Currently villages in Indonesia are required to be able to give birth to quality economic growth and sustainable. Quality economic growth is a concept of strengthening and contribution contributed by the real economy sector in the village. Therefore, the development and empowerment of rural communities through the management of the Village Fund or Village Fund Allocation Fund must be balanced. Because to empower the potential of the village optimally and sustainably, funding for the village needs to be focused not only to build village, but more empowered to become a self-constructing village. This study aims to develop local economic independence through optimizing the management of Village Funds in Siak Subdistrict Siak District and any factors that influence the development of local economic independence. This research is a descriptive qualitative research with sampling technique used is snowball sampling. The research informant is the apparatus involved in the implementation of the Village Fund program and the community leaders who know the program. Data collection was done by interview and observation technique, after the data collected and then analyzed by using qualitative descriptive analysis. The results of research indicate that the development of village economy can be done by strengthening the performance of local economic institutions such as BUMDes through various aspects. To achieve this, an integrated movement between the community, BUMDes and the government is realized in the form of partnership. Activities that can be done is to optimize the function of central and local entrepreneurial institutions to support various efforts to inventory the potential of local economic resources. With the development of household industry activities, it will facilitate efforts to establish cooperation between local economic development institutions that exist and thus create a process of sustainable community empowerment of villages.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Plempoh Cultural Tourism Village possesses a unique attraction such as natural resources and cultural heritage. Collaborating with the government, entrepreneurs, academicians and media, a group of tourism awareness called Pokdarwis Prabu Boko appears to be the central group behind every development of the Plempoh Cultural Tourism Village. However, previous research reveals that poverty still appears in this village, there is lack of community confidence and knowledge related to tourism; and lack of community participation in developing the village. This research aims to study the realization and the level of community empowerment in terms of economical, psychological, social and political aspect. This research used qualitative paradigm with descriptive method and purposive sampling technique. Data is collected using interview technique, observation and documentation. The data is then validated using source triangulation. The result shows that the community empowerment efforts undertaken by village stakeholders have not been optimal because some of the tourism village stakeholders still have not given strong commitment and they have not received trust from local communities. However, there are some evidence of community empowerment progress as follows: (1) the economic empowerment has now reached the fourth stage, namely support level. (2) the psychological empowerment is at the second stage, called reinforcement; (3) the social empowerment of the community is at its fifth stage, namely Maintenance, (4) the political empowerment is at the lowest level, namely possibility.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. Tanjung Leban Village, Bukit Batu District, Bengkalis Regency, Riau Province is a village included in the Rokan-Siak Kecil River Peat Hydrology Unit. The existence of this village is very strategic in maintaining the peat swamp ecosystem because its area is included in the Giam Siak Kecil-Bukit Batu Biosphere Reserve area (GSK-BB). But his condition today is quite alarming because it is included in an area prone to repeated land and forest fires. Departing from the above problems, the author wants to raise the focus of the research problem on efforts to develop community potential in peatland management. This study aims to analyze the development of community potential in peatland management in Tanjung Leban Village. This research is a qualitative descriptive study with a sampling technique used is snowball sampling. Research informants are all stakeholders involved and responsible for peatland management. Data collection is done by interviewing, observing, and studying documentation. After the data is collected then it is analyzed using qualitative descriptive analysis. The results showed that the fundamental problem related to environmental management at the study site was the threat of land and forest degradation due to the use of peatland ecosystems that had not been integrated. Therefore it is important to have an empowerment effort with the main goal of improving the quality of life of the community, this is because community empowerment is believed to be able to motivate to change for the better so as to improve the socioeconomic of the family, foster a work culture, and foster a passion for cooperation in development. The programs that are needed by people who live around peatlands are environmental education, the application of environmentally friendly technologies, and the socialization of regulations relating to the protection of ecosystems.

