This study aims to: (1) analyze the level of community participation in the development of ecotourism referrals; (2) analyze what factors are related to the level of community participation in the development of referred ecotourism; (3) analyze what strategies can be applied to increase community participation in the development of ecotourism referrals. The research method used in this research is descriptive method. The research was conducted in Kerujuk Hamlet, Mengala Village which was selected by purposive sampling with the consideration that the hamlet has an ecotourism program that involves the community. The determination of the number of respondents was determined by proportionate stratified random sampling using the Slovin formula and the number of respondents was determined to be 43 respondents. The collected data was then analyzed using a scoring system, Spearman rank correlation test analysis and SWOT analysis. The results showed that the level of community participation was included in the low category because community involvement was still lacking in all stages of activities carried out in an effort to develop ecotourism referrals. Factors related to the level of community participation are non-formal education (skills), income, length of stay and age. The strategy that can be applied in an effort to increase community participation is the WO strategy or weakness-opportunity, where cooperative efforts with the government or educational institutions are carried out to improve the quality of human resources to be more independent in managing creative and innovative referral ecotourism.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

The purpose of the study is to: (1). Analyzing the attractiveness of Pasut Beach as one of the tourist destinations in Tabanan Regency. (2). Analyze the strategy of developing Pasut Beach as a tourist destination in Tabanan Regency. The research location was determined by purposive sampling Pasut Beach, located in Tibubiu Village, Kerambitan District, Tabanan on the basis of having a very suitable potential to be developed into a tourist destination. The sample of the study was taken by 49 people consisting of elements from the Government, community leaders and tourism actors. This study uses qualitative qualitative analysis method (giving more detailed reviews and interpretations of the data obtained and SWOT analysis. Furthermore, in the SWOT method the External Strategy Factor Matrix (EFAS) model and the Internal Strategy Factor Matrix Model (IFAS) are used, followed by IFE matrix and EFE matrix to determine the weight, rating and score and to determine the strategy and position of the quadrant I - E matrix, Beach Pas po is in the position in quadrant I, with the S-O strategy where the values ​​of strength and opportunity are equally high ( use the power to get opportunities) by improving the quality of human resources, especially in the field of mastering technology, communication and information.

Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

Fisheries development is a human effort in increasing the utilization of all fishery's biological resources which include the fishery capture, aquaculture, and processing sectors. Grouper is a commodity that has high economic value, but the amount of aquaculture production is still low, one of which is in Gerokgak district.This research was conductedfrom February to March 2018, in Gerokgak District, Buleleng Regency,Bali Province. Dataobtainedthrough interviews, observations, documentation, and questionnaires directly with respondents, namely the Department of Maritime Affairs and Fisheries of Buleleng Regency, business owners, managers, and grouper farmers. The analysis used in this study was toobtaina grouper cultivation strategy using a SWOT analysis. From the results of the calculation of the analysis and determination of the SWOT matrix,thewgovernment must increase grouper aquaculture results by increasing the number of hatchery and enlargement businesses. The government is more responsive to the problems faced by farmers.

In 1996, the government of India decided to provide a package of reproductive and child health services through the existing family welfare program, adopting a community needs assessment approach (CNAA). To implement this approach, the government abolished its practice of setting contraceptive targets centrally and introduced a decentralized planning strategy whereby health workers assessed the reproductive health needs of women in their respective areas and prepared local plans to meet those needs. They also involved community leaders to promote community participation in the reproductive and child health program. Since 1998, several evaluation studies have assessed the impact of CNAA on the program’s performance and community participation. These studies showed that the performance of the maternal health-care program improved, whereas the functioning of the family planning program initially declined but later recovered. The approach achieved little in boosting community involvement. This project tested a new model of health committee to help stimulate community participation in reproductive and child health activities at the village level. The experiment, described in this report, was conducted in the Hunsur block of the Mysore District in Karnataka for two years. Researchers evaluated the impact in terms of community involvement and utilization of reproductive and child health services.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public

Teachers play an important role in a learning process. Thus they are the main factor in determining a quality of human resource in which through the qualified human resource, Indonesia has a competitive capability. he government implements a program of teachers certification and expect to be able to improve their performance thus their main role in the sequence of learning can be achieved. The problem statement of this research is how teachers’ performance after certification is. This research aims to give information on how teachers’ performance after certification is towards an improvement of their performance quality. It applies qualitative approach while its data are both secondary and primary data. The data are obtained through literature study, observation, interview and focus group discussion. The research is conducted at all levels of formal education in District of Gorontalo in three months during the research period. Research finding shows that teachers’ performance after certification is good compared to the performance before certification. Regarding improvement of teachers’ performance quality, the government is expected to provide the teachers with information and technology mastery through continuous training or workshop activity.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.
