This Paper about public service Innovation of the investment Office and One Stop Integrated Service of Pandeglang Regency (Case Study of the Public Service Mall in Pandeglang) the purpose of the Public Service Mall This is for the realization of public services that are fast, easy, cheap, transparent by involving vertical agencies, State-Owned Enterprises / Regional-Owned Enterprises, and the private sector in one place. This study uses the theory of Rogers (in Nurdin, 2019: 30) five variables: relative advantage, compatibility, complexity, trialability, and observability. Approach The research used is a qualitative approach with a case study method. The findings of the research field concluded that the Public Service Innovation of the Investment Office and One Stop Integrated Service of Pandeglang Regency at the Public Service Mall in Pandeglang was not optimal because there were several problems such as the location of the Public Service Mall which was less strategic; the facilities and infrastructure provided are not adequate; service users are not yet fully technology literate; officers still lack discipline in punctuality of service hours, and absenteeism; and the less than optimal efforts of the Office of Investment and One Stop Services in Pandeglang Regency in socializing the Public Service Mall to the public. Bureaucratic services tend not to improve their performance and carry out reforms. Service users are often faced with so many problems when they are dealing with bureaucracy. The purpose of this study is to describe the reform of the Public Service Bureaucracy in terms of coordination in One Stop Services (KPTSP) in Takalar Regency. In this study, a qualitative approach was used. The type of research used in this research is descriptive research type. The results showed that hierarchical mechanisms in the form of a structured flow of coordination and power need each other to establish cooperation within organizational units. The market mechanism shows that the change in the bureaucracy from services to revenue to provide income for the region through the collection of fees. Licensing and providing incentives can improve the performance of One-Stop Services, Takalar District has a network mechanism that is interrelated and needs each other, this can be seen from the requirements given by the Service Agency One-Stop Integrated Takalar Regency that asks for recommendations from related Regional Work Units (SKPD).


Bureaucratic reform is an effort to make improvements made to the system of organizing matters relating to being institutional, business, and human resources aspects of the apparatus. Human resources are one of the most important factors that cannot even be released by an organization. This study aims to analyze and explain the reform of human resources and their implications for public services in Indonesia. The type of research used is descriptive-qualitative with a case study approach. Data collection techniques used is interviews and documentation. The instruments in this study were the researchers themselves, while the informants used purposive techniques. Data analysis techniques are "interactive models" which include the public, data condensation, data presentation, and verification. The results showed that the implementation of employee capacity building in a one-stop integrated service was well implemented, this was influenced by several factors such as education, training, and assignment, employees understood the responsibilities in carrying out the tasks given by superiors and providing services to the people. The behavior of the apparatus needs to be corrected so that they are oriented to productivity and quality of work and prioritize the benefits of the general public and social justice.

This research is to find out what innovations exist in the Public Service Mall of Banda Aceh City, Aceh, Indonesia. This type of research uses qualitative research with a descriptive approach, namely by describing the results of research and analyzing so that the results obtained from informants are employees of the Banda Aceh City Public Service Mall, employees of the One-Stop Investment and Integrated Service Office and employees of the Population and Civil Registration Service at the Public Service Mall and the community as supporting informants who provide services at the Banda Aceh City Public Service Mall. The results of this study indicate that the innovation of the Banda Aceh City Public Service Mall can be said to be in accordance with the innovation guidelines criteria set by PERMENPAN-RB No. 30 of 2014 which consists of Quality, Transparency, Accountability, Easy, Fast, Proper, Fair and Participatory. So that the results obtained that the Public Service Innovation of Banda Aceh City has novelty or innovation in service.

Prima Public Services are services that are under one roof agencies. In Yogyakarta, one-stopservice is realized in the form of the establishment of the “Dinas Perizinan”, formerly known asOne-Stop Integrated Service Unit (UPTSA). The existence of this new service brings change inThe pattern of service so that it gets a good response from the public. This research wasconducted in Yogyakarta is First, How the production and distribution of "public services"Licensing Agency of Yogyakarta as a One-Stop Integrated Service Unit (UPTSA). Secondly,How Public Service standard form used to get Excellent Service award at the National Level.Third, how the public response to the quality standards of public service in the Department ofLicensing Yogyakarta. This study uses qualitative method with a phenomenological researchstrategy. Data collection techniques in this study using two ways, namely depth interview andreview of secondary documents. The result Showed UPTSA changes to "Dinas Perizinan" had apositive impact on service delivery, which formerly slow, non-transparent and unaccountableand unfriendly bertransformarsi be fast, transparent, responsive, friendly and accountable. On theother hand the use of information technology is a major weapon to simplify, improve and speedup service. Abstract This study aimed at identifying the implementation of bureaucratic reforms and trying to offer some solutions for improvement of administrative services licensing. This study applied qualitative approach using a case study design. Techniques of data collection used three kinds of instrument, namely: observation, in-depth interviews, and office documentation. The data were analyzed through the stages of data reduction, data presentation, and conclusions and verification. The results found that the implementation of the bureaucratic reform of administration service licensing on the Institutional aspects in Bone regency have shaped the One Stop-Integrated Service; on the aspects of human resources found that the qualification of existing employees were not appropriate to the needs of the organization which lack of employees’ disciplines and responsibilities; on the aspects of systems and procedures indicated that the licensing generally resolved exceeds the specified time of period as well as discrimination and inconsistencies. Through this study, the researcher made verification in some of the concepts and theories in the form of formalism as one of the characteristics of prismatic society proposed by Fred W. Riggs in those phenomena which called “Heresy Regulation”.

