The article is dedicated to the analysis of forms and methods of application of information technologies in the educational process of children’s art schools in the implementation of programs in the field of musical performance. The article considers the synthesis of the unconditional preservation of the existing traditions of the primary level of the Russian music school and the methodological expediency of using new technologies in the educational process of children’s art schools. Specific software developments, electronic educational resources are proposed for use, the application effect in the educational process is described. The article shows that the introduction of new musical information technologies provides additional opportunities for musicians when working with musical scores, orchestral parts, when performing creative tasks in subjects of the theoretical cycle. The article also discusses and analyzes the interactive educational programs of the series «Playing with Music».

The research describes the process of a digital approach in teaching a foreign language using various programs, teaching materials and teaching competencies. Recently, at the development of the distance technologies, the aim is to organize the educational process so that it is given the new educational forms, in terms of quality, a result that is at least the same as traditional ones. In addition, there are many questions related to methods of measuring online learning effectiveness, as it provides an opportunity for continuous learning and improvement of the professional activities. Modern changes in modern social life and culture require a restructuring of the training specialists` system, the development of new technologies in education that implement the training of a person with the necessary social and professional competencies. With the development of new information technologies, the range of up-to-date information platforms is expanding; the conditions are created for the formation of a single global information and educational space on their basis. In this regard, the education system is changing and developing. The application of the most suitable MS Teams platform for implementing the educational process and mastering the necessary competencies is considered. The stages and areas for the implementation of the training material are listed in detail. The authors focus on the relevance of achieving the maximum use of various interactive forms of education using innovative technologies and achieving competencies. The paper examines the use of such technologies, discusses the advantages and disadvantages of using such technologies. Methods and approaches in distance or online learning for the assimilation of educational material and mastering the necessary competencies are determined. The authors suggest a possible application of distance learning as an additional educational resource.

Sustenta que o acesso das escolas às novas tecnologias de informação poderá converter-se num poderoso instrumento para a superação de deficiências crônicas do sistema educacional brasileiro, sobretudo na educação básica. Nesse contexto, o processo educacional deve ser criativo e flexível, propiciando a criação de ambientes de aprendizagem que incorporem as novas tecnologias, colocando-as a serviço da formação de cidadãos críticos e produtivos. A criação desses novos ambientes de aprendizagem e sua ação eficiente exigem não só a implantação de uma infra-estrutura de laboratórios de informática, a utilização da rede mundial de computadores e de aplicativos facilitadores da aprendizagem, mas sobretudo alterações no papel dos principais atores do processo ensino-aprendizagem: a escola, o professor e o aluno. Abstract This paper discusses that school access to the new information technologies will become a powerful instrument for the overcoming of chronic deficiencies of the Brazilian educational system, above all, in basic education. In this context, the educational process must be creative and flexible, propitiating the creation of learning environment that incorporates the new technologies, placing them in the service of the formation of critical and productive citizens. The creation of these new learning environments and their efficient action demand not only the implantation of an infrastructure of computer science laboratories, the use of the world-wide net of computers and learning applications, but above all, alterations in the role of the main actors of the teaching-learning process: the school, the teacher and the pupil. Актуальность проектирования и реализации новых технологий и средств организации образовательного процесса дополнительного образования является общепризнанной, в том числе на уровне государственной образовательной политики. Степень изученности данной темы значительно отстает от запросов педагогической науки и практики. Осуществлен анализ новых технологий и средств обучения в системе дополнительного образования по следующим вопросам: достаточность нормативно-правового обеспечения их реализации и использования; примеры современной и эффективной практики реализации новых технологий и средств обучения в секторе дополнительного образования; особенности новых технологий дополнительного образования в традиционной схеме педагогических технологий и выявление их потенциальных возможностей в процессе поэтапного формирования значимых компетенций детей; определение списка наиболее актуальных новых развивающих технологий; концептуальные положения новых информационных технологий при использовании компьютера как средства обучения, в том числе в форматах цифровых образовательных платформ; сравнительный анализ применения новых технологий и средств обучения с традиционными технологиями и проявление их эффективности и актуальности в условиях нового технологического уклада. Анализируются задачи вхождения в образовательную среду новых педагогических технологий и средств обучения, а также острота проблемы несоответствия традиционных педагогических технологий производственным технологиям, уже реализуемым в современных производствах нового технологического уклада. Предлагается обоснование особенностей технологий дополнительного образования. The relevance of the design and implementation of new technologies and means of organizing the educational process of additional education is generally recognized, including at the level of state educational policy. The degree of study of this topic lags far behind the demands of pedagogical science and practice. The analysis of new technologies and teaching aids in the system of additional education was carried out on the following issues: the sufficiency of the regulatory and legal support for their implementation and use; examples of modern and effective practice of implementing new technologies and teaching aids in the sector of continuing education; features of new technologies of additional education in the traditional scheme of pedagogical technologies and the identification of their potentialities in the process of the gradual formation of significant competencies of children; determination of the list of the most relevant new developing technologies; conceptual provisions of new information technologies when using a computer as a teaching tool, including in the formats of digital educational platforms; comparative analysis of the use of new technologies and teaching aids with traditional technologies and the manifestation of their effectiveness and relevance in the context of a new technological order. The problems of entering the educational environment of new pedagogical technologies and teaching aids are analyzed, as well as the severity of the problem of the discrepancy between traditional pedagogical technologies and production technologies that are already being implemented in modern industries of a new technological order. The substantiation of the features of technologies of additional education are offered.

