Abstract This study aims to determine: (1) Leadership of Village Heads in Betao Village, Pitu Riawa Sub-District, Sidenreng Rappang Regency (2) Community Participation in the Development Planning Conference in Betao Village, Pitu Riawa District, Sidenreng Rappang District. (3) Government Leadership towards Increased Community Participation in Delivering Development Planning in Betao Village, Pitu Riawa District, Sidenreng Rappang Regency. This research is a quantitative research using descriptive analysis. The population in this study were 72 people, namely BPD (Village Consultative Body), PKK Members, Hamlet Heads, Farmer Groups, Religious Leaders, Youth Figures, and Community Leaders. Sampling uses saturated samples for sampling techniques if all members of the population are used as samples. Data collection techniques in this study used (1) observation, (2) interviews, (3) questionnaires. The data analysis technique uses a Likert scale with the help of the frequency table and the SPSS program (Statistical Product and Service Solution) version 16.0.The results showed that the leadership of the Head of the Village in Betao Village, Pitu Subdistrict, the District of Sidenreng Rappang with a percentage value of 49.46% with a category of "Fairly Good".While the indicator of community participation with a percentage value of 62,6 % with the category “ well implemented” Then government leadership on increasing community participation in Betao Village Pitu Riawa District, Sidenreng Rappang with value t count> t table, or 9.850> 1.99 with a significant level of 0.00 or smaller than 0.05 or categorized as significant.   Keywords: Community Participation and Leadership.

The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

ABSTRAKPenelitian ini bertujuan untuk menganalisis pengaruh kualitas sumber daya manusia, pengawasan Badan Permusyawaratan Desa dan partisipasi masyarakat terhadap akuntabilitas pengelolaan keuangan desa dengan sistem keuangan desa sebagai variabel intervening. Penelitian ini menggunakan metode deskriptif dan verifikatif. Populasi dalam penelitian ini adalah pemerintah desa se-Kecamatan Talaga dan Kecamatan Maja. Teknik analisis data menggunakan analisis regresi linear berganda. Hasil penelitian ini menunjukkan bahwa kualitas sumber daya manusia (SDM), pengawasan Badan Permusyawaratan Daerah (BPD), partisipasi masyarakat, dan sistem keuangan desa secara parsial berpengaruh positif terhadap akuntabilitas pengelolaan keuangan desa. Kualitas SDM dan pengawasan BPD berpengaruh positif terhadap akuntabilitas pengelolaan keuangan desa sedangkan partispasi masyarakat tidak berpengaruh terhadap sistem keuangan desa. Sistem keuangan desa mampu memediasi kualitas SDM, pengawasan BPD dan partisipasi masyarakat terhadap akuntabilitas pengelolaan keuangan desa. Implikasi dari penelitian ini untuk mewujudkan asas pengelolaan keuangan desa yang akuntabel diperlukan SDM yang berkualitas, Badan Permusyawartan Desa bertugas mengawasi secara baik dan selalu melibatkan masyarakat dalam rapat perencanaan pembangunan maupun pelaksanaan pembangunan desa jangka pendek maupun jangka panjang dan mengungkapkan penggunaan dana secara akuntabel dan transparan. ABSTRACTThis study aims to analyze the influence of the quality of human resources, supervision of the Village Consultative Body and community participation on the accountability of village financial management with the village financial system as an intervening variable. This research uses descriptive and verification methods. The population in this study is the village government in Talaga and Maja sub-districts. The data analysis technique used multiple linear regression analysis. The results of this study indicate that the quality of human resources (HR), supervision of the Regional Consultative Body (BPD), community participation, and the village financial system partially have a positive effect on village financial management accountability. The quality of human resources and supervision of the BPD has a positive effect on the accountability of village financial management, while community participation has no effect on the village financial system. The village financial system is able to mediate the quality of human resources, BPD supervision and community participation in the accountability of village financial management. The implication of this research is that to realize the principle of accountable village financial management, quality human resources are needed. The Village Consultative Body is tasked with supervising properly and always involving the community in development planning meetings and implementing short and long-term village development and disclosing the use of funds in an accountable and transparent manner.

