The purpose of the article. The article covers the mechanisms of behavioural economics introducing into the state policy of the country. This problem becomes especially relevant in modern conditions as people tend to make unreasonable economic decisions. The purpose of this paper is to research the irrational motives of individuals’ behaviour in making economic decisions and to determine the measures for introducing the mechanisms of behavioural economics in the state policy of Ukraine. Methodology. The survey is based on the analysis of the scientific papers of the following scientists in economics: A. Smith, K. Marks, J. Bentham, M. Weber, J. Schumpeter, A. Marshall, J. Keynes, H. Simon, H. Becker, V. Smith, D. Kahneman, A. Tversky, Richard H. Thaler, G. Akerlof, R. Shiller; on the empirical analysis and on the analysis of the behaviour economic instruments. The objective of the article is the survey of irrational motives of human behaviour during the decision-making process in economic conditions, to determine the influence of the irrational motives on social and economic development and to develop measures and activities for implementation of behavioural economics mechanisms in the state policy. The subject of the article is theoretical and methodological aspects of the behavioural economics mechanisms in the state policy. The results. The research in the article shows and explains the main trends of the behavioural studies in the modern condition, in particular: behavioural finance, behavioural game theory, the problem of making a choice in time, prospect theory. One of the examples of Herding behaviour shown in the article is the peculiarities of behavioural aspects of financial markets. Special attention is given to the “nudge theory” used by the leading countries. Behavioural economics possess the instruments, which maintain the decent living of the population and sustainable social and economic situation in the society. The results of research represent that the behavioural peculiarities of the society together with the interaction with the state policy result in the distrust of the society to the authority’s representatives. Besides, the low-income level of the population leads to the predominance of survival values in the society, while in the highly developed countries, the values of self-expression dominate. It is proposed to implement behavioural economics mechanisms in state policy of Ukraine while making economic decisions. Conclusions. Due to the new trends in economic development such as informatization, and digitalization, new ways of the economic behaviour of the population take place. One of the key aspects is the psychological approach to the decision-making process in the economic environment. Thus, behavioural economics becomes of great importance in modern society.

The political decision-making process has always been at the center of attention of states. In this regard, there are a number of theories and practical manifestations that reflect the whole essence of the decision-making process. The specificity of the decision-making process in conditions of the state is rather due to the important principles of reciprocity and proportionality. The main goal here is the implementation of an effective state policy with the participation of all, as well as the adoption of joint mutually acceptable decisions. Making joint decisions leads to the fact that not one, but all will be blamed for the results and consequences. The adoption of effective decisions is conditioned by the stages of decision making, which form the basis of this process by appropriate methodology and modeling. One of the important issues is the issue of decision-making in emergency or critical situations, a process that has special procedures and technologies. The role of communication technologies is also important, when the decision-making process is accompanied by the use of diplomatic or negotiation tools.

The author presents an analysis of the political decision making process regarding the teaching of religion in Denmark from 1900 until 2007. The author uses Norbert Elias’s concept of the survival unit as the analytical framework of the study. Instead of a classic secularization narrative in which the secular and religious spheres of society are differentiated into separate realms as the process of modernization unfolds, a different narrative emerges in which the State has used the teaching of religion as an instrument to further its vital interests, especially with regard to its international relations.

This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

The suspense-filled attempted partial privatization of the Narva Power Plants in the neo-liberal darling Estonia involved a rich cast, from trade unions and local scientists, via Estonian courts and ombudsmen to international consulting firms, major global banks and the US government. More important, a detailed single case study on the democratic decision-making process in this privatization case makes it possible to go beyond common generalizations regarding the consequences of neo-liberalism for democratic processes. It shows that purported proponents of economic neo-liberalism such as the US government sometimes use their arguments to advance the narrow business interests of politically well-connected firms. Established private firms can behave in a more rent-seeking manner than publicly owned, ex-communist companies. Liberal economic principles of open competition and a level playing-field are at times used by actors in the democratic process to question top-down, opaque economic decisions.

The paper presents the decision support under risk by the risk averse decision maker. Decision making under risk occurs when the result of the decision is not unequivocal and depends on the state of the environment. The decision making process is modeled with the use of multi-criteria optimization. The decision is made by solving the problem with the control parameters that determine the decision maker's aspirations and the evaluation of the solutions received. The decision maker asks the parameter for which the solution is determined. Then, evaluate the solution received accepting or rejecting it. In the second case, the decision maker gives a new parameter value and the problem is solved again for the new parameter. The work includes an simple discrete problem of decision support under risk

Kerala has been a destination for many economists from all around the world for its ‘unique model of development’. The basic sustainable indicators of human capital attainment of Kerala, despite its low income, are probably an exception in the human capital theory. Professor Amartya Sen, on many occasions, cited a ‘new paradigm of social development’ in the state. Many world bodies like UNDP, WHO, UNICEF, etc. have acknowledged this at different times. The development paradigm of Kerala had been a source of inspiration for the preparation of the Human Development Index (HDI) in 1990. The strong record of basic health has made the state comparable with developed countries.

