Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

AbstractFrom many disasters that occurred in Indonesia, natural disasters are the most frequent disasters in the 2014-2018 time span. Natural damage is suspected as one of the factors that caused various natural disasters in Indonesia. Starting from climate change to the conversion of land from forests to commercial land. This research was conducted to see the role of the Yewena Village Consultative Body in protecting the environment in its region towards the needs of village development. Role is a conception used to understand the dynamics of the integration of individuals with a social system that refers to a set of rights and obligations that are normative, which is built by the prevailing social system. This research found that BPK members of Yewena Village, combined their role as BPK (exploring community aspirations for village development planning) with their role as adat leaders from the Tepra Tribe (protecting customary land and managing the natural wealth that exists in their territory according to applicable customary law). When the proposed development threatens one of the customary functions of the land, the BPK and the Village Government seek a middle ground so that development and protection of customary lands do not hurt each other. The study used a qualitative approach in the form of case studies using in-depth interviews, observation and literature studies in data collection techniques.

Village Government or also called Pemdes is a government agency tasked with managing village-level regions. This study aims to determine and analyze the influence of the progressive innovative leadership style of the village government on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah District, Prabumulih City. Primary data collection was carried out by distributing questionnaires and interviews to 90 respondents from 837 population representatives from the village government, community leaders, religious leaders, traditional leaders, women's groups and youth groups in Karangan Village, while secondary data was carried out with a literature review. The method used to analyze data is simple linear regression. The results of the analysis show that independent variables (leadership style) do not show a strong influence on the dependent variable (decision making) through testing the analysis of the coefficient of determination (R2). In addition, the results of the study also showed that the progressive innovative leadership style of the village government had no effect on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah Subdistrict, Prabumulih City. This can happen because the leadership style adopted by the Karangan village government prior to Law No. 6/2014 has applied leadership to open the widest possible participation space for the community to participate in transparent and accountable village development planning which later becomes a characteristic of the leadership style innovative progressive.
