So far, the government has realized the village fund budget every year. Therefore, every village government is obliged to make development plans that can support the welfare of the community by prioritizing community priorities or needs. The purpose of this study was to analyze the village fund allocation policies in village development planning. This type of research is descriptive qualitative. Data collection techniques are carried out by observation and interviews, then analyzed using qualitative analysis techniques. Data processing is done by reducing, categorizing, and concluding and presenting data. The results of this study found that so far the village fund allocation policies have been implemented well, such as meeting basic needs, building facilities and infrastructure, developing local economic potential, and utilizing natural and environmental resources. Likewise the face of the regional planning of Sei Rotan Village by using the Village Fund budget has been able to leverage the improvement of Village welfare. However, the problem is that the planned program has not been fully fulfilled due to limited human resources and budget. The regional development realized with village funds is the construction of roads, bridges and drainage at flood-prone points. The land use pattern of the Sei Rotan area shows the expansion of the built-in land in the form of developer housing and community villagesKeywords: Village Fund, Development, TerritoryPemerintah sejauh ini telah merealisasikan anggaran dana desa setiap tahunnya. Oleh karena itu, setiap pemerintah desa wajib membuat perencanaan pembangunan yang dapat mendukung kesejahteraan masyarakat dengan mengutamakn perioritas atau kebutuhan masyarakat. Tujuan penelitian ini adalah untuk menganalisis kebijakan alokasi dana desa dalam perencanaa pembangunan wilayah desa. Jenis penelitian ini adalah deskriptif kualitatif.. Tehnik pengumpulan data dilaksanakan dengan observasi dan wawancara, kemudian dianalisis menggunakan tehnik analisis kualitatif. Pengolahn data dilakukan dengan mereduksi, mengkategorisasikan, dan menyimpulkan dan menyajikan data. Hasil penelitian ini menemukan bahwa selama ini kebijakan alokasi dana desa telah dilaksanakan dengan baik seperti pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana, pengembangan potensi ekonomi lokal, dan pemanfaatan sumber daya alam dan lingkungan. Demikian halnya wajah perencanaan wilayah Desa Sei Rotan dengan menggunakan anggaran Dana Desa telah mampu mengungkit peningkatan kesejahteraan Desa. Namun permasalahannya belum sepenuhnya program yang direncanakan terpenuhi dikarenakan keterbatasan sumberdaya manusia dan  anggaran. Adapun pengembangan wilayah yang terealisasi dengan dana desa adalah pembangunan jalan, jembatan, drainase pada titik-titik rawan banjir. Pola pemanfaatan lahan kawasan Sei Rotan memperlihatkan perluasan lahan terbangun dalam wujud perumahan pengembang maupun perkampungan masyarakat.Kata kunci: Dana Desa, Pembangunan, Wilayah

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

Gampong is the lowest government in the government system in Indonesia. In recent years, gampongs or villages have been given great authority in implementing village governance, especially in preparing village / gampong development plans. In implementing the gampong government, the keuchik who leads the gampong government, apart from being assisted by the village secretary and gampong apparatus, is also assisted by a customary institution known as Tuha Peut. One of the functions of tuha peut is given the authority to carry out the joint development planning function with the village keuchik as outlined in the RKPG document. The socialization of tuha peut functions in gampong governance is necessary to provide an in-depth understanding of the duties and functions of tuha peut as partners of the gampong government in implementing the wheels of government and development. The formulation of the problem in this activity is limited to the socialization of tuha peut's function in compiling a work plan for village development (RKPD / G). Corruption is deeply rooted in Indonesia. This fact is undeniable when this crime has occurred at the lowest government level, namely in the village government. One sample of cases raised in this study is the alleged Corruption Crime committed by the Head of Tanjungsari Natar Village, South Lampung, named Robangi. The problems examined in this alleged criminal act are the factors causing the perpetrator to commit the criminal act of corruption. Second, the pattern of countermeasures carried out by APIP in resolving the case. The method used is qualitative and in the research data collection using a normative juridical approach and empirical juridical. Meanwhile, the theory used as a knife of analysis is the theory of Non-Penal Policy proposed by Muladi and Barda Nawawi Arief, which states that "non-penal policy is the prevention of crime which prioritizes the prevention of crimes committed by guidance, aims to prevent before the crime occurs, and/or the perpetrator does not repeat his actions".The results showed that the factors causing the perpetrator to commit these acts were because the project implementation was not following the proposal, the use of funds was not per the project proposal (total loss), the reason was that at the request of the community, the planned construction was moved to another place. This act is procedurally violating the SOP for the management of state finances. However, empirical facts prove no state loss in the corruption crime allegedly committed by the village head. Based on these facts, APIP South Lampung Regency has implemented a countermeasures policy by imposing administrative sanctions on the village head of Tanjungsari, Natar District, South Lampung.