The paper deals with the evaluation of the state tourism policy of the Czech Republic. Primarily it focuses on the accomplishment of the strategic document the Concept of the State Tourism Policy of the Czech Republic for 2014-2020. The activities related to particular measures are examined and as well as the implementation of tools used by the state tourism policy is analysed. The state tourism policy of the Czech Republic is also confronted with the theoretical background. Therefore, the attention is paid to the decision-making process, the legitimacy of state interference in tourism and the role of the state in tourism policy. It is emphasized that external factors (e.g. global trends or COVID-19) have an impact on the decision-making process and the direction of tourism policy. The paper is based on the qualitative analysis of documents, which is supported by the analysis of secondary data sources.

Decision making points out to the consequences of past or future behaviors. An individual has to make decisions on all subjects throughout his life. An important part of these decisions are economic decisions. Individuals make decisions such as renting, buying, buying new goods, migrating, changing jobs, making investments, enterprise, choosing holidays, evaluating savings. Non-rational decisions are observed although individuals should make rational decision, according to mainstream economics. In this study, the effects of the emotions that form the basis of psychology, such as time, option constraint, opportunities, risk taking, risk aversion, procrastination, rush, or uncertainty, inconsistency, intuitive movement, cognitive error in the decision-making process of individuals are discussed. For this purpose, the characteristics of decision-making process, individual effects of cognitive of emotions, individual decision making theorems in economic theory and behavioral economics literature are mentioned. It is thought that the role of emotions that shape behaviors should be known in the regulation of economic life that is determined according to human behavior.

Governence which means that governing structures act in unision instead of acting seperately is also very significant in the field of health. In this regard, governence approach aims at accomplishing the sense of simultaneous governing corresponding with creating policies and decision-making process by ensuring the participation not only the state but also citizens,private sector and non-governmental organizations (NGOS)  as important factors of change.This study aims at assessing whether deficiency in relation with the health tourism in Turkey relates to the governence or not. For that purpose, Antalya that is one of the most important provinces of Turkish tourism has been chosen as a range of application and magnitude of governence of Antalya in the field of health has been tried to be measured by carrying out survey study consisted of public-private institutions and organizations, and the authorities of non-governmental organizations with the over 106 people.According to the results of the suvey, there is a lack of governence in the field of health tourism in Antalya, and this endangers the potential of health tourism. So, being collaborated an advertisement, information and application activity in harmony on the health tourism, and being established public politicy are an important acqusition for both the country and Antalya in terms of economic, political, social and cultural. ÖzetYönetim yapılarının tek başlarına hareket etmeleri yerine, birlikte hareket etmeleri anlamına gelen yönetişim, sağlık turizmi alanında da önemli bir yer tutmaktadır. Bu bağlamda yönetişim yaklaşımı, politika oluşturma ve karar verme süreçlerine değişimin önemli aktörleri olarak sadece devletin değil; yurttaşların, özel sektör ve Sivil Toplum Kuruluşları (STK)'nın da katılımını sağlayarak birlikte yönetim anlayışını hayata ge­çirmeyi amaçlamaktadır. Bu çalışmanın amacı, Türkiye'nin sağlık turizminde eksikliğinin yönetişim olup olmadığını belirleyebilmektir. Bu amaçla, Türk turizminin en önemli illerinden biri olan Antalya, uygulama bölgesi olarak seçilmiş ve kamu-özel sektör kurum ve kuruluşları ile STK'nın yetkili kişilerinden oluşan 106 kişi üzerinde yüzyüze yapılan anket çalışması yöntemiyle Antalya bölgesinin sağlık turizmi alanında yönetişim boyutu ölçülmeye çalışılmıştır. Anket çalışmasının sonuçlarına göre, Antalya’da sağlık turizmi alanında yönetişim eksikliği vardır ve bu eksiklik sağlık turizmi potansiyelini tehdit eder sonucuna ulaşılmıştır. Bu bağlamda sağlık turizmi alanında yapılacak olan tanıtım, bilgilendirme ve uygulama faaliyetlerinin işbirliği içerisinde yapılması, kamu politikalarının da bu çerçevede oluşturulması hem ülkemiz, hem de Antalya ili açısından ekonomik, siyasal, sosyal ve kültürel anlamda önemli bir kazanç olacaktır.
