The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The system of foresight methods is most often used to solve research problems that are distinguished from the continuity of historical chronology. The aim of our study is to search for new approaches to measuring, assessing and forecasting the economic and financial potential of the agricultural sector, in order to develop an adequate public administration strategy. We have set the task to answer what effect this trend will have for the agricultural sector and the economy of Ukraine in the coming years. We used normative-system analysis - an approach that allows to identify measures that stimulate or limit the implementation of a particular scenario for a particular research subject. This method is aimed at formulating policies and foresight strategies, which are implemented by calculating the financial potential of the agricultural industry. The basis of the research was the hypothesis that the financial potential of the macro level should be analyzed according to the current foresight strategy method, which involves (i) identifying the object of forecasting (agrarian sector), (ii) determining the essential conditions (targets that the financial potential for sustainable development should correspond to), (iii) scanning the environment (what resources and types of potential are related to financial), and (v) identifying alternatives and possible future scenarios (building a balance sheet of financial resources). The results of the statistical analysis suggested that the main determinants of the financial potential are:  the volumes, structure, and proportions of reproduction. Furthermore, the efficiency and strength of financial potential are compared with the main macroeconomic indicators of rural development. The results revealed that the necessity of state regulation of financial flows connected with the agrarian sector is substantiated by monitoring the process of forming financial flows in a number of key parameters with the aim of observing the equivalence of all management forms to financial resources. This research contributes to the previous literature on Ukraine context, where we proposed ways to improve the quality of financial potential, the conditions for its formation and distribution and redistribution in accordance with the National Concept for the Development of the Agrarian Sector (2015). Additionally, this research will pave the way for the adaptation of foreign experience, including international comparisons of financial flows and state support.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The prospects of creation of cooperatives for the provision of oilseeds processing services for the energy needs of agribusinesses and provision of livestock feed with forages are argued. The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Institutional dynamics refers to understudied processes both in economic theory and in economic practice. There is a lack of systematic knowledge on the composition, structure, and functioning of the basic socioeconomic institutions exactly of the investment process, therefore, the purpose of the paper lies in the study of institutional support for attracting investments in the agrarian sector of the economy. Methodology. The theoretical and methodological basis of research is the dialectical method of cognition and systematic approach through which there are theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the institutional environment of investment provision of the agrarian sector of the economy includes, on the one hand, agricultural producers with relevant on-farm structural units, managers, professionals, organizers of production and economic processes; in rural areas; local authorities and government; and on the other, a set of functionally competent institutions (legal, scientific, educational, informational, financial, controlling, deliberative, etc.). Each of these institutions has a corresponding purpose, socio-economic relevance, and is an integral part of this system. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduced reliability assurance of property rights and enforce contracts. Value/originality. The increasing importance of the institutional environment of investment provision of the agrarian sector of the economy gives an opportunity to define the latter as an important intangible factor in the development of agriculture and society as a whole, which creates the necessary conditions for transformation and development of the agrarian sector. The formation of a modern institutional environment should include a system of regulators, which would provide favourable conditions for attracting domestic and foreign investment, further structuring of the economic complex of the agrarian sector, the reduction of regional asymmetries of socio-economic development. How full the institutional environment of individual units of the investment will be depends on the realization of economic and social development priorities of the Ukrainian village.

Abstract The complex analysis of the main stages of Ukraine’s agricultural sector development for the independence period has been done in the paper. It was established, that institutional changes in the agricultural sector of economy occurred concerning following institutions: private property, state regulation, pricing, social capital, competition. The peculiarities of land and property private ownership forming as agri-reforms basis have been determined. Post-Soviet institutions destruction caused rapid decrease of economic development and rural population welfare at the first stage of transformations. The main tendencies of agrarian sector functioning under market conditions, providing growth of the agricultural production and export potential of Ukraine have been identified. It was proved, that progressive economic changes did not provide similar results in rural areas development. As a result, the necessity of focusing on humancentric model of rural development was grounded.

Based on the retrospective analysis, the necessity of state regulation of the grain market in the conditions of sustainable development is proved in the article. The priority directions of improvement of organizational and economic regulation of sustainable development of agricultural production are offered and the degree of development of each element of the infrastructure of the agrarian market, their mutual influence on the development of the agrarian sector is determined.

Insufficient efficiency of agriculture, its place and role in the system of the national economy predetermine the need to develop scientific provisions for the fair prices formation within the framework of relations between participants in the agri-food market. Purpose of article. Determine the fair price concept specifics for agricultural products, substantiate the functions and factors of its formation, identify the shortcomings of the current pricing policy in the agricultural sector of Belarus, formulate directions for improving the mechanism of state regulation of the industry development. The object of research is the mechanism of pricing for agricultural products in the Republic of Belarus. Methods used in research. The theoretical and methodological basis for the study was the domestic and foreign scientists works on pricing and the formation of the food cost. During the research, the following methods were used: monographic, abstract-logical, normative, synthesis and system analysis, etc.  The hypothesis of the study. Achieving fair prices for rural products requires improving the practice of determining them. Presentation of the main material. The article presents the author's position in relation to the development of scientific and methodological approaches to fair pricing of agricultural products, which are based on the analysis of the agri-food products multi-link value chain. Originality and practical value. The scientific novelty of the research lies in the substantiation of theoretical approaches, principles and directions for the formation of fair prices for agricultural products, taking into account the specifics of the industry and the emerging intersectoral relations. Conclusions. Achieving a fair price is possible only through the implementation of the principles, laws and regularities of "justice" within the framework of the formation of effective relationships between business entities and the observance of national interests.

The effectiveness of the use of financial and credit resources is largely determined by the methods of their distribution in directions and methods of bringing them to the final recipient. The current level of development of financial and credit relations in agriculture indicates the relevance of the formation and development of an adequate system of state regulation and financial support for the agricultural sector of the economy.The system of state regulation and support of the agricultural sector of the economy is represented by a number of relevant mechanisms. This system is implemented in practice by mechanisms of price, tax, credit and financial regulation, mechanisms for regulating social development, direct budgetary support within the framework of special targeted programs.In the course of the research, the task was set to identify the relationship between the amount of financial resources received by agricultural producers in the form of government support and the amount of agricultural products they produce. To resolve this issue, we analyzed the volumes of gross agricultural production and the volume of financing of agricultural producers in the country as a whole and in the context of regions for the period from 2016 to 2020.The analysis showed that there are certain shortcomings in determining the amount of financing. So, for example, in a number of regions with the same volumes of gross agricultural output, the volumes of financing differ sharply with the same structure of resources used. And vise versa, in other regions, which are provided with an approximately equal amount of funding, the level of gross agricultural output differs sharply. From the point of view of ensuring a more rational and efficient distribution of state financial resources, first of all, they should be provided to those agricultural producers who achieve a stable annual growth of production indicators in crop and livestock raising.