The purpose of the study was to find out and explain the process of managing the Village Fund Allocation (ADD) in South Marisa Village, Marisa District, Pohuwato Regency and what factors influenced the management of Village Fund Allocation (ADD) in Marisa Selatan Village, Marisa District, Pohuwato District. The method in this study is descriptive with a qualitative approach. Descriptive form is a form of research that focuses on the actual problems or phenomena at the time of the research and describes the facts about the problem being investigated as followed by accurate interruptions. The informants in this study were, the village head of South Sumatra, the village secretary, the village treasurer, the head of the BPD, the head of the hamlet and the community leaders of South Sumatra. The results of the study show that the ADD Management Process includes Planning, Implementation, Administration, Reporting and Accountability. ADD management carried out by the Government of South Marisa Village, Marisa Subdistrict, Pohuwato Regency has followed the rules of technical guidelines that have been regulated in the legislation. but the process is still not optimal. This can be seen from the reporting process and the liability that has been delayed. For the Realization Reporting Process, the use of ADD is not yet in accordance with the predetermined schedule, causing delays in disbursing the Fund for the next stage. Likewise with the Pertanganggung answer for the use of ADD so that the community cannot evaluate the work of the village government and accountability to the regional government that is not implemented in a timely manner.

The village funds allocation given by the government of Banyuwangi Regency to the villages in the Pesanggaran sub-district is an effort to motivate the village in financing the activities of the Village Government.The purpose of this study is to describe, explain and analyze the accountability system in the management of Village Fund Allocation in the District Pesanggaran Banyuwangi. This research uses field research method which gives description about Accountability of Village Fund Allocation Funding in Pesanggaran District of Banyuwangi Regency. Data collection techniques using observation, interview and documentation techniques, by selecting informants who play a vital role and are involved technically and functionally in Accountability Management of Village Fund Allocation. The data that has been obtained then analyzed using qualitative research method. The results of this study are: (1). Village Fund Allocation Planning in Pesanggaran Sub-District, first discussed in the village development plan, involves the community in decision-making and to determine the development to be implemented in the village located in Pesanggaran sub-district. (2). Implementation of the Village Fund Allocation, implemented transparently, local villagers were given access to know the use of the village funding allocation fund. For example, from the activities carried out in installing information boards of ongoing projects / activities such as writing what activities are ongoing, how much funding is used, how long the implementation of the duties, and who the executor. (3). Accountability in the implementation of the allocation of village funds should be done as a form of village government accountability in managing funds obtained from the government. This study aims to  examine and find out the implementation of Permendagri No. 113 of 2014 in Ngesrepbalong Village, Limbangan, Kendal Regency and  analyze the obstacles faced by village officials in its implementation.This study uses a qualitative approach with a case study research strategy. Data obtained through interviews and documentation studies.The results of the study show the Implementation of Permendagri No. 113 of 2014 in Ngesrepbalong Village can generally be seen from the following findings: Fund allocation is not appropriate in accordance with the provisions;  There is a discrepancy between the list of program activities that have been agreed upon in the village meeting with the details of the activities contained in the RKP table; There is an RKP that does not include a discussion on the evaluation of the previous year's financial use;  in the aspect of transparency, the Village Government has implemented it by informing the allocation of funds and the development of their use on information boards in the village office. Penelitian ini bertujuan untuk mengkaji dan mengetahui implementasi Permendagri No 113 tahun 2014 di Desa Ngesrepbalong Kecamatan Limbangan Kabupaten Kendal dan menganalisis kendala yang dihadapi aparatur desa dalam pelaksanaannya.Penelitian ini menggunakan pendekatan kualitatif dengan strategi penelitian studi kasus. Data yang diperoleh melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan Implementasi Permendagri No 113 tahun 2014 di Desa Ngesrepbalong dapat dilihat dari temuan berikut ini:  Pengalokasian dana tidak tepat sesuai dengan ketentuan; Adanya ketidaksesuaian antara daftar program kegiatan yang telah disepakai dalam musyawarah desa dengan rincian kegiatan yang ada dalam tabel RKP; Terdapat RKP yang tidak mencantumkan pembahasan mengenai evaluasi penggunaan keuangan tahun sebelumnya; pada aspek trasnparansi, Pemerintah Desa telah melaksanakannya dengan menginformasikan pengalokasian dana dan perkembangan penggunaannya pada papan informasi di kantor desa.

