Economic security is of interest to both economics and other social sciences. This is due to the interdisciplinary nature of economic security, but also different research perspectives. Economic security is expressed primarily in the economy's ability to survive and develop. The greater the economic potential of the economy, the more secure and stable its economy is. Financial resources are the basis for the operation and implementation of current and development tasks. The aim of the article is to assess the diversity of economic security of rural communes using a synthetic measure. Empirical data were collected in spatial terms of 484 rural communes of the Eastern Poland region for 2009-2018. The analysis showed that rural communes of eastern Poland are characterized by significant disparities in the field of economic security. It seems that the main reason for the relatively small impact of financial conditions on economic security is their strong dependence on transfer revenues transferred from the state budget and the amount of current expenditure. The above circumstances stiffen and stabilize the financial economy, making it relatively less susceptible to the influence of other factors. The obtained results may constitute an important source of information for local government authorities on the disproportions existing between units, for determining potential directions of optimization of the local finance structure.

Communes are a place of both economic activity and creation development. They have autonomy in making decisions in the fields of financial, human, and material resources. This research was carried out with the use of a synthetic measure. The aim was to show the impact of financial variables on the development process of rural communes in eastern Poland. The data were collected in spatial terms for 484 rural communes from the region of eastern Poland. The choice of variables was conditioned by the availability of GUS data for the period 2009–2018. The distribution of the evaluation of the development and financial situation of rural communes in eastern Poland was spatially polarized. The reason for the low impact of financial conditions on the development of rural communes in eastern Poland is their dependence on income transferred from the state budget. This stiffens and at the same time stabilizes the financial economy, making it relatively insensitive to the influence of other factors. Low independence can be a significant barrier to future local development. Finance and the economy are intertwined. Actions taken with respect to these must be based on analyses that facilitate making the right decisions.

The purpose of this study is to analyze the components of the budget system of Ukraine as factors of financial and economic security to identify negative trends in the context of the implementation of decentralization reform. It is proved that the research of this direction should start with the analysis of the conceptual apparatus and structural relationships between categories. At the top level of the hierarchy there is the category of national security of Ukraine, which, according to current legislation, means the protection of state sovereignty, constitutional order and other national interests of the country from real and potential threats. The category of financial and economic security is also often used in the scientific literature. Given the above classification, in this case we are talking about the financial security of the country as a factor of economic security. Methodology. To stimulate economic development, the practice of modern budget regulation provides for the presence of a planned deficit, which is a source of local and public debt. Depending on the areas of its financing, there are domestic and foreign, local and national debts. The relationship between the above indicators determines the level of budget security of the country, which is one of the most important factors of financial stability was identified in the work. Results. It is proved that, according to the results of the analysis, practical recommendations on budget policy of Ukraine as a factor of financial and economic security should take into account the following steps: against the background of growing social burden on the budget, it is necessary to continue the redistribution of budget funds in favour of the regions, which will increase their level of financial autonomy and reduce the amount of transfer payments; pursue a strict restriction policy to prevent the growth of the state budget deficit and uncontrolled increase in debt; the problem of pension provision increases the burden on the state budget every year. It is necessary to take measures to create a cumulative system of state and non-state pension insurance. Practical implications. The practical consequences prove that in 2016 the public debt of the consolidated budget of Ukraine reached a record 81% of GDP. However, effective economic and budgetary policy allowed to reduce it in 2019 to 50.3%, which was positive. Moreover, the share of external debt was 29.2%. The high budget deficit in 2020 will lead to an increase in debt to 58.7% of GDP, which offsets the previous positive changes. It is determined that at the beginning and at the end of the study period the expenditures of the pension system of Ukraine have been equal to about 10% of GDP. At the same time, financing from own revenues has decreased from 8% to 6%, which is negative. The most critical situation became after 2013, when this indicator began to decline rapidly, increasing the burden on the state budget. Value/originality of the work is an analysis of the components of the budget system of Ukraine as factors of financial and economic security, which in contrast to the existing ones is based on the need for further implementation of decentralization reform and allows to develop practical recommendations for budget regulation.

Oil and gas is a non-renewable resource that plays an important role in the economy. It is forecasted that by the middle of the twenty-first century, oil and gas still holds the leading position in primary energy balance in many countries. The world energy consumption in 2020 was over 4.1 billion tons of oil and 3,853 billion m3 of gas [1]. During 60 years of construction and development, Vietnam's oil and gas industry has made important contributions to the economy, especially helping the country overcome the energy crisis and budget deficit in the 1990s. By the end of 2020, the total production amounted to over 424 million tons of oil and condensate, and over 160 billion m3 of gas; at one time even contributing nearly 30% of the State budget and 22 - 25% of the GDP. Especially, the formation of important coastal petroleum industrial zones and oil and gas projects on the continental shelf have contributed to ensuring national sovereignty and national security. The demand for oil and gas in the energy balance increases rapidly with the speed of socio-economic development. It is forecasted that in the near future, Vietnam will no longer be self-sufficient in supply and must import completely to meet the country's energy demand. In parallel with proactively implementing urgent technical and technological solutions, Vietnam's oil and gas industry needs mechanisms to increase reserves and maintain oil and gas output, as well as prepare the next steps for transition to energy forms with low greenhouse gas emissions and renewable energy.