Abstract. Community participation is very important in realizing sustainable village development, so that development planning can be felt by every level of society. Currently, the development carried out in Katapang Indah Village has not been fully participatory. This can be seen from the contribution of community participation in the development planning process, where the development being implemented has not responded to community needs. Given the importance of community participation in the development planning process, it is necessary to conduct a study on efforts to increase community participation in Katapang Indah Village, in order to realize sustainable development. The purpose of this study is to identify the form and level of community participation in the development planning process. By using the descriptive analysis method, the results show that community participation in Katapang Indah Village is included in the induced participation group with the form of vertical participation, where the community only follows policies that have been formulated by village leaders or traditional leaders. This is due to the lack of knowledge from the community about the importance of participating in the activities of the village development process. Efforts were made to (1) provide outreach to the public about the mechanism for community participation in the planning process; (2) increasing the intensity of socialization and counseling regarding development planning to the community; (3) increasing the role of traditional and community leaders in formulating decisions by taking into account the characteristics and needs of village communities.Keywords: community participation, development planning process, sustainable village developmentAbstrak. Partisipasi masyarakat merupakan sesuatu yang sangat penting dalam mewujudkan pembangunan desa secara berkelanjutan, sehingga perencanaan pembangunan tersebut dapat dirasakan oleh setiap lapisan masyarakat. Pembangunan yang dilakukan di Desa Katapang Indah, pada saat ini belum sepenuhnya dilakukan secara partisipatif. Hal ini dapat dilihat dari kontribusi partisipasi masyarakat dalam proses perencanaan pembangunan, dimana pembangunan yang dilaksanakan belum menjawab terhadap kebutuhan masyarakat. Mengingat pentingnya partisipasi masyarakat dalam proses perencanaan pembangunan, perlu dilakukan kajian mengenai upaya untuk meningkatkan partisipasi masyarakat di Desa Katapang Indah, agar dapat mewujudkan pembangunan berkelanjutan. Tujuan dari kajian ini adalah mengidentifikasi bentuk dan tingkat partisipasi masyarakat dalam proses perencanaan pembangunan. Dengan menggunakan metode analisis deskriptif diperoleh hasil bahwa partisipasi masyarakat di Desa Katapang Indah termasuk pada kelompok partisipasi terinduksi dengan bentuk partisipasi vertical, dimana masyarakat hanya mengikuti kebijakan sudah dirumuskan oleh pemimpin desa atau tokoh adat. Hal ini disebabkan karena kurangnya pengetahuan dari masyarakat akan pentingnya berpartisipasi dalam kegiatan proses pembangunan desa. Upaya yang dilakukan adalah (1) memberikan penyuluhan kepada masyarakat tentang mekanisme partisipasi masyarakat dalam proses perencanaan; (2) meningkatkan intensitas sosialisasi dan penyuluhan mengenai perencanaan pembangunan kepada masyarakat; (3) meningkatkan peran dari tokoh adat dan tokoh masyarakat dalam merumuskan keputusan dengan memperhatikan karakteristik dan kebutuhan masyarakat desa.Kata Kunci : partisipasi masyarakat, proses perencanaan pembangunan, pembangunan desa berkelanjutan

This study aims to determine transparency and accountability in the implementation of the Village Income and Expenditure Budget in Ngasem Village, Batealit District, Jepara Regency. Because in Ngasem Village, Batealit Subdistrict, Jepara Regency, the Village Budget has always increased. In the Village Revenue and Expenditure Budget, priority is placed on village infrastructure. The data used in this study were obtained from data collection and carried out by direct observations in the field with interviews. The data analysis technique used in this study is a qualitative descriptive analysis with data processing methods with triangulation techniques. This interview technique was conducted directly with the Village Head, Village Secretary, Village Consultative Body, and Village Communities in Ngasem Village, Batealit District, Jepara Regency. The results of this study indicate that the Ngasem village has carried out transparency and accountability in the Village Budget of the 2018 budget year. In general the transparency and accountability in Ngasem Village has been in accordance with the provisions and has run well and smoothly.

