Abstrak — Beras merupakan makanan pokok yang paling banyak dikonsumsi oleh masyarakat Indonesia. Tingginya kebutuhan pangan terutama beras memaksa pemerintah dan penduduk untuk menerima tingginya harga eceran beras. Tujuan penulis melakukan penelitian ini untuk memprediksi harga eceran beras terhitung 2017-2020 dengan menggunakan algoritm backpropagation. Dalam penggunaannya algoritma backpropagation ini sangat baik untuk melakukan tugas prediksi dengan tingkat kesalahan yang cukup rendah. Data pada penelitian ini diperoleh dari Badan Pusat Statistik (BPS) Indonesia. Penelitian ini menggunakan 5 arsitektur antara lain : 4-25-1, 4-35-1, 4-40-1, 4-42-1, 4-45-1 dengan learning rate 0,09. Dari ke 5 Arsitektur ini, arsitektur terbaiknya adalah 4-45-1 dengan tingkat akurasi sebesar 88%, epoch 12718 iterasi dan waktu 1 menit 14 detik.Kata kunci— Prediksi, Harga, Beras, Indonesia, Backpropagation. Abstract — Rice is the staple food most consumed by the people of Indonesia. The high demand for food, especially rice, forced the government and residents to accept the high retail price of rice. The purpose of the authors to do this research to predict the retail price of rice counted 2017-2020 using backpropagation algorithm. In its use the backpropagation algorithm is excellent for performing prediction tasks with a fairly low error rate. The data in this study were obtained from the Indonesian Central Bureau of Statistics (BPS). This study uses 5 architectures, among others: 4-25-1, 4-35-1, 4-40-1, 4-42-1, 4-45-1. From the 5th Architecture, the best architecture is 4-45-1 with an accuracy of 88%, epoch 12718 iteration and 1 minute 14 seconds.Keywords — Prediction, Price, Rice, Indonesia, Backpropagation.

This study aims to see the development of the number of vegetable crop yields in the following year. With this prediction, it is hoped that it can help the government and the community to be more careful in increasing the supply of crop stocks in order to meet the food needs of the people of Simalungun Regency. The data source is obtained from the Central Bureau of Statistics. In this study, researchers used the Backpropagation Algorithm. The Backpropagation Algorithm is an algorithm that functions to reduce the error rate by adjusting the weight based on the desired output and target. The results of this study show that the best architectural model is the 2-1-1 model with an accuracy rate of 75.0% and an epoch of 1392 iterations in 00:07 seconds. This research is expected to be a reference material in other studies that have the same research object and as a consideration for the government in making an even more accurate evaluation system

Beginning with the question of why the people of Sumba, especially in Kodi, Southwest Sumba Regency, East Nusa Tenggara Province, feel ‘embarrassed’ to tell the outsiders that they still consume tubers as a staple food, this paper unfolds the story of food and fodder based on the recollection of the community. They eat rice mixed with corn every day and find such food tasty and fulfilling. They solely eat rice during important ritual ceremonies (wedding, funeral, and other traditional rituals). Eating steamed or roasted tubers, accompanied by coffee or sweet tea, has been their morning or afternoon habit while engaging in a conversation with family members. However, tubers become staple food during the hunger season. The data were collected using Participatory Research (RAP) method, or also known as the Action Research. The RAP method also offers ‘learning by doing’ technique that focuses on dialogues between researchers and community members or groups of people to bring together knowledge, experience, and ideas to obtain the desired results and devise future actions. The stories were recorded and documented and later combined with the results of the literature study. The records of the stories were transcribed and then analyzed using the Intertextual method. Rice is a symbol of prosperity and civilization, making it an important food in the ritual sphere in Kodi. However, due to the condition of nature and the persistent drought and water scarcity, rice production becomes highly dependent on rain. The government programs have not been able to solve water management issues in the region.

 The aim of this study is to evaluate the efficiency of East Java rice production in 2018. This study uses a model for measuring the efficiency of stochastic frontier analysis (SFA). Empirical results of these findings indicate that the efficiency of rice production in East Java in 2018 was said to be very efficient in several districts and towns affected by the variable dry milled grain / GKG and irrigation variables, although there are still some districts and towns that cannot be said to be productive. Additionally, the explanatory variable of population growth affects the technical inefficiency of East Java rice production in 2018. Based on the results of this study's review, the practical implications for the government must continue to work to increase the scale and impact of efficiency on rice production, particularly on adding irrigated land to rice commodities, so that rice production can increase to the maximum and domestic food needs can be satisfied. Since the population of Indonesia continues to rise significantly, and rice is in fact a staple food for the people of Indonesia, rice production needs to be increased to ensure national social security. For this reason, it is necessary for the government to pay more attention to policies regarding the use and addition of paddy fields in order to keep optimum domestic rice production.