Innovations change the world in all spheres of life, and education is not an exception. Modern requirements of time put us new challenges that require the use of new information technologies at all stages of the educational process in higher education institutions, in particular the use of the Internet. In addition, it has been noted that Internet resources increase motivation and contribute to the formation of a fully developed personality. Testing and evaluating students' knowledge and abilities is an integral part of the credit-module system. One of the forms of evaluation of the initial level of knowledge, consolidation and improvement of assimilation of information is testing. It should be noted that in a number of countries, testing has shifted traditional forms of control — oral and written exams and interviews. However, in Ukraine, educators remain adherents of a combination of testing and classical analysis of material. It allows the most efficient distribution of the training time of a practical class, 100% control of the knowledge and the effectiveness of mastering the material of all the students of the academic group. Technical progress stimulates the search for new variants and possibilities of testing, its various variations. One of the options that can help solve this problem was a smartphone. In order to facilitate the work of the teacher at the Department of Microbiology, an online testing system with the use of smartphones was introduced. Online testing is conducted among students with Ukrainian and English language training. With the Google Forms platform, the teacher creates a form which contains the student's records and tests. Students directly from the teacher get a link to fill out an online form directly at the lesson. For testing, a database containing standard KROK-1 licensed test tasks is used. The form can contain any number of test tasks that are in arbitrary order, as well as a changed order of distractors, which makes it impossible to write off. At the same time, all students are in the same conditions: all write one option. After submitting the form, the student receives a notification that his response is recorded. Re-linking is not possible. In turn, the teacher receives a message on the result of the test in the table — the ratio of correct answers to the total number of questions, as well as options for their answers. First and foremost, questions are displayed on which students gave the largest number of incorrect answers. This allows the topic to be considered in the process of discussion of the most difficult tasks from the students perspective, and in the future it will allow more efficiently to create forms for on-line tests and to focus on these issues.