The article presents the concept of economic security of multinational companies (TNCs) and the direction of its transformation. The features of the functioning of TNCs in the modern world space in difficult financial conditions are shown. The main directions of transformation caused by universal civilization and the growth of scientific and technological progress are determined.

The domestication of plants and animals is a key transition in human history, and its profound and continuing impacts are the focus of a broad range of transdisciplinary research spanning the physical, biological, and social sciences. Three central aspects of domestication that cut across and unify this diverse array of research perspectives are addressed here. Domestication is defined as a distinctive coevolutionary, mutualistic relationship between domesticator and domesticate and distinguished from related but ultimately different processes of resource management and agriculture. The relative utility of genetic, phenotypic, plastic, and contextual markers of evolving domesticatory relationships is discussed. Causal factors are considered, and two leading explanatory frameworks for initial domestication of plants and animals, one grounded in optimal foraging theory and the other in niche-construction theory, are compared.

The activities of the poviat are a combination of interrelated factors. The use of natural resources should be carried out in accordance with the principles of sustainable development. The aim of this research was to assess the spatial differentiation of development relationships, the natural environment, and ecology of poviats in Poland, using a synthetic measure. Empirical data were collected in the spatial terms of poviats in Poland. The choice of variables was conditioned by the availability of data of the Central Statistical Office for 2010–2019. The assessment of development of poviats indicates disproportions in terms of development variables, as well as the natural environment and ecology, and the existence of a weak impact of natural conditions for development. Poviats distinguished by a higher level of natural environment are not characterized by a higher measure of development. The reason for the low impact of non-financial conditions on the development of poviats is their dependence on transfer from the state budget and the amount of current expenditure. The results may constitute a source of information for local government authorities on the disproportions existing between units, on the determination of directions of development policy optimization in terms of the natural environment and ecology.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

The scientific article is devoted to the coverage of one of the most pressing problems of Ukraine - problematic aspects of its economic security. The authors cover the current state of Ukraine's economy and analyze the views of domestic and foreign scholars on overcoming the economic crisis in the country. The current state of legal support of the foundations of financial and economic security of Ukraine is studied. The emphasis is on the crucial role of reforming and creating a new concept of the financial system of Ukraine. The foreign experience of ensuring the economic security of the country is analyzed. The paper plays a crucial role in reforming the system of public authorities in order to reduce the corruption element in public processes. The authors define that the financial system is a significant social sphere in society, on the state of which depends not only the economic security and reliability of the country, but also the potential of the state on the world stage as a whole. That is why the article focuses on the development of a new effective concept that would restructure the entire sector of the financial system of the state should be a priority in state and regional policy. This determines the urgency of studying the main problems and shortcomings of the current financial system of Ukraine, as well as the objective need to introduce a new concept of economic security of Ukraine. The Concept proposes ways to optimize the activities and structure of the subjects of financial system management in Ukraine, coordination and interaction between them. Proposals are provided for improving the administrative legislation that defines liability for financial offenses. Criteria for evaluating the effectiveness of financial system management are outlined. The concept envisages reforming the bodies of the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Tax Service of Ukraine, the State Customs Service, the State Fiscal Service, the State Audit Office, the Financial Monitoring Service, the Office of the Prosecutor General of Ukraine. state policy in the field of economy and finance, ensuring the economic security of the country, combating economic crime, reducing the shadow economy, control over the completeness of customs and tax revenues, as well as the effective use of the State budget.

The article considers the formation of an integrated threat index of the national economy. The purpose of the study is to form a methodological basis for determining the threat index of the national economy. It is determined that currently there is no perfect effective and high-quality approach to the methods of identifying threats to the country's economy, which causes an urgent need to develop an effective national methodology for ensuring the national economic security of the country. To assess the threat index of the national economy, a structural-logical mathematical model was built, which includes the appropriate sequence of certain stages of the study. First, an information base of input predictors for the period in the dynamics, such as the state budget deficit, total debt, the share of foreign capital in the authorized capital of banks, international reserves in the months of import, the level of dollarization, the share of foreign currency in the money supply, control corruption, political stability and absence of violence / terrorism, rule of law, inflation rate, unemployment rate, GINI index, shadow economy level. The following are the indicators of the input information base of the study to a comparable form by conducting nonlinear normalization. The next step is to select the relevant indicators for estimating the threat index of the national economy on the basis of a combination of Pareto methods and scatter plot; the theoretical aspects of application of the specified methods to filtering of relevant predictors of input information base of research are considered. The final stage was the assessment of the integrated threat index of the national economy using the Kernel function and the multiplicative form of convolution. The visualization of both the general trend of the behavior of the integral index of time threats and variations within the minimum and maximum possible levels is carried out. The practical application of the proposed methodology will allow timely and prompt support of the necessary organizational, institutional, regulatory conditions that provide the ability of the national economy to withstand external and internal threats and burdens, further quality adaptation to problems and destabilizing factors, rapid recovery from adverse factors.
