A major challenge to economic policy in Pakistan at this time is to energise the private SME sector of the economy. This follows in part from the fact that other sectors are unlikely, under present circumstances, to provide the needed growth either of output or of reasonably remunerative employment; in fact, there will be a major employment challenge over the coming years as labour supply continues to expand rapidly and as neither the large-scale private sector nor the public sector are poised to create significant numbers of jobs, and though agriculture and the non-agricultural microenterprise sector can and probably will do so the levels of productivity and hence of remuneration are likely to be unattractively low. By contrast, the SME sector does have substantial untapped potential to contribute to those objectives; both economic logic and the experiences of other developing countries point to that potential, as well as providing evidence on how it may be achieved. A dynamic SME sector is an important complement to a more open economy; in most of the countries which appear to have reaped major benefits from export orientation the SME sector has been importantly involved in that process. Achieving the maximum contribution from SME, however, will require significant improvements in the support system. If achieved it will not only constitute an important source of dynamism in and of itself, but will also complement efficient large enterprise, strengthen the demand for agricultural products, and make it easier for microenterprise to graduate into the SME size range.

Reflection about the role of community engagement and corporate social investment in Brazil, associated with the presence of a large economic enterprise, is the major stimulus of this chapter. It seeks to present how cross-sector governance can contribute to the social development of a city and how this process can be led by a partnership comprising a corporate foundation, government, and civil society. The concept of the public–private social partnership (PPSP) is explored: a strategy for building a series of inter-sectoral alliances aimed at promoting the sustainable development of territories where the company has large-scale enterprises, through joint efforts towards integrated long-term strategic planning, around a common agenda. To this end, the case of Canaã dos Carajás is introduced, a municipality in the State of Pará, in the Amazon region, where large-scale mining investment is being carried out by the mining company Vale SA.

Purpose: Engineering, procurement, and construction (EPC) contracts are on their way to becoming the most common type of contract used by the private sector for large-scale infrastructure projects. Every project requires a strong relationship between all of the experts participating in EPC projects and the client. This relationship must be solidly established by an architect; otherwise, the project may fail for all parties involved, including the client, contractor, lenders, government, and others. The purpose of this study is to identify if the working of the EPC contracts is favourable for the architectural profession, and to identify the way in which the working could be improved. Methodology: A qualitative approach was applied to analyze the critical points of EPC contracts based upon reviews of related case studies from the public sector and supplementary interviews with professionals in the field. Main Finding: The architect's role in an EPC contract is not crucial and is equal to other stakeholders involved in the project. Also, EPC contractors have the power to dictate the workflow of the project and hence, architects might have to compromise in terms of the design, compensation, etc. Implications: It is very important for every project to have an outcome based on each stakeholders/consultants inputs specially on larger projects, this article is a step towards understanding the role of architects under an EPC contract as the future projects will come under its purview.  Novelty: The study is done under the lens of a newly graduated architect and not as any other professional, thereby trying to develop an understanding for fresh architects.

Relevant governmental bodies and organizations, non-governmental organizations, international organizations and institutions, especially the media, show increased interest in corruption related to the public procurement. Public procurement is the most frequently cited area in the context of systemic corruption for the simple reason that it directly represents the spending of public money on a large scale, which according to OECD data represents about 7-15% of GDP. One of the possible approaches to prevent corruption in public procurement is the systematic building of the integrity of all entities and institutions involved in the public procurement process. Due to the fact that the internal audit way of organization and work is closest to practical issues of public procurement it has the opportunity to achieve the largest coverage of cases for which public funds are engaged.

This article begins by outlining what the principle of open justice is intended to achieve. It then investigates the nature of the relationship that exists between the courts and the media, and between the media and the public, and suggests that these relationships are not always conducive to realising the aims of open justice. While the reporting role of the traditional news media will undoubtedly persist, at least for the foreseeable future, it is argued that, since courts now have the means to deliver to the public a fuller and truer picture of their work than the media can, they should seize the opportunity to do so.