The article discusses the possibilities of automation of legal activities. Special attention is paid to the new branch of the business LegalTech, which allows providing legal services using information technology. Some projects in this area are briefly described: FreshDoc document designer, VideoContract app, and electronic trading platforms such as Legal Space and Pravoved.Ru. Although the legal community is not quite ready to work in such conditions, higher education institutions are already reforming their curricula, developing disciplines that allow gaining professional competence in introducing technologies that automate legal work, and so on. The author, in turn, offers using chat bots in legal clinics, gives examples of new disciplines for master’s degree programs, considers the idea of passing final examinations outside universities in certification centers, etc. It is emphasized that in jurisprudence there are a lot of typical situations in which typical decisions need to be made, and here artificial intelligence will be a good helper, and scientists will have more time to undertake a comprehensive analysis of law. Thus, even with the advent of new technologies, the creative work of lawyers will always be in demand.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

The information, like human resources, capital, materials and technology, is one of the main resources used by the institution. Due to its increasing significance in today's society of informatization, more attention is paid to the methods of managing document processes based on documenting and documenting technologies, as well as the active use of computer technology and information technologies. Therefore, due to insufficient number of domestic works on the topic, the theory and practice of document management, in particular using the latest information technologies, is an actual and perspective direction of scientific research. The article deals with the concept of «documentation processes management».The urgency of the need of new information technologies implementation into the field of documentation support and their efficiency in administrative work has been highlighted. The objective of the study. To analyze the leading tendencies of introduction of the newest technologies in management of documentation processes in the conditions of information society. The tasks of the study are following: to disclose the content of the concept “document management”; to trace the impact of transition to electronic document management on the effectiveness of working with documents in institutions; to describe the main advantages of electronic document management systems for working with electronic documents. The results of the study confirmed that due to the continuous increase in the number of information the traditional methods of managing of documentation processes become ineffective. In terms of informatization of the society, the innovative information technologies are rapidly developing, which are rapidly being implemented into the field of documentation procedures.


Along with the shift from print to digital formats, information technologies are significantly affecting today’s libraries. New technologies and concepts such as mobile devices, social networking sites, communication and interactive tools, and other Internet technologies are changing how libraries serve their patrons as well as how users interact with libraries and each other. Each technology has impacted the library user and the user environment so much so that today’s library is said to be everywhere. Wherever the user can go with their mobile device and access the Internet, and therefore the library OPAC, it can functionally be said that they are at the library, for the collection, user services, and library databases is where the library is located, not the brick and mortar structure. This increased access also raises concerns over online information security and privacy, and the conscious Internet user needs to be aware of the dangers and take the necessary steps to mitigate them. The concept of change is another element of these new information technologies—embracing it, for technology is always changing as new ideas spark new revolutions in development and libraries must change along with them. All information institutions must learn to ride these waves of change instead of being pulled along, half drowning, by the undertow. Learning to both integrate and inform patrons on how best to use these technologies becomes an important part of being an information expert. Surveyed in this chapter is a selection of those important and driving technologies and changes.

New technologies have changed the way today's own label products are being offered. Today the Internet and even more the so-called social networks have played key roles in dispersing any particular product in a more efficient and dynamic sense. Also, having a smartphone and a wireless high-speed network are no longer a luxury or a temporary fad, but rather a necessity for the new generations. These technological advances and new marketing trends have not gone unnoticed by the medium and large stores. The augmented reality applied to interactive catalogs is a new technology that supports the adding of virtual reality to a real environment which in turn makes it a tool for discovering new uses, forms, and in this case, spending habits. The challenge for companies with their private labels in achieving their business objectives, is providing customers with products and services of the highest quality, thus promoting the efficient and streamlined use of all resources that are accounted for and at the same time promoting the use of new information technologies as a strategic competitive.

This chapter studies the influence of the Internet and new Web 2.0 technologies on the process of democratization in authoritarian regimes. The objective is to show that the new information technologies are not necessarily helpful to dissident movements and have even some negative impacts on the process of democratization. The author questions the capacity of Internet to transmit political information discusses how the new technologies contribute to the depoliticization of societies by creating passive citizens in authoritarian regimes. This chapter also shows how authoritarian regimes use new information technologies as instruments of control and repression and questions the effectiveness of the new cyber-activism by explaining the structure of the Internet and discussing the capacity of the new technologies in creating political community.
