Starting from 2017, the management policy and education authority of Vocational High School in district region is taken over by the provincial government. In order to distribute the services to Vocational High School in several regions, the provincial government applies data service in online. To support online data service between the provincial education office and the Vocational High School in several regions, it is needed the supports of adequate IT infrastructure. The IT infrastructure components cover human resources and IT assets in form of hardware and software. To discover the maturity level of IT infrastructure in each Vocational High School, it is required analysis of IT human resources capability and IT asset owned. The research method used was COBIT 5 framework with a set of best practices which able to facilitate the management to assess and mitigate risks, as well as provide improvement recommendations. Subdomain focus used for evaluations and recommendations were APO07 and BAI09. The results obtained by capability level of each subdomain is at level 1 namely Performed Process that organization performs a process to achieve the purpose with improvement recommendations to Level 2 namely Managed Process.

The purpose of this study is to obtain objective information and clarity regarding the impact of management authority transfer of senior high school (SMA)/vocational high school (SMK) from regency/city government to the provincial government in West Kalimantan Province. The benefit of the results theoretical and practical for teachers, school principals, education and culture services and regional governments. The population in this study were SMA/SMK teachers, SMA/SMK principals, regency/city education office and the provincial education office of West Kalimantan. This study uses direct communication techniques, direct observation techniques, and documentation techniques. The results of this study indicate that: (1) Management of SMA/SMK by the regency/city government and school activities run smoothly before the authority transfer of SMA/SMK to the Provincial Government Staffing. There is no separation between elementary school, junior school, high school and vocational school by Regency/City Education Service; (2) Management of SMA/SMK after the transfer of authority by the provincial government is obtained data and information there is a tendency for SMA/SMK to be abandoned by Regency/City Education Services because they are not responsible anymore to take care of SMA/SMK, while the Provincial Education Service which has the mandate to take care of SMA/SMK is difficult to reach schools, especially SMA/SMK far in remote areas, outermost, disadvantaged and remote areas; (3) The workload of the Head of Regency/City SMA/SMK Court MKKS after the transfer of management of SMA/SMK to the province is felt to be increasingly heavy. Because the duties of the School Supervisor that should be handled by the SMA/SMK Supervisor cannot be implemented properly due to the limited budget of the visit, the location of the SMA/SMK is too far away. Finally, the task of the School Supervisor was forced to be taken over by the Chairperson of the Regency/City MKKS. Even to the extent that the selection of selected SMA/SMK principals is conducted by the Chairperson of the MKKS.

Based on the mandate of Law Number 23 Year 2014 on Local Government, the management and authority of high school (SMA) and vocational high school (SMK) in the district/city governments are taken over by the provincial governments. The handover began in March 2016, and must be completed in early 2017. BPK’s audit found a difference of asset value of about Rp26 billion during the handover process. This study aims to determine the process of asset transfer carried out by the district/city governments to the provincial government, problems and constraints faced as well as the accounting treatment of the transferred assets. This study uses a qualitative descriptive method with empirical data which are collected through observation, interviews and documentation. The asset transfer procedure start from the recording process of assets owned by the district/city education office. The asset record data is subsequently submitted by the district/city education office to the district/city regional financial and asset management agency (BPKAD). Furthermore, without prior confirmation and physical checking, these records were used as a basis for calculating the amount of assets to be handed over to the provincial BPKAD in October 2016.Total assets transferred was Rp1,738,599,434,341.84, and the difference in value found by the BPK was due to incomplete reporting of grants to SMA/SMK that was allocated from the APBN. Problems that are quite complicated are in school’s land ownership, inadequate quantity and quality of human resources, multiple asset recording, lack of complete reporting, and various other administrative and accounting problems.AbtrakBerdasarkan amanat Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, pengelolaan dan kewenangan pendidikan Sekolah Menengah Atas (SMA) dan Sekolah Menengah Kejuruan (SMK) di pemerintah kabupaten/kota, diambil alih oleh pemerintah provinsi. Serah terima ini mulai dilaksanakan pada bulan Maret 2016, dan harus tuntas pada awal tahun 2017. Hasil audit BPK menemukan adanya selisih nilai aset sebesar Rp26 miliar dalam proses serah terima aset ini. Penelitian ini bertujuan untuk mengetahui proses pengalihan aset yang dilakukan oleh pemerintah kabupaten/kota dan provinsi, permasalahan dan kendala yang dihadapi serta perlakuan akuntansi terhadap aset yang dialihkan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan data empiris yang dikumpulkan melalui observasi, wawancara dan dokumentasi. Proses ini dimulai dari data catatan aset yang dimiliki oleh dindikbud kabupaten/kota. Data tersebut diserahkan oleh dindikbud kabupaten/kota kepada BPKAD kabupaten/kota. Selanjutnya tanpa melakukan konfirmasi dan pengecekan fisik terlebih dahulu catatan tersebut dijadikan dasar untuk melakukan penghitungan jumlah aset yang akan diserahterimakan kepada pihak BPKAD provinsi pada bulan Oktober 2016. Nilai total aset yang dialihkan sebesar Rp1.738.599.434.341,84, selisih nilai yang ditemukan BPK disebabkan oleh tidak lengkapnya pelaporan hibah ke SMA/SMK yang bersumber dari APBN. Permasalahan yang cukup rumit terdapat pada kepemilikan tanah sekolah, kualitas dan kuantitas sumber daya manusia yang kurang memadai, pencatatan aset ganda, kurang lengkapnya pelaporan, serta berbagai permasalahan administratif dan akuntansi lainnya.

