This research aims at understanding how ICT as panopticon vision enable transparency, accountability, and Participation in Indonesia. The betterment of these three aspects is believed to be beneficial for the government in fighting corruption. In the transparency aspect, this research has eight indicators which are constructed from studies by Bhatmagar, Davies & Fumega, Park & Florida, Grimmelikhuijsen, Keuffer & Mabillard:  (1) the availability of laws and regulations, (2) the availability of government budget allocations and spending, (3) the availability  of  performance  reports, (4)  open  government  processes,  (5)  identification  of elected officials and civil servants under investigation for corruption and fraudulent activities, (6) disclosure of assets and investments of public officials, (7) provision of e-procurement, and (8) using file formats. In the accountability aspect, four indicators from studies of Lee & Kwak and Davies & Fumega are used. They are (1) the availability of social media presence, (2) using mainstream social media for interactive, on-going conversations, storytelling, and communications, (3) the availability of a platform for questions and answers, and (4) the availability of information about feedback from the public. Finally, for the aspect of Participation, three indicators by Lee & Kwak are employed. Those are (1) voting and polling for a decision-making process or a public organization assessment, (2) feedback and ideation platform, and (3) crowdsourcing to report corruption or grievances. This research uses a qualitative research approach. It is benefiting from the use of secondary data as a form of the big data source. Hence, this research is an initial attempt to exploit the availability of big data as a valid data source. To ensure the secondary data sources’ validity, the researchers employed a triangulation process of backgrounds and reference checking. The data analysis in this research is based on 2 ICT based initiatives; Government websites and apps. It is evident from this research finding that, first, there are 35 ICT based initiatives, 31 websites, and four apps. From these numbers, there are  only18 websites and four apps that are available. Second, in general, those websites and apps do enable transparency, accountability, and Participation. Another important highlight of the finding is that three unidentified websites and ten websites are unsuccessful in promoting those three aspects. However, most of the websites and apps had turned out a success. In the meanwhile, ICT as panopticon vision also results in new corruption opportunities. This study highlights three examples of new corruption opportunities. It is recommended that Indonesia continue to work on those ten unavailable websites and, more importantly, be cautious and aware of the new corruption modes. Only by doing those, the role of ICT to fight corruption can be more strengthened.

This paper examines the nature, impact, effectiveness and barriers of e-government in the Federal Government of Nigeria. It also explores the extent to which e-government has facilitated a better relationship between citizens and the federal government of Nigeria. It argues that the utilization of technologies such as internet, email, websites, and social media have yet to effectively connect citizens, and the government. As a result, the federal government of Nigeria has not fully adopted the new e-government approaches to improve its services. The paper uses data derived from questionnaire survey administered to 3,000 Nigerian citizens including federal government staff in Abuja, Lagos and some state capitals in Nigeria., Interviews of 300 federal officials and stakeholders were conducted. The secondary data consisted of the review of related government reports, government websites, academic and professional journals. Data were analyzed to determine the impacts of e-governance in the federal government. The conceptual framework is based on stakeholders’ theory, and an integrated e-government model. The findings suggest that on one hand there is a negative correlation between the e-governance initiatives and federal government efficient service delivery in Nigeria. On the other hand, there is also a negative correlation between citizens and federal government relations in the country. Some challenges preventing the adoption of proactive e-governance practices were identified and recommendations for appropriate policies that could address the current impediments were offered.

The spread of the corona virus (Covid-19) has become a disaster and an international problem whose impact is experienced by all citizens of the world, including the citizens of Indonesia. Various efforts to prevent the spread of covid-19 have been carried out by the Indonesian government. One of them, is Pembatasan Sosial Berskala Besar (PSBB). Nevertheless, the implementation of the PSBB is not as easy as imagined. In practice, there is not a slight contestation between the objectives of the government and the personal interests of the individual community. Therefore, this study aims to describe the extent of the effectiveness of PSBB policies in Indonesia. This study is a qualitative study. The main data source used is various reports on the conditions of implementing PSBB in various regions of Indonesia, both in the mass media coverage and various scientific researches. Meanwhile, secondary data sources, namely various studies relevant to the subject matter of this study. This type of research approach is empirical normative research. Meanwhile, the theory used as a knife for analysis is the theory of legal effectiveness from Soerjono Soekanto. This study concludes that the implementation of the PSBB policy in several regions in Indonesia in its practical level has not been able to deliver effectively. This is because there are problems in four aspects of the PSBB implementation policy, namely the rule of law, law enforcement, public awareness, and facilities (facilities)

