through the related SKPD. In the accountability stage,  the village head is responsible for the use of the budget to the local government, village consultative bodies, and the community. The results of the management of the Pemalang district village fund allocation have not yet fully implemented the principles of good government governance in the form of transparency and accountability because many village officials have retired and even moved assignments so what happens is a dual position. But routinely followed up with audits from the inspectorate to maintain the quality of the report

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists.