The The purpose of this research was to analyze the participation of community based on social capital to enhance tourist visit at Lake Toba Parapat North Sumatera. The study utililized both qualitative and quantitative methods. 80 respondents (head of family) were interviewed at Lake Toba Parapat North Sumatera. Thte analysis technique of data used quantitative research used descriptive statistics, and multiple regression analysis, whereas qualitative research started from the data organization, reduction and interpretation of data and took conclusion on the results of research. The results of the research showed that the hypothesis of research that there was a positive and significant influence between social capital on the community participation to enhance tourist visits in Lake Toba Parapat North Sumatra was accepted. Participation of community based on social capital to enhance tourist visit was in moderat and it can be further improved by social activities including communication, information sharing and education on the importance of community participation based on social capital such as cohesiveness, altruism, networking, coorperation, unselfish feeling, and trust.

This study aims to analyze the building village index (IDM) in the development of the village in Kuala sub-district of Nagan Raya regency. This research is descriptive qualitative and quantitative. The object of this study is 17 villages in the region of Kuala sub-district, while the data used in this study is sourced from primary and secondary data derived from document review, observation, FGD, and interviews from 2015 to 2017. Data analysis technique using descriptive analysis in the form of tables and diagrams, while the quantitative analysis using multiple regression tests with the dependent variable percentage of village fund accumulation 2015-2017, independent variables are IKL, IKE, IKS, and IDM. The results showed that the analysis of the use of village funds for development in Kuala sub-district positively influences the assumption p-value α = 0.005, sig of 0.001. Then with the development of village infrastructure and empowerment, the status of villages in the region of Kuala sub-district increased with an average developing status of 71 percent and advance village status of 23 percent.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

The Village

Indonesia has traditional architecture and traditional custom house that are specific and varied according to locally aplicable tradition, one of them is traditional house located in Aceh province called Acehnese house or rumoh Aceh. Lubok Sukon Village in Aceh Province is one of the village that still maintains the Acehnese houses as the residency and phisically as the identity of its region. The current development of residence is more directed to be current modern model of houses. This  will threaten the existency of Acehnese houses sustainability and will impact to the physical of its historical area, therefore an effort to preserve the Acehnese traditional housesis needed through community participation so that a sustainable preservation concept can be realized. The metodology applied in this research is qualitative and quantitativecombination method (mixed method) with descriptive analysis. The result of the research shown that the community participation on Acehnese houses preservation is still high based on their concern and interest along with their eagerness to maintain the existency of Acehnese traditonal houses by 82.5%. This is also in accordance with the conditions of the Acehnese housesalthough some traditional elements of the house have undergone changes, but visually the identity of Acehnese houses generally remains visible. The development of Acehnese houses preservation in Lubok Sukon is not only covered the building arrangements, but also the environment of village area.