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

Corruption is a serious problem because it can endanger the stability and security of society, destroy democratic values and morality, and endanger economic, socio-political development, and create massive poverty so that it needs attention from the government and society and social institutions. The purpose of this study is to determine and analyze the sanctions arrangements for corruption in the abuse of office and the return of assets resulting from corruption against criminal acts of abuse of office based on Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning Corruption Eradication. The research that was conducted was juridical normative, the data source used to support this research was secondary data sources. The return of assets from corruption has occupied an important position in eradicating corruption. a criminal act of corruption is an act directly related to the authority (bevoegheid), the right to rule or act as the power of a public official to comply with the rule of law in the scope of carrying out public obligations. The return of assets is based on the principles of social justice which gives the ability, duty and responsibility to state institutions and legal institutions to provide protection and opportunities for individuals in society to achieve prosperity, so that this is in line with the objectives of the State as specified in UUD 1945.

This study analyzes the role of sukuk in national economic development. During this time the source of development financing consists of several kinds including taxes, bonds, foreign debt and Islamic bonds (sukuk). Sukuk has been developed in Indonesia since 2002 (published Indosat) and is still growing and the number of issuers are even greater. The research method using descriptive quantitative, data source in this research is secondary data obtained, balance of payments in the government, the state budget. This study uses a quantitative descriptive approach. Data were processed using matrix comparison of the performance of sukuk and conventional bonds to finance national development. The role and contribution of sukuk to finance the construction has been increasing. In 2011 amounted to 34% of financing needs are met through sukuk. Until 2016 the proportion was 60%. Instead the role of foreign debt be decreased. In 2011 only 7%, and by 2016 the portion close to 0%.

To meet the needs of park users, planners and designers must know what park users want to do and how they want the park to offer different activities. Big data may help planners and designers gain this knowledge. This study examines how big data collected in an urban park could be used to identify meaningful implications for planning and design. While big data have emerged as a new data source, big data have not become an accepted source of data due to a lack of understanding of big data analytics. By comparing a survey as a traditional data source with big data, this study identifies the strengths and weaknesses of using big data analytics in park planning and design. There are two research questions: (1) what activities do park users want; and (2) how satisfied are users with different activities. The Gyeongui Line Forest Park, which was built on an abandoned railway, was selected as the study site. A total of 177 responses were collected through the onsite survey, and 3703 tweets mentioning the park were collected from Twitter. Results from the survey show that ordinary activities such as walking and taking a rest in the park were the most common. These findings also support existing studies. The results from social media analytics found notable things such as positive tweets about how the railway was turned into a park, and negative tweets about diseases that may occur in the park. Therefore, a survey as traditional data and social media analytics as big data can be complementary methods for the design and planning process.

Location of this research in Sendang Duwur district of Lamongan. The condition of tourism Sendang Duwur Village have big potential in giving economic contribution to local society. This is the purpose of this research. Based on the above research that revealed three problems, namely what the uniqueness from tourism product in Sendang Duwur Village, how was the tourist shopping behavior in Sendang Duwur Tourism Village, And how was contribution of Sendang Duwur Tourism Village for Local Comunnity Economic. To express the above problem this research using primary and secondary data source, while type of data used is the qualitative data and quantitative data. The technique in order to obtain the validity of data using flow model method and quantitative analyzing. Data which collect by questionnaire, in-depht interview, observation and documentation. The results of this study related to tourism product unique of Sendang Duwur Tourism Village as attraction, amenities, accessibility and ancillary services. The type of tourist shopping behavior is tourist who like to look for variety with percentage of 80%. Sendang Duwur Tourism Village has not contributed optimally to improve community local economic because visitor spending whose amount is determind by length of stay cannot be used because there is no tourist staying. Tourist only make shorts visit. Some advice will be given for the local people so that keep specificity of tourism product. For the government to more active to promote Sendang Duwur Village to be known to many people.   Keywords : contribution economy, tourism village, local community