Changes to Australian copyright law introduced under the Australia–United States Free Trade Agreement will diminish the public domain, criminalise common copyright infringing practices and locally introduce significant portions of the controversial 1998 American Digital Millennium Copyright Act. This paper examines these imminent changes to Australian copyright law, with specific attention to the potential effects of the extended duration of copyright protection and the introduction of technological anti-circumvention measures. It argues that public domain-enhancing activities are crucial for sustaining cultural creativity and technological innovation, and discusses the potential role of the Creative Commons movement in establishing economically viable and legal alternatives to the current model of trade-oriented copyright reform.

Abstract:This essay lays out three kinds of corruption—personal, structural, and civic—stressing the differences among these phenomena. It then explores civic corruption via the work of the eighteenth-century Scottish thinker Adam Ferguson. Civic corruption occurs when the citizens of a republic lose interest in defending their shared institutions, and pursue their private wealth alone; avoiding it, according to Ferguson, requires placing limits on these private pursuits and getting citizens to participate in the public realm instead. By way of a comparison with Ferguson’s contemporary and friend Adam Smith—who agreed with Ferguson on many issues, although not on what was corrupting about the acquisition of wealth—the essay argues that Ferguson, for all his emphasis on participatory government, was a liberal, not a collectivist. With that in mind, the essay endorses many of Ferguson’s suggestions from a liberal perspective, and argues that, to preserve liberal republics, it is often necessary to expand what governments do, so as to maintain the commitment of citizens to their public institutions. This prescriptive implication brings out sharply how civic corruption differs from personal corruption, which may best be limited by shrinking the role of government, rather than expanding it.

The paper examined the Palestinian Non-Governmental Organisations (PNGOs) from a historical perspective with focus on their roles, the challenges they faced, and their current status after the establishment of the Palestinian National Authority (PNA) in 1994.It also examined their driving motives, their contributions to the advancement and development of the Palestinian society, and the challenges they faced. The role of health in development is highlighted and an introduction to NGOs in general is offered, with emphasis on their characteristics in comparison to the public and private sectors after the establishment of the PNA in parts of the West Bank and Gaza Strip (WBG).It is clear that PNGOs in general and health NGOs in particular played an instrumental role in providing much needed health services, but also in paving the road for the establishment of a Palestinian state. The paper showed that there are three main challenges that faced NGOs, namely, political challenges, financial challenges and the unclear role of the PNA. The first two challenges faced NGOs during the Israeli occupation and continue to do so after the establishment of the PNA. The third challenge became relevant only after the establishment of the PNA in parts of the WBG.

Recent developments in AI, Machine Learning and Robotics have raised concerns about the ethical consequences of both academic and industrial AI research. Leading academics, businessmen and politicians have voiced an increasing number of questions about the con- sequences of AI not only over people, but also on the large-scale consequences on the the future of work and employment, its social consequences and the sustainability of the planet. In this work, we analyse the use and the occurrence of ethics-related research in leading AI, machine learning and robotics venues. In order to do so we perform long term, historical corpus-based analyses on a large number of flagship conferences and journals. Our experiments identify the prominence of ethics-related terms in published papers and presents several statistics on related topics. Finally, this research provides quantitative evidence on the pressing ethical concerns of the AI community.

When the COVID-19 pandemic hit in 2020, many governments tried to contain the spread of the virus by legally restricting social life and imposing national lockdowns. The Swedish government did not enforce a national lockdown, but instead appealed to the individual’s self-responsibility to follow specific containment recommendations developed by the Swedish Public Health Agency. Sweden is thus an especially interesting case to study because of the potential influence of psychological and attitudinal individual-level factors that might contribute to compliance with containment recommendations. Drawing on previous literature on how individuals respond during health crises, we define and evaluate a mediation model that considers the role of personality traits and trust authorities to explain compliance. More specifically, we argue that we need to consider the role of trust in authorities to better understand the relationship between personality traits and compliance. In analyses based on a large-scale representative survey (N = 1,034), we find Conscientiousness to be directly linked to compliance, whereas Agreeableness, Neuroticism and Openness were indirectly related to compliance when trust in the Public Health Agency was taken into account.