Purpose The purpose of this paper is to explore the joint effects of different types of IT resources and top management support. Especially, the authors attempt to mainly examine a negative synergy or substitution relationship between IT infrastructure resources and CEO support, and a positive synergy or complementary relationship between IT human resources and CEO support among the large-sized enterprises. Design/methodology/approach A research model that integrates IT infrastructure resources, IT human resources, CEO support and the degree of usage of IT for business objectives (i.e. IT business spanning capability) is developed. Based on a sample of 112 large-sized enterprises, partial least squares is used to analyze the research model. Findings Whereas the positive moderating role of CEO support in the effectiveness of IT human resources is insignificant, CEO support and IT infrastructure resources have a substitution relationship in predicting IT business spanning capability. Furthermore, the results can explain under which conditions IT infrastructure resources insignificantly or significantly affect IT business spanning capability in large-sized enterprises. Specially, IT infrastructure resources significantly affect IT business spanning capability only when CEO support is low. Thus, in the presence of high CEO support, IT executives in large-sized enterprises should prioritize developing highly effective IT resources, such as IT human resources. Originality/value This paper highlights the joint effects of two critical IT resource types (i.e. IT infrastructure and IT human resources) and CEO support in the IT assimilation process among the large-sized enterprises, ultimately contributing to information systems theories and practices.

Technological developments that continue to evolve changes in various activities such as industries that rely heavily on computers and robot technology to increase industrial production. From this industrial development, it requires competent human resources who can compete in the industrial world. One way to improve human resources in the field of technology is to build a Computer Engineering and Informatics Vocational High School. Improvement and additional facilities are needed to support education in Kubu Raya Regency. The design stages of the Computer and Informatics Engineering Vocational High School in Kubu Raya Regency start from the preparation stage, the analysis stage, the synthesis stage and the design stage. Application of understanding tropical architecture with consideration of the principle of spatial comfort in buildings related to aspects of the body size of the building user, aspects of human space based on human activities in it, audio comfort, visual comfort, and thermal comfort in buildings. The application of renewable energy, such as solar power generation, is applied to building facades to provide electricity sources and block light from entering the room. In addition, the application of laterite brick material and roaster for air humidity adjusts the geographical area of Kubu Raya Regency which is a tropical area. The formation of buildings with a philosophical composition of shapes and room analogies from the Printed Circuit Board gives the meaning of access to rooms that are connected to one another.

High School (SMK) is one of the educational institutions responsible for creating human resources that have skills so that at the time of graduation can develop performance in the world of work. most vocational school students who take multimedia corner where currently have spawned creative works. The existence of Law Number 28 of 2014 concerning Copyright is very important for the existence of legal protection for the copyrighted works of SMK students in the multimedia field. Because of the importance of understanding copyright and its legal protection. The targets of this activity are students of SMK N 1 Demak majoring in Multimedia, which are expected to develop their potential in finding creative works and knowing their benefits and legal protection. The method used in overcoming problems regarding developing the potential of SMK students in creating creative works. So that SMK students know the legal protection and benefits of copyrighted works and understand things that can be categorized as copyright works, who has the right to be the copyright holder, and what actions can violate Rights in accordance with Law Number 28 of the Year 2014 concerning Copyright. The steps taken to address the issues described above are: (1) Development or socialization of copyright recognition; dan (2) Coaching in developing the potential of vocational school students in creating copyrighted works.

The aim of research to describe:  Empowerment in providing merchandise Production , distribution of merchandise and reporting results poduction units merchandise program marketing expertise Stores in Vocational High School 1 Surakarta. This study used qualitative methods. Data were collected through interviews, observation and documentation. The validity of the data using credibility. Results from this study are: 1) Empowerment in the supply of merchandise can be done by: getting  from the sales,  the grocery store, and congsinyasi Checking on goods that have been purchased and distributing of goods and correctly 2)  Empowerment of distribution of goods can be done by: Human Resources and Facilities optimize existing infrastructure, designing organizational structures, systems Applying pick up the ball, and the Door to Door Sales Program. 3) Empowerment of reporting the sale of goods can be: for writing for all the transactions that occur ,reported to the head of the production unit and headmasterr regularly, distribution of profits based on the AD ART and giving rewards to the  customers.