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

Purpose of the Study: Over-tourism is an issue that is being experienced by many well-known destinations in the world, both in urban and rural areas. The purpose of this research is to find out how the experience of developing a Tourist village is seen from the tourism lifecycle approach. This study also explores the sensitivity of managers to the phenomenon of over-tourism in their village, to design strategies for product rejuvenation. Methodology: This research adopts a historical qualitative research approach. This method is exercised through two data sources. Primary data was carried out through non-participant observation (for four months) in the Nglanggeran tourist village, Yogyakarta to observe and interview tourist village managers, tourism entrepreneurs, workers, and local communities. Meanwhile, Secondary data used include online media articles, scientific writings, and promotional media. Main Findings: The study found that in the tourism area life cycle model approach, tourist villages' growth can be grouped into 6 phases. The exploration phase and stagnation, marked by the start of the Nglanggeran tourist village and massive growth that had environmental, social, and cultural impacts. The management adopts several strategies, including price management, visitor management, and length of stay management. Implication/Applications: This experience is very important to be learned and known by tourism stakeholders, especially tourist village managers and the government which is developing similar tourism products massively throughout Indonesia. The originality of the study: This research is original, and this is the first study that finds out how the experience of developing a tourist village is seen from the tourism lifecycle approach and explores how managers are sensitive to the phenomenon of overtourism in their village. Thus, this scope is expected to be developed in other tourist villages in Indonesia to get generalizations about the development of tourist villages.

This study aims to explain the concept of policy that needs to be implemented by the government in counteracting of religious intolerance. Based on the factors of population equality and economic prosperity, the government must be regarding the socio-religious aspect of the migration program in the interior of Duri Bengkalis, Riau. In order to realize the ideals of national social development, the portrait of the process of migrating Christian Bataks’ to the interior of Duri must be an outlook for the social conflicts that occur. Highlighting the case of intolerance between Christian Bataks’ and Malay Muslim tribes Duri is important to be contextually examined through a research approach. As a literacy for developing unlimited tolerance in the frame of pluralism, it is very appropriate if this study is analyzed using the perspective of the sociology of development. The process of developing nation-building through a migration program, I take field data through qualitative research. The data source was taken directly to the informant with the snowball sampling technique. After the data were analyzed by the process of data reduction, data display, and conclusion, I found that government policy was not optimal in accommodating the migration program. There are still occur caused by the inferior of people for the meaning of pluralism. Although in general, the community has lived up to the philosophy of Pancasila, these implications are lowly in everyday life. Efforts to reduce conflicts that occur in Bengkalis, the government needs to develop a roadmap for policies on religious dialogue. Religious harmony is very important. It is impossible to realize tolerance without limits if the supporting instruments are not a priority agenda. Especially in areas prone to an inter-religious conflict which are actually caused by economic disparity and political oligarchy.Studi ini bertujuan untuk menjelaskan tentang konsep kebijakan yang perlu diterapkan oleh pemerintah dalam menangkal intoleransi beragama. Selain faktor pemerataan penduduk dan kesejahteraan ekonomi, penting kiranya pemerintah memperhatikan aspek sosial-keagamaan atas kasus migrasi yang terjadi di pedalaman Duri Bengkalis, Riau. Agar cita-cita pembangunan sosial secara nasional dapat terwujud, potret proses migrasi suku Batak Kristen ke pedalaman Duri harus menjadi outlook atas konflik sosial yang terjadi. Menyoroti kasus intoleransi antara suku Batak Kristen dan Muslim Melayu Duri menjadi penting untuk ditelaah secara kontekstual melalui pendekatan riset. Sebagai acuan mengembangkan toleransi tanpa batas dalam bingkai pluralisme, sangat pantas jika kajian ini, dianalisis menggunakan perspektif sosiologi pembangunan. Proses mengembangkan pembangunan bangsa melalui program migrasi, penulis mengambil data lapangan melalui penelitian kualitatif. Sumber data diambil langsung kepada informan dengan teknik snowball sampling. Setelah data dianalisis dengan proses reduksi data, display data, dan penarikan kesimpulan, penulis menemukan optimalnya kebijakan pemerintah dalam mengakomodir program migrasi. Hal utama yang menjadi pemicunya adalah masih rendahnya masyarakat memahami makna pluralisme. Walaupun secara umum masyarakat sudah menghayati falsafah Pancasila, tetapi masih rendahnya implikasi tersebut dalam kehidupan sehari-hari. Upaya meredam konflik yang terjadi di Bengkalis, pemerintah perlu menyusun roadmap kebijakan tentang dialog agama. Kerukunan agama sangat penting ditegakkan. Mustahil dapat mewujudkan sikap toleransi tanpa batas jika instrumen pendukungnya bukan menjadi agenda prioritas. Terutama di daerah-daerah yang rawan konflik antar umat beragama yang sejatinya disebabkan oleh faktor kesenjangan ekonomi dan oligarki politik.
