About scientific and practical conference explosives of the Urals

The article reviews the results of the VIII Scientific and Practical Conference with international participation "Technology and Safety of Drilling and Blasting Operations in Surface and Underground Mines of the Urals" which was held at the Ekaterinburg-EXPO Exhibition Center and the Uralasbest Industrial Complex as part of the IX Urals Mining Industry Forum and the URAL MINING' 21 Exhibition dedicated to the Year of Science and Technology in the Russian Federation and the 30th Anniversary of the Urals Mining and Industrial Association. The article also informs about the winners of the Ural Mining Award 2021 and about the research and engineering reports and presentations made during the conference and dedicated to blasting operations. Results are summarized of the visiting seminar at the Uralasbest Industrial Complex, where the Chief Engineer of Promtekhvzvzryv Company N.A. Chistyakov and General Director of the Urals Explosives Association G.P. Bersenev conducted tours to the open-pit mine, the 'Poremit' Plant - the first emulsion explosives production facility in the Urals, a bulk explosives storage, the museum and training center of the Urals Asbestos Mining and Processing Complex. Following the tours of the training center site of the Processing Complex, the second part of the conference was held, during which a number of reports were delivered. Upon completion of the seminar, the Urals Explosives Association awarded honorary certificates and valuable gifts to specialists of the Promtekhvzvzryv Company for their contribution to improvement of drilling and blasting technology and organization of labor on blasting sites. The article is concluded by a summary of the Conference's decisions.

ALROSA performs blasting operations mainly using explosives manufactured on the spot. Considering modern trends of using local manufacture explosives, Company’s experience of application of emulsion explosives, as well as prompt introduction of technological innovations, novel process solutions are utilized in manufacture and use of emulsion explosives. To this effect, Udachny Mining and Processing Plant constructed and commissioned a plant to manufacture non-explosive components for emulsion explosives within the Plant’s infrastructure area. Emulsion explosives enable blasting in open pit and underground mines which are assumed hazardous in terms of oil and gas shows. Within the framework of technical upgrading at MMLT-500-PR Plant, the investment project on construction and commissioning of a modular production line to manufacture packaged emulsion explosives has been implemented. The field trials of NPGM grade emulsion explosive has proved the economic and production efficiency of blasting using this explosive in open pit and underground mining. This article presents the results of testing and application of NPGM emulsion explosive during blasting in open pit and underground mines of ALROSA. The outcomes of pilot explosions using this type explosive as the main borehole and chain charges, as well as intermediate detonators in full-scale conditions of an underground mine and in an open pit are described. The proposed technology features higher operational efficiency and is applicable in various geotechnical conditions of mineral mining.

In the past 30 years, Latin American mining industry passed under the sign of technological advances; first with the incorporation of mechanized equipment and then teleoperation and automation in many aspects of the excavation process. In that respect, Chile is the leading country, although lately Peru, Mexico and Brazil are showing a growing interest in introducing new technologies in their mining operations. Positive aspects of these changes can be seen in continuous improvements of operations and processes, increased in innovation and improvements in safety. However, with few exceptions, the involvement of top management in enabling innovation and rapid technological implementation has often been insufficient. This, however, is changing dramatically as mining companies look towards automatization to maximize productivity and profitability, remove mining personnel from dangerous environments as well as bypass human limitations to meet new challenges, which would allow the humans to make strategic decisions while being supported by the machines and the connected environment. This paper examines the human factors issues related to the implementation of automated system in general with some examples from Chilean open pit and underground mines.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

Large-scale mining disturbs wide areas of land. The development program for the mining industry, with an expected considerable increase in production output, aggravates the problem with even vaster territories exposed to the adverse anthropogenic impact. Recovery of mining-induced ecosystems in the mineral-extracting regions becomes the top priority objective. There are many restoration mechanisms, and they should be used in integration and be highly technologically intensive as the environmental impact is many-sided. This involves pollution of water, generation of much waste and soil disturbance which is the most typical of open pit mining. Scale disturbance of land, withdrawal of farming land, land pollution and littering are critical problems to the solved in the first place. One of the way outs is highquality reclamation. This article reviews the effective rules and regulations on reclamation. The mechanism is proposed for the legal control of disturbed land reclamation on a regional and federal level. Highly technologically intensive recovery of mining-induced landscape will be backed up by the natural environment restoration strategy proposed in the Disturbed Land Reclamation Concept.

Scientifically substantiated personnel industry policy contributes to the implementation of an innovative development scenario, provides better results with reduced production costs, which determines the relevance of the studying. The main goal of the work was identified factors and indicators which have regulatory influence on the state and development of the personnel potential of the industry. Diagnostics of the labor potential of land reclamation by federal districts revealed leaders and outsiders of sectoral development. The studying made it possible to justify the steady trend of the shortage of reclamation personnel in comparison with the calculated indicators. Objective and subjective reasons and factors that hinder the effective using of the industry’s personnel potential are distinguished. The concept of industry’s labor potential is clarified. The studying of changes in labor productivity in agriculture has confirmed a twofold increasing in this indicator for the period from 2014 to 2018. Methodological approaches to the indicators of assessing the labor potential of the reclamation industry are substantiated. The groups of socio-economic indicators of the reclamation industry’s effectiveness are identified. The methodology for determining the quantitative characteristics of labor potential on irrigated lands is specified, which is depended on the area of irrigated lands. The labor potential of the reclamation industry in terms of staffing the industry is studied. The main positive and negative trends of the personnel policy and the labor potential’s formation of the agro-industrial complex’s reclamation sector of the Russian Federation are specified, the industry personnel policy is assessed as passive, which does not allow predicting the needs for industry personnel, evaluate staff activities and analyze personnel problems. Highlighted characteristic trends in personnel potential in the federal district and regions of the Russian Federation allow: to develop unified approaches to manage this industry development factor; to develop recommendations to improve the efficiency of advanced training and retraining of personnel in irrigated agriculture. The implementation of the recommendations will contribute to increase the efficiency of the managing the human potential’s process of irrigated agriculture at the level of federal, regional and municipal authorities of the reclamation sector of the agro-industrial complex of Russia.