Purpose The purpose of this study is to develop a better understanding of how information technology (IT) resources influence a firm’s channel power development. Specifically, this study hypothesizes that two types of IT resources (i.e. IT infrastructure resources and IT human resources) are key antecedents to channel power and that information management capability is a key mediator between IT resources and channel power. Design/methodology/approach The hypotheses are tested using survey data gathered from a sample of Chinese companies. The analyses are performed using partial least squares technique. Findings The results suggest that both of the two IT resources play key roles in enhancing a firm’s channel power, but they do so in different ways. Specifically, while IT human resources can enhance a firm’s channel power by strengthening both information acquisition and dissemination capabilities, IT infrastructure resources can influence channel power only by enhancing a firm’s information acquisition capability. Research limitations/implications The measurement of IT resources might potentially be influenced by subjective divergence. In addition, information management contains many sub-processes, and this study only examines two of them: information acquisition and information dissemination. Practical implications The findings suggest that managers should develop/improve both IT infrastructure and human resources to enhance channel power by building stronger information management capability. More importantly, the findings reveal that IT human resource can provide more benefits as it strengthens both information acquisition and dissemination capabilities. Originality/value This study extends the existing literature by investigating how a firm’s IT resources affect its channel power. The results of this study provide insightful guidance for managers and researchers in how to better manage IT resources to improve channel governance performance.

Strategic alignment of information technology (IT) is required to be included in the firms’ core activity in today’s business environment. The purpose of this study is to understand the impact of ‘IT connectivity, IT infrastructure and IT human resources’ on ‘IT business strategic alignment’ by developing a model, in public and private organizations in India. A questionnaire was used to measure the constructs after its validity and reliability. The findings discovered that firms’ IT strategic alignment was significantly impacted by three IT dimensions, that is, IT connectivity, IT infrastructure and IT human resources (combined as IT capability). The IT investments and expenditures of a firm are aligned with its business objectives and priorities. Furthermore, the significant role of these dimensions in public and private organizations in India was examined.

Industri pengolahan merupakan sektor dengan kontribusi tertinggi terhadap PDRB di Kabupaten Tegal. Namun banyaknya industri yang direfleksikan dengan terjadinya proses industrialisasi tidak dapat menyerap tenaga kerja di pasar tenaga kerja. Pengangguran di Kabupaten Tegal menduduki peringkat tertinggi di Jawa Tengah dengan tingkat pengangguran yang didominasi oleh lulusan Sekolah Menengah Kejuruan (SMK). Oleh karena itu tujuan penelitian ini adalah untuk menyusun strategi perencanaan SDM pada SMK di Kabupaten Tegal. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan alat Analytical Hierarchy Process (AHP). Variabel yang digunakan dalam penelitian ini adalah sumber daya manusia; fasilitas; kelembagaan dan birokrasi; dan kemitraan. Hasil penelitian menggunakan AHP menunjukkan bahwa kriteria tenaga kependidikan merupakan aspek yang paling diprioritaskan. Kemudian aspek selanjutnya yang perlu diperhatikan atau menjadi prioritas adalah manajemen kurikulum yang inovatif, penempatan PKL siswa dan perlunya penyesuaikan kebutuhan industri dengan kompetensi keahlian. Berdasarkan prioritas tersebut, dalam upaya perencanaan Sumber Daya Manusia pada SMK di Kabupaten Tegal perlu adanya perbaikan tenaga pendidik, inovasi kurikulum yang relevan dengan dunia usaha dan industri agar lulusan yang ada menjadi lulusan yang berkompeten dan berdaya saing. The manufacturing is the sector with the highest contribution to GRDP in Tegal regency. However, the number of industries reflected in the industrialization process cannot absorb labor in the labor market. Unemployment in Tegal regency is ranked highest in Central Java with unemployment rates dominated by graduates of Vocational High School (SMK). Therefore, the purpose of this research is to formulate the strategy of human resource planning at SMK in Kabupaten Tegal. The method used in this research is a qualitative descriptive method with the Analytical Hierarchy Process (AHP) tool. The variables used in this study are human resources; amenities; institutions and bureaucracy; and partnerships. The results of the study using AHP indicate that the criteria of education personnel are the most priority aspects. Then the next aspects that need to be considered or become a priority are the innovative curriculum management, student placement of PKL and the need to adjust the needs of industry with the competence of expertise. Based on these priorities, in the effort of human resource planning at SMK in Tegal regency need improvement of education, curriculum innovation relevant to the business world and industry so that existing graduates become competent and competitive graduates.

The objectives of this research are to find the reasons of the Private Vocational High School implementing the mangement of quality development to improve the competitive excellence, the factors of the success of the implementation of management of quality development, and the contributions of management of quality development in impoving the competitive excellence by using case study at three private vocational high school in Jambi of SMK S Yadika Kota Jambi, SMK S Attaufiq Kota Jambi and SMK S Dharma Bhakti 4 Kota Jambi. The results of this study show that the three SMK S show the implementation of management of quality development, therefore, they are able to compete. There is religion contents which is given and solid teamwork and responsibility. The factors of the success are able to improve the competitive excellence are a good management which is supported by qualified human resources, good relationship with the workplace, and well-planned policies. The contributions of quality development management towards the achievement that is achieved by the SMK S in improving the competitive excellence are the existence of the quality assurance which runs the responsibility and right well, management responsibility, determining work standard, and local and global excellence-based education. In conclusion, the implementation of management of quality development at SMKs  has been able to make the school has good quality that can increase the competitive excellence in Jambi province.