Kedonganan beach is located in the village sub-district of Kedonganan Kuta, Badung Regency, Bali. Kedonganan beach has had a great revolution in the tourism development. Therefore, tourists always come to visit this beach. With a lot of tourists come, make the owner of tourism bussiness in the beach Kedonganan should be able to regulate and maintain the attitude in providing services to tourists. The purpose of this research is to know the approach of seafood culinary tour manager in providing services to the tourists. The method used to collect the data in this study are observation, interview, and literature study and the method used to analyze the data is qualitative descriptive analysis technique. The result of this research is the managers of the 4 selected cafes have different approach in providing services to tourists. The approach are such as service procedures , language learning and environmental cleanliness. From all of the approaches, although there is similar approach but they have different ways for the service provided. ABSTRAKPenelitian ini bertujuan untuk mendeskripsikan tata cara pelaksanaan upacara Reba dalam budaya masyarakat Kampung Luba   Desa Tiworiwu Kecamatan Jerebuu Kabupaten Ngada, mendeskripsikan makna simbol-simbol bahasa ritual Reba di Desa Tiworiwu. Manfaat penelitian ini adalah sebagai bahan masukan bagi masyarakat Luba   dalam memaknai nilai-nilai upacara ritual Reba, sebagai bahan untuk memperkaya kekhasan kearifan lokal bangsa sebagai suatu nilai luhur yang dianut oleh masyarakat Ngada pada umumnya dan masyarakat Luba   Desa Tiworiwu pada khususnya, sebagai bahan informasi bagi peneliti lain yang ingin mengkaji lebih lanjut masalah yang berkaitan dengan penelitian ini, sebagai informasi untuk membangkitkan dan menumbuhkan rasa cinta kearifan lokal lokal. Penelitian ini bersifat deskriptif kualitatif yaitu suatu analisis yang menggambarkan secara rinci hasil-hasil temuan di lapangan yang menggunakan pertanyaan-pertanyaan. Penelitian ini menggunakan teknik pengumpulan data yaitu dengan mewawancarai dan mengobservasi. Teknik analisis data yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa dalam upacara ritual Reba pada masyarakat Luba   Desa Tiworiwu Kecamatan Jerebuu mempunyai tata cara atau pelaksanaan yang dilakukan pada saat upacara ritul Reba seperti didalam nilai-nilai tersebut  antara lain: nilai religius, nilai filosofis, nilai kesenian, nilai moral, nilai magis, nilai ekonomi, nilai sosial, nilai hukum,dan nilai pendidikan.Ritual Reba merupakan sebuah acara yang patut dilaksanakan selama setahun sekali  perlu ditaati sejak dari  leluhur pada zaman dahulu kala dan harus terbawa terus sampai anak cucu. Apabila disia-siakan ritual Reba ini maka segala usaha tidak terkabul oleh perlindungan leluhur karena leluhur inilah yang membentuk budaya adat ritual Reba sehingga dikembangkan oleh generasi penerus. Dengan adanya upacara Reba dapat mengingatkan pesanan yang telah ditinggalkan oleh leluhur (Sili Ana Wunga) sebagai pioner pertama penyelenggara budaya Reba. Perayaan adat Reba merupakan upacara ritual magis karena seluruh tahapan upacara Reba wajib didahului dengan pemberian sesajian Roh  arwah leluhur agar dapat menguasai alam sehingga perayaan Reba dapat berjalan dengan baik.      Kata Kunci: Makna Simbolik Bahasa Ritual Reba  ABSTRACTThe background of this research is very important for the community as a ritual ceremony Luba   Reba embrace the values of the humanitarian nature that need to be maintained for the younger generations are relevant to the procedures established by the ancestral ceremonies. With the ritual Reba, Luba   people still believe in good faith that is not extinct and still retain its own culture and do not care about foreign cultures. The purpose of this study is to describe procedures for Reba ceremony in the village of Luba   culture Tiworiwu Jerebuu Ngada District, describes the meaning of symbols in a ceremony at Village Tiworiwu Reba. The benefits of this research is as an input for the Luba   in meaning values Reba ritual ceremonies, as a material to enrich the cultural distinctiveness of the nation as a virtue embraced by the community and society in general Ngada Luba   Village Tiworiwu in particular, for information for researchers others who wish to further examine the problems associated with this research, as information to generate and foster a love of local culture. This study is a qualitative descriptive analysis that describes in detail the findings in the field who use the questions. This study uses data collection techniques that is by interviewing and observing. Data analysis technique used is descriptive qualitative.The results showed that in the ritual ceremony at the Luba   Village Reba Tiworiwu Jerebuu District has procedures or operations to be carried during the ceremony ritual Reba like in those values among others: the religious, philosophical values, artistic values, moral values, the magical , economic value, social value, legal value, and value education. Reba ritual is an event that should be implemented over a year since it need to be adhered to from ancestors in ancient times and must be carried on until our children and grandchildren. If the ritual Reba wasted this then all the effort is not granted by the ancestors for protection of ancestral indigenous culture that has shaped so that Reba rituals developed by future generations. With the ceremony to remind Reba orders that have been left by the ancestors (Sili Ana Wunga) as the first pioneer of cultural organizers Reba. Reba is the customary celebration of a magical ritual for all phases of the ceremony must be preceded by Reba Spirit giving offerings to ancestral spirits can control nature so that the celebration of Reba can run well. Keywords: symbolic language meaning of the ceremony Reba
