This research is to find out what innovations exist in the Public Service Mall of Banda Aceh City, Aceh, Indonesia. This type of research uses qualitative research with a descriptive approach, namely by describing the results of research and analyzing so that the results obtained from informants are employees of the Banda Aceh City Public Service Mall, employees of the One-Stop Investment and Integrated Service Office and employees of the Population and Civil Registration Service at the Public Service Mall and the community as supporting informants who provide services at the Banda Aceh City Public Service Mall. The results of this study indicate that the innovation of the Banda Aceh City Public Service Mall can be said to be in accordance with the innovation guidelines criteria set by PERMENPAN-RB No. 30 of 2014 which consists of Quality, Transparency, Accountability, Easy, Fast, Proper, Fair and Participatory. So that the results obtained that the Public Service Innovation of Banda Aceh City has novelty or innovation in service.

Measuring the quality of public services in the Building Permit in the one-stop services office of Bone Regency, using indicators of the ability of the apparatus, system services and influential factor in the service of Building permit. The data was collected through interviews, observation and documentation, as a way to know the description of the organizational structure, education and training, ability to work completion on schedule, the convenience in obtaining services, clarity of information, security and protection services to consumers in the Office of One-Stop Services (KPTSA) of Bone Regency. The factors that affect the public service of Building Permit (IMB), among others; timeliness, ease of filing, the accuracy of service, the cost of service. Factor is a barometer of the consumer or the use of the service, so whether or not the services provided by the government back to the things mentioned above. In the public service should further develop the quality of human resources and democratization, leadership model must shift from power to the approach of expertise (from macho to maestro) and democratic in spirit, close to the subordinates and apply humanistic model of bureaucracy is putting a human in its proportions.Mengukur kualitas pelayanan publik dalam Izin Bangunan di kantor pelayanan satu atap Kabupaten Bone, dengan menggunakan indikator kemampuan aparatur, sistem layanan dan faktor yang berpengaruh dalam pelayanan Membangun izin. Data dikumpulkan melalui wawancara, observasi dan dokumentasi, sebagai cara untuk mengetahui gambaran struktur organisasi, pendidikan dan pelatihan, kemampuan untuk bekerja selesai sesuai jadwal, kenyamanan dalam memperoleh pelayanan, kejelasan layanan informasi, keamanan dan perlindungan kepada konsumen di Kantor Pelayanan Satu Atap (KPTSA) Kabupaten Bone. Faktor- faktor yang mempengaruhi pelayanan publik Izin Mendirikan Bangunan (IMB), antara lain; ketepatan waktu, kemudahan pengajuan, akurasi pelayanan, biaya pelayanan. Faktor adalah barometer konsumen atau penggunaan layanan, sehingga apakah layanan yang diberikan oleh pemerintah kembali ke hal-hal tersebut di atas. Dalam layanan publik lebih lanjut harus mengembangkan kualitas sumber daya manusia dan demokratisasi, model kepemimpinan harus bergeser dari kekuasaan ke pendekatan keahlian (dari macho untuk maestro) dan berjiwa demokratis, dekat dengan bawahan dan menerapkan model birokrasi humanistik adalah meletakkan manusia dalam proporsinya.

This Paper about public service Innovation of the investment Office and One Stop Integrated Service of Pandeglang Regency (Case Study of the Public Service Mall in Pandeglang) the purpose of the Public Service Mall This is for the realization of public services that are fast, easy, cheap, transparent by involving vertical agencies, State-Owned Enterprises / Regional-Owned Enterprises, and the private sector in one place. This study uses the theory of Rogers (in Nurdin, 2019: 30) five variables: relative advantage, compatibility, complexity, trialability, and observability. Approach The research used is a qualitative approach with a case study method. The findings of the research field concluded that the Public Service Innovation of the Investment Office and One Stop Integrated Service of Pandeglang Regency at the Public Service Mall in Pandeglang was not optimal because there were several problems such as the location of the Public Service Mall which was less strategic; the facilities and infrastructure provided are not adequate; service users are not yet fully technology literate; officers still lack discipline in punctuality of service hours, and absenteeism; and the less than optimal efforts of the Office of Investment and One Stop Services in Pandeglang Regency in socializing the Public Service Mall to the public. T The article talks about the electronic business license service provided by the One Single Submission (OSS) application, which has been implemented at the West Aceh Regency's Office of Investment and One Stop Integrated Services (DPMPTSP). One Single Submission (OSS) One form of public service implementation that implements E-Government. This paper applied qualitative research methods to investigate the phenomena that occur in electronic services. The study's findings show that licensing services try to use the One Single Submission (OSS) application, as evidenced by several research indicators, including OSS's ease of use, trust in business actors' privacy security, service officers' assistance, the OSS website, and the service's content and appearance. OSS that is comprehensive and simple to comprehend. It may be stated that electronic services implementing OSS have been running properly at the West Aceh Regency Investment and One-Stop Service Office.

PurposeThis study aims to critically investigate the structural relationships between total quality management (TQM), service innovation and sustainability performance in the public service sector of the United Arab Emirates (UAE).Design/methodology/approachThe study employed an online survey to collect data from 400 employees working in eight selected UAE public service sector organisations located in Abu Dhabi. The collected data were analysed using structural equation modelling (SEM) to empirically examine whether TQM practices improve service innovation and, subsequently, sustainability performance in the UAE's public service sector.FindingsThe results show that TQM has a significant impact on service innovation and sustainability performance in the UAE's public service sector. Additionally, service innovation partially mediates the relationship between TQM and sustainability performance.Practical implicationsThe public service sector's TQM practices and service innovation in the UAE have a much greater impact on social and environmental sustainability than on economic sustainability performance. Adopting five dimensions of TQM (following the Abu Dhabi Award for Excellence in Government Performance [ADAEP] model) across the UAE's public organisations will enable government departments to deliver innovative services to its beneficiaries.Originality/valueThis study provides a substantial contribution by addressing the gaps in the literature. Very few studies have empirically investigated the possible association between TQM, service innovation and sustainability performance in public sector organisations, particularly in developing countries such as the UAE, where the increasing efforts in TQM practices are still in their emerging stages, mainly targeting innovative service offerings and sustainable performance.

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

Public demand for excellent service affects the government to make various innovations. In that sense, the Civil Registration Office in Padang Panjang City creates innovation in online civil services (PADUKO). PADUKO innovation consists of 19 kinds of civil services and succeed to achieve the highest score between agencies in the Municipality of Padang Panjang in 2019. In this article, we would like to explore PADUKO innovation by the Civil Registration Service Office. This research has used the theory of the attributes of innovation by Everett M Rogers which says that there are five attributes of innovation that can determine innovation acceptance, which consists of relative advantage, compatibility, complexity, trialability, and observability. The method in this research is descriptive qualitative method with data collection techniques by interview, documentation, and observation, while the selection informants technique by purposive sampling technique. The validity of the used triangulation. Based on this fieldwork, PADUKO innovation was successful and accepted by the public. Five attributes of innovation by Everett M. Rogers also presence on PADUKO innovation. This can be seen from the perceived benefits in the form of effectivity, efficiency of cost, and energy, and the acceptance of services with the needs of the public. However, some problems are still found, such as poor network, server, and application problems.

AbstractThere were 1525 applications for asylum in the Czech Republic in 2015, and 71 people were granted asylum. Despite this fact migration was the most covered topic in the Czech media (especially television news services) in 2015. The discussed events were labelled as a wave or flood and were framed as a crisis, threat, and risk not only by the journalists but by politicians as well. The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.