In accordance with the mandate of the law, changes in the system of governance in the region have changed from a centralized model to decentralization. This is characterized by the devolution of most government affairs to the region including the implementation of fiscal decentralization directed to finance the administration of government affairs. Law Number 25 Year 2009 concerning Public Service and Regulation of the Minister for Empowerment of State Apparaturs and Bureaucracy Reform Number 16 Year 2014 on Guidelines for the Survey of the Public Satisfaction Index on Public Service Implementation recommends that every service provider conduct a Public Satisfaction Index (IKM) survey periodically. This research uses deductive quantitative method. Primary data is obtained through direct survey and interview. The data were obtained using questionnaires with closed questions. Types of sample are purposive sampling counted 240 people. The purpose of the survey of IKM on public service units is intended to get opinion of the public regarding the quality of public services in Department of Investment and One Stop Integrated Service (DPMPTSP), Subang Regency. The IKM survey is conducted on four service units, namely Building Permit (IMB), Business License (SIUP), Company Registration Certificate (TDP) and Industrial Registration Certificate (TDI). Measurement of IKM survey of public services using PERMENPANRB Number 16 Year 2014 which consists of 9 aspects: 1) Requirements; 2) Procedures; 3) Time of service; 4) Costs / Tariffs; 5) Product Specifications Type of Service; 6) Executing Competencies; 7) Executive Conduct; 8) Service Notice; and 9) Complaint Handling, Suggestions and Feedback. IKM from four types of public services in Subang Regency DPMPTSP of 3.20 or if converted by 79.89. The results of the IKM are in the category of Quality of Service Performance B (Good).

The innovation of public services provided by the Investment and One Stop Service Office provides many benefits for people who use the services and services of the relevant agencies. This innovation also helps a lot in terms of issuing building permits which are one of the most needed public services by the community, where in its implementation requires accuracy and speed in managing and issuing building permits so that buildings used for business get legal. The purpose of the launch of SIPPADU has been stated in the Regulation of the Regent of Sidoarjo Number 8 of 2017 concerning the Application of Information Technology in Integrated Services. The type of research used is descriptive research with a qualitative approach. The focus in this research is how public service innovations in overcoming delays in the issuance of IMB files through the Integrated Licensing Service Information System program by the Investment Office and One Stop Integrated Service of Sidoarjo Regency which includes forms of innovation, processes and cycles of innovation as well as the diffusion of innovations at the Investment Office. and One Stop Services in Sidoarjo Regency. Based on the results of the research above, it can be concluded that technology-based innovations made by the Office of Investment and One Stop Integrated Services, namely the SIPPADU application, have helped the operation of licensing services at the agency. the service is to upgrade this SIPPADU innovation in the future so that things don't happen such as unstable networks, applications or websites that can't be accessed because the server is down. As well as providing more direction to existing Human Resources to understand more about SIPPADU. Suggestions for the public is to add more information about the SIPPADU application which can be accessed through the website of the Sidoarjo Regency Investment and One Stop Integrated Service website.

PurposeThis study aims to critically investigate the structural relationships between total quality management (TQM), service innovation and sustainability performance in the public service sector of the United Arab Emirates (UAE).Design/methodology/approachThe study employed an online survey to collect data from 400 employees working in eight selected UAE public service sector organisations located in Abu Dhabi. The collected data were analysed using structural equation modelling (SEM) to empirically examine whether TQM practices improve service innovation and, subsequently, sustainability performance in the UAE's public service sector.FindingsThe results show that TQM has a significant impact on service innovation and sustainability performance in the UAE's public service sector. Additionally, service innovation partially mediates the relationship between TQM and sustainability performance.Practical implicationsThe public service sector's TQM practices and service innovation in the UAE have a much greater impact on social and environmental sustainability than on economic sustainability performance. Adopting five dimensions of TQM (following the Abu Dhabi Award for Excellence in Government Performance [ADAEP] model) across the UAE's public organisations will enable government departments to deliver innovative services to its beneficiaries.Originality/valueThis study provides a substantial contribution by addressing the gaps in the literature. Very few studies have empirically investigated the possible association between TQM, service innovation and sustainability performance in public sector organisations, particularly in developing countries such as the UAE, where the increasing efforts in TQM practices are still in their emerging stages, mainly targeting innovative service offerings and sustainable performance.
