Fisheries development is a human effort in increasing the utilization of all fishery's biological resources which include the fishery capture, aquaculture, and processing sectors. Grouper is a commodity that has high economic value, but the amount of aquaculture production is still low, one of which is in Gerokgak district.This research was conductedfrom February to March 2018, in Gerokgak District, Buleleng Regency,Bali Province. Dataobtainedthrough interviews, observations, documentation, and questionnaires directly with respondents, namely the Department of Maritime Affairs and Fisheries of Buleleng Regency, business owners, managers, and grouper farmers. The analysis used in this study was toobtaina grouper cultivation strategy using a SWOT analysis. From the results of the calculation of the analysis and determination of the SWOT matrix,thewgovernment must increase grouper aquaculture results by increasing the number of hatchery and enlargement businesses. The government is more responsive to the problems faced by farmers.

Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

In this research, an analysis of the potential economic value and mapping of potential national (local industry) in order to meet airport facilities and air navigation. Mapping the potential of the local indust0' is important to know the strentgh and weakness of local industry. From these information it is expected that the government can formulate a roadmap and action plan that can protect local industry. when the products have been used. In addition, how can stimulate the local industry to participate and meet the needs of facilities that still have to be imported from abroad. Pengembangan industri kedirgantaraan Indonesia menjadi urgensi penetapan Peraturan Pemerintah tentang Pemberdayaan Industri dan Pengembangan Teknologi Penerbangan. Untuk menjawab tantangan dalam pengembangan industri dirgantara nasional tersebut, diperlukan dukungan regulasi dan kebijakan pemerintah. Dalam penelitian ini dilakukan analisa mengenai potensi nilai ekonomi (skala ke-ekonomian) dan pemetaan potensi nasional (industri lokal) dalam rangka pemenuhan fasilitas bandar udara dan navigasi penerbangan. Pemetaan potensi industri lokal penting untuk diketahui agar pemerintah dapat mengetahui gambaran fasilitas apa saja yang bisa disuplai dari dalam negeri dan fasilitas apa saja yang masih bergantung pada pihak luar negeri. Dari gambaran ini diharapkan pemerintah dapat menyusun roadmap dan rencana aksi yang dapat melindungi pengusaha lokal bila produk yang dihasilkan telah dapat digunakan. Selain itu juga bagaimana caranya dapat merangsang pihak industri lokal dapat turut serta memenuhi kebutuhan fasilitas yang selama ini masih harus didatangkan dari luar negeri.

ABSTRACT PERFORMANCE AND HOTELS WASTE MANAGEMENT STRATEGIES IN TOURISM REGION OF UBUD BALI The aim of this research was to know performance and formulate waste management strategies by star hotels in Ubud Tourism Region. Based on the result of the research, there were 2 hotels (14,28%) with very good classification, 6 hotel (42,86%) with good classification, 3 hotel (21,43%) with moderate classification and 3 hotels (21.43%) with poor classification. The strategy formulated to improve the effectiveness of hotels waste management especially for those for moderate and poor was by conducting analysis of internal factors (IFAS) and external factors (EFAS) which then analyzed with SWOT matrix. Based on the result of SWOT analysis using balance score card, it was found that the star hotel waste management condition which was in moderate category and poor was in quadrant III. This condition indicated that the strategy formulated in the combination of weakneas and opportunities. The formulation of strategy based on SWOT Analysis matrix were as follows: (1) Developing SOP of waste management by referring to the legislation in the environmental; (2) Improving and adding components of waste treatment facilities (WWTP, chimneys, and hazardous waste storage to meet technical standards; (3) Socializing waste management policy to all hotel employees; (4) Apply to the government waste management training for staff / human resources engineering division; and (5) Reporting the performance of the waste management system to the Gianyar Regency Environmental Office every 3 months. The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. This study aims to: (1) analyze the level of community participation in the development of ecotourism referrals; (2) analyze what factors are related to the level of community participation in the development of referred ecotourism; (3) analyze what strategies can be applied to increase community participation in the development of ecotourism referrals. The research method used in this research is descriptive method. The research was conducted in Kerujuk Hamlet, Mengala Village which was selected by purposive sampling with the consideration that the hamlet has an ecotourism program that involves the community. The determination of the number of respondents was determined by proportionate stratified random sampling using the Slovin formula and the number of respondents was determined to be 43 respondents. The collected data was then analyzed using a scoring system, Spearman rank correlation test analysis and SWOT analysis. The results showed that the level of community participation was included in the low category because community involvement was still lacking in all stages of activities carried out in an effort to develop ecotourism referrals. Factors related to the level of community participation are non-formal education (skills), income, length of stay and age. The strategy that can be applied in an effort to increase community participation is the WO strategy or weakness-opportunity, where cooperative efforts with the government or educational institutions are carried out to improve the quality of human resources to be more independent in managing creative and innovative referral ecotourism.

