The new public service theory provides a rich theoretical perspective and scientific methodology for the education management innovation of colleges and universities in China. The meaning of “humanity”, “responsibility” and “service” can help to change many problems in the education management of colleges and universities in China. To build a service-oriented education management model for colleges and universities, we need to:(1) Establish a public service concept and change the administrative management style of higher education;(2) Build a common value base and promote the participation of multiple entities in higher education management;(3) Deepen the responsibility of social services and realize the “legal management” of higher education.

Objectives: The new public service theory is a new theory and practice mode of public administration, which provides an important theoretical platform and a new perspective for the construction of government service center. Value pluralism will inevitably make it difficult for a single value appeal to be consistent with the public value of the public. Methods: If the principle of single value supremacy is the only one, it will promote the infinite development of a certain kind of sports social organizations. Results: To improve the supply efficiency of sports public services, social sports services belong to public organizations, and their development aims to provide social sports services for all citizens, which requires a large number of human resources to participate in public sports services and management. The development of sports social organizations is influenced by economic development and the implementation of the national regional development strategy, the understanding of the government and relevant departments, and the development of sports public services. Conclusion: The choice of paths to promote the innovation mode of social services will provide better public services for improving the existing supply mode and system of public services.

The article is devoted to the analysis of alternative approaches applicable to modern reform of higher education. Last three decades, the set of management technologies of the new public management (NPM) has significantly transformed higher education, introducing application some elements of quasi-markets and metric systems of performance indicators. Their large-scale use was reinforced by the ideology of new manageralism, which builds confidence among managers in effectiveness of their application in higher education. However, the experience of their practical implementation has given rise to negative effects and problems associated with emergence of institutional traps. These traps have become serious obstacles to development of modern higher education. The possible alternative when adjusting development in this sphere can be the concept of “the new public service”, which has been implemented in recent years within civil service reform. This new approach is based on cultivating the set of ethical values and principles that promote openness, transparency, democracy and cooperation between bureaucrats and consumers of public services. Due to some specifics of professional activity in the academic environment, its principles and values can be successfully applied in higher education too. The article offers an interpretation of application of this approach in the context of expanding project education and cultivating key values of the academic community in context of management of higher education.

The implementation of public evaluation and accreditation policies by Colombian higher education institutions, suggests the imminent adoption of a new university model that introduces market logic and modifies their substantive functions, which has a direct effect on the role of academic actors, without evident resistance to internalizing a new form of institutional life. This study applies a historical-organizational qualitative method to investigate such problem at a public higher education institution in Colombia. The results show that the institution reconfigured its history and implemented guidelines established by public policies that underlie a perspective of higher education management based on international proposals where New Public Management (NPM) and governance generate different dynamics that modify the rules of the game by overvaluing the research function and giving new meaning to the work of academics in a logic of scientific production to achieve objectives that improve the reputation and positioning of the institution in national and international rankings.

Village government isn't delivering basic public services: education, health, and social economy. It is just levy tax land, legitimate of letters, and building infrastructure with mutual cooperation as heritage colonial policy, heerendiensten. Base on this problem, the qualitative research conduct in Loireng Village, Sayung Under District, Demak Regency/District, Central Jawa Province. The objective of this research is to analyze why the village government does not deliver basic public services. Data were collected by observation, document study, and interview. Data analyzed with qualitative descriptive. The new public service theory Denhardt and Denhardt used to analyze it. This research found that village government isn’t formal government but state corporatism which not formed to deliver citizen public services.

In the twentieth century, Americans have increasingly looked to the schools--and, in particular, to the nation's colleges and universities--as guardians of the cherished national ideal of equality of opportunity. With the best jobs increasingly monopolized by those with higher education, the opportunity to attend college has become an integral part of the American dream of upward mobility. The two-year college--which now enrolls more than four million students in over 900 institutions--is a central expression of this dream, and its invention at the turn of the century constituted one of the great innovations in the history of American education. By offering students of limited means the opportunity to start higher education at home and to later transfer to a four-year institution, the two-year school provided a major new pathway to a college diploma--and to the nation's growing professional and managerial classes. But in the past two decades, the community college has undergone a profound change, shifting its emphasis from liberal-arts transfer courses to terminal vocational programs. Drawing on developments nationwide as well as in the specific case of Massachusetts, Steven Brint and Jerome Karabel offer a history of community colleges in America, explaining why this shift has occurred after years of student resistance and examining its implications for upward mobility. As the authors argue in this exhaustively researched and pioneering study, the junior college has always faced the contradictory task of extending a college education to the hitherto excluded, while diverting the majority of them from the nation's four-year colleges and universities. Very early on, two-year college administrators perceived vocational training for "semi-professional" work as their and their students' most secure long-term niche in the educational hierarchy. With two thirds of all community college students enrolled in vocational programs, the authors contend that the dream of education as a route to upward mobility, as well as the ideal of equal educational opportunity for all, are seriously threatened. With the growing public debate about the state of American higher education and with more than half of all first-time degree-credit students now enrolled in community colleges, a full-scale, historically grounded examination of their place in American life is long overdue. This landmark study provides such an examination, and in so doing, casts critical light on what is distinctive not only about American education, but American society itself.

Crisis rhetoric dominates the conversation about higher education. This chapter provides a few fictional stories about the future of colleges and universities facing today’s stresses. It introduces the threats that US higher education faces. These include internal threats, classified as those that come from conducting business as usual in the traditional model of producing a college education; environmental threats, broader economic changes in the world outside of higher education that make the current financial model for colleges and universities more challenging; and technological threats, that is, the expansion of online education. The chapter also discusses reasons apocalyptic predictions of disruption and bankruptcy for large segments of the US higher education system are overblown.

Nowadays, China has got into the era of big-data. In the background of big-data information era, the management of college students in China has undergone certain changes, and the trend of student management informationization is obvious. Universities are momentous places for cultivating talents. The student management work of universities directly affects the quality of talent training and affects the stability of colleges and universities (CAU). The internal structure and external environment faced by higher education are undergoing unprecedented profound changes, bringing many new situations, new problems and new challenges to the supervision of university students. Therefore, college education managers need to show solicitude for the impact of big-data technology on college education management (CEM) and propose corresponding countermeasures to raise the productivity of college education administration. This paper concentrates on the characteristics of big-data. On the basis of investigating the present situation and matters of the development of big-data education administration in CAU in China, this paper explores the countermeasures to raise the innovation of big-data education management (BDEM) in universities in China.

The development of information technology has spawned a new type of demand and management analysis model of big data. The value of data is vividly reflected in the contemporary era, and all walks of life have devoted great energy to the construction and use of informatization. The object of college education and management is the group of college students who are most closely connected with contemporary trends. Their thoughts are active, their state is changeable, and they are very sensitive to external stimuli. Such an educational situation has greatly increased the difficulty of educational management in colleges and universities. This article takes the big data research as the breakthrough point, focuses on the promotion and innovation of contemporary college education management informatization, and strives to improve the college education management informatization system by solving existing problems. The innovation of this research is to use big data technology as the starting point for improving the current stage of the education informatization work of colleges and universities, through the combination of data analysis and the latter, to realize the comprehensive informatization innovation of education management. The study used questionnaire surveys to investigate and interview some students and related managers in 5 universities in the province and conducted an objective assessment of the construction of educational management informatization in these universities and found that these five universities have common problems in this field. Research experiments have found that among the five representative universities in the province, the service awareness of education administrators is not above the fifth level. This shows that in the big data environment, the quality of education administrators cannot be ignored.