Village Allocation Fund is a fund allocated by the Government for village in Tegalregency, which rises from the central and balance financial of fund received by districtarea. The Village Fund Allocation as one of village income source is expected to financevarious development programme in the village so that it can improve the prosperity ofthe local community. Funds from districts are provided directly to villages to be managedby the Village Government. This research was meant to find out how the implementationof village allocation fund policy in Margasari village and knowing the influence factorsof this implementation. This research using qualitative research methods. The resultsshowed that the implementation of village allocation fund policy are still less effectivethat is seen from the precision implementation aspects such as society participation inplanning process, performance of implementers, compatibility allocation with regulation,accountability of Village Allocation Fund, and benefit of Village Allocation Fund forvillage autonomy. The factors that influence the implementation such as communication,resource policy, disposition of the implementor and bureaucratic structure are still lessoptimal too. Based on these conclusions, the researcher recommend to theimplementation agency should have high commitment and increase the quality of villagehuman resources and also take maximal advantages of financial sources in order toachieve the purpose of this policy.

This study aimed to describe the implementation of the preparation and determination of the Village Medium Term Development Plan and the Village Government Work Plan and the factors that influenced their preparation and stipulation. This research used an empirical juridical legal approach or sociological legal research, with a sociological juridical research type. The types of data in this study include primary, secondary, and tertiary data obtained through observation, documentation, interviews, focus group discussions, and conventional and electronic literature studies. The data were analyzed using qualitative juridical methods. The implementation of the preparation and stipulation of Village Mid-Term Development Plans and Village Government Work Plans in most villages was still “legally flawed and sociologically flawed”, starting from the formation of a compilation team, data collection, assessing potential and problems, aligning policy directions for district development planning, drafting designs, discussions, and the stipulation had not been implemented as instructed by the statutory regulation on villages. Factors that influenced the formulation and determination were categorized into factors that cause formal and material defects and factors that cause juridical-sociological defects. The factors that were causing formal and material defects include juridical, political, human resources, and community culture factors. The factors that were causing juridical-sociological defects include political, juridical, lack of facilities, technology, and culture.

Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

AbstractObjective – This study aims to analyze the performance of village governments in managing financial resources of the budget year 2016 in Lut Tawar District, Central Aceh Regency, according to the Indonesian Minister of Home Affairs Regulation (or PERMENDAGRI) No. 113, 2014. Design/methodology – This research is a descriptive research with a qualitative approach is a type of research where the researcher describes or deeply analyzes the result of a research about an object and then adds it with sources which already existed in the research object. The data was gathered through number of interviews and document analysis.  Results – The result of the research shows that the performance of the village government in managing fund allocation in Lut Tawar Sub-district at the planning stage has been running well. The implementation stage has been completed where all the programs and activities are executed in accordance with the plan. The administrative stage has been done well by the treasurers and every month the treasurers have accounted for every acceptance and expenditure to the village headmen. In the reporting stage, the delay in submitting accountability report is caused by some negligence by the party from the village government. At the accountability stage, the accountability reports were reported as well as evaluated with the village government community and transparent to the community for every use of village funds in the form of information posted on the information boards in the office of the village headmen and billboards installed in front of the village headman office.