The local potential of the cultural heritage must be able to improve the village economy and the welfare of micro business craftsmen. Tedung is one of the medium of Hinduism ceremony. There is quite a tight competition in Tedung marketing. Marketing is difficult because people don't buy Tedung every day. The types of Tedung handicraft products produced by craftsmen in Mengwi village are still limited with several designs, even though according to their needs and functions. Strategic planning for business development needs to be made so that the operations of Tedung craftsmen can run effectively and efficiently. This study aims to formulate a business development strategy and make Tedung, the handicraft business of the Tedung as an economic booster for the community. This study uses descriptive qualitative research methods with SWOT analysis. This method is able to analyze strengths, weaknesses, opportunities and threats. The data were obtained from interviews with business owners and consumers. The research stages consisted of literature studies, field studies, problem formulation, conducting data analysis using SWOT, formulating marketing strategies for business development for Tedung craftsmen. The target output is that the craftsmen have the knowledge to develop business with increasing efficiency, productivity, scale of production and business competitiveness to get a better welfare.

Community Empowerment Strategy in Entrepreneurship Spirit Development in Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency Community empowerment as a development concept fulfills social values. One of the efforts is through entrepreneurship development. The community of Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency is a potential area to be empowered in the field of entrepreneurship. Therefore, this study aims to identify internal factors in the form of strengths and weaknesses as well as external factors in the form of opportunities and threats. After getting thesefactors, then the strategy of community empowerment was formulated in the development of entrepreneurship spirit. These factors were analyzed using IFASEFAS analysis, SWOT quadrant analysis, IE matrix, and SWOT matrix. The results showed that the main strength in Langkan Sub-Village is in the form ofavailable agricultural land adequate for the development of entrepreneurship. The main weakness is that there was no association, group or similar businessorganization causing the lack of coordination. The main opportunity is that there were increasingly serious efforts of the government to increase the number ofentrepreneurs both in agriculture and non-agriculture sectors. While the main threat is the flow of world trade that causes losses if they are not able to compete.Through the SWOT analysis quadrant, it can be seen that the community was on a progressive strategy. While the I-E Matrix formula finds the strategy of harvestand divestment. In addition, SWOT matrix analysis found 14 alternative strategies. The most priority strategy is to encourage human resources who are educated, have the skills, have the spirit and the willingness to go forward to follow the competition and the improvement of the entrepreneurial program sothat there is an increase of entrepreneurial competence.

This study aimed to analyze the development strategy of business and goat milk processing in the Goatzilla Farm, Lumajang, East Java. This research was descriptive. Methods of data by surveys using questionnaires. Data were analyzed by SWOT matrix to find out opportunities and threats in Goatzilla Farm. The results of the study used SWOT analysis. Alternative strategies recommendated in the Goatzilla Farm were SO strategies (Strength Opportunities), namely comparative strategy primacy, efficiency and internal development, and information technology to improve product quality. The results of the study showed to need cooperation with the government, farmers, and distribution networks to provide raw materials and increased product sales. The threat of Goatzilla Farm needed to watch out for was licensing which was processed immediately to support a bargaining position. There was no sufficient licensing, it could threat the sustainability of the business.

The development of mangrove forests as a mean of ecotourism has high economic value. The purpose of this study is to analyze the economic value of mangrove ecotourism. Determination of the sample is using the accidental sampling method. The data are collected by conducting interview and observation techniques in the field, the data will be analyzed descriptively and quantitatively through a travel cost method. The results show that ecotourism visitors come from inside and outside Lampung Province with an average travel cost is Rp 107.500/person/visit. The number of visitors reaches 1.200 people/year, so the economic value generated is Rp 129.000.000/year or Rp 1.038.647/ha/year. The object in the ecotourism location is quite simple, such as in the form of bridges, photo spots, seats, gazebo, and boats to surround the mangrove forest. The government and the community have an important role in the efforts to increase the economic value through the provision of facilities, quality and good services to ensure the sustainability of mangrove ecotourism.

The Micro, Small and Medium Enterprises (MSMEs) have an important role in economic development. It is reasonable if the empowerment of MSMEs gets special attention by the government, including MSMEs in tourism villages. The tourist village of Loram Kulon MSME which is one of the objects of this research is growing and diverse in both number and type. The diversity of MSMEs has resulted in village governments having difficulties in implementing MSME development programs that are in harmony with the characteristics of tourism villages. This study aims to formulate a business development strategy model for MSMEs in resource-based and local wisdom-based tourism villages. Except in the village of Loram Kulon, research has been carried out with the object of the Jambearum tourism village in Kendal Regency. The study used 7-10 samples of MSMEs taken randomly. Respondents are owners / managers of MSMEs. Data was collected through interviews with the help of questionnaires. Processed using descriptive statistics and analyzed quantitatively and qualitatively. From these two studies can be formulated a model of village tourism MSME development. The results show that the development model based on the SWOT analysis is the right model for formulating the tourism village MSME development strategy. This is because the SWOT analysis considers the internal and external conditions of MSMEs and provides four alternative strategies namely SO, ST, WO, WT which can be selected according to the general objectives of MSMEs in the tourism village
