The purpose of organizational development, especially educational organizations, is the formation of an educational organization in the provincial and district/city governments, so that education units at all types and levels are open and generate trust for educators and their communities.  Organizational open and generate trust for educators and their communities. Organizational development interventions tend to emphasize the application of collaborative or interpersonal and group strategies in inter-organizational actions in a coordinative or vertical manner, in accordance with the spirit of reinvention. In restructuring educational organizations or reinventing education to increase the activities and programs of the Provincial, Regency and City Education Offices in carrying out routine activities, they must be changed, no longer using a bureaucratic approach with a participatory approach. The paradigm of education officials must be changed, so that in accordance with the spirit of the implementation of school-based management in schools. By giving a large role to schools in the spirit of change, the school has a high creativity to compete in improving the quality and quality of education in the school

Повышение качества образования – одна из основных целей государственной политики Российской Федерации и многих других стран. Проблема управления качеством образовательной деятельности — одна из самых актуальных для любой образовательной организации, для каждого руководителя и педагога. Статья является частью исследования данной проблемы. Цель данной статьи заключается в попытке дать ответы на вопросы, возникающие у руководителей и педагогов образовательной организации при выстраивании системы управления качеством образовательной деятельности. В статье сформулированы обобщённые факторы риска низких результатов образовательной организации. Автор предлагает познакомиться с опытом тьюторского сопровождения школы с низкими результатами и школы, функционирующей в неблагоприятных социальных условиях. Статья предназначена для работников системы образования, руководителей образовательных организаций. Enhancing the quality of education is one of the main goals of the state policy in the Russian Federation, and in many other countries. The problem of managing the quality of educational activity is one of the most pressing for any educational organization and for every leader, and teacher. This article contributes to the study of the indicated question. The purpose of this article is to try to provide answers to the questions that school leaders and educators may have when they build the system of managing the quality of educational activity. The article formulates generalized risk factors for low results of the educational organization. The author offers to get acquainted with the experience of tutoring a school with low results and a school that functions in unfavorable social conditions. The article is intended for employees of the education system, and heads of educational organizations.

The article proposes to evaluate the conditions of educational activities, which ensure the quality of education, during public accreditation of an educational organization. The approach is based on the use of the mechanism of external independent evaluation, conducted by a public organization, to determine the level of an educational organization in order to promote consistent improvement in the quality of the processes of providing and implementing educational activities. A number of indicators that can be expressed quantitatively are proposed. The work of the educational organization to ensure the quality of education in this case can be evaluated on the basis of the proposed indicators.

Subject. The article investigates the construction of a system of risk-oriented internal control of educational organizations’ activities. Objectives. The purpose is to develop a classification of risks associated with various activities of an educational organization, identify entities of internal control responsible for risk management, create a portfolio and risk register that serve as a basis for organizing an effective system of risk-oriented internal control and improving the quality of university management. Methods. The study draws on methods of detailing, observation, generalization, comparison, classification, etc. Results. Using the university case, I disclose approaches to risk classification, considering the specifics of educational organization's activities, the formation of a passport and risk register, enabling through internal control tools to identify opportunities for their mitigating and to make appropriate management decisions. Conclusions. It is possible and advisable to apply a risk-based approach to the organization of internal control in an educational organization along with traditional approaches that are aimed at identifying violations of the requirements of legitimate, targeted and rational spending of budgetary and extra-budgetary funds. It is necessary to classify and assess risks associated with various activities of an educational organization, to monitor the implementation of risk management initiatives.

We consider the influence of innovative activities implemented in the comprehensive organization on improving the quality of students education. Also we present a characteristic of a functioning school-based apprenticeship sites innovative content. Particular attention is paid to the basic concepts and options of innovation in the educational organization. We define and reveal the basic reference points and key directions of innovative school activity, its purposes and tasks. Materials on school-laboratory of innovative development are analyzed and generalized. We develop and realize a set of innovative approaches to achieve a new quality of education and the innovative students competencies formation. As an example, we consider the main forms of the work: the department management system, the “Researchers forum”, which presents the results of design and research activities, the annual days of science, the methodological council “Development” and others. We summarize the experience of the organization of school social partnership with the region leading universities.