ABSTRAK. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh program dana desa terhadap tingkat partisipasi masyarakat di Kecamatan Galesong Utara Kabupaten Takalar.  Penelitian ini menggunakan pendekatan kuantitatif yang bersifat korelasional.   Dengan teknik cluster random sampling diperoleh tiga desa dari Sembilan desa di Kecamatan Galesong Utara yaitu Desa Bontokaddopepe, Desa Tamalate dan Desa Pakkabba sebagai lokasi penelitian. Data diambil dari 55 responden dengan menggunakan kuisioner. Selanjutnya, data dianalisis dengan menggunakan regresi linear sederhana dengan bantuan program SPSS versi 16,00.        Hasil penelitian menjelaskan bahwa program dana desa dilaksanakan berdasarkan Rencana Pembangunan Jangka Menengah (RPJM) Desa yang sudah dijabarkan dalam Rencana Kerja Pemerintah (RKP) Desa dan Anggaran Pendapatan Belanja (APB) Desa. Partisipasi masyarakat desa dimulai sejak penyusunan RPJM, RKP Desa, APB (Desa), pelaksanaan pembangunan desa, dan memanfaatkan hasil-hasil pembangunan desa. Program dana desa berpengaruh positif dan signifikan terhadap tingkat partisipasi masyarakat desa. Dari persamaan regresi linear sederhana diperoleh informasi bahwa program dana desa mempunyai konstribusi sebesar 0,329 terhadap peningkatan partisipasi masyarakat. Nilai R2  terkoreksi sebesar 0,789. Nilai ini menjelaskan bahwa sebanyak 78,9 % variasi yang berbeda dari tingkat partisipasi masyarakat ditentukan oleh program dana desa pada taraf signifikansi   = 0,05. Kata Kunci: Dana Desa, Partisipasi Masyarakat.  ABSTRACT. This research aims to determine and analyze the influence   village fund program to the level  community participation in the North Galesong District  Takalar Regency. This research used a quantitative approach that was correlational. With random cluster sampling technique gained three villages of nine villages in the North Galesong District of Bontokaddopepe Village, this Village and Village Tamalate Pakkabba were the research location. Data taken from 55 respondents using questionnaires. Furthermore, the data were analyzed using simple linear regression with SPSS version 16.00.             The results of the research explained  the village fund programme implemented based on the Medium Term Development Plan (Plan) Villages that had been outlined in the Government Work Plan (RKP) Village and Budget (APB) Village. The participation of rural communities began RPJM, RKP Village, APB (village), rural development implementation, and it utilised the results  rural development. Village fund programme and a significant positive effected on the level of participation  rural communities. From simple linear regression equation obtained information  the village fund programme had a contribution amounting to 0.329 against public participation. R2 value corrected by 0.789. This value described that as many as 78.9% of  different variations  the participation rate = 0.05. Keywords: Village Fund, Public Participation.

This study aims to evaluate Village Fund management in Kalasey Dua illage, Mandolang Sub-district, Minahasa Regency. The study was conducted from May 2018 to January 2019. The data used in this study were primary data and secondary data. Primary data was collected based on interviews with two members of the Village Consultation Board (BPD), three village officials, and 50 community members to find out their responses to Village Fund management. The fifty community members were selected community members that have over the age of 21 years and had lived in the research village for more than 10 years. So the total respondents were 55 people.Interviews with community members were used by Likert Scale. Secondary data in this study came from the archives and reports of Kalasey Dua Village office in the form of Village Monographs, Village Fund Management Data andother documents relating to the management of the Kalasey Dua Village Village Fund; and through books available at local bookstores; and the internet. Internet used google searching to access articles from various scientific journals and theses from other universities related to the topic of this research. Data analysis using descriptive analysis. The results of the study indicate that overall the Village Funds received in Kalasey Dua Village have been managed properly by the government or the management, both in the management procedure with the availability of documents; and adhere to the principles of village fund management that consists of justice, needs, village authority, participation, self-management and village-based resources, village typology, transparency and accountability; and the community have felt the benefits. The Village Fund has been giving benefit to community of the village, both in the construction of infrastructure (roads, culverts, solar street lighting) and the empowerment of rural communities (by technical guidance of the management of Village-Owned Enterprises or BUMDES outside the region).*gmhk+erprm*

Coordination of development planning. In this case, in any development plans villages need for synergy or cooperation between the Institute for Community Empowerment with the head of the village, it is hoped development plan produced can suit the needs and capabilities of the village, which in turn leads to increasing the level of welfare of rural communities themselves.Type of research undertaken by researchers are included descriptive research with qualitative analysis method. However, there are some good functions to be executed to enhance the development of the Institute for Community Empowerment, namely (1) As a means of community participation in planning and implementing development; (2) Cultivating understanding and appreciation and awareness of the Pancasila; (3) Digging, harness, potential and mobilize self-help mutual aid societies to develop; (4) As a means of communication between the Government and the community and between citizens themselves; (5) Improving the knowledge and skills of the community; (6) To foster and mobilize the potential of the youth in development; (7) Fostering cooperation between institutions in society for development; (8) Implementation of other tasks in order to help the village government to build resilience established.Keywords: Role of the Institute of Community and Rural Development.