In a study, the analysis is necessary for the accuracy and accuracy of an education. So also in prediction Export Value (Million USD). This research will discuss the value of export in general in North Sumatra based on Million USD. This research is conducted to know the export development in North Sumatera in the future. This research uses Artificial Neural Network with Backpropagation algorithm. The research data used comes from the Central Bureau of Statistics of North Sumatra from 2012 until 2017. This research will use five architectural models namely 4-5-1, 4-7-1, 4-9-1, 4-10-1 and 4-11-1. The best model of the five models is 4-7-1 with a 100% accuracy rate, with a time of 27 seconds. The error rate used is 0.001 - 0.05. Thus, this model is good enough to predict Export Value in North Sumatra, because its accuracy reaches 100%.

Rice is the most important staple food and carbohydrate food in the world especially people in Indonesia. This study aims to predict the retail price of rice in traditional markets using backpropogation by improvising Adaptive Learning Rate to increase the value of accuracy. Data sources were obtained from the Central Statistics Agency (BPS) in 33 provinces in Indonesia for the retail price of rice in the traditional market (Rupiah / kg) for the past 6 years (2011-2016). The results of the study state that the improvised learning rate uses 2 models: 2-10-1 and 2-15-1 (LR= 0,1; 0,5; 0,9) that the best architectural models are 4-15-1 (LR= 0.9) with an accuracy of 82%, Training MSE 0,000999936, Testing MSE 0.016051433 and Epoch 20515. The results of this study are expected to provide input to the government in providing input on predictions of retail rice prices that have an impact on the stability of rice prices in Indonesia.

Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The establishment of the KPPU is to control the implementation of the Act. No. 5/1999 on Concerning the Ban on Monopolistic Practices and Unfair Business Competition in Indonesia. Various duties and authority of the KPPU contained in Article 35 and Article 36 of the Act. But in reality, KPPU does not have executorial rights so that the various decisions of the commission often could not be implemented. Therefore internally strengthening of institutional existence by way of amending the Law Commission is very appropriate to be used by the government and parliament agenda. Externally, stakeholder participation is something very urgent and that the KPPU’s strategic optimally capable of performing their duties according to its motto: “Healthy competition Welfare of the people”.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstractThis study aims to determine the social security system adopted by Indonesia, see Indonesia as a function of the welfare state as mandated by the 1945 Constitution has not done well, and to know the view of progressive legal theory legislation related to social security in providing solutions to the problems of social security the workforce. This research is devoted to the study of normative legal systematics, which is intended to determine the implementation of a theory of the legal conditions that exist in society. Results of this study produces a secondary data. The data obtained from the document collection process or library materials. Of the collection process, the data were analyzed qualitatively, systematically arranged, and presented descriptively. The results showed that Indonesia is still not able to fully administer social security for the people, where social security is still a “black and white” but the State has not been able in practice to assume responsibility for the implementation of social security as a whole. About social security, the Government is still not able to provide significant changes to the equalization gain social security for the workers, but changes in social security regulations on labor is performed repeatedly. Necessary party whom dared to take a policy or decisions that benefit the workers to realize the welfare of the workers. Parties reffered to the law is used as a progressive peeler, is a party that has an important role that enterpreneurs and the Industrial Relations Court Judge.Keywords: Social Security, Labour, Progressive LawIntisariPenelitian ini bertujuan untuk mengetahui sistem jaminan sosial yang dianut Indonesia, melihat fungsi Indonesia sebagai negara kesejahteraan sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 belum terlaksana dengan baik, serta untuk mengetahui teori hukum progresif memandang peraturan perundang-undangan terkait jaminan sosial tenaga kerja dalam memberikan solusi atas permasalahan jaminan sosial tenaga kerja tersebut.Penelitian ini bersifat normatif yang dikhususkan pada penelitian sistematika hukum, yang dimaksudkan untuk mengetahui implementasi pelaksanaan suatu teori terhadap kondisi hukum yang ada di masyarakat. Hasil penelitian ini menghasilkan suatu data sekunder. Data tersebut diperoleh dari proses pengumpulan dokumen atau bahan pustaka. Dari proses pengumpulan tersebut, data yang diperoleh dianalisis secara kualitatif disusun secara sistematis dan disajikan secara deskriptif.Hasil penelitian menunjukkan bahwa Indonesia masih belum mampu secara seutuhnya menyelenggarakan jaminan sosial bagi rakyat, dimana jaminan sosial tersebut masih sebatas “hitam diatas putih” namun, negara belum mampu dalam pelaksanaannya untuk mengemban tanggung jawab pelaksanaan jaminan sosial tersebut secara utuh. Tentang jaminan sosial tenaga kerja, pemerintah masih belum mampu memberikan perubahan yang signifikan terhadap pemerataan perolehan jaminan sosial tenaga kerja bagi para pekerja tersebut, padahal perubahan peraturan tentang jaminan sosial tenaga kerja tersebut berulang kali dilakukan. Diperlukan pihak yang berani untuk mengambil suatu kebijakan atau keputusan yang bermanfaat bagi pekerja demi terwujudnya kesejahteraan bagi pekerja. Pihak sebagaimana dimaksud jika hukum progresif yang digunakan sebagai alat pengupas, adalah pihak yang memiliki peran penting yaitu pengusaha dan Hakim Pengadilan Hubungan Industrial.Kata Kunci: Jaminan Sosial, Tenaga Kerja, Hukum Progresif.