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.

This study aims to determine the effect of implementing school-based management (SBM) on the quality of education at SDIT Al-Haraki Depok City. The method used in this research is quantitative, namely the data obtained in the form of numbers and the analysis emphasizes numerical processing with statistics. The approach used in this research is correlational which aims to see the effect of the implementation of school-based management on the quality of education. The results obtained from this study state that there is a positive and close influence between the implementation of school-based management (SBM) on the quality of education at SDIT Al-Haraki Depok City which is indicated by the correlation coefficient value r = 0.464, it can be obtained the determination R2 = 0.215, which means that the implementation of school-based management (SBM) has contributed 21.5% to improving the quality of education at SDIT Al-Haraki.

Tujuan penelitian ini adalah untuk mengetahui sejauh mana keberhasilan menggunakan media pembelajaran gambar dengan memperhatikan ada atau tidaknya peningkatan kemampuan menulis puisi siswa kelas VI SD Negeri No. 101/II Muara Bungo. Metode penelitian yang dipergunakan adalah Penelitian Tindakan Kelas (PTK). Penelitian Tindakan Kelas (PTK) merupakan salah satu pendekatan dalam penelitian yang berbasis kelas atau sekolah untuk melakukan pemecahan berbagai permasalahan yang digunakan dalam rangka peningkatan kualitas pendidikan. Hasil penelitan, diperoleh hasil bahwa pertama, pada dasarnya para peserta didik kelas VI mampu untuk membuat suatu puisi sederhana, hanya saja diperlukan media yang dapat merangsang imajinasi mereka. Kedua, media gambar ternyata dapat digunakan untuk merangsang imajinasi para peserta didik kelas VI, sehingga pada akhirnya mereka dapat membuat satu bait puisi. The purpose of this study is to determine the extent to which the success of using image learning media with regard to whether or not the increase in the ability to write class poetry students VI SD Negeri No. 101/II Muara Bungo. The research method used is Classroom Action Research. Classroom Action Research (PTK) is one approach in classroom or school-based research to solve various problems used in the context of improving the quality of education. ABSTRACT: The aim of this article is twofold. First, we present an analysis of the main features of the teacher professional development (PD) models and programs currently considered of highest quality. This analysis is supported by the articles presented in the present monograph, and it also considers other studies that complement these perspectives. We show that axes of teacher change deal with career-long development, reflection in school-based communities of practice, and focus on students’ voices. In addition, we highlight the need for coherence between teacher policies and more global policies aimed at enhancing the quality of education. The second objective is to assess the situation of teacher PD within the Spanish education system, using the identified axes of teacher change as an analytic framework. The comparison reveals important limitations from the points of view of both the specific PD activities offered to teachers and underlying teacher PD model.

Many developing countries are seeking to improve the quality of education by promoting the use of learner-centred pedagogy as part of system wide reform.  Yet many studies reveal a gap between what is envisaged in policy and what happens in practice and the inherent limitations of uncritical adoption of 'best practice' from elsewhere into local contexts. Therefore design-based research (DBR), as an interventionist approach, was selected to investigate the conditions under which the innovation of learner-centred education can be implemented in the authentic setting of a Maldivian island school.  The paper elaborates the rationale underpinning this choice and a discussion of the defining features of DBR as they applied in this study: acknowledging the importance of context; facilitating collaboration between researcher and participants; and attending to a theoretical output of the research. The participatory approach which underpinned how DBR was utilised in the study and its implications for enhancing the context-appropriateness of and teachers' engagement with the reforms is also discussed.  In so doing, the paper illustrates the ways in which the defining features of DBR respond to the call for better attention to context as a means for enabling greater success of global reform efforts.
